Greeting in the Lord!

Below is information related to our next stated meeting of presbytery:

1. Site. We are meeting at the Covenant Presbyterian Church of Augusta, GA. The address is 3131 Walton Way, Augusta, GA 30909-3299. The phone number is 706-733-0513 and the web site is: www.coventaugusta.org Here you will find a location map and directions. (On the home page click “Contact us.” Look at bottom of that page.)

2. Time: Registration begins at 8:30 a.m. with Call to Order at 9:30 a.m.

3. Theme: “Partnering in Mission,” a focus which offers perspectives locally, nationally and internationally regarding our mission ventures.

4. Docket will be available for download from the presbytery web site (www.negapby.org ) by May 4, 2015. Following opening items, the morning will be devoted to Presbytery business matters and worship. Following lunch ($8.00), which will be prepared by French Market Grille, and fellowship time, we’ll have a hymn, prayers and recognition of honorably retired pastors. Then the afternoon will be devoted to the sharing of effective mission practices. Adjournment is a SPECIAL ORDER 3:00 p.m.

5. Childcare is available upon request. To arrange such, please call the church office by Friday, May 15, 2015.

Report of Coordinating Team to Northeast Georgia Presbytery, May 19, 2015 Stated Meeting

Glenn Newsome and Helen Epps, Chairs

INFORMATION:

1. On May 3, 2015 a worship service will be held to close the Lexington Presbyterian Church.

2. The Ad Hoc Committee on the selection process for a new General Presbyter recommended that the Personnel Committee create a job description for the General Presbyter and present it to the next Coordinating Team meeting. The current Ad Hoc committee will remain in effect.

3. The Budget and Finance Initiative Team reported that Presbytery is operating with a positive balance of $21,816.60 as of March 31.

4. Mandatory Sexual Misconduct Prevention Workshops are scheduled for April 23, 2015 at the Covenant Church of Augusta and Saturday, October 24, 2015 immediately upon adjournment of the Fall Stated Meeting at First Church in Cleveland.

5. Received copy of a letter dated March 22, 2015 from the Clerk of Session to Members of Washington Presbyterian Church.

ACTIONS:

1. That Helen Epps, who is Moderator-Elect of Northeast Georgia Presbytery, become the new chair of the Coordinating Team with the understanding that henceforth the Moderator-Elect of the Presbytery will be the chair of the Coordinating Team.

2. That the letters of resignation from David Keister, Jr. as co-chair of CPM and Glen Kohlhagen as co-chair of COM be accepted with regrets.

3. That the Personnel Committee of Northeast Georgia Presbytery begin a process for election of a new Stated Clerk.

4. That Joe Berry, upon his retirement, be given the title of Stated Clerk Emeritus.

5. Approved the Global Mission Ministries grant application form.

6. Approved that a new lease with the current landlord for office space be negotiated and approved.

7. Approved that the Budget and Finance Initiative Team assemble application forms so churches and other presbytery organizations can apply for funds from the newly created super funds.

8. Approved the proposed docket for the May 19 meeting of Northeast Georgia Presbytery.

RECOMMENDATIONS TO PRESBYTERY:

1. That the Northeast Georgia Presbytery approve splitting the Tri-Presbytery Campus Ministry Commission Fund into thirds which would then be distributed to Cherokee, Greater Atlanta, and Northeast Georgia presbyteries for the work of campus ministry as they see fit, and request Cherokee and Greater Atlanta presbyteries approve the division into thirds and distribution. Once the three presbyteries approve disbursement of the fund, Northeast Georgia Presbytery approves disbursing its portion to the Presbyterian Student Center at UGA to be used toward the Presbyterian Student Center building.

REPORT OF COMMITTEE ON MINISTRY TEAM Northeast Georgia Presbytery May 2015 Meeting

The Committee on Ministry met on March 12, 2015 at Central Presbyterian Church in Athens.Additional communications and actions followed via email.

