Curricular ChangesAuthority Chart

Under The University of Saskatchewan Act, 1995, University Council is responsible for overseeing and directing the university's academic affairs. This includes prescribing curricular, programs of instruction and courses of study in colleges, schools or departments.

The following describes the principles and rationale of delegations of curricular approval authority made by University Council. Questions or issues about the appropriate level of approval required for a curricular change will be reviewed by the Academic Programs Committee of Council. Approved by Council January 24, 2013; effective February 1, 2013.

Academic Programs Committee (APC) approvalRationale:  APC ensures that the application and interpretation of University Council policies, procedures and nomenclature relating to academic standards, program requirements and student experience is reasonably consistent across programs..

Additions or deletions Addition of a new certificate, a major or

honours program, or graduate program for which an approved template exists.

Addition of a new Field of Study in an approved program.

Addition of a greater Depth of Study (honours, PhD) in an existing approved program.

Deletion of a field of study at the major, honours or graduate level, unless this has significant academic or financial implications.

Program changes Addition or deletion of a project, thesis or

course-based option. A change in the name of a Field of Study. Change in the total number of credit units

required for an approved degree program when this change affects tuition or overall program length for students.

Double-listing of courses. Approval of the annual Academic Calendar

including changes to the calendar. Resolution of Challenges. Changes to University procedures for

administration of policies on curriculum, admission, courses and examinations

Procedures:APC can consult with other committees if required.

University Course Challenge (UCC) approvalRationale:  University Course Challenge is appropriate for approval of straightforward curricular changes to existing programs, including those which may affect students and programs in other colleges.However, if the Academic Programs Committee determines that curricular changes submitted to University Course Challenge have significant financial impact they will be referred to university budgetary authority for review prior to approval.

Additions or deletions Addition of a new course or deletion of a

course (unless deleted by the Moribund Course Archive policy).

Addition or deletion of a lesser depth of study (such as a Minor, Cross College Minor or Concentration) in a field of study still taught as a major.

Addition or deletion of a Work Experience or Internship option.

Program changes Changes to the list of elective courses in a

program if these changes affect the program or courses offered by another college

Change in name for a Minor or Concentration

Straightforward program changes.  These would include:- Substitution of a different course for an existing course in a program- Changes to a majority of courses in a program (structure, content, scheduling)- addition or deletion of a requirement in a program- Changes to the Concentrations in a program- Minor changes to the total number of credit units require in a program if this changes does not affect overall tuition or program length.

Course changes Prerequisite or corequisite changes

including adding or removing permission or restrictions on a prerequisite if the changes affect another college.

Determining equivalent courses and mutually exclusive courses in cases where courses are from different colleges.

Reduction or increase of the number of credit units for a course. Note that changing the credit unit value of a course also requires that a new course

Final approval:University Course Challenge

Procedures:University Course Challenge is circulated by the Office of the University Secretary to all departments and college offices, which have two weeks to object to a proposed curricular change.  If no Challenge is received, the curricular change is considered to be approved at month-end.

Instructions:Following College approval, email a memo describing the change, rationale and college approval date [email protected] submit the UCC document through the Portal.

Deadlines:The January UCC is the deadline for any change for the next Course and Program Catalogue.The April UCC is the deadline for any new classes for the next year.The May UCC is the deadline for any prerequisite or other course change for the next year.After students have started registration, changes for the next year will not be implemented unless approved by the Registrar.

Time:The University Course Challenge is posted mid-month, August to June, for approval at the end of the month.Any postings outside of this schedule are approved in four weeks.

College approvalRationale: Colleges approve most straightforward changes in courses which do not affect students or programs in other colleges. Colleges also approve changes to academic rules which affect student selection, progression and graduation.

Making Curricular Changes at the U of S

Under the University of Saskatchewan Act 1995, University Council has authority over the university’s academic programs.

