The importance of an inventoryFollowing the legislation introduced in April 2007 it has never been more important to use professional inventory services to safeguard both your property and tenancy deposit.

An inventory will ensure the condition of the property and all its contents are recorded accurately at both check-in and check-out, therefore reducing the possibility of any dispute over missing or damaged items between Landlord and Tenant. Feeling protected with an inventory is a contributing factor to a stress free tenancy and our services will offer you that protection.

Market viewIt looks like 13 may not be so unlucky after all, reports property finder Robert Bailey

The second half of last year was not that great for the London property market. Prices were maintained but the number of transactions was definitely down and there was a general feeling of hesitation. This was unsurprising really, as the Coalition was threatening an annual mansion tax on all homes valued over £2 million, and there was a White Paper due on a proposed annual levy on all homes held by companies and other ‘non-natural persons’. The result was stagnation.

The mansion tax generated widespread protest and Boris Johnson quite rightly labelled it a tax on London. Not only did it unfairly penalise hard-working families who had simply bought an average home in the capital, but it also penalised people who had bought their homes years ago when prices were relatively cheap and had simply seen prices rise.

The little old lady who bought her home a generation ago for a few thousand pounds could now be the owner of a million pound property and be taxed accordingly, despite earning no income from her property or other sources. In fact, few owners of million-pound houses were earning an income from them, but were to be taxed all the same.

The annual levy on properties held by so-called ‘non-natural persons’ was the Government’s response to a tabloid campaign against stamp duty avoidance. While a small minority were buying through companies to avoid this tax, most had perfectly valid reasons for doing this.

Many of my clients hail from countries that place restrictions on foreign home ownership. Others were structuring their affairs to minimise inheritance tax in their home countries. Many others were simply property developers, buy-to-let investors or estates, which were not private citizens but bought and sold property as part of their legitimate business dealings.

Finally, answers came. The Conservatives came out and said they would oppose any attempt to introduce a mansion tax. The Liberal Democrats seemed to take their Coalition partners at their word and, thankfully, have backed away from this ill-conceived proposal.

Opponents of the annual levy were not so fortunate. It is to go ahead but with some sensible exemptions for some businesses. No doubt it will cost far more to excise this tax than it will bring in revenues as the properties must be re-valued every five years.

This year has most definitely got off to a good start and while we may not see double-digit price increases, property values will most definitely increase. This could even be the year in which we see London consolidate its title as the world’s most expensive city. It looks like ’13 is not going to be unlucky after all.

REVIEWREVIEW

First step on the ladder

Cheryl Markosky brings you the latest word on the streetsAs one of the City ‘fringe’ areas, Shoreditch has become popular with first-time buyers, and

with those who traditionally would have bought in areas such as Islington – and can no longer afford to.

Nicole Efthymiou from Savills Wapping says that over the last decade there’s been an influx of buyers working in the media, and those in banking and finance wanting to be close to business districts. “Around half of the buyers looking in this area are from abroad, and with Savills global reach we are able to find them properties in this exciting emerging zone,” she says.

“Initially coveted by the fashion industry, Shoreditch now benefits from a vast selection of boutique shops and market stores, offering everything from luxury clothing to exotic food.”

Compared to other parts of east London, Efthymiou has witnessed increased demand for property in the area. “This was reflected in the unprecedented amount of interest we received when marketing four properties overlooking Spitalfields market at the end of last year. In need of complete renovation, and with guide prices from £360,000 to 735,000, the homes received 45 bids after 100 viewings. Eventually, we accepted offers more than 25 per cent above the prices stated.”

Recently, Shoreditch has outperformed other areas to the east, and there’s a significant margin between the price per square foot achieved in comparison to

neighbouring Whitechapel, Stepney and Bethnal Green.

“Shoreditch and the City also sustained strong interest during periods over the last year, when even the more prime markets of Wapping and Shad Thames were looking lacklustre,” sums up Efthymiou.

