Maser Consulting P.A. is pleased to submit our Proposal to provide a GIS Needs Assessment for the Town of Clinton. Maser Consulting has offices strategically located throughout the U.S. with our closest office in Hawthorne, Westchester County New York. As you review our submittal, you will see that Maser Consulting has an excellent reputation and extensive experience to perform required GIS Needs Assessment services described in the RFP. Our Proposal was created to assist the Town of Clinton by clearly explaining Maser Consulting’s experience and reputation in the field, our ability to accommodate any required project timelines and meetings, and all other factors to support the best interests of the Town of Clinton. Your project is important to us and this introduction certifies that we will be committed to your project, and will prioritize accordingly in order to meet deadlines that are established through our project manager, and Town project liaisons. Our workload is managed weekly through manager meetings, reviewing all client projects, tasks and deadlines, ensuring that the appropriate staff is available to perform required tasks. PROJECT TEAM Maser’s GIS Division and Municipal Grant Writing staff will be the project team. These staff members have a wide range of knowledge in municipal government, and municipal GIS program implementations. Our team is well diverse in the suite of ESRI products, Geo Series GPS Trimble data collectors and the suite of Autodesk CAD software products. With this talent, we are able to select the most qualified staff members for the Town of Clinton proposed project tasks. Maser Consulting’s award winning, municipal geographical information system services have been spotlighted in national publications such as Stormwater Magazine, and Public Works Magazine, and in addition to receiving a national award from Government Technology’s- Best Fit Integrators Award for our Middletown Township, Monmouth County NJ web-based GIS Asset Management program. Maser has performed County, Municipal and Utility Authority level GIS needs assessments and implementation plans, allowing the client to utilize the deliverable as a guide on budgeting and implementing their GIS program in a cost effective manner. The results of our needs assessment projects have assisted our clients in becoming more efficient at daily operations related to O&M, handling public service requests, and capital project budgeting. By moving to a GIS program, our clients, and the public they serve, now have the ability to access up to date information about town-wide properties and infrastructure, within one overall standardized GIS program. Our team goals for the Town of Clinton needs assessment, is to provide professional guidance, and documents that will assist the Town in implementing a well suited GIS program. Our needs assessment process is a learning experience for us and our clients. Stakeholders involved become more aware of how geographical information systems can assist them. We establish a “buy-in” atmosphere for all parties involved, which allows for deeper collaboration, with a result of a best suited GIS program for the Town. The investment of implementing the GIS program is always taken into consideration, with the understanding of our municipal client’s budgetary constraints. It is important to pursue all avenues of grants, and outside GIS initiatives that the Town can take advantage of during the needs assessment process. We assist our client’s with seeking funding sources in order to sustain the GIS program once the program is in place. These may include fees incurred by developers as they change the infrastructure and property characteristics within the GIS program. We’ve also set parameters for clients that choose to add fees to existing processes such as building permits, and licensing applications. Experience GEOGRAPHIC INFORMATION SYSTEMS

EDUCATIONAL INSTITUTE Princeton University, Mercer County, NJ Project included developing GIS and GPS standards for the University’s engineering and GIS departments. The University managed a web-based GIS program powered by Autodesk Map guide and ESRI, ArcGIS components. The standards put in place assisted the University with managing infrastructure components with the GIS program. These components consisted of the campus’ chilled, steam, drainage, sewer and electrical system. Detailed GPS data collection procedures including digital forms were created for field inspection of the University’s tunnel network. At the delivery of the project, the engineering and GIS staff were trained on how to implement the standard procedures. Electric Manhole inspections were conducted throughout the Princeton University campus, following the data model standards implemented during the first phase of this project. GPS x, y locations of the manholes were collected along with a visual inspection of the manhole condition. Mobile inspection form data and photographing were compiled and linked to the GIS manhole dataset. This information was then used to prioritize maintenance work within the engineering department based on condition assessment.