Council has developed several mechanisms for approval of new and revised courses and programs, student admission requirements, course and program deletions, prerequisites, and other types of curricular changes. While retaining approval authority for significant curricular changes, Council has also delegated authority for a number of curricular changes to Deans, the Provost,, University Course Challenge and the Academic Programs Committee. Following is a description of these procedures.

1. Adding new and/or revised programs

How is a new or revised program approved?New or revised programs require approval by Council or by the Academic Programs Committee.

Notice of IntentNew programs require approval by University Council following review by the Academic Programs Committee. A Notice of Intent is the first step required for approval of new programs.

There are some types of new program options where Council has delegated approval to the Academic Programs Committee.

The University of Saskatchewan Act 1995 also specifies that changes to requirements for admission to a program also require approval by the University Senate.

Format for submission of material to Academic Programs Committee and CouncilThe same proposal forms and consultation forms are required for both types of changes; following their submission, the Committee will then make the determination about the level of approval required.

Please complete the forms required in the Checklist and submit these through the Academic and Curricular Change Portal as outlined on the attached forms.

2. Making curricular changes through University Course Challenge

How is a new course approved?New courses developed by University of Saskatchewan faculty and/or departments must be approved at the department and College level. Your college may have its own form for new course proposals. If not, an example of a New Course Proposal Form is shown on page 9.

The course would then be submitted by your College to the Office of the University Secretary for university-level approval through the University Course Challenge procedure.

Please note that any course developed as part of a new program or program option must be approved with the program (by Academic Programs Committee or by University Council). Special Topics Courses are given final approval at the college level.

What is the University Course Challenge?

The University Course Challenge has been approved by University Council as a simple yet collegial process for quick approval of many curricular changes.

After college-level approval, the following types of curricular changes are submitted through the Academic and Curricular Change Portal: - new courses- minor program revisions- prerequisite changes and other course changes if these affect another college- course deletions The usual review period is two weeks, with some flexibility over the Christmas break and in the summer.

Notifications are sent to all deans, associate deans, assistant deans, department heads, and administrative staff who deal with program changes. Any member of the university community can make a challenge and have two weeks to do so. If no challenge to a curricular change is received, then the change is considered as approved and can be implemented. If a challenge is received, then it is reviewed by the Provost to see if the issue can be resolved. If not, then a final decision is made by the Academic Programs Committee of Council.

ImplementationAll minor program changes and any course changes which affect the nature or course-sequencing of a student’s program will normally take effect in the academic year following their approval (i.e., the year the information is published in the Calendar).

Automatic Approval DateColleges may assume that course and minor program changes have been finally approved if no Notice of Challenge is received from the Office of the University Secretary by the end of the month after circulation through the Scheduled University Course Challenge.

How to Challenge a proposed course or program changeA Challenges to a proposed course or program change may emanate from any person (faculty, student, University officer), Department, College and/or committee. In the case of minor program changes, lack of consultation with other affected units will be sufficient basis for initiation of a challenge to the proposal.

Written or email notice of a challenge accompanied by reasons for the challenge will be addressed to the Office of the University Secretary with a copy to the College sponsoring the proposed change.

The Office of the University Secretary, in consultation with the Vice-President (Academic), shall ascertain whether the challenge can be resolved between the parties concerned within two weeks of circulation (four weeks at Christmas and in the summer)

If a challenge is not resolved, the Office of the University Secretary shall have the challenge placed before the Academic Programs Committee for resolution at its next scheduled meeting and shall notify the Dean of the College proposing the change and the person, unit, or committee proposing the challenge. The Academic Programs Committee shall decide whether a challenge is frivolous and an appeal from such a decision shall be entertained by the University Council.

3. Deleting courses and programs

Course deletions Departments may delete courses at any time. Most course deletions are done by departments or colleges through the Course Challenge procedure.

