SJDA in participatory approach in procurement of land for the New Township Project, near North Bengal Medical College and Hospital has formed a Policy of rehabilitation for the land losers and towards this policy with the exception of a few, land losers have been provided with rehabilitated plots of various sizes on lease for 99 years through lottery. Lease deeds have been executed by SJDA for registration in the office of the concerned ADSR. Hon’ble Chief Minister of the Govt. of West Bengal in her August visit in this district on 01.09.2014 has handed over 75 nos. lease deeds to the allottees.

The Siliguri Jalpaiguri Planning Area has Siliguri city as the gateway to the North East and situated at the the foothills of the Eastern Himalayas. It is well connected by rail, road and air to the whole of the country and beyond. The planning area is also strategically important for its geographical location and is known as the chicken neck, as the borders of the countries of Bangladesh and Nepal are at its close proximity, with the border of Bhutan also not very far away all of which makes the location of this region even more important. The planning area is also bordered by the states of Bihar, Sikkim and Assam. Opening up of trade with China at the Indo-China border through Nathula in Sikkim has made this area the focal point of all trading. Also the planning area is located in the East West corridor which can be seen by the development of the four lane expressway between Gujrat and Assam which passes right through it. This region is also well known for production of quality tea and tourism both in the hills and plains. Siliguri Jalpaiguri Development Authority was formed to coordinate planning and development work of the SJPA. The SJPA has two important urban areas namely Siliguri and Jalpaiguri that are the nuclei of economic growth in the planning area and have a population of 5.09 lac and 1.07 lac respectively as per census 2011.

SJDA has successfully launched and introduced automated land use and development permission scrutiny and approval system, the only one of it’s kind in West Bengal. It is an online system which checks land use proposals and building plans automatically against development control rules and regulation by the state Govt and SJDA. Registered Architects and Planners submit proposals from anywhere through a specially designed SJDA website and upload required scanned documents and drawing files. The documents are verified with the originals through a hearing where applicants and architects are present. Thereafter the software checks the drawings and generates report about adherence of the rules, regulations and payable development charges. After approval or rejection by the Chief Executive Officer it is notified to the architect and applicants through their console as well as through SMS. The applicant either pays development charge or resubmits the proposal as per the requirement. Each user has unique username and password for submitting as well as scrutinising the proposals.

Introduction ofAutomated Land Use

And Development Permission Scrutiny And Approval

This project is connected with Hill Cart Road near Mahananda Bridge at Gurung Basti and Milan More, which pass through Ward No. 2, 3, 45, 46 of SMC and Champasari Gram Panchayat, which is alternative connection of Hill Cart Road to Champasari upto Milan More avoiding Darjeeling More, reducing the length by about 3 km.

This is a very important and heavy traffic loaded road, as a quarry at Mahananda river near Milan More is operational, from which thousands of loaded trucks ply every night through this road.

Two numbers of Higher Secondary Schools and few number of Primary Schools are besides this road and the huge population of Milan More, Gulma Tea Estate, Gulma Railway Station, Champasari, Circuit House and Gurung Basti are are being benefitted by this road.

Morever distances have been shortened from Milan More to Tenzing Norgay Bus Terminus and central portion of Siliguri town.

Upgradation ofRoad from Gurung Basti to Milan More

BURI BALASON BRIDGEIt provides important connection between Hetmuri Singijhora and Jalas Nijamtara Gram Panchayet under Phansidewa Block. Length of the Bridge is 93 m, 6 m wide with 1.2 m wide footpath each side with approach and connecting road of 890 m on both sides. Street lights and electrification has been provided.

Project Cost – 5.19 Crore

KAWAKHALI MAIN ROAD with footpath connects Noukaghat More via 3rd Mahananda Bridge to North Bengal Medical College & Hospital and surrounding areas. Project Cost: Rs. 4.61 Crore

IMPROVEMENT OF ROAD IN FRONT OF IOCL DEPOT CONNECTING NJP STATION This road provides connectivity between Eastern bypass and NJP Station. Heavy vehicles, loaded with HSD & Petrol from IOCL depot and heavy loaded trucks of FCI Godown use this road regularly. Hence, to provide ability to bridge small imperfections in the subgrade, to accommodate heavy traffic flow with less maintenance cost, and to provide high efficiency in terms of functionality, rigid pavement is introduced in this project.Project details: i) Construction of Rigid Pavement and Expansion Joint including covered Drain and Culvert from NJP Main Road towards Bharat Nagar Under Pass (Length – 1000 M) ii) Bituminous Road from Fuleswari Underpass towards Eastern By-Pass (Length – 1000 M).Project Cost: 323.45 Lakhs