FOR INFORMATION:

1. New liaison lists were created, distributed, and responsibilities discussed.

ACTIONS:

1. Email votes approving Rev. Kim Jackson’s installation commission at Reid Memorial, the makeup of the Administrative Commission for Belle Terrace, and the addition of Dr. Charles Morgan to the Pastoral Care Group were discussed.

2. A listening team consisting of Rev. Ted Worley, Miriam Risher, Jim Hiers and Rev. Mark Harper was appointed to visit the Toccoa First Presbyterian Church in response to their request to withdraw from the PC(USA).

3. Rev. Mark Harper became chair of COM following the resignation of Rev. Glen Kohlhagen as co-chair (but not from the ministry team). Glen will be focusing pastoral energy on the Washington Presbyterian Church as it discerns whether or not to request dismissal from the PC(USA).

RECOMMENDATION TO PRESBYTERY:

1. A Called Presbytery Meeting for August 11, 2015, if needed, was recommended.

REPORT OF THE COMMITTEE ON PREPARATION FOR MINISTRY TEAM TO THE MAY 19, 2015 STATED MEETING

Scarlette Bostick, Chair

The Committee on Preparation for Ministry (CPM) met on April 14, 2015, advises the following information, reports the following Actions, and makes the following Recommendations to Presbytery.

ACTIONS:

1. The team approved Candidate Hampton Williams ready to receive a call, pending graduation from Columbia Theological Seminary, and the forwarding of the final CPE report to CPM. He was given permission to circulate his PIF, following its submission and approval by his committee liaison, Rev. Jeff Reynolds.

2. The team took the following action: that Zak Fletcher, from Commerce Presbyterian Church was denied as an applicant to be an Inquirer.

RECOMMENDATIONS:

1. That Stephanie Loftin, from Oconee Presbyterian Church, who has completed her first year at Columbia Theological Seminary, be added to, and sign, the Roll of Inquirers at this meeting of Presbytery. She was interviewed and examined by the Committee on her application to be an Inquirer on August 26, 2014 and has completed all paperwork required by CPM including her Psychological Evaluation. She most recently met with CPM on April 14, 2015.

2. That Colleen Cook, from Covenant Church, Athens, who will begin classes at Columbia Theological Seminary this summer, be added to, and sign, the Roll of Inquirers at this meeting of Presbytery. She was interviewed and examined by the Committee on her application to be an Inquirer on April 14, 2015 and has completed all paperwork required by CPM including her Psychological Evaluation.

Both Stephanie Loftin and Colleen Cook will be asked to give a brief personal statement of their faith journeys at this May 19, 2015 Stated Meeting. The presbytery is allowed limited examination for the purpose of asking about their faith journeys.

The Nominating Committee places the following names in nomination:

1. Rev. Rindy Trouteaud, Monticello, as Vice Chair of the Committee On Ministry for 2015 and 2016 with intent to become Chair in 2017. Rev. Trouteaud will be in the class of 2017.

2. Rev. Andy Chambers, Cleveland First, to serve as Chair of Sexual Misconduct Pastoral Response Team for 2015.

3. Mr. Chris Penna, Ruling Elder from Greensboro First, to serve on the Sexual Misconduct Pastoral Response Team.

4. Ruling Elder Sylvia McDonald, Jefferson, to serve as Vice Chair of Committee on Preparation for Ministry for 2015 and to become Chair in 2016.

5. Rev. Jeff Reynolds and Ruling Elder (RE) Alberta B. Clark, Westminster, to serve another 3-year term on the Committee on Preparation for Ministry. Each will be in the Class of 2017.

6. Rev. Teresa Franklin as Chair of Let’s Talk Communication Ministry Team for 2015.

10. Rev. Holly Shoaf-O’Kula, Minister of Education at Aiken PC, to serve as Vice Chair of Leadership Development Ministry Team for 2015.

The Nominating Committee wishes to appeal for individuals to serve on the Committee on Representation.