Moribund courses (ones which have not been taught for several years) are deleted without announcement The Moribund Course Deletion policy establishes a course archive for moribund courses. A moribund course is one that has not been taught in the previous 4 years (48 months). A course in the moribund course archive does not appear in the Calendar but can still be activated for registration. However, after four years in the moribund course archive, the course is automatically deleted, and would require approval of a new course before it could be taught again.

Program deletions and replacementsFor programs which are being deleted Council has established a Program Termination Procedure based on the guidelines that Program termination procedures will be fair and objective, and will be based on recognized university processes The programs covered by the Program Termination Procedure are those at the undergraduate (major, honours) and graduate (discipline) levels, related to the Fields of Specialization. Program termination procedure requires submission of the Report Form for Program Termination through the Academic and Curricular Change Portal.

‘The Academic Programs Committee asks that the Report Form be completed even when a program is being replaced.

Deletion of other types of academic offerings, such as minors, options, and certificates are handled through the same process as was used for approval for that type of program.

4. Change of Name

Changes of course labels are approved by the college offering the courses, in consultation with the Student and Enrolment Services Division. Any disputes arising over course label changes will be referred to the Academic Programs Committee for resolution. Course label changes are to be distributed for information through the Course Challenge system.

Changes of names for colleges and departments are approved by University Council (following recommendation by the Planning & Priorities Committee) and by the Board of Governors.

Changes of names for degrees, programs, fields of specialization are approved by the Academic Programs Committee of Council.

Changes of names for buildings, streets and other physical entities are approved by the Board of Governors (following recommendation by the Naming Committee).

5. Enrolment and admission changes

Targets: Changes in enrolment targets can be managed within the college, provided that they are part of an approved enrolment plan. At its June, 2012 meeting, Council approved the following new section on Enrolment Management in its Bylaws, to reflect the University policy on Admissions:

- Council delegates to Colleges, Schools and Departments, in consultation with the Registrar, authority to restrict and to control registration in any of all courses and classes where such restriction is necessary or advisable.

- Subject to approval by Council and confirmation by Senate of a strategic enrolment management plan, Council delegates to Colleges and Schools the management of enrolment in accordance with the approved plan.

Admission qualifications and selection criteria: Changes in Admission Qualifications require approval by Council and confirmation by Senate. Changes in selection criteria are approved within the college.

Definitions from the University of Saskatchewan Admissions PolicyAdmission qualifications: These are the credentials that an applicant must present in order to establish eligibility for admission. They include but are not restricted to objective qualifications such as high school subjects, secondary or post-secondary standing, minimum averages, English proficiency, and minimum scores on standardized tests. Qualifications may vary for some admission categories.Selection criteria: These are the means by which a college assesses and ranks its applicants for admission. They include but are not restricted to admission test scores, cut-off averages, interview scores, departmental recommendations, auditions, portfolios, letters of reference, admission essays, definitions of essential abilities for professional practice, and the relative weighting to be given to the various requirements. Selection criteria may vary for some admission categories.Admission category: A way to differentiate and compare applicants with similar qualifications (i.e. Regular Admission, Special Admission). Admission requirements: These consist of all admission qualifications, selection criteria and administrative processes (such as completion of application form, payment of application fee, adhering to application deadlines) that an applicant must present or complete to be considered.

Planning and Priorities Committee of Council

NOTICE OF INTENTfor new programs

November, 2010

Purpose of the Notice of IntentThe Notice of Intent provides an early indication of the nature and aspirations of a proposed program, which will assist the Planning and Priorities Committee of Council (the Committee) in understanding and evaluating the fit of the proposed program with the priorities and strategic directions of the University. The Notice of Intent also provides the Committee with an opportunity to comment on the merit of the proposed program, and to provide input and guidance to the proponent regarding the development of the full proposal. It is generally in the interest of all concerned that the Notice of Intent be submitted, and that the Committee's review is completed, prior to development of the full proposal. Subsequent to its review of the Notice of Intent, the Committee will share its perspective on the proposed program with the proponent, the College of Graduate Studies & Research (when the NOI is for a new graduate program), the Academic Programs Committee of Council, the Provost's Committee on Integrated Planning (PCIP) and the Office of the Registrar. Any issues which the Committee thinks should be addressed by the proponent during development of the full proposal will be highlighted.

