PROPOSAL CAPACITY DEVELOPMENT IN MULTIMEDIA STREAMING/ WEB- CASTING/IP-TV 1. SUMMARY The pace of multimedia streaming/web-casting and IP-TV uptake has been relatively slow in South Africa. This is due to, among others, the lack of adequate capacities and the overall cost of bandwidth. An analysis of the capacity building activities of private and public colleges in South Africa reveal that none have introduced dedicated course or programmes that focus on streaming/web-casting and IP-TV. Few focus on multimedia capacities, with very little attention being focused on technologies and methodologies for streaming (See attached article in the Mail and Guardian – Annexure A). Whilst the United States and Europe have had conferences and exhibitions that focused on this specialist and growing terrain of focus, no equivalent events have been held in South Africa. In view of this reality, it has become necessary to establish a focused strategy for building capacity in the field as a strategy of helping to place South Africa on the global streaming/web-casting and IP-TV map. Whilst the overall country wide capacity initiative will evolve over-time, Knowledge Doc (Pty) Ltd, deems it necessary to establish a short-term intervention that would enhance capacities through basic exposure to new technologies, methodologies and developments in multimedia streaming. It is anticipated that this would be done through exposure to short seminar in streaming media, the visiting of an established hardware producer and the attendance of a ‘streaming media conference and exhibition’ in the United States. The proposal provides some details on this strategy and a background on Knowledge Doc (Pty) Ltd. 2. BACKGROUND Knowledge Doc (Pty) Ltd was established in 2004 (see attached Profile and Services – Annexure B) to provide value-added information capture and knowledge synthesis services to private and public sector organizations. Since its inception, Knowledge Doc has benefited from the SEDA established Softstart business incubation service. Knowledge Doc is based at Softstart BTI and the Executive Director is a member of the Enablis Entrepreneurship network (publications from and on the Executive Director are attached as Annexure C) Knowledge Doc’s primary focus, since inception, has been on multimedia streaming/web-casting. In addition to providing a service to organizations, Knowledge Doc (Pty) Ltd established a relationship with Winnov PLC in the United States for the distribution of ‘streaming’ hardware. CAPACITY DEVELOPMENT IN MULTIMEDIA STREAMING/ WEB-CASTING/IP-TV

1. SUMMARY The pace of multimedia streaming/web-casting and IP-TV uptake has been relatively slow in South Africa. served to educate the potential streaming market through demonstration and has spent time to understand the emerging and global streaming market. Over this period, it was recognized that there is virtually no capacity in the country for multimedia streaming, or any dedicated training initiatives, conferences or exhibitions on streaming. In view of the multimedia streaming capacity realities in South Africa, Knowledge Doc has concluded that it would be necessary to build capabilities in this area by providing broader global exposure to its ‘multimedia streaming specialists’. In its endeavor to do this Knowledge Doc has approached Microsoft, amongst others, to assist with this process. Whilst private sector partners have been slow in responding to the request, the urgency of building capacity in this terrain is recognized. As Knowledge Doc (Pty) Ltd is a small start-up supported through SEDA, it has also concluded that it would be prudent to request support, through a grant, from, amongst others, organizations established for such purposes. Whilst such a grant would substantively benefit Knowledge Doc (Pty) Ltd, the short term exposure would enhance the capacities of individuals who are starting their careers in multimedia streaming and are likely to contribute substantively to the field in future. 3. PROPOSED SHORT-TERM CAPACITY DEVELOPMENT INTERVENTION Knowledge Doc (Pty) Ltd recognized that its long-term sustainability and ability to compete in a globalizing market rests on the overall ‘multimedia streaming capacities’ in South Africa. However, to begin the process of building sustainable capacity and interest, Knowledge Doc proposed sending two of its employees for training and exposure to ‘multimedia streaming’ to the United States. The United States remains the leading country in multimedia streaming technology, capacity and software development. Based on its analysis of exposure and capacity development opportunities in the United States, Knowledge Doc (Pty) Ltd has concluded that the following basic intervention would contribute substantively to the enhancement of knowledge and capacity: • TWO (2) DAY CAPACITY DEVELOPMENT SEMINAR: In its research,

Knowledge Doc has identified a short focused capacity development course in ‘multimedia streaming’ in the United States. The course is unique in that it provides a comprehensive overview of streaming media and the required technical capabilities. The initiative is billed as the ultimate streaming seminar and only offered on the basis of a direct request.

