Brief Project Description (1-3 Sentences):Juri Commoners is a volunteer park group that cares for a little park nestled between Noe Valley and the Mission. Unfortunately, our volunteer gardening has come to a standstill without a functioning irrigation system, and many of the park's plants have withered and died in the two years since we have had a functioning irrigation system. Our path is very unsafe and potholed, and we would like to enhance the enjoyment of the park for our children, youth and seniors with new playground cushioning, fencing and benches. These upgrades will promote long-term plant habitats, enhance sustainable plantings and address very serious safety concerns.

Broad Community Support

For over ten years, the Juri Commoners have consistently demonstrated a strong commitment to stewardship of our park, participating in work days nearly every month and significantly improving the park’s appearance and safety. We have been able to draw on neighborhood resources when necessary to assist in larger projects. The commitment required by this plan is well within our abilities.

The Juri Commons Community Opportunity Fund outreach began with our first grant application which was submitted in 2012. Interested individuals met to review this plan as part of our May 26th 2012 work day and it was extensively revised to incorporate their feedback. Comments from neighbors, including a representative of the nearby Katherine Michiels School, were entirely supportive.

As we began to prepare to apply for another Community Opportunity Fund grant, we expanded our community outreach to include four neighborhood meetings, fliers, mailings to neighbors, electronic outreach and in-person recruitment. Prior to every meeting we hung fliers throughout the park alerting community members to our meetings. These fliers are attached for your review.

Since beginning our efforts, we have seen a marked increase in the number of members who have joined our group on-line at meetup.com, and we currently have over 30 members.

Our group has also engaged park users who often use the path as a means of commuting to BART, and we have almost 100 community members who signed our petition in person. Those signatures are included in this section for your review.

Additionally, we reached out to our community through an on-line petition at www.change.org which has received almost 200 signatures and comments in support, which are also included for your review.

In total, our petitions have received almost 300 signatures of community members who lend their strong support to our grant application.

Again, nearby Katherine Michiels School has provided a letter of support detailing the ways that Juri Commons is a benefit to their school.

At the legislative level, Supervisor Scott Weiner wrote a letter lauding our group, saying we “have amply demonstrated a level of commitment that deserves COF support.”

These meetings will focus on brainstorming ways to improve our park by identifying park needs and funding priorities. You don’t need to attend all of the meetings to be a part of the process — even attending one meeting will help improve Juri Commons. Our Saturday meetings will be followed by our regularly scheduled park work day.

Meeting Outcome Many group members identified the unsafe, potholed path as a major problem of the park.

Overall group members were not interested in fencing the plant beds and that users are generally happy with the playground. People are very concerned about the lighting that has been out in the park for several weeks and many people pledged to call 311 about the safety concerns posed by the lack of lighting. Felicia and Kathleen will reach out to the local schools and neighbors to sign petitions and see if it’s possible to recruit additional volunteers to the park.

• Discussed plant options, Adrian Field (Park Supervisor) said the grass is most realistic landscape for large areas, but nothing can grow without water.

Please join us at any of our community meetings to discuss Juri Commons Park and develop an application to be submitted to the Community Opportunity Fund Program to improve the park. These meetings will focus on brainstorming ways to improve our park by identifying park needs and funding priorities. You don’t need to attend all of the meetings to be a part of the process — even attending one meeting will help improve Juri Commons. Our Saturday meetings will be followed by our regularly scheduled park work day.

Community members please take a moment to voice your support for improvements to Juri Com-mons park. While we all appreciate our neighborhood’s quaint little diagonal park, please sign this petition to support the projects outlined by the Juri Commoners’ Community Opportunity Fund Grant application to:

· Replace, update and/or repair the pot-holed path: The biggest safety hazard facing the hundreds of daily park users is a path strewn with potholes and tree roots, which creates an incredibly un-even surface. This path poses a real challenge to limited-mobility users from toddlers to users with disabilities.

· Replace, update and/or repair the broken irrigation system: Juri Commons’ irrigation system has been broken for over two years, and a lack of water has taken a very visible toll on the park’s plants. With a viable irrigation system, the park volunteer group will be able to explore xeriscaping plants and replanting our barren grass patches.