A staged process for the submission and approval of program proposals has been adopted by University Council . The first step in the process is the submission of a Notice of Intent to the Planning and Priorities Committee. Once the Committee has reviewed and commented on the Notice of Intent, the proponent, i.e. the department, college or school committee, develops and receives college or school approval for the full proposal, which is then submitted to the Academic Programs Committee of Council for its consideration and approval. If the proposal is a graduate level program, the proposal requires approval by the College of Graduate Studies and Research prior to submission to the Academic Programs Committee. The final stage in the process is presentation of the proposed program by the Academic Programs Committee to University Council for approval.

The Notice of Intent is to be submitted to the secretary of the Planning and Priorities Committee of Council, along with a covering letter, which is to include the signature of the appropriate dean, associate dean or executive-director. If the program is a graduate program, the covering letter should indicate that the dean or associate dean of the College of Graduate Studies and Research is aware of, and supports in principle, the development of the program. The Notice of Intent is to be submitted a minimum of three months prior to the anticipated submission of the full proposal to the Academic Programs Committee. This enables the college or school to respond effectively to any issues identified by, and to any input received from, the Planning and Priorities Committee. Normally, the Notice of Intent should be submitted to the

Planning and Priorities Committee no later than the end of October if it is envisioned that the proposed program will be available to students in September of the following year.

Substance of the Notice of Intent The Notice of Intent should attempt to address the following questions. If a question cannot be fully addressed at the time of submission, an explanation should be provided. An inability to answer a question or questions fully should not deter the proponent from submitting the Notice of Intent, as its purpose is to provide an early indication of program development.

1. What is the motivation for proposing this program at this time? What elements of the University and/or society support and/or require this program?

2. What is the anticipated student demand for the program? Does the program meet a perceived need, particularly within a national context? How have these needs been assessed?

3. How does this proposal fit with the priorities of the current college or school plan and the University's integrated plan? If the program was not envisioned during the integrated planning process, what circumstances have provided the impetus to offer the program at this time?

4. What is the relationship of the proposed program to other programs offered by the college or school and to programs offered elsewhere (interactions, similarities, differences, relative priorities)? Is there justification to proceed regardless of any perceived duplication? Will a program be deleted as a result of offering the new program?

5. Does the college or school possess the resources required to implement and support the program (faculty teaching, administrative and other support, student funding, classroom space, infrastructure)? Will additional university resources be required, for example, library resources, IT support? Has the Provost's Committee on Integrated Planning (PCIP) been involved in any discussions related to resources?

Budget Requirementsfor New Programs and Major Revisions

This form is to be completed with the assistance of the Financial Analyst that is assigned to your College by the Financial Services Division. The Financial Analyst should be contacted early in the process and will assist you in completing a budget template that is appropriate for your proposal.

This form identifies the relevant financial issues that should be summarized in your proposal and is to be completed for all new programs and major revisions regardless of whether new budgetary resources or budget reallocations are required from outside the sponsoring unit.

In particular, as well as summarizing capital and start-up, and permanent or ongoing resource requirements, this form facilitates a summary of the impact of the proposal on the university’s tuition and fee revenue. In addition, all relevant funding sources must be identified, with appropriate letters of support from each funding source.

The information provided herein must be consistent with the financial information required on all other forms that are submitted with the program proposal. In that regard, this form should be finalized after all other required forms are competed and attached to the proposal.

Useful definitions for curricular changes from the University of Saskatchewan Nomenclature Report 2011

ACADEMIC UNIT: The term “academic unit” is used to describe authority over academic programs and student progression. Primarily, academic units are departments, schools, and colleges, but for specific programs the academic authority could be a division, a research centre or an interdisciplinary administrative committee.