Philadelphia University, Philadelphia County, PA Provide professional survey and GIS services to conduct 3D terrestrial scanning and static LiDAR data collection of Philadelphia’s Germantown District, Philadelphia University’s Main Campus area, and the Philadelphia Navy Yard, in order to provide GIS course material for a 3D GeoDesign program at the University’s College of Architecture and the Built Environment. Part of the project involved researching suitable software for the storage, access, and use of the project GIS data in order for the University to provide planning and design concepts for the redevelopment of various sites in the Philadelphia region. Maser Consulting utilized cutting edge geospatial technology, including 3D hi-definition laser scanners and the Riegl VMX-450 Mobile LiDAR Mobile Mapping System to gather precise topographic and geospatial data. Our GIS professionals cataloged existing datasets for use during the project, to ensure the quality of data overlays and accuracy checks, as well as the quality of future data collected.

AGENCIES / COMMISSIONS Lehigh Valley Economic Development Corp., Lehigh Valley PA Provide ESRI, ArcGIS Training to staff, covering data management, standard procedures for GIS data creation and storage of client datasets. New Jersey Department of Transportation Professional services to provide an overall GIS database of various ITS components that are owned by multiple agencies throughout the state. The project team gathered GIS information of multiple spatial references and formats and compiled it to one uniformed geodatabase. In some areas, ITS point data was added so linkages could be made to external dbase and Microsoft Access files. Project deliverable will allow for the DOT to view ITS components statewide, manage ITS locations, track operational status, ownership of ITS feature, and provide a tool for future planning.

Experience GEOGRAPHIC INFORMATION SYSTEMS

New Jersey Turnpike Authority Professional services providing GIS point data of bridges and building facilities along the NJ Turnpike and Garden State Parkway. Database information describing the building facilities and bridges were linked to the spatially mapped bridge and building datasets. Tax map and facility maps were digitally scanned and georeferenced using the 2002 NJ State Orthophotos as a guide. The final dataset will allow the Authority to view the infrastructure and have the ability to view scanned mapping of the surrounding properties and building facilities. Middletown Township Environmental Commission – Natural Resource Inventory Monmouth County, NJ

Paper Street and Waterway Corridor Mapping Professional services to create GIS layers involving the mapping of paper street areas that encroach waterway buffer corridors. The commission will use this information to review existing conditions throughout these areas.

Natural Resource Inventory Project Professional services to prepare a Natural Resource Inventory (NRI) for the Township of Middletown using GIS technology. Existing NJDEP GIS data was used to complete this project. The NRI mapping included hydrologic maps using the watersheds and sub-watersheds, streams, lakes, high water tables, aquifer recharge areas, freshwater wetlands, floodplains, flood prone areas, impaired water bodies, soil types, threatened or endangered flora and fauna, emergent wetland, forest, forest wetland, grassland, urban peregrine falcon nest, wood turtle, natural heritage priority sites; habitat type mapping including land use / land cover, state planning areas, publicly owned land, and undeveloped parcels; and unique natural and historic site mapping including critical environmental sites and historic sites. These data are integrated into the Middletown administration GIS web site to allow analysis throughout the departments of Middletown Township.

COUNTY GIS Bergen County, New Jersey Countywide GIS Professional services to construct the Countywide GIS web site application, for the 70 municipalities within Bergen County. Services included digital parcel updates, address mapping within the existing county road centerline dataset. The Tax Assessors database was linked to the parcel mapping, which allows querying of tax data on the County GIS web site. The Bergen County web interface has provided an aesthetic and intuitive access point to the 70 municipal web sites, which provide mapping for each municipality. Access to the web sites includes public and administrative levels. The project was designed on ESRI, ArcSDE™ and ArcIMS™ software. Warren County, New Jersey GIS Mapping System Professional services to assist Warren County staff in financial infrastructure reporting, in accordance with GASB 34. Provide additional support for the development of a GIS standard implementation plan for the county. The implementation plan will provide for future deployment of an integrated Infrastructure Asset Management System. Putnam County, New York Stormwater System Program Professional GIS/GPS services to satisfy the NYSDEC State Pollutant Discharge Elimination System (SPDES) general permit. Maser Consulting professionals were tasked with GPS field collection of the locations of