• ON-SITE HARDWARE EXPOSURE AND TRAINING: Knowledge Doc has

established a distribution relationship with Winnov PLC in the United States. Winnov is a premier produced of streaming hardware. Its hardware is used by, amongst others, NASA, Cisco and Microsoft. Through this relationship, Knowledge Doc will secure an arrangement that its employees spend two days at Winnov and be exposed to all its streaming technology and hardware.

• STEAMING MEDIA CONFERENCE AND EXHIBITION: Two major streaming

media conference and exhibitions are held annually in the United States. Bother are held under the same banner – one in the East Coast and one in the West Cost. The conference if generally preceded by short capacity development seminars and runs alongside an exhibition by streaming companies. This event, to be held at the end of October on the West Cost provides a useful platform for learning what the latest trends are in streaming media and also provides exposure to the latest streaming technologies and related companies.

Details of the above mentioned interventions are attached as Annexure D. Where further details are required, Knowledge Doc would be glad to provide these. 4. SUPPORT AND COST IMPLICATIONS The overall initiative has been structured in a manner that would ensure that resources are utilized effectively and the overall intervention would be cost effective. The overall analysis indicates that the complete intervention, with travel, would take 15 days. Where possible, Knowledge Doc will negotiate the lowest possible costs for the intervention. To reciprocate the supportive effort of interested organizations, Knowledge Doc will invest R 30 000, 00 of its limited resources to the intervention. Knowledge Doc is unable to contribute further resources to this intervention, as it is a small star-up company that has not achieved a level of cash-flow or profitability to able to justify a larger investment. To further reciprocate the efforts of supporting organizations, Knowledge Doc would be willing to provide its services to the equivalent of the investment made over a period of six months after the investment made. Organizations may choose to provide the support on a particular activity or provide the complete support required for the intervention.

5. IDENTIFIED INDIVIDUALS The individuals identified for the intervention have been employees of Knowledge Doc (Pty) Ltd short after its inception. In addition to demonstrating the capacity for multimedia streaming work, the identified individuals have committed themselves to careers in multimedia streaming. Detailed CV’s of the individuals are attached an Annexure E. Mr Sadah Pachigadas

Mr Pachigadas manages the multimedia recording aspects of Knowledge Doc. Mr Pachigadas has extensive experience in video recording of events, encoding of videos for online live and on-demand streaming. Mr Pachigadas has developed substantive knowledge on the business aspects of streaming media and the opportunities that exist in the wider market place. Mr Pachigadas has worked extensively with streaming media hardware and software platforms and has extensive knowledge of the available hardware and software solutions in the terrain of streaming media.

Ms Nadia Bahadoor

Ms Nadia Bahadoor is a multimedia design specialist. Ms Bahadoor has designed numerous web-content platforms for a range of clients. Ms Bahadoor has extensive experience in the design of multimedia DVDs/CDs for clients and the design of appropriate platforms for capturing and communicating information. Ms Bahadoor has extensive knowledge in multimedia streaming and in particular, the integration of streaming video into a variety of web-platforms.

OUTPUT

(HLF1/2/3/4) HIGH LEVEL FACILITATION: Knowledge Doc utilizes high level qualified facilitators for events. The Knowledge Doc facilitator will engage with the client on the overall event intentions and develop a substantive understanding of the programme and intended outputs for the facilitation process. In addition to assuming joint responsibility for ensuring that the established outputs are achieved, the facilitator will be responsible for ensuring inputs are made within the time frame and discussions are conducted in an open and constructive manner. Where appropriate, the facilitator will provide guidance on the process and critical summaries where needed.