COURSE: The smallest formally recognized academic unit of the curriculum is the course – a unit of study in a subject area identified by a description of activities.

PROGRAM: A generally defined set of courses and other requirements described in the Catalogue, which the student must successfully complete to obtain a specific degree, certificate or diploma or other recognized qualification.

PROGRAM OPTIONS: Within the general requirements of a particular program, many colleges provide one or more Program Options, which identify a specific set of courses and other requirements. Program Options may be identified by program type, Field of Study, Depth of Study, thesis/non-thesis, and work experience.

In Graduate Programs, a Program may have a research option (Thesis or Project) or a non-research option (course based). Work Experience is a Program Option used to identify a prescribed course or group of courses and associated requirements that provide University-recognized work experience (e.g. Business Co-operative Education Program, Internship) in a program.

DEGREE PROGRAMS: Approved by Council, these programs lead to a specific degree or certificate of proficiency or diploma of proficiency at this University. The terms “combined degree” or “second degree” are used by colleges to describe two degree programs containing courses which may be counted toward the requirements of both degrees, so that a student can achieve both degrees in less time than if the programs were taken separately.

Undergraduate level program A program of courses and other educational experiences intended for students at the University undergraduate level (bachelor degree).

Graduate level program A program of courses and educational experiences intended for students at the graduate level (Post-Graduate Diploma, Masters degree and PhD degree).

CERTIFICATES AND DIPLOMAS: The terminology of “certificate” and “diploma” is used both for degree-level (undergraduate and graduate) programs and for non-degree-level programs. In 2000, the following policy was approved by Council which defined the various levels and kinds of certificates and diplomas.

Certificate of Proficiency and Post-Graduate Diplomas Approved by Council, these certificates and diplomas signify the completion of a recognized program of degree-level courses and imply the attainment of a degree-level standard of proficiency, achievement, or promotion.

Diploma in Agronomy & Diploma in Agribusiness Approved by Council, this program includes university-level courses, and completion implies the attainment of a university-level standard of achievement which is fully transferable into certain degree-level programs.

Certificate of Successful Completion These programs are approved by the Vice-President Academic & Provost following consultation with the Registrar and the Academic Programs Committee. This term is used to signify the successful completion of a course or program of courses appropriate for post-secondary training but not classified as degree-level courses

Certificate of Attendance These programs are approved by the Executive Director of CCDE or the Dean of a college, after consultation with the Provost & Vice-President (Academic). This term is used to certify satisfactory attendance at a community-level course or program of courses sponsored by CCDE or a

college at the University of Saskatchewan. It does not imply attainment of a standard of proficiency, achievement or promotion.

LADDERING: Designing the program and courses of Diploma or Certificate (non-degree) and Degree programs such that students may transfer between them. Typically, a student would complete one or two years in the Certificate program and then transfer to the second or third year of the degree program.

DISCIPLINE: Academic areas of study, research and scholarly work are described at many universities as “disciplines” and terms like “disciplinary”, “interdisciplinary” and so forth are used worldwide. In considering descriptive terminology for programs and curriculum at the University of Saskatchewan, however, the term “Field of Study”, as defined above, is a more inclusive term to describe student programs.

INTERDISCIPLINARY PROGRAM: An interdisciplinary program is a Field of Study which permits students to study beyond the boundaries of traditional disciplines, to explore the relationships among disciplines in depth, and to integrate knowledge gained into a central theme. It may be cross-departmental or cross-college in nature.

PLATFORM: The term “platform” is used to describe an agreement between departments or academic units to categorize certain courses or groupings of courses as core courses for foundational knowledge, in several fields of specialization or interdisciplinary areas.

CONCENTRATION: Specific sets of courses or other requirements which are provided within the general requirements of a program. Colleges refer to these internally as options, streams, areas of focus etc..

