Spitalfields is the new Notting Hill

Cheryl Markosky brings you the latest word on the streetsForget the market stalls lining Portobello Road, Westbourne Grove’s achingly

hip boutiques, and the groovy bars round Golborne Road. Instead, head east to Spitalfields, dubbed by those in the know as the next Notting Hill.

Despite a slowdown in the market since the end of August due to the banks tightening lending again, Zak James from Savills Docklands office says he’s had over 200 enquiries for four ex-City of London Corporation flats he’s selling in Spitalfields.

“The apartments in a period Spitalfields Market building ranging from £360,000 to £735,000 are great value,” he explains. “The market’s on your doorstep and the original All Saints shop is right across the road. You’re in the heart of a hot spot that’s really buzzing.”

An area once very media driven, Spitalfields is now also attracting bankers who want to be close to Liverpool Street, and within an easy commute from Canary Wharf, while enjoying City life, James points out.

“We’re getting interest from a plethora of people, anybody and everyone from those wanting a pad in

the City close to work, to those with trust fund cash who can buy their offspring their first homes,” he adds. There are already offers on the table and James says he’d be surprised if he doesn’t achieve a good percentage above asking prices when the deals come to sealed bids.

Sarah Shelley at Knight Frank Wapping also regards Spitalfields as a flourishing and popular place. She recently sold a house there close to the asking price of £2.65 million, and now has on her books an interesting five-storey house built in 1754 for a prosperous Spitalfields silk weaver. Priced at £3.25 million, the 3600 sq ft house has been sensitively restored by the present owner, with original features such as fine panelling and cornices and a staircase on one side of the house, allowing space for one of the largest drawing rooms in the area.

“The drawing room is really very beautiful, and there’s a studio that was originally used to store bananas, reflected by the well-established banana tree in the garden,” says Shelley. “Also, on the top floor there’s a secret roof garden hidden from the street, but with views of Hawksmoor’s outstanding baroque Christ Church next door.”

Market viewMoving to less grand neighbourhoods to avoid debt could be the next big thing, says property finder Robert Bailey

I recently read an article about how consumer debt levels are changing. While the cost of living has actually gone down in recent months, people are still being prudent and paying down their debts rather than buying bigger houses, new cars or expensive holidays. In other words, the recession’s had a sobering effect, and even though people are being extended credit again, few are taking it.

Banks are also cautious about people over-leveraging themselves. Although lending is freeing up at the consumer end of the scale, this is certainly not the case at the top end of the market. Private banks simply cannot offer the deals they once did, as they are financing deals themselves rather than securitising the loans.

While banks might be willing to take the risk on a first-time buyer’s flat – and are certainly being encouraged to do so by the Government – few lenders are tempted to offer high value loans. Financing can still be arranged, of course, but the system’s reverting back to the way it used to be. Borrowers need to have a relationship with the bank, a proven track record and to securitise the loan with other assets.

Even in prime central London, attitudes are changing. I’m routinely seeing vendors in areas like Notting Hill and Mayfair who bought years ago, have seen substantial capital appreciation and are now seeking to make a so-called lateral move. Often they are moving from Notting Hill to places like Kensal Rise or Queen’s Park, where they can buy a house with similar proportions for a fraction of the price.

They sell the family home in prime central London and pocket the difference, thereby paying off their debts and securing their financial futures. Television presenter Nick Ross recently made headlines when he sold for over £35 million the Notting Hill home he bought with his wife in the early 1990s for less than £1 million. Who wouldn’t realise that kind of asset?

Much ado is made about gentrification and what will be ‘the next Notting Hill’, but more than improved public transport or private investment, I think one of the primary drivers for gentrification will be people’s desire to avoid debt. I think we’re going to see a lot more of these lateral moves over the next decade, so areas still located within central London with good housing stock and transport links will inevitably see the benefits.

Who knows? Maybe in a few years’ time, we’ll be talking about what will be ‘the next Hackney’?

Spitalfields: Now attracting City bankers who want to be close to Liverpool Street station

My home is my BondWith the latest James Bond blockbuster Skyfall now showing at a cinema near you, Savills has opened its books to reveal several London homes with 007-style links.

Canary Wharf, with great views of gleaming metal and glass towers, has two operatives in the field – a £1.55 million three-bedroom flat at Berkeley Tower and a three-bedroom penthouse at Eaton House, Canary Riverside, at £2.2 million. Here, Daniel Craig stripped off his tuxedo to swim in the pool, drink in the glitzy Martini bar, and this location also doubled up for scenes in Shanghai in Skyfall.

A furnished three-bedroom apartment to let for £4000 a week in Cadogan Square SW1 was totally replicated at Teddington Studios and used as M’s study. Also the former home of John Barry, composer of soundtracks for 12 of the James Bond films, this apartment is the ideal hideaway for a suave English gentleman (or gentlewoman).

Over in Albion Riverside, Battersea, a four-bedroom riverside penthouse at £14,500 a week has to be the ultimate secret agent bolthole. Bond-esque features in the Richard Foster-designed building include a state-of-the-art mechanized television that drops down from the ceiling.