SENIOR CITIZEN PARK AT WARD NO. 31 UNDER SMC This park is located near Shaktigarh High School & adjacent to the overhead water reservoir of PHE at ward no 31 of SMC. The park will serve for the recreation & physical fitness of Senior Citizens. Components of park : 1) Boundary Wall with ornamental MS grill and gate. 2) Internal path way with paver block. 3) Grass Carpeting. 4) Flower and decorative plantation. 5) Sitting arrangements. 6) Land Scaping. 7) Front side boundary wall decorated with granite slab.Project Cost – 23.13 Lakhs

BEAUTIFICATION OF SILIGURI - Beautification of road intersections at Eastern Bye pass more, Noukaghat more, Baghajatin park, Hati more, Airview more, etc, median beautification at Burdwan Road, Hill Cart Road, Sevoke Road, Station Feeder Road and installation of paver blocks at foot path on Mahananda Bridge has been taken up by SJDA.Estimated Cost: - 211.06 lakhs.

CONSTRUCTION OF COMMUNITY HALL with open stage at Malkani Haat, Jalpaiguri District at an estimated cost of Rs. 66.95 lakhs in the rural area of the SJPA.Area 192.35 sq m

RENOVATION OF GITA DEVI CHHAT PUJA GHAT AT SAMARNAGAR, WARD NO. 46 UNDER SMCMahananda river is the main river flowing through the heart of the city. During the festival of Chhat, this river is crowded by the devotees, usually women, who gather here for bathing and worshiping. To decrease the pressure at Mahananda ghat and to ease the performance of rituals, SJDA took up the initiative to develop the bank of river Mahananda at Ward No. 46 and constructed the Chhat Puja Ghat. The project was taken up by SJDA to fulfill the long pending demand of the public and has been developed as an alternative Chhat Ghat for the Mahananda ghat in the heart of Siliguri City .Project Cost: 21.25 Lakhs

The Office of West Bengal Commercial Taxes Appellate & Revisional Board has been set up by SJDA at the cost of 1.96 crore.

ADMINISTRATIVE BUILDING. TEA PARK, NEAR NJP :Tea Park for setting up ventures related to tea and its subsidiaries. The tea board has already set up an office and a Tea Testing Laboratory and some tea related projects have been started.

ROAD FROM EASTERN BYPASS (Gorar More) TO TEESTA CANAL ROAD is an important alternative connection from SH 12A to Eastern Bye pass through the canal road and also a part of the ring road project as per Traffic & Transportation Master Plan proposal. Project Cost: 2.42 Crore.

TENZING NORGAY BUS TERMINUS is a very important bus terminus in the entire North Bengal. Siliguri is surrounded by international borders of countries such as Nepal, Bhutan and Bangladesh, it has international tourist flow as Siliguri is the Corridor of whole North-East. This bus terminus gets an extra status. Improvement of this Bus Terminus has been taken up by SJDA in the year 2013-14 with a project cost of Rs. 1.13 Crore.Works under taken are:1. Improvement of Tarmac Area by Bituminous Macadam and lying of Mastic Asphalt. 2. Renovation of Toilet Blocks (Both Ground Floor & First Floor)3. Seating Arrangement etc.

TRIDENT LIGHTSSJDA has installed 1987 numbers of trident lights in various locations within planning area like Hill Cart Road, Bidhan Road, Burdwan Road, S.F. Road, Kutchery Road, NH 31 at Siliguri, in 73 more to Municipal Market, Paharpur more to Goshala More and to BDO Office, Shantipara Bus Terminus to Sports complex, Jalpaiguri Engineering College 3 No. Goomty to Pandapara etc in Jalpaiguri.

GOVERNMENT LIBRARY BUILDING SJDA has allotted 12 decimal land free of cost to Mass Education Extension & Library Services (MEELS) Dept, Govt of W.B. at Himanchal Vihar. The Building has been constructed by SJDA by the funds of MEELS Dept.Project Cost: Rs. 107.00 lakhs.