FIELD OF STUDY: A Field of Study usually requires completion of a number of prescribed courses in a subject or discipline (and perhaps in cognate subjects). Programs may permit several Fields of Study.

DEPTH OF STUDY: The level of study describes the depth at which a field of study is investigated. The four recognized levels are minor, major, honours and Concentration. Each prescribe a certain number of courses in a Field of Study and usually requires a certain scholastic standing in these courses.

In Undergraduate Programs, several Depths of Study in a Field of Study are recognized. Minor – (18-24 CUs) is a Depth of Study which prescribes a minimum number of courses in one or more

related Fields of Study and which may require the student to maintain a specific scholastic standing in these courses. Cross-college minors are governed by the 2007 Policy on Cross-College Minors. See also Cross-college minors in Definitions associated with Curriculum and in Nomenclature Policies.

Major – (>24CUs) is a Depth of Study which prescribes a significant number of courses in one or more related Fields of Study and usually requires the student to maintain a specific scholastic standing in these courses. Colleges offering majors with less than 24 credit units must complete the Consultation with the Registrar Form and obtain Academic Programs Committee approval. Exceptions outside of the credit unit values can be approved only by the Academic Programs Committee.

Honours (>42CUs) – is a Depth of Study which prescribes a high number of courses in one or more related Fields of Study and which always requires the student to maintain a high scholastic standing in these courses. (Double Honours is also permitted as a type of Honours program.)

Concentration - is a Depth of Study which prescribes a suite of courses that provides students additional expertise and specialized training in one aspect of their Major. Typically, a Concentration will be similar in requirement to a Minor, but the majority of coursework will occur within the student’s Major Field of Study rather than outside of it. However, other formats of Concentration are possible such as, for example, the Business Cooperative Education Program.

Colleges have developed a variety of terms for concentrations (option, specialization within a major, themes, streams, etc.). It is possible (within technical limitations) to have the concentrations appear on the transcript, but these terms collectively are referred to and displayed as “concentrations”. While the connotation of “option” varies across academic units, it is necessary to have a single term to describe this level of study, and concentration is the simplest and most descriptive at the university/information systems level.

The first three Depths of Study within a Field of Study always appear on University transcripts. Concentrations may also appear on the transcript, provided that the proposed concentration is consistent with Canadian University general practices and/or acknowledged and desirable for professional organizations and accreditation and is

feasible within the technical limitations of the transcript’s reporting system. Consultation with the Registrar and Academic Programs Committee must be performed for new concentrations to appear on transcripts.

INSTRUCTIONAL CYCLE AND INSTRUCTIONAL PERIODS For Fall and Winter Term standard day period lecture classes:

50 minute instructional periods starting half-past the hour, on the instructional cycle every Monday, Wednesday and Friday; or 75 minute instructional periods starting at 0830, 1000, 1130, 1300 or 1430, on the instructional cycle every Tuesday and Thursday;

Edwards School of Business (ESB) offers Monday/Wednesday classes on a 75 minute instructional period AND the current Instruction Period and Instruction Cycle does not capture the delivery of MBA and MPAcc classes

For Fall and Winter Term standard evening period lecture classes: 150 minute instructional periods, on the instructional cycle of one evening per week;

For Spring and Summer terms lecture classes: presently these are usually taught for two hours per day (110 minutes), five days per week, but this can

vary depending on the course requirements.Classes can be offered in any day or night instructional period except Sundays.

CREDIT UNITSAcademic credit units Academic Credit Units define the amount of university-level credit to be awarded for successful completion of a course and will be displayed on the transcript or, in the case of transfer credit, of study elsewhere. A frequent criterion used in judging credit units would be the expected student effort in the course. Hours of instruction can also be a component of this value, so that a course which requires approximately 39 instructional course hours of lectures, at 3 instructional hours per week over 13 weeks, is often valued at 3 credit units.