Kush Rawal, assistant director of sales and marketing at Thames Valley Housing, isn’t quite as confident as Efthymiou that first-time buyers will all find it easy to find a home on the east side of the capital.

“The recent announcement that the average house price is expected to rise to more than £250,000 this year means that stamp duty for buyers who are already struggling to get onto the property ladder will triple from 1 to 3 per cent,” he says.

On top of the hefty deposits being demanded at present, buyers will have to pay approximately an additional £5000 to cover stamp duty on the average-priced property. This will take home ownership out of reach for many first-time buyers, particularly for those looking for family houses, Rawal explains.

“Owning a home is so engrained in the British psyche, that despite it becoming more expensive to buy we’re not anticipating fewer people wanting to own a place,” he explains.

“However, we’re expecting alternative routes to home ownership, such as buying through shared ownership, to increase in popularity as first-time buyers look for more affordable ways to step onto the property ladder,” sums up Rawal.

“Shoreditch has a vast selection of boutiques and market stores offering everything from luxury clothing to exotic food.” Nicole Efthymiou, Savills Wapping

St Dunstan’s consentWith recent news that the Government is encouraging change of use for unwanted offices into residential conversions, Taylor Wimpey Central London (TWCL) is keen to announce it has bought St Dunstan’s House on Fetter Lane.

Detailed planning permission for the site was granted by the City of London in March 2012 for the demolition of the existing 53,333 sq ft 1970s office block, to be replaced by 76 private residential units. For more details, contact Taylor Wimpey at: [email protected]

Tracey Emin’s placeNo rumpled sheets, fag ends or empty booze bottles. Yet, this really was Tracey Emin’s London pad.

Modern art aficionados, here’s your opportunity to buy Tracey Emin’s former east London studio (through Savills Docklands 020 7456 6800). But if you’re worried you’ll be confronted by a rendering of her controversial installation, My Bed, with used knickers, condoms and a pair of slippers, you’re in for a surprise.

The current owner, neurobiologist Dr Richard Wingate, has fully refurbished the three-storey studio in the Spitalfields factory conversion where Emin worked - and sometimes slept - from 2005 to 2009.

He’s made it more family-friendly to suit himself, his wife and four children, while not losing its edgy industrial allure, points out Zak James from Savills Docklands.

“The basement’s been transformed into a huge open-plan family kitchen/dining and snug room with mood lighting and heating beneath brushed resin-coated concrete flooring leading onto a large patio garden.” There are even neon lights left over from Emin’s day.

Other uber-cool artistic touches that Emin would approve in the flat measuring nearly 2500 sq ft include a ‘mobile office’ on wheels, specially made bunk beds with steel girders and white cladding (that

match materials in the rest of the flat), and a huge library in the hallway.

“The wall was moved to enlarge the hallway to hold all of the family’s books,” James adds. And culture-vulture investors wanting a piece of Emin will be thrilled to find a little bit of Emin-crayoned graffiti: ‘the boss’, on the stairwell.

The Wingates required more than four bedrooms in the end, so moved to a larger place down the road in Stepney Green. James can see another family replicating their City lifestyle: “They didn’t own a car and took the kids in a child bike trailer to enjoy the cafes, restaurants, galleries and market in Spitalfields.”

Savills has shown a number of groovy people around Emin’s old gaff, such as a film director and designer. James says he can also imagine a writer living happily here. “It’s very rare for a large apartment in such good condition in an old warehouse come up for sale,” he adds.

Although the price might appear hefty (£1.8 million), when compared to nearby freehold houses at £1000 a square foot, suddenly £720 a square foot appears to be good value.

OPINION DIVIDED ON FLS IMPACTMortgage brokers are divided about whether the Government’s Funding for Lending Scheme, which was introduced to encourage banks to lend money to small business and housebuyers, is having any real impact on the mortgage market.