County-owned outfalls; recording suspected stormwater illicit connections; photographing structures that required maintenance; and inventorying characteristics of the outfalls and their discharge point. The project deliverable will assist the County in reporting the status of illicit connection mitigation efforts; tracking the costs of potential improvements at the outfalls; reducing stormwater pollutant runoff; tracking outfall Operations and Maintenance (O&M) procedures; and managing outfall O&M historic records. By having this information mapped, Putnam County is now able to not only satisfy the mapping requirements of the permit, but will also be able to identify, track, and manage the process of correcting illicit connections that take place throughout each year. The data mapped follows the standard NY County GIS stormwater data model and allows the County to efficiently manage and maintain its stormwater systems. GPS Stormwater Management Programs Professional services to field locate outfall structures using GPS technology. While locating the outfalls, stormwater illicit connection inspections where done by using a Maser Consulting developed mobile application entering inspection data within the GPS Trimble data collector unit. The data was then reported on through a digital process using the state Stormwater Management standard format. Public Works staff then performed water sampling on illicit connection cases. Generate water sample reports along with GIS index mapping of the entire municipal stormwater outfall system were added to the web based asset management program that is hosted by Maser Consulting. The drainage and sanitary sewer system was digitized by using the existing sewer as-built maps. The maps were georeferenced to the existing road centerline and parcels layer. The as-built plan view portion of the map will be used to capture attribute

The piping network was constructed in direction of flow to allow for future system modeling. Deliverables were provided in pdf and ESRI format. 11x17 drainage book maps were provided in hard copy format. Drug Free Zone Map Projects Professional service to create Municipal Drug Free Zone mapping compliant to NJ Act (N.J.S. 2C:35-7.1). Utilizing GIS mapping, schools and public utilities were identified with drug free buffering areas, indicating drug free areas throughout the municipality. Land Zoning Map Projects Professional services to create a GIS formatted Zoning Map utilizing the municipal ordinance and existing zone information. By creating GIS formatted Zoning Maps, the municipality can query information on parcels that fall within certain zones, listing of total acreage of zones can be determined. In addition, municipal evaluation on rezoning can be done using GIS analysis techniques. SIGN INVENTORY PROJECTS

Southern Ute Tribe, Ignacio Colorado - Sign Inventory Program Professional services providing a Traffic Sign Inventory Retroreflectivity Data Collection Services for Sign Management. A field survey collection was done using Trimble, Geo series data collectors. 231 miles of roadway was traveled where 589 MUTCD regulatory and warning signs were inventoried following FHWA standard attributing. Signs were photographed where photos were linked back to the ESRI, geodatabase of sign locations. Condition and position of sign was inventoried. Reports were generated on signage that did not meet FHWA standards, or that were of poor condition requiring replacement. Costs were outlined to allow the tribe to budget replacement tasks. City of Clifton, Passaic County, NJ – Sign and Signal Management System Teaming with Gannett Fleming and Lambda Technologies, we provided a digital sign management system to track sign maintenance, video log signage and create a spatially connected database containing detailed information regarding replacement cost, location, reflectivity, MUTCD identifier, and sign condition. City of Newark, Essex County, NJ - Sign Inventory Program Initiated by the need to quantify and update the condition of 1,600 signs throughout the City, traffic engineers created a priority replacement report based on signs and posts that were of fair-to-poor condition and failed the retro-reflectivity inspection. A basic web viewer was created for viewing of project data through Maser Consulting’s ESRI, ArcServer hosting capabilities. Professional Traffic