Courses may be offered with any whole number of credit units. Courses offered to meet requirements for a non-degree level diploma or certificate will have credit units at the non-degree level, in contrast to degree-level credit units, attached to them. The value of these non-degree level courses compared to degree-level credit units is established by the college concerned.

Operational credit units The credit units (CU) applied to the student’s registration record for a class when the parent course possesses zero Academic CUs. Operational CUs are used to determine a student’s full or part time status; control the number of classes a student may register in for a term (maximum credit units); determine a student’s loan eligibility; determine eligibility for full or part time months for T2202A processing.

Billing hour unitsThe billing hour (BH) unit applied to a class is used in the calculation of tuition and student fees.

Overall Framework for Program Evaluation

The University is committed to developing programs which exhibit the three primary characteristics above, recognizing that our present program strengths lie with the programs which exhibit those characteristics. Programs should be assessed so as to direct change both in terms of programming and resource allocation; i.e., to determine how/why they do not meet criteria and whether changes to remedy the situation are feasible.

The unique features of a program and its relevance to the province should be viewed as characteristics of secondary importance, having first established the quality of, demand for, and costs associated with a program. Certain core disciplines/programs represented within any university are not expected to be unique. However, it is still possible that instructional methods or particular sub-specializations might be described as unique within the province or region. On the other hand, being 'unique' assumes greater importance where the cost of delivering a program is high or demand for the program is low. The importance or relevance of a program to the province may relate to building on economic or other strengths which already exist. On the other hand, a program may serve as a nucleus contributing expertise and services which would otherwise be unavailable to the community.

Agreement June 2004 with the College of Graduate Studies and Research regarding procedures for review of graduate program proposals

With the goal of reducing duplication of effort, the Academic Programs Committee and the Dean of the College of Graduate Studies and Research have agreed to follow this procedure:

- College of Graduate Studies and Research (CGSR) will conduct a comprehensive and thorough review of the nature of the program, particularly the curriculum, the program requirements, the program rationale, the faculty credentials associated with the program delivery and a judgment of the faculty’s ability to deliver the program, the program content, the relationships with other units who may be involved in program delivery, the budgetary requirements for program delivery, and the general

“fit” of the proposed program with other similar programs (in a provincial and national context) and with the requirements of the College. The process followed by the review, the nature of the discussions at college committees, interactions of the CGSR with the college or department making the proposal, committee and college observations and conclusions, and the general assessment should be documented in a comprehensive report which will be forwarded to the APC for its review. That report should include the following: a recommendation from the CGSR; a description of the process followed by the college in arriving at the recommendation; a description of the issues noted in the paragraph above; a description of the relationship of the proposal to recommendations arising from Systematic Program Review (if applicable); (where applicable, the acceptability of the response i, particularly the action response for ‘C-rated ’programs, from the CGSR will be provided, including the feasibility of continued admissions); a description of any concerns/issues arising at the CGSR committees reviewing the program and the responses provided (if any); a statement by the Dean on the relationship of the proposed program to other programs offered by the sponsoring unit, the track record of the sponsoring unit, a descriptive account of where and how the program fits, supports and/or enhances the initiatives identified in the CGSR and sponsoring college plan, and a statement on the relative priority attached to the proposal within the overall structure of graduate programs offered by the University of Saskatchewan.

Academic Programs Committee will review the program proposal to determine its general “fit” with the University’s Strategic Directions, Foundational Documents, Integrated Plan, Systematic Program Review recommendations, any other Council-approved policies that might arise from time to time, and on its relationship and fit with the College of Graduate Studies and Research plan as well as the sponsoring unit’s plan. In particular, the APC will focus its discussions on the program rationale and its relationship to the University’s and college’s stated priorities. In other words, the APC will rely heavily on the CGSR to conduct a thorough review of the program from the viewpoint of objective assessment, not advocacy. The APC will act primarily as a “review and assessment” body; APC will, however, reserve the right to review a proposal thoroughly should continued questions arise from the initial CGSR review