A recent survey showed that nearly half (43 per cent) of mortgage brokers felt that the FLS is having a positive impact – yet almost as many (41 per cent) took the opposite view. Bank of England figures for December 2012 show that while mortgage lending for house purchase by the major UK lenders increased by £1.7 billion in the first five months of the scheme, compared with the same period in 2011, their overall mortgage lending during this period actually fell by £2.3 billion.

When questioned about the anticipated impacts of the FLS, the most common expectation among brokers was a reduction in mortgage rates (77 per cent). Just over half (51 per cent) thought it will result in an increase in the availability of loans (51 per cent), while slightly fewer (49 per cent) predict more lending at higher loan to value ratios.

COMPETITION BETWEEN LENDERSMortgage lending dropped dramatically at the end of last year, according to figures from the Council of Mortgage Lenders, but this is hardly surprising and nothing to worry about, says Andy Knee of specialist firm LMS.

“The drop in activity in the second half of 2012 was widely anticipated, this being a lull before the full introduction of the Funding for Lending Scheme (FLS) which is widely expected to bring a pick-up to the mortgage market in 2013,” he says.

“December’s drop can also be attributed to savvy homeowners holding off for more competitive products in the New Year, combined with the normal seasonal lull in activity in the months leading up to Christmas. We expect FLS to increase competition between lenders and this should result in better deals for the mortgage customers and a restoration of growth in the market this year.”

MONEY

Rates still fallAt least we’ll have extra cash for petrol, suggests Duncan FarmerNews that the Government will not launch an investigation into the price of petrol and diesel after a

report by the Office of Fair Trading has come as a disappointment to drivers. Motoring organisations have claimed that when the wholesale price of oil rises, the price we pay at the pump soars like an arrow but when oil prices fall, the cost of filling our tanks drops like a feather.

While the outcome of the OFT report will be a blow to haulage firms and other motorists, it will make little difference to the life of the average Londoner. According to figures from the Office for National Statistics, Londoners spend less on fuel and transport than people living in most other parts of the country.

That is probably not surprising, but remarkably the ONS survey also found that Londoners spend far less on food, going out, culture, and alcohol and tobacco, even though people living in the capital have far more disposable income and higher gross earnings than the rest of the nation.

By far the biggest cost for those of us living in the capital is housing, both in terms of rent and mortgage repayments. At a time when the Retail Prices Index suggests that the cost of living is rising by three per cent a year, the cost of mortgages is falling. And it

is set to fall further, as brokers believe fixed rates could drop to 1.5 per cent. .

Yorkshire Building Society has just launched a 1.99 per cent two-year fixed-rate mortgage, and Nationwide, the UK’s largest building society, has cut rates to two per cent on its two-year deals.

“Rates are likely to fall further and two-year fixes could go as low as 1.5 per cent,” says Mark Harris, chief executive of mortgage broker SPF Private Clients. “They are falling all the time with no upward pressure on underlying swap rates. The base rate is set to stay the same for years to come.”

Last month I reported on Citi’s prediction that the Monetary Policy Committee would hold rates at 0.5 per cent until 2017. Since then, many analysts have put that date back a year to 2018.

So while the rest of the country suffers from the high cost of living, Londoners who shop around for the best home loan can look forward to having a little extra cash to spend on petrol.

Incidentally, the high price we pay for unleaded and diesel is being blamed on the weakness of the pound against the dollar. It is also down against other major currencies, which makes London an even more attractive place for overseas buyers, and that is likely to buoy the London property market for some time to come.

Patrick pontificatesPatrick Bullick, MD of Stanley Chelsea and chairman NAEA London Region, holds forthSo, I wonder how many of the arty types living in Notting Hill who

used to vote for Tony Blair’s New Labour will be casting their votes in Ed Miliband’s direction now he has put the Labour Party firmly in the ‘mansion tax’ camp, along with the Liberal Democrats?

I love the way he specifically blamed Gordon Brown at the same time for the ‘mistake’ of dropping the 10p tax rate, as if Ed Balls had nothing to do with it. By their own calculations, the proposal works out to be £25,000 per annum for each home worth more than £2m.

