    SUMMARY OF HISTORY

    Attached for first reading is By-law No. 6986 for the proposed 2011 Annual Schedule of Fees. Mos t fees

    have modest increases proposed for 2011, with the majority of areas having an average increase of 2% - 3%.Some notable items follow:

    Recreation Centre Golf Course

    Green Fees Regular and Jun ior green fees are propos ed to increase $1/round. Season passes are proposed to increase 8% to $820 for adults, 6% to $380 for juniors, and 4% to $1,900

    for families. Proposed introduction of RCGA Card nonmember fees and elimination of the Power Cart Punch Card. Season Passes for Tennis are proposed to increase 10%.

    Sportsplex

    Most fees are proposed to increase more than 5%. Lesson rates are proposed to increase 10% on average. Hourly pool and ice rentals are propos ed to increase 7%.

    Ambulance

    The fee s tructure is p roposed t o change in 2011 so that all persons receiving ambulance services pay thesame amount for the same service. An Out of Community Resident Surcharge and an Out of ProvinceResident Surcharge are proposed at $150 and $220 respectively and these surcharges will be added to allservices. This change in s tructure reduces the number of different fees that are charged and groups the

    fees into more meaningful categories.

    Special Event fees are proposed to decrease 24% to encourage usage of the service and s till cover costs .Sanitation

    Commercial tipping fees and Extra Municipal Refuse fees are proposed to increas e 7%. Contaminated soil disposal permits are proposed to decrease by $20 or 36% per tonne to the nearest

    kilogram.

    Planning

    Permit fees are proposed to remain virtually unchanged however many development fees are propos ed toincrease by amounts in excess of 6%.

    Transit

    Cash fares are proposed to remain unchanged. Adult pass es are proposed to increase by $2, youth and post-secondary pass es are proposed to increase

    by $1.

    RECOMMENDATION:

    That By-law No. 6986, to adopt the Annual Schedule of Fees for services, activities or things provided by the City of

    Brandon, and to repeal By-law No. 6852, as amended, be read a first time.

    BY-LAW NO. 6986

    BEING A BY-LAW of The City of Brandon to adopt the Annual Schedule of Fees for services,activities or things provided by the City of Brandon.

    WHEREAS in accordance with Section 232 (2)(d) of The Municipal Act, S.M. 1996, Cap.58,C.M225 a municipality may, in a by-law, establish fees or other charges for services,activities or things provided or done by the municipality;

    AND WHEREAS it is deemed necessary and expedient to annually establish a new scheduleof fees for the services and activities provided by the City of Brandon;

    NOW THEREFORE the Council of the City of Brandon, duly assembled, enacts as follows:

    1. By-law No. 6852, as amended, is hereby repealed.

    2. Schedule A attached hereto shall be and is the current schedule of fees for servicesand activities provided by the City of Brandon.

    3. The rates set out in Schedule A shall come into effect January 1, 2011, unlessotherwise stated.

    4. This by-law shall come into full force and effect on the day following the date ofpassage.

    DONE AND PASSED by the Council of The City of Brandon duly assembled this day ofA.D. 2010.
