IRR of A.O. 110: Section 4. Use of Generated Savings. Upon verification and recommendation of the Energy Audit Team,

generated savings shall be utilized to finance improvement in energy

efficiency of the government entity/facility after which,

succeeding/remaining equivalent Annual Peso savings may be used

to give benefits and incentives to the employees in the following order

of priority:

o Upgrade/Lease/Purchase of vehicles to be used by employees as

shuttle service;

o Purchase/Lease of service vehicles to replace the old and

inefficient units assigned to officials;

o Citations or recognitions; and

o Granting of other benefits to employees, consistent with the

Collective Negotiation Agreement (CNA);

Fortunately, LED Lights/Bulbs have already been included in the list of Prioritized CSE Products

GPPB Classification for EE&C Goods and Services ?

Initially, ESCO’s were identified as a possible means to ease the implementation of effective Energy Efficiency Improvement Projects in the Government Facilities, however…

(As stated in Barriers identified in the WB Study)

RA 9184 or the Government Procurement Reform Act only allows procurement of “pure goods” and “pure services”, thereby disallowing “hybrid” procurements such as ESCO Performance Contracts.

Section 3.1 Efficiency and Conservation in Electricity Use

Each government entity shall adopt and implement an electricity efficiency and conservation program to reduce monthly electricity consumption by at least ten (10%) percent benchmarked on the average monthly consumption during the 1st semester of 2004

Section 3.2.a

Aircon operating time from 9:00 am to 4:00 pm.

The operation/use of air-conditioning systems may be extended to a maximum duration of eight (8) hours during summer months (March to May) upon the discretion of the Head of Agency.

Setting A/C to fan mode during 12:00nn to 1:00pm.

Setting room temperature not lower than 250C.

The temperature reading must be based on the measured surrounding temperature as indicated by a thermometer, not from the temperature indicated on the aircon unit.

Observe regular maintenance servicing and regular cleaning and replacement of filters as necessary.Linisin ang filters ng aircon upang mapakinabangan ang malamig na hangin. Karagdagang 5 to 15% konsumo sa maduming filter.

Can cause asthma, bronchitis and hypersensitivity pneumonitis.It can cause headaches, dry eyes, nasal congestion, nausea and fatigue.

Lights shall be turned off during lunch breaks and after office hours, except in offices where continuous work of service to the public is being conducted.

Computers are strictly for official use only and shall be shut down when not in use.

Monitors can be programmed to shut down when leaving the premises for 15 minutes onwards.

Program the monitor to turn off during lunch or break time. The monitor consumes 60% of the total PC consumption. Change the CRT monitor to LCD which consumes half wattage.

Elevators shall be programmed to bypass the 2nd floor or, if possible, set to service alternate floors. A sign to this effect shall be placed conspicuously at the entrance of the elevator for the proper guidance of agency employees and visitors.

Section 4.1 Efficiency and Conservation in Fuel Use of Government Vehicles

Each government entity shall adopt and implement a program that will reduce its fuel consumption by at least ten (10%) percent benchmarked on the average monthly consumption during the 1st semester of 2005

Use/purchase or lease of vehicles capable of using Alternative Fuel.

Use of biodiesel products that comply with the Philippine National Standard (PNS 2020:2003) by blending a DOE-accredited biodiesel product with the diesel to comply with one percent (1%) Coco-Methyl Ester (CME) for use in all diesel-fed vehicles.