Chancellor Gordon Osborne (sorry, I can’t help myself) is not much better, belatedly announcing that he intends to burden UK companies holding UK residential properties worth over £2m with the same onerous new taxes that he proposes for offshore company ownership. At least he has so far resisted the mansion tax idea for UK residents.

The three extra taxes he is proposing are:

• 15 per cent stamp duty.• Capital gains tax from April 2013.• Annual Residential Property Tax

(ARPT) ranging from £15,000 to £140,000 depending on value.

The good news is that foreigners owning property in their own name are exempt. UK and foreign companies

holding and buying properties over £2m will be exempt if they are being genuinely and legitimately used for business purposes. In most cases this would mean they are let out to a non-related person or company on an ‘arms length’ basis. How do they police that one?

Probably most of the properties bought in London by companies are let out, so it will really only be wealthy foreigners wishing to mask their identity who will be subjected to these new taxes.

Perhaps that is fair enough. Often they have had massive capital gains on their UK property assets, yet have paid few, if any, taxes. It does not seem very equitable that a UK resident has to pay CGT (currently 28 per cent) on investment properties but foreign owners do not.

Since the Chancellor cleared up the ambiguities he created in the last Budget, we are already finding that buyers are back in the market keen to invest.

Average increaseAbout 80,000 housebuyers could find themselves paying three times more stamp duty this year as more properties look set to breach the £250,000 mark, at which the tax rate rises from one per cent to three per cent. The difference in tax between buying a property at £249,999 and £250,000 is £5,000.

The one per cent stamp duty ceiling has remained unchanged for more than 15 years while over the same period the average price of a house has increased threefold from £79,242 to £249,958. Hailed as Britain’s least favourite tax when it was introduced in 1984, the charge was simple. An average priced property, which was then £29,106, incurred no tax and properties over £30,000 were subject to a one per cent charge.

In 1997, stepped bands were introduced and, despite property prices having increased, the point at which the tax jumps from one per cent to three per cent has remained at £250,000 ever since. HM Land Registry figures show that, despite a lacklustre housing market, 2012 saw the average property price in the UK rise by 0.75 per cent to £249,958. A similar slight increase would bring the average property price above the £250,000 threshold.

With prices in the capital set to rise faster than those in the rest of the country, Londoners will suffer most.

Wapping’s tallestThe Ballymore Group has unveiled plans for the next phase of its 21 Wapping Lane scheme. The new 19-storey tower is the final building and when complete in 2015 will be Wapping’s tallest, overlooking the Thames, City and Canary Wharf.

The tower’s top homes are three-bedroom premier apartments boasting ‘gardens in the sky’: terraces of up to 2573 sq ft that will deliver spectacular views for future residents.

Ballymore Group’s John Mulryan said: “Wapping offers a unique living space for buyers who want to live in beautiful homes overlooking some of London’s most famous views. We’re creating luxurious homes with stunning vantage points against a backdrop of

an area rich in contrasting traditional architecture.”

Inside the homes, luxury features will range from natural stone and glass bathrooms with marble walls to custom-designed kitchens controlled by the latest technologies.

Residents are already moving into completed areas of the scheme, where onsite amenities include 24-hour concierge, underground parking, screening room, health spa and fitness centre and landscaped gardens.

Grandstand locationStanding opposite the Emirates Stadium – home of Arsenal Football Club – Barratt London’s Queensland Terrace is a new scheme of 375 open plan suites, apartments and penthouses.

Gary Patrick, regional sales director, says: “Queensland Terrace’s location is known around the world but what football fans may not realise is that this is a very popular neighbourhood because of the appealing lifestyle available here.”

Designed by CZWG, the terrace of three contemporary towers on a podium level will give most apartments a balcony or terrace with London views. The development will offer a residents-only fitness suite, 24-hour concierge, underground parking, and landscaped gardens.

Executive choicesEbury Mews is a new development of four executive family homes in increasingly fashionable Highbury. On a peaceful tree-lined road, the new homes sit comfortably with traditional Victorian villas in the affluent Sotheby Road conservation area.