CODE SERVICES: MULTIMEDIA VIDEO CD/DVD PRODUCTION

(VR1/2/3/4)

VIDEO RECORDING: Knowledge Doc utilizes a broadcast quality camera to video record all formal presentations and inputs at the event. The video camera will be situated at an appropriate non-intrusive location in the event venue. The video camera will focus on the speakers or presenters and where relevant on demonstration material. Inputs from all other participants will also be captured, if required. Sound may be captured from the PA system available in the venue or through Knowledge Doc’s own non-intrusive sound capture system.

COMPLETE VIDEO RECORDING OF THE EVENT • Broadcast quality video recording of

(MM1/2/3/4) MULTIMEDIA INTEGRATION: To generate a quality multimedia product, Knowledge Doc will digitally synchronize all video recordings with presentation media (PowerPoint Slides, Word Documents, HTML Pages, etc). Viewers of the output will receive a complete experience of the event. All recordings are digitally encoded for viewing on a computer. Video recordings are integrated into a specially designed client branded multimedia interface. To facilitate general access and incorporation into client websites, the multimedia files are designed for viewing in a web browser.

(ID1/2/3/4) INTERFACE DESIGN: To ensure that the multimedia production fits with the overall branding of the client, Knowledge Doc will design an appropriately branded viewing and event navigation interface. The interface will incorporate client colors, logos and general design guidance from the client. Where necessary and appropriate, the interface would mirror the design and branding of the clients website. Further sponsor logos and related material may be incorporated at the client’s request.

(CD1/2/3/4) CD/DVD COVER AND CASE DESIGN: As an added service to clients, Knowledge Doc would design a CD/DVD cover and the relevant casing in accordance to client requirements. The cover and casing are normally branded with client logos, the title of events and contact details of the client. Designs may also include additional features and pictures provided by the client. To assist the design process clients are required to provide high quality logos and additional material required on the CD cover and casing. A wide variety of casings are available to clients, quotations normally reflect what Knowledge deems appropriate for the event recorded.

(PG1/2/3/4) PHOTOGRAPHY SERVICE: To generate high quality photographs for publications and distribution to event participants, Knowledge Doc will provide a photographer with the required high quality camera for the event. In addition to taking photographs of presenters and activities within the event, the photographer will take pictures as per the instruction of the client. Clients may also arrange for group photographs to be taken. Clients will be provided with a complete CD of the photographs at the end of the event. (Where requested, Knowledge Doc will also provide on-site digital display and printing of photographs for participants at minimal cost to the participants)

MULTIMEDIA ENCODING AND SET-UP: To allow viewing of multimedia web and video files, Knowledge Doc will design relevant access interfaces for viewing across the internet. All video files will be encoded at two different bit rates (i.e. 56kps and 128kps). The relevant files will be uploaded to the client server or Knowledge Doc’s server for access. If a client’s server is utilized, Knowledge Doc will advise the client on server and bandwidth capacity requirements and would require physical and /or remote access to the client’s server. Knowledge Doc’s multimedia recordings require Microsoft Server 2003 with Media Services pre-loaded.

MULTIMEDIA ENCODING/SET-UP FOR ONLINE VIEWING • Established interface for online

(SH1/2/3/4) MULTIMEDIA HOSTING: To facilitate event viewing over the Internet, Knowledge Doc would host all event files and videos for clients. As a multimedia streaming specialist, all videos are hosted on a configured media server for optimized viewing across the internet. Knowledge Doc Microsoft web and media server is hosted at a secure data centre. Clients are required to purchase bandwidth for hosting and a separate hosting contract will be entered into with a client. Bandwidth purchase will depend on the estimated number of clients and the size of the hosted files. (HOSTING AGREEMENT REQUIRED)