Engineering and GIS Services were provided, teaming with Data Transfer Solutions (DTS). All 1,600 regulatory and warning signs were collected using mobile MAC van technology along 26 miles of roadway. Sign feature points were extracted from the mobile data imagery. Data was migrated to EGIS standard, which is a requirement of NJTPA funded projects. Retro-reflectivity was performed to determine signs requiring replacement. Essex County, New Jersey - Sign Inventory Program Professional Traffic Engineering and GIS Services were provided, teaming with Data Transfer Solutions (DTS). 1,600 Regulatory and Warning signs were collected using mobile MAC van technology along 225 miles of County owned roadway. Sign feature points were extracted from the mobile data imagery. Data was migrated to EGIS standard, which is a requirement of NJTPA funded projects. Sign retro-reflectivity inspections were performed to determine signs requiring replacement. Traffic Engineers created a priority replacement report based on signs and posts that were of fair to poor condition and had failed the retro-reflectivity inspection. A basic web viewer was created for viewing of project data through Maser’s ESRI, ArcServer hosting capabilities. Maplewood Township, Essex County NJ - Sign Inventory Program Teaming with Lambda Technologies, we provided a digital sign management system to track sign maintenance. The mobile application was driven bi-directional on all Township roads. A video log was captured and tied to the road centerline network. Feature extraction was performed to create a sign, signal and post dataset. Still images of dataset features were cataloged. Information regarding location, height, reflectivity, and MUTCD code were listed as attributes within the datasets. Information is accessible within the asset management program that is hosted by Maser Consulting. Camden County, New Jersey - Sign Inventory Program Survey services and GIS services were provided to collect and inventory regulatory and warning signs using LiDAR technology along 400 miles of roadway. Sign feature points were extracted from the mobile data imagery. Sign and post information was standardized and placed into a configured web-based asset management system for the County to utilize for operation and maintenance of their sign assets. Retro-reflectivity was performed to inventory signs requiring replacement. Project was managed by DVRPC and funded by NJDOT. MUNICIPAL GIS MANAGEMENT PROGRAMS Bridgewater Township, Somerset County NJ Web-based GIS Asset Management Program Implemented a GIS program for the Bridgewater Township Public Works, Engineering, Health and Administrative Departments. The new GIS system facilitates a town-wide management system, allowing the Township to view comprehensive information about their assets, thereby increasing efficiency levels for managing them. The more efficient management of these assets, which include operation and maintenance activities and snow plowing, results in reduced costs. In addition to providing a program to allow the Township to access 24/7 mapping, document, and database information, Maser Consulting also provided GPS data collection services to map the Township’s storm drainage and sewer collection systems. Stormwater Outfall Inspection and Data Collection Surveying and GIS services were provided to develop a Stormwater GIS Program for the Township. Services included surveying the location of 500 outfall structures, recording cases of dry weather flow, recording the condition of structure and photographing of structure.

Web-based Asset Management Program Professional services were provided to develop a web based asset management program suitable for each department at the Township. The program contains service request and work order applications allowing supervisors to assign and manage work at a department level. Tax assessment and building permitting data is linked to the program allow staff to review pending and closed applications per parcel. Tax maps and a variety of scanned property documents are stored within the program per parcel. The program is maintained and hosted by Maser Consulting.

Township of Middletown, Monmouth County NJ Web-based GIS Asset Management Program

Public GIS Website A GIS Internet web site for Middletown Township was created to allow the township officials and public the ability to search for parcels based on owner name, lot and block numbers. Tax assessor information was linked to the GIS base map for spatial querying. A GIS web site was created which contains defined queries-tax assessor, building information, Certificate of Occupancy, zoning application information and business inspection. Election district, recycling, and environmental data are also contained within the web site. Web site is hosted by Maser Consulting.

Administrative GIS Web Asset Management System Implement an Asset Management program for in-house consumption via the web. Service call and work order applications were configured to allow public to submit a service request via the Township website. Service requests are then filtered to the proper department based on description of issue. This information is then assigned by supervisors so work can be performed.

GPS Sanitary Sewer Collection Professional engineering and surveying services were provided by constructing a citywide Sanitary Sewer GIS dataset. The project was contained within the 11.5 square mile boundary of the City which contains approximately 200 miles of sanitary sewer piping. Using GPS technology, manhole locations were located with cm. accuracy elevation using RTK processes. Attributes were add to the manhole dataset which were taken from the original as-built plans provided by the City. Manholes can be queried by system area, manhole identifier and conditions.

Hamilton Township, Mercer County NJ

Parcel Mapping GIS mapping services to update the Hamilton Township parcel map originally created by Mercer County, N.J. GIS program. Utilizing the 362 state certified tax maps, and the Townships tax assessor database, Maser Consulting provided an updated dataset containing approximately 35,500 parcels. 22% of the parcels and tax assessment records did not connect properly during the first quality check of this project. The firm resolved the non-linking data by working with the Township’s Engineering and Tax Assessment department. Subdivision maps and lot consolidations were perform to create a 100% match to the tax assessment database when linked to the parcel base. This allowed the Township to generate radius maps around properties in question which was used to generate mailing lists for variance letters to owners.