Produced by London residential specialists Commodore Homes, Ebury Mews offers four different houses finished to superior standards. All properties have private, secluded gardens and are approached by a tree-lined mews path from Sotheby Road.

The properties are modern living spaces with light, open rooms and up-to-date utilities and facilities. All feature top-of-the-range appliances, as well as energy-saving devices and initiatives such as turf roofs.

No. 1 is a five-bedroom detached home on three floors. On the corner façade is a two-storey glazed wall that floods the top two floors with natural light, and there’s also a lightwell in the entrance hall.

Nos. 2, 3 and 4 are four-bedroom terraced homes built on the same model and arranged over four floors. Externally these are more traditional in design but with a thoroughly modern production.

Said to be in ‘immaculate decorative order throughout’, the four-bedroom property has a through reception room on the raised ground floor containing dual-aspect sash windows with original shutters, two period fireplaces, ceiling cornicing and centre roses. Plenty more original features have been retained around the house.

The current owners have lived here happily for 12 years. “From our balcony we can see City Road in one direction and the serpentine Nile Street in the other. It’s a quiet corner of a buzzy part of Shoreditch,” they say.

Hoxton Square is five minutes away, and there are plenty of shops, cafes and gyms nearby. Try some poses at the yoga studio opposite, and have lunch at Jamie Oliver’s 15 restaurant one block away.

“We often walk to the Angel for shopping, or the Barbican Centre for cinema, art galleries and theatre, or to Colombia Road or Brick Lane for a chilled-out Sunday,” say the owners. Inside living space of almost 500 sq ft includes a reception and dining room, kitchen, and a double bedroom with built-in wardrobes. There’s also a large communal roof terrace.

Colourfully interior-designed living space on five floors is currently available to let at a six-bedroom house in John Street, one of Bloomsbury’s most prestigious addresses.

Topped by a large roof terrace, the 6330 sq ft property mixes contemporary styling with period features such as high ceilings in the main rooms, cornicing and fireplaces. Among the modern home comforts are underfloor heating, Lutron lighting and a Sonos integrated music system throughout.

The first floor master bedroom has a dressing area and a huge en suite bathroom and shower room, and there are four more en suite bedrooms. The ground floor reception has French windows that open out into a 54ft rear garden.

On the lower ground floor, an impressive family room, kitchen and dining room has a spiral staircase leading up into the garden. This level includes the sixth bedroom – with en suite bathroom and utility room – which has its own entrance and would be ideal for staff accommodation.

John Street is handy for the tubes at Chancery Lane and Holborn (Central Line) and Farringdon (Hammersmith & City, Metropolitan and Circle) for easy access into the City and the West End.

Named after carpenter John Blagrave, John Street runs into Doughty Street, named after landlord Henry Doughty, Blagrave’s employer. Doughty Street is the home of the Charles Dickens Museum, the writer’s only surviving London house and where he wrote Oliver Twist and Nicholas Nickleby.

Stop on the Dickens trailLegend has it that the Wiltshire hamlet of Pickwick, now part of Corsham, provided the inspiration for The Pickwick Papers after Charles Dickens dropped into the local pub on his travels.

Moses Pickwick – so named after he was abandoned here as a baby – grew up to run a coach business from the Hare and Hounds, today a popular stop on the Dickens trail. Currently for sale in Pickwick is a late 18th century stone-built detached house including five bedrooms, kitchen and breakfast room with Aga, swimming pool, double garage and garden.

Four miles from the historic market town of Oundle and its top independent school, the detached family house is 12 miles from Peterborough station and trains to London King’s Cross in less than 50 minutes.

Dating back to 1901, the five-bedroom property was originally a pair of cottages built by the Ashton Estate. The two became one in 1995, refurbished and extended under the management of a local architect.

The programme of works included re-thatching in reed, and the property has the character and atmosphere of a period house with many of the benefits of a contemporary home. It includes a double garage.
