PROJECT SCHEDULE – AUGUSTA CIVIC PARK IMPROVEMENTS Project Description A Master Plan has been prepared for the long term development of Augusta Civic Park (ACP). The plan has been developed in order to identify and coordinate future works and improvements, to meet community needs and demonstrated recreation and civic needs. Need for Infrastructure The need for a Masterplan for the ACP arose as an outcome of the Leeuwin Ward Planning Day 2011, as a means of coordinating the various requirements and recommendations coming from the community as to improvements to the ACP. The Shire’s Community Facility Plan (Creating Communities, 2012) assessed the need for various facilities based on the existing and future growth anticipated for Augusta. The new and refurbished infrastructure recommendations of this plan will provide the community and visitors with fit-for-purpose, accessible and safe facilities to conduct sporting, leisure and civic activities. Objectives The preparation of the Masterplan was undertaken with the following objectives: Review user group needs in the context of projected growth for the Shire. Optimise use of existing facilities where possible through colocation and shared of use of facilities Identify modifications to the site to reflect future requirements of user groups. Provide safe and comfortable spaces for recreation and civic functions Ensure remediation of key infrastructure deficiencies. Retention of bushland setting. Ground conditions

Civic Centre The Civic Centre is in good condition and provides adequately for Shire administrative and Council purposes. The wide range of functions undertaken by the CRC requires additional space. Centennial Hall The hall contains a substantial theatre with functional ‘back of house’ facilities. It provides permanent space for various artistic groups with access to a commercial kitchen and a pleasant internal courtyard. The Hall is well maintained by volunteers. Recreation Centre Gym space is insufficient for current use and inappropriately located. Multi use courts are in good condition. Roof and wall cladding is asbestos and requires removal. Lesser Hall HACC room has commercial kitchen, but is otherwise in need of refurbishment. Library roof has leaks due to shallow (flat) pitch. Oval and change / club rooms Functional condition. Change rooms will require basic upgrade in time. Grounds are maintained to a high standard. Croquet Club Well maintained pitch and associated clubrooms. Tennis courts and pavilion Well maintained courts and associated clubrooms. Skate Park Good range of skating structures in good condition. BMX track Poor condition. Basic maintenance only. Par 3 golf course Well maintained. Well utilized. Partially irrigated from onsite dam.

Feedback from User Groups Consultation was undertaken with key community and sporting groups to gain an insight into their various requirements, the issues and projections for future sporting trends along with priorities for improvement. A summary of their feedback is included in the Table below.

Needs analysis The population of Augusta as at 2011 was 1292 persons, which is estimated to grow to 1795 by 2031. Its location relative to other small communities means that it provides recreational facilities on a sub-district basis servicing Karridale, Kudardup and Molloy Island. In 2012 Creating Communities undertook a needs analysis of community and recreation facilities, including those at the sub district level. As can be seen in the table below, the number of facilities available are considered to be at acceptable levels now, and through to 2026, however the Augusta recreation center is noted as requiring improvement. Schedule of potential improvements accommodated by Masterplan The following elements are represented spatially on the plans attached to this document: Remove squash courts – the squash courts are rarely used and represent a substantial risk in respect to the presence of asbestos and the integrity of the outside wall. Relocation of Gym to Lesser Hall – gym membership is on an increasing trend and has outgrown its current location. Relocation will allow for universal access, the potential for complimentary toilets and change rooms and expansion of the range of facilities on offer to meet demand. Relocate library from Lesser Hall. Options to accommodate a new and expanded library are through extension of the Civic Building, or via lease of shop front on Augusta’s main street. Relocate HACC space from Lesser Hall – HACC have a two year license to occupy which expires in 2016. Extension of the civic building could provide a suitable future location with access to shared kitchen and toilet facilities. Extension of civic building – A third ‘wing’ to the civic building will contribute an additional 300m2 of floor space for other uses including additional space for the CRC to undertake its many functions. Nature Play Area – A children’s adventure playground built in keeping with the bush land aesthetic of Civic Park. Will complete a ‘kids zone’ consisting of skate and bike facilities. BMX/Mountain Bike trail – Renovation of existing bmx track to allow for dual use by bmx and mountain bikes alike. Will link to future rotary park mountain bike facility via rails to trails. Road upgrades- Extend entry road to provide sealed access to nature play and skate park and include car parking. Seal entire entry road to rectify existing maintenance issues. Asbestos removal and remediation – Replace recreation centre roof and walls

CAPITAL WORKS SCHEDULE 2014-2024 There are no significant funds identified for expenditure at Civic Park until the 2017-2018 financial year. A total of $527,000 is identified for the renewal and maintenance of the library and recreation centre over three years commencing at the beginning of the 2017 / 18 financial year. It will be necessary to finalise decision making associated with the potential relocation of the gym to the Lesser Hall, and the subsequent relocation of the library, to ensure that these monies can be expended in the most efficient way.