Sanitary Sewer GPS Data Collection and Inspection The Hamilton Township Department of Water Pollution Control (WPC) operates a regional wastewater treatment facility with a capacity of 16 million gallons per day (MGD) and an average daily flow of 9.2 MGD. The Utility has been in operation for 71 years and is currently serving over 92,000 residents from three municipalities with a collection system containing 389 miles of sewer lines and 39 pumping stations in its 45 square mile service area.

Maser Consulting was contracted to create the Townships GIS datasets covering the sanitary sewer system. The first step was to digitize 56 manual drawn maps of the sewer system. The datasets created covered sewer pipelines, manholes, pump stations and force mains. Attribute information was added where information could be found on the maps. In many cases pipe sizes, manhole rims and other basic attributes were missing from the plans. The second phase of the project was to field verify the locations of the manholes by using sub meter accuracy Trimble GeoXH data collectors. Maser Consulting’s GIS/GPS field inspectors used the existing sewer datasets to locate the manholes. Once the manholes were found in the field, the field inspectors recollected the point which updated the x, y location of the manhole. The inspector then photographed the interior of the manhole and performed condition inspections.

As-Built plans of the system were scanned and linked to the appropriate street centerline. End-users are able to click on the road segment and view the as-builts accordingly.

Stormwater System Mapping A town-wide dataset was created for stormwater structures and piping. Existing as-built plans of the stormwater system and field inspection notes collected by in-house staff at the Water Pollution Control Department were used as guidance during the creation of the GIS layers. Information shown on the As-Builts such as; grate elevation, pipe slope and inverts, were added as attributes within the datasets.

Parcel Mapping GIS services were provided to create a Township level parcel dataset. The parcel mapping was created by utilizing the existing state certified digital tax maps. The project was contained within the 40 square mile boundary of the Township, which contains approximately 24,000 tax parcels. Unique identifiers were added to the parcel polygon. The tax assessment database was linked to the mapping. In working with the Tax Assessor and the Township Engineer, non linking parcels were resolved. Parcels are updated quarterly. This information is fed back to the County for uploading to the countywide database.

Master Planning Professional services to create a set of Master Plan maps in the following categories: zone mapping, historical districts, smart growth, redevelopment plan, open space and public space preservation, park and recreational plan, existing and proposed land use, mass transit and bike path map.