BEAUTIFICATION OF ISLAND at Air View More, Siliguri.

AUDITORIUM CUM ART GALLERY, JALPAIGURI has been handed over to ‘Priya Entertainments Pvt. Ltd.’ for operation and management work to run the project successfully from January 2014.

BEAUTIFICATION OF FULBARI ISLAND Beautification of Fulbari Island near Fulbari Truck Terminal has been implemented through a private partner where advertisement right has been given to the agency against the development of the island.

JUBILEE PARK, JALPAIGURILong Embankment of River Teesta near Jubilee Park, Jalpaiguri is used for morning and evening walks. Park is also a tourist spot of Jalpaiguri. To provide better facility and to protect the nature this work was taken up by SJDA. Project details: strengthening and widening of 325 mt road up to 4.50 mt width carriage way, laying 150 mm thick RBM, 75 mm thick Metal consolidation, 20 mm thick premix carpet and seal coat, providing concrete drainage system for passing rain water and 20 nos of Garden Benches and 6 nos of Dustbins are also provided along the river bank. North Bengal Development Department has also taken up the work of illumination of the park with a project cost of 7.95 lakhs.Project Cost : 12.20 lakhs

VEGETABLE PROCESSING & TRAINING CENTRE FOR TOMATO POWDER AND ALLIED PRODUCTS AT HALDIBARI, DIST. JALPAIGURIThe Jalpaiguri region has suitable agro-climatic zone for growing conventional agri-horticultural crops inclusive of fruits & vegetables. Tomato is one of the major cultivated crop and huge quantity of tomato is getting wasted due to lack of processing industry. Keeping in view of the above, SJDA has decided to develop this project on 10 acres of land in Berubari, Dist. Jalpaiguri. The project has been approved under ASIDE and Rs. 13.6 crore has been sanctioned. The project includes raw material processing & training centre, storage facility and allied infrastructure. SJDA now invites suitable private partners for the development, operation and management of the project.

ROAD-UNDER-BRIDGE NEAR KISHORE SANGHA CLUB UNDER WARD NO. IV, SMCThe area near Kishore Sangha used to witness water logging during rainy season and the locals were demanding a permanent solution of the problem. Keeping in mind the long pending sorrows and demand of the mass, SJDA has taken up the project which includes setting up of Hume Pipe Drain through RUB which is also a part of the project for the safe transit of the local people near Kishore Sangha Club to Mahananda River at Mahananda Para, Siliguri with a total cost of Rs. 112.10 lakhs.

ROAD FROM UTTAR KANYA TO APPROACH ROAD OF JORAPANI BRIDGE

This road connects Dabgram and Fulbari Area with Uttar Kanya (Branch Secretariat). After the setting up of Branch Secretariat at Uttar Kanya, the number of VIP movement and local public has increased.

Rajbari Dighi is located on Netaji Subhas Chandra Bose Road near Rajbari palace, Jalpaiguri. It is a beautiful pond of 19.25 acre area, related with many stories of erstwhile Maharajas. Rajbari Dighi is a wonderful place for anyone , who shall cool their heels from all the sight-seeing and can relax in the great surroundings of the palace. Hence, SJDA took initiative to preserve the heritage site under the guidance of Heritage Commission, with the construction of main Entry gate which will resemble the concrete gateway of the palace which is world famous for being one of the largest un-reinforced concrete archways in the world.

4th Mahananda Bridge with Connecting Road

Population of Siliguri Municipal town has crossed 5 lakhs as per 2011 census. Population of adjoining area is rising at rapid speed due to various commercial developments in the growth nodes of Matigara, Bagdogra & Fulbari. Naturally, the daily commutation between inner areas & outer nodes is continuously increasing . This factor is catalysing the increase in traffic flow.4th Mahananda Bridge & approach road is constructed to help in diversifying the traffic channel between areas adjoin Jhankar More & beyond; and Matigara near Khaprail more. This will not only help in reducing the distance between Jhankar More – Khaprail more, but would also help in reducing the travel time during peak hours.The traffic via 4th Mahananda Bridge opened. Approach road towards Siliguri end is completed. Connecting road towards Matigara will be complited shortly.