Another seductive spy spot is Lavender House (advertised at £5250 a week) in Hampstead Village. Created by the late architect Richard Paxton as a modern home for himself, it’s constructed from steel, stone and glass around a double volume reception area with a sliding roof. There’s also a 39ft glass-sided indoor pool that’s overlooked by the master bedroom suite – a must for all 007 wannabes.

Lauren Ireland from Savills Canary Wharf who’s selling Berkeley Tower and Eaton House, says: “A lot of City boys have that fantasy that they’re living in a James Bond penthouse with great views of Canary Wharf, the City and the Thames.”

With developers all trying to outdo one another when it comes to manly Bond-type toys, Canary Wharf’s the place to be, she adds. “At Pan Peninsula, for instance, 007 would feel at home with the private cinema, cocktail lounge and spa. High-specification modern homes here have it all, from Gaggenau kitchens, toilets that flush when you swipe your hand over a panel, and glass between the bedroom and bathroom that frosts at the touch of a button.”

Game changer Lenders revise their suitability rules, reports Duncan Farmer Residents of Strathmore Gardens in Kensington have spent more than £100,000 trying to stop a proposed

basement extension in what is thought to be London’s costliest neighbourhood planning row, according to a story in the Evening Standard.

The owner of the £7 million, five-storey house won planning permission to build the two-storey basement with swimming pool, multi-level carport, gallery and gym 18 months ago, but his neighbours have objected and the case has ended up in the courts.

The Government’s new planning rules, which are aimed at boosting the economy and encouraging families to extend their homes or convert their lofts, seem a million miles from this dispute.

For the rest of us, who choose to improve rather than move, or new owners who want to extend or renovate their recent purchase, there is a more pressing obstacle than the local planning inspector – finding the money to pay for it all.

“While it may be easier to get permission for such work, paying for it is another matter,” says Mark Harris, chief executive of SPF Private Clients, the mortgage broker. “Many homeowners simply won’t have enough in savings so will have to

approach their lender for further funds. However, rather than simply agreeing to a further advance, the lender is likely to underwrite the entire loan, including the existing mortgage, and reassess the borrower’s suitability.”

And that’s where the problem starts, because the criteria lenders use to assess a borrower’s ‘suitability’ have changed.

“If you are on an interest-only deal, for example, and your lender has reined back the maximum loan-to-value it is prepared to advance, you may have to convert some, or all, of your mortgage onto a repayment basis,” says Harris. “Or your lender may no longer take into account bonuses, which you rely on for a large part of your income, or your salary may have fallen so it no longer satisfies the lender.”

If you are one of the borrowers enjoying an extremely cheap legacy rate you may also find that your lender would prefer you to move all your borrowing onto a higher rate, not just the extra you are looking for to fund the building work. This is likely to be much more expensive, resulting in significantly higher monthly mortgage payments.

“The planning changes are good news but only if this is reflected in lenders’ desire to help,” says Harris. “As always, it is important to seek independent advice before making any decisions.”

Prices tipped to rise furtherHomeowners’ confidence in the value of their own home is rising, according to Knight Frank’s latest London House Price Sentiment Index.

The report shows that households in the capital are expecting the biggest price rises over the next year with a reading of 63.1 – up from 61.3 in August – and the index has proved in the past to be a good indicator of future market moves.

“Growing evidence of a rebound in the domestic economy since the second quarter and recent better news on the labour market have all helped to buoy sentiment in September, which could perhaps lead to further gains in the index in coming months,” says Chris Williamson, chief economist at Markit, which compiled the report.

Conference callThe annual conference of the Council of Mortgage Lenders, which kicks off later this month, is unlikely to set pulses racing, but it will bring together all the big hitters from the banks and building societies.

You might expect such a gathering would attract sponsorship from a high street name looking to grab a bit more business, but this year’s shindig is backed by a firm most of us have never heard of, and probably would not want to hear from.

Crown Mortgage Management has 135 staff at its Ipswich office and specialises in ‘servicing’ mortgages. In fact, according to its website, one of Crown’s real specialities is knocking on the doors of borrowers in arrears – and its knocks usually produce results: either the defaulter pays up or Crown takes them to court. And when Crown goes to court it usually wins.

It may seem an odd partner for the CML, especially at a time when the Government wants to see fewer repossessions in these austere times, but Crown is obviously eager to demonstrate its skills to a very influential audience.

Lending slowsThe Council of Mortgage Lenders estimates that gross mortgage lending in August was £12.6 billion. This is just one per cent lower than July’s gross lending figure of £12.7 billion and a four per cent fall from £13.1 billion in August 2011.

The Olympics is sure to have been a factor but CML chief economist Bob Pannell said that borrowing was higher than it had been earlier this year, although the figures were “far from strong”.

“We expect to see stronger take-up of the Government’s NewBuy initiative over the coming months, helped by a concerted marketing effort by builders and the recently launched Funding for Lending Scheme, which has prompted reductions in NewBuy mortgage rates. Both factors should stimulate buyer interest.”