Howell Township, Monmouth County NJ Provided Geographical Information System (GIS) services to the Township of Howell for the purpose of creating official Township record maps. Long Branch Sewerage Authority, Monmouth County NJ The Long Branch Sewerage Authority is an activated sludge wastewater treatment facility with a permitted design flow of 5.4 million gallons per day of discharged treated wastewater effluent. The effluent is discharged into the Atlantic Ocean, which is designated as SC (Saline Coastal) Waters in New Jersey. The LBSA currently serves a population of approximately 31,000 people with customers in Long Branch and parts of West Long Branch, namely Monmouth University. The collection system consists of approximately 500,000 linear feet of sewerage lines and six pump stations. Maser Consulting was contracted to create a web based GIS solution. Maser Consulting met with key staff at the Long Branch Sewerage Authority (LBSA) gathering as-built, and construction plan sheets that were a mix of manually drafted documents and AutoCAD files. Some plans dated back to 1968. The sewer piping and manholes were digitized using land base datasets (parcels and road centerlines) as a guide. Many of the digital files were referenced to the state coordinate system giving the datasets areas of high horizontal accuracy. LBSA supplied Maser Consulting with a database file of their client account software. The information was tied to the parcel base allowing LBSA to search by client account number, name, address, or block and lot number. The end-users of the program can then run reports on that information and print maps of the selected properties. The asset management system is hosted by Maser Consulting and has been a useful tool for the Authority and the City of Long Branch, enabling the end-user to have up to date information regarding the sewer system and the properties that are serviced by LBSA. As development continues to grow within the City, mapping updates are made by Maser Consulting’s GIS staff. Lower Paxton Township Authority, Dauphin County, PA Providing professional GIS services to integrate their sewer collections system into VUEWorks asset management program to manage work orders, and historic record documents. End-users of the program access the program via web to review detailed information about the condition, installation date, size and type of pipes. Maser Consulting provided standard updating processes and procedures that will be followed by consultants working within the Township with regard to the sewer system, ensuring edits are integrated to the web-based asset management program as they are completed. Laptops were put into the field trucks at the Sewerage Authority. As work orders are assigned by staff within the office, the field workers are notified of the work order via email, and online within the asset management web site. The field workers can map the site requiring service. As-Built mapping, location of cleanouts, permit information, owner names and a variety of other helpful information regarding a property or asset are field accessible 24/7 in order to allow field workers to respond immediately to issues without having the need to come back into the office to gather mapping, and work order information. At the Township, building permits, property sales, tax assessment data, and zoning information is priority information that is accessed and edited on a daily basis within the GIS mobile application. The Sewerage Authority relies more on accessing historic data to assist in responding to sanitary sewer service requests. Pipe videos, inspection data, as-built plans, and past work orders are key in assisting the public based on service requests received. The GIS program includes datasets containing manholes, pump stations, cleanouts, basin outlines, land base mapping, and planning and environmental constraint information. PRIVATE SECTOR CLIENTS CSX Rail - Tennessee, New York, Maryland, Kentucky Districts – QA/QC GIS Data Rail Asset Collection The overall project involves the survey of rail assets such as; signals, rail crossings and rail switches. COUNTY GIS Countywide GIS Bergen County, NJ Professional services to construct the Countywide GIS web site application, for the 70 municipalities within Bergen County. Services included digital parcel updates, address mapping within the existing county road centerline dataset. The Tax Assessors database was linked to the parcel mapping, which allows querying of tax data on the County GIS web site. The Bergen County web interface has provided an aesthetic and intuitive access point to the 70 municipal web sites, which provide mapping for each municipality. GIS Mapping / Drainage System & Sanitary Sewer Town of Orangetown, Rockland County, NY GIS and land surveying services to provide a drainage and sanitary sewer GIS layer that will be viewable by accessing the Town’s GIS website. The drainage and sanitary sewer systems were inputted by using the existing cover maps and overlaying these images of these maps in reference to the existing road centerline and parcel layers done by the County. The as-built plan view portion of the map was used to capture attribute information of the system rim elevations, grate elevations, inverts, pipe, size, pipe material, flow direction and slope was entered as attribute information. City of Clifton, County of Passaic, NJ Phase 1 – Parcel Mapping and State Certified Tax Maps

Project was contained with the 11.5 square mile boundary of the City, which consists of approximately 23,000 tax parcels. Provided professional services to prepare digital NJ State Certified tax maps and the creation of an overall parcel base map. The parcel base map was tied to the City’s tax assessment database.

Phase 2 – Sign and Signal Management System

Teamed with Gannett Fleming and Lambda Technologies, provided a digital sign management system to track sign maintenance, video log signage and create a spatially connected database containing detailed information regarding cost, location, reflectology and condition.

Phase 3 – GPS Sanitary Sewer Collection

Provided professional engineering and surveying services to construct a citywide Sanitary Sewer GIS dataset. The project is contained within 11.5 square mile boundary and consists of approximately 200 miles of sanitary sewer. Using GPS technology, manhole locations were located with elevation. These data were brought into GIS where additional attribute information was added. Manholes can be queried by system area, manhole identifier and conditions.

Utility Authorities Middletown Township Sewerage Authority – Sewer Asset Management System Prepared an overall geo-database file for tracking manhole and sewer piping throughout Middletown Township. Data was converted to the NJ NAD83 coordinate system and then updated to reflect sewer system additions. The GIS data was then set up for printing based on a grid system that covers the entire township. This allows for manageable printed maps that can be used in the field during inspection and maintenance work. Designed and hosted VUEWorks™ Asset Management System for office and field staff. Ongoing enhancements to VUEWorks™ include data creation, existing data updates and revisions, site maintenance, site image and document -linking, site data integration, site software application enhancements, staff training for GIS services, staff support for GIS / GPS tasks, GIS / GPS data field collection. Integration of the Authorities billing system CSI to the Township parcel base. Private Sector Clients Global Insight Inc. Teamed with Global Insight Inc. to provide professional services for N.J. state level mapping to N.J. Realtor’s Association. Managed the preparation and submission of four applications on behalf of clients impacted by Superstorm Sandy. All four applicants are in the process of being awarded funds and executing agreements. The clients listed below are four of only a dozen grant recipients state-wide. The grant is vital to this Jersey Shore city’s ability to foster economic growth and help local businesses and residents recover from SuperstormSandy. Maser Consulting is currently designing the project and Ms. Howard is responsible for managing the grant and ensuring the project’s compliance with the NJEDA CDBG-DR Administrative Manual.