ACKNOWLEDGEMENT OF PREVIOUS PRESBYTERY ACTION:

1. Rev. Mark Harper was elected October 2014 as Co-Chair of the Committee on Ministry Team (COM). Upon the resignation of Rev. Glen Kohlhagen as Co-Chair ofCOM, Rev. Harper will become Chair for the remainder of 2015 and continue as Chair in 2016 as planned originally.

2. Rev. Scarlette Bostick, Co-Chair of Committee on Preparation for Ministry Team, will serve as Chair for 2015 as replacement for Rev. David Keister.

3. Mr. Warren Combs and Rev. Andy Cooke will serve as Co-Chairs of New ChurchDevelopment Ministry Team for 2015 and 2016.

4. Ruling Elder Bill Cravens, Saint Andrew, Augusta, will serve as Chair of Permanent Judicial Commission for 2015.

5. Ruling Elder Louis Boyd will serve as chair of Nominating Committee for 2015.

NORTHEAST GEORGIA PRESBYTERY CHAPTER NATIONAL BLACK PRESBYTERIAN CAUCUS

REPORT NORTHEAST GEORGIA PRESBYTERY

MAY 19, 2015

The NEGA Chapter met at the Westminster Presbyterian Church in Waynesboro, GA. on Saturday, March 28, 2015. Members attending were: Reverends- Otis A. Smith, Evelyn Ellis and Melvin Lowry; Elders- Neal C. Leonard, Sr. Michael Searles, Alberta Clark, Marie Darling and Esther Moore.

DISCUSIONS Mr. Leonard explained how the NEGA Chapter functions within the Southeast Region (GA., FL., SC) of chapters and how the membership is open to everyone. He explained the need for a caucus and how that the main purpose of the NEGA Chapter was to assure that the Caucus had a voice and vote on the decision making body of the Northeast Georgia Presbytery and to present issues peculiar to Black congregations. Rev. Smith announced that the 2015 National Black Presbyterian Biennial Convention will be held this year, July 9-11, in Charlotte, NC. Rev. Cheryl Barnes (by phone) explained two changes that are taking place at Presbytery: 1. The Committee on Ministry is seeking ways to help small congregations to

operate more efficiently. 2. How best to eliminate duplicating missions at the Presbytery level.

New Church Development Ministry Team Report Andy Cooke and Warren Combs, Co-Chairs

The New Church Development Ministry Team met at the Presbyterian Student Center on March 6, 2015.

In 2014, we concentrated on developing a shared sense of ministry for New Church Development across Northeast Georgia Presbytery. Going forward, we are going to concentrate on supplementing grants from 1001 New Worshipping Communities. “Seed Grants” from the denomination are worth $7500. The year after a Seed Grant is received, new worshipping communities can apply for a $25,000 “Investment Grant.” After that, application can be made for a $25,000 “Growth Grant.” We are working to have this funding for new church development come into our presbytery to start new worshipping communities. We believe that the best way to help new worshipping communities in our presbytery to receive this funding would be to incentivize their applications for Seed Grants with additional funds and a deadline.

At our March 6 meeting, we decided to send a packet with a letter, brochures, and the booklet "Starting New Worshiping Communities: A Process of Discernment" (77 pages, published by 1001 New Worshiping Communities) to the pastors of Cleveland, Clarkesville, Cornelia, and Nacoochee with a formal invitation to form a committee and begin the work of starting a new worshiping community in their area. We will also offer them a $2500 grant if they apply for the 1001NWC seed grant by the Sept. 16 deadline, send a copy of that application to us, and actually receive the grant. We will also sent the same packet to the pastors of Reid Memorial, St. Andrew, and Covenant Augusta with the same offer, but for the Oct. 14 deadline and with the invitation to consider starting a new worshiping community in Columbia County.

In addition, we decided to send a resolution to the next presbytery meeting that would send all unencumbered assets from the sale of properties to the New Ministry Development Superfund. The wording of this resolution was to be created in consultation with the Transitional General Presbyter, Presbytery Bookkeeper, Stated Clerk, and the Chair of BFIT. After consultation, it was concluded that we should table this discussion about a resolution until the presbytery moves further through the current transition.
