Plan Overview

Project Statement

Project Scope

The version 7.0 scope is to:

Increase customer satisfaction by improving usability and responding to customer requests;

Improve the web site’s competitive position by designing, developing and implementing a state of the art web presence meeting or exceeding the industry standard recruitment web site feature sets

Increase efficiency and accountability for staff-mediated Pending List transactions and Central Office administrative functions (Admin Tool).

Complete an infrastructure upgrade (both hardware and software)

defined as the GO2WORKSOURCE.COM application

Project Goal

“The primary goal of the WorkSource Washington web site is to support Washington State employers and job seekers in need of labor exchange services by providing self service access to the WorkSource service delivery system. To achieve this goal, the following objectives have been adopted as guidelines for the Version 7 enhancements:

1. Introduce new features and expand current functionality

Enhance employer and seeker account management features

Provide job and resume saved searches and scouts

Enhance the user interface for improved content and usability

Provide multiple language translation for all content, navigation, resumes and jobs

2. Enhance Pending List and Administration utilities for increased efficiency

Enhance WorkSource Operations staff “Pending List” task by automating routine processes and enhancing their capabilities to support the public.

3. Increase integration of WorkSource with WorkForce Explorer, America’s Job Bank, and Career OneStop”

4. Provide a stable and state of the art website.

Upgrade to .NET Enterprise

Renovate the architectural design of the SQL Server database to support the new technologies of .NET

Ensure that personal data security is enforced.

Improve Central Office staff control over static web page data

Establish a methodology to library archived data

5. Improve the WorkSource/SKIES interface

The following teams are requiring two weeks notice:

Availability of ESD Networking and Facilities staff as needed.

Availability for communications and coordination with the following teams / groups:

IT Architecture – Possible hosting of web site

IT Infrastructure team – temporary housing of servers

Mercury LoadRunner developer -- expertise

Production Control – Security accounts for FTP of mainframe data

UI Tax Systems – Text file generation of Employer data

Special Projects & Strategic Planning – Budgetary control and assistance

Integrated System Development & Web Administration – support from Access.WA.GOV

Workforce Investment Act / Workforce Development Area – Offices data webservice provided by third party

LMEA – Job & pay information data provider

DIS – Continued support of servers

A new Service Level Agreement with DIS for hosting/support fees of the application and web servers.

Normal availability of DIS support.

New hardware is functional.

IBM Replacement parts will be on site within four hours of notification. (Review of terms is suggested)

Performance and stress testing tools are available.

Little to no production incidents.

LoadRunner scripts developed by Business Analysts

Performance testing coordinated with LAN group

hour maintenance windows. Every effort will be made to have changes occur between 8 pm to 12 am Saturday or Sunday. Other options for maintenance will be weekdays from midnight to 3 am.

Coordinating 7.0 changes with the SKIES development efforts.

Project Impacts

SKIES -- Code and design changes to SKIES may affect 7.0 scope and design particularly in the interface, Employer and Job order components.

The Data Warehouse reporting system – new concepts for handling seekers with multiple resumes may affect the total number of new seekers count.

UI Employer Tax flat file – New code development and scheduled job to gather Employer Data (required for automatic approval process)

WorkSource Operations – Communication of improved Pending list process changes – training may be required

Fortress 2 – new IP mapping changes

Development Network Infrastructure – temporary housing for WorkSource servers during development

Effective coordination between all affected business and ITSD units

A sound, methodical approach to design, tuning, testing and documentation

Production environment will be developed and tested based upon current user levels factoring in a growth rate of 15% per year for 3 years (45% total). See Appendix A for complete details.

Performance testing scenarios will be developed and executed to establish baseline measurements against the existing application (6.8) and used later to assure performance requirements are met.

Production system performance testing results will document system performance at or better than current performance levels as defined by baseline.

Current alert and notification processes will be documented and utilized.

All production setups, procedures and processes will be documented.