• Main Street Streetscape Improvements Borough of Belmar, Monmouth County, NJ Belmar will be awarded $1 Million to complete the final four-block portion of a multi-phase streetscape project within this iconic summer tourist destination’s Main Street business district. The project is also located within the Borough’s redevelopment zone and will aid in the future revitalization and recovery of Belmar.

• East Main Street Streetscape Improvements Borough of Oceanport, Monmouth County, NJ

Oceanport will be awarded approximately $500,000 to continue a multi-phase streetscape project within the Borough’s Village Center. The project will complement the new multi-use development in Village Center.

• Route 166 Streetscape Improvements Borough of South Toms River, Ocean County, NJ South Toms River will be awarded approximately $600,000 to make streetscape improvements along a corridor that is currently lacking sidewalk, curb, and driveway aprons separating ingress and egress for adjacent business lots. The project will beautify the area as well as result in significant pedestrian safety improvements.

Public Facilities Reconstruction NJDCA Small Cities CDBG-DR (Irene) Program Township of Cranford, Union County, NJ Cranford was awarded $500,000 to reconstruct its municipal building parking lot and replace a detention basin, both damaged during Hurricane Irene. Program is funded by the HUD CDBG-DR program. As Project Coordinator, Ms. Howard is administering the grant in compliance with procurement regulations, federal and state labor standards, fair housing and citizen participation rules, and general grant terms. Fernwood Avenue Baseball Field Improvements 2014 Essex County Open Space Local Aid Program Borough of Roseland, Essex County, NJ Roseland was awarded $150,000 to purchase and install permanent dugouts, restrooms, and a concession stand, and make additional improvements at Fernwood Avenue Park. Coordinated with key project personnel, borough contacts, and program representatives. Thoroughly researched County and Borough open space plans to prepare a complete, competitive application. Maser Consulting is providing professional engineering services for the project and Ms. Howard is managing the grant for proper reimbursement and compliance with program rules. Essex Valley School Multi-Sport Field Improvements 2014 Essex County Open Space Local Aid Program & USA Football Field Building Grant Township of West Caldwell, Essex County, NJ West Caldwell was awarded $150,000 from Essex County and $50,000 from USA Football to install a multi-sport synthetic turf field. A grant from Essex County and constant communication with program representatives were instrumental in the subsequent award from USA Football.

The grant will fund new hire salaries, specialized equipment for program participants, and transportation to and from team practices and competitions. NJDEP Green Acres Local Government Assistance & Monmouth County Municipal Open Space Grant Program Strategically planned projects and applied for these two programs that fund similar activities to appropriately leverage project funds.

• Maclearie Park Improvements Borough of Belmar, Monmouth County, NJ Belmar will be awarded $250,000 from Monmouth County for Phase I of Maclearie Park Improvements. Application for all project phases for NJDEP Green Acres is under review. Project entails the re-orientation of park facilities to make better use of the park space and the installation of a band stage and event lawn to further Belmar revitalization initiatives. Community input on the project scope was attained from residents of the Rhode Island Point neighborhood following damage to the park after Superstorm Sandy.

• Mallard Park Improvements Borough of Manasquan, Monmouth County, NJ Manasquan will be awarded $175,000 from Monmouth County for various improvements to Mallard Park, which include a path to provide ADA accessibility throughout the park as well as much needed drainage improvements to the baseball and softball fields. Council meetings and a public Parks Day allowed the Borough to receive input from residents and park users to determine the project scope.

Fire Department Rescue Pumper Vehicle FEMA Assistance to Firefighters Grant Program Borough of Montvale, Bergen County, NJ Prepared application for the Borough fire department to purchase a combined rescue pumper from this nationwide competitive grant program. Coordinated with the Fire Chief and key project personnel to determine the project scope and all necessary fire department data for the application.

Lake Como Stormwater Outfall Improvements NJDEP Flood Hazard Risk Reduction and Resiliency Grant Program Borough of Belmar, Monmouth County, NJ Application under review. Requested $6 Million for the construction of a new outfall pipe to extend from Lake Como to the Atlantic Ocean and alleviate flooding of private property in the project impact area during natural hazards. Application was extensive and required a FEMA Benefit-Cost Analysis and coordination with NJDEP and project partners including the Boroughs of Lake Como and Spring Lake. Generators for Critical Facilities FEMA Hazard Mitigation Grant Program Energy Allocation Initiative For this program, clients submitted Letters of Intent and were allocated funding prior to submitting complete applications to FEMA for the purchase and installation of resilient energy technologies. Preparation of the application required coordination and communication with the New Jersey Office of Emergency Management (OEM) and key project personnel. Submission of a complete, thorough application was vital to avoid delays in the FEMA review process and ensure clients would receive funding as soon as possible. Applications are undergoing State and FEMA review.

PROGRAM & PROCEDURES ASSESSMENT Project Startup Meeting Our Project Manager (“PM”) will meet with the stakeholders to discuss the overall process of this project. On-Site Review of Record Documents We understand that GIS is established at some level. We will work with key staff to review standards that are in place for digital property record keeping, surveyed data, and existing record documents such as; As-Built plans and miscellaneous land use, and engineering files. We will take inventory on the different data types that are maintained within existing software program sources. We will then estimate the time and effort that will be involved with integrating these programs to a GIS program. We will review data formats that are being collected in the field through GPS technology and general field sketching techniques if applicable. We will note standard forms and data models being used in the field to capture infrastructure locations and conditions. We will also review data being maintained outside of the Town:

Review of Standard Process and Procedures Our team will review the current procedures that are in place to manage how land based information is created and maintained. A review will be conducted on how service calls and work orders are handled from initial request to notification of work order closeout. Existing databases (i.e. DOS, FoxPro, Excel, SQL, Access), hard copy forms, email formats, and any other mechanism that is currently used to track service requests, operation and maintenance scheduling and inspection processes will be noted. We will note how equipment, staff and inventory is currently assigned and managed when relating to operation and maintenance procedures. We will review the type of reports that are being used currently relating to work process, staff scheduling, costs for operation and maintenance of equipment, assets and facilities. Preparation of Report & Presentation Maser will prepare a report outlining their findings with the recommended implementation plan with cost estimates. This will provide the Town with a document that can be used to budget and prioritize the implementation of a Town-wide GIS program. We will also provide a listing of potential funding sources that the Town could pursue to offset GIS costs. Keep in mind not all stakeholders will benefit at the same level. There will be priority areas outlined in our report, where we feel the highest efficiency / cost savings will take place if the GIS program were to be implemented. The implementation could be a phased approach, based on funding, and need for the GIS program. A final presentation will be conducted on-site. The Town will assist in coordinating this effort. Handouts and PowerPoint presentation will be provided. The PM will conduct the presentation.

Project Deliverables Maser will prepare a report outlining their findings with the recommended implementation plan with cost estimates. This report will be provided to the Town in WORD and PDF format. Maser will also conduct a final presentation on-site. The Town will assist in coordinating this effort. Handouts and PowerPoint presentation will be provided.

FEES Maser Consulting will provide the following services as outlined in our technical approach, which include:

• Kick-Off Meeting Introductory Presentation; • Interviews with stakeholders including departments and committees

outlined in the proposal; • Implementation Plan and Next Steps for a GIS System; • Report on Key Data sources and recommendations on resources required

to access and maintain them; • Estimate cost of implementing a GIS system in dollars spent and time

required from major resources; • Multiple (3 at a minimum) scenarios for this GIS implementation; • Mid project status report with the GIS Taskforce; • Review recommendations with GIS Taskforce of the Town; • Final Implementation Plan Report; • Presentation of the results of the analysis to the Selectmen, Town