· Replace and update park fencing: Both entrances to the park consist of dilapidated and unap-pealing chain-link fences. We would like to update these with a clean, modern fence that is in keeping with the aesthetic of the park and neighborhood. Additionally, the fence that faces Guer-rero is hard to close and is very near the children’s playground, causing a great safety concern as children often bolt toward Guerrero street.

· Resurface the playground: The playground surface is cracked, hardened, lacks basic cushioning and shows clear signs of wear. This mat is due for replacement to ensure the safety of the multi-tudes of children who use it daily.

· Move Bench: Juri Commons easternmost bench is heavily used, but the bench itself is in a poor location for such use – it consistently has a bare patch of dirt underneath it and protrudes into the planting beds behind it. Moving this bench and providing a hard surface underneath will revitalize the grass and improve the park.

March 26, 2015      Jake  Gilchrist    San  Francisco  Recreation  &  Parks  Department    McLaren  Lodge,  Golden  Gate  Park    501  Stanyan  St.    San  Francisco,  CA  94117    Dear  Mr.  Gilchrist,      I  write  this  letter  in  support  of  the  application  of  the  Juri  Commoners  to  the  Community  Opportunity  Fund  for  the  Juri  Commons  upgrades  project.    Improvements  to  Juri  Commons  Park  will  benefit  the  students  at  Katherine  Michiels  School  (KMS)  as  well  as  the  surrounding  community  in  general.    Students  of  the  Katherine  Michiels  School  elementary  and  preschool  programs  frequently  visit  Juri  Commons  park  due  to  its  proximity  to  our  building.    The  Juri  Commoners’  suggested  improvements  to  the  park  will  make  it  safer,  more  attractive  and  a  great  gathering  place  for  KMS  students.    The  proposed  improvements  will  modernize  the  park  while  simultaneously  maintaining  the  integrity  of  the  park  with  historical  significance  in  this  community.    KMS  has  a  long  history  of  utilizing  the  resources  in  our  surrounding  community.    We  look  forward  to  many  more  trips  Juri  Commons  and  we  fimrly  believe  that  the  Juri  Commoners  will  make  excellent  use  of  the  community  Opportunity  funding.      We  are  confident  that  with  the  proposed  improvements  this  small  park  will  remain  a  gem  for  the  entire  community,  including  Katherine  Michiels  School  Students.        Thank  you,    Jennifer Atristain  Katherine  Michiels  School

Clearly state the problem, the alternative solutions discussed at the community meetings and how the preferred alternative addresses the stated problem. Successful applications also explain the benefits of the proposed park improvements, the applicant's commitment to the project, the community's desire for improvements, and a thorough plan summarizing the attachments below. Provide a drawing or diagram that communicates the scope of the proposed improvements. The complexity and detail of the drawing(s) should match the scope of the project. Proposed improvements that do not have construction drawings may request professional services as part of their application. Provide a cost estimate for the proposed project. The Project Budget form may be used in lieu of a cost estimate if itemized costs can fit on one page.

Provide a schedule for the project. Describe expected duration for improvement work to occur. Discuss known activities that need to be coordinated with proposed construction such as peak park usage periods, educational programs, events, etc. Note that all projects are expected to be completed within 2 years of the anticipated Fall 2014 RPD Commission Award.

INTRODUCTION

Juri Commons is a long, narrow park in the center of the block between 25th and 26th Streets, Guerrero Street and San Jose Avenue. (It got its unusual shape by being built on a section of a railroad line that ran through the Mission District until the 1940’s.) It centers on a path that winds from one end of the park to the other and is bordered by lawn and planting beds on both sides for nearly its entire length. There is a small playground near the Guerrero Street end. The park has few other fixtures. It is secluded and rustic in character, a retreat from the cityscape, and its users like it that way.

The neighborhood, on the boundary between the Mission District and Noe Valley, is a transition zone between the commercial streets and the primarily lower-income rental housing that dominates to the east and the upscale homes to the west. Many different groups use Juri Commons: In the morning and evening the park sees a steady stream of commuters walking to or from the 24th Street Mission BART station (to which the park makes a convenient and pleasant shortcut for people coming from the southwest). During the day, parents and caretakers bring small children to the playground and young couples look for privacy in a neighborhood with few parks and high-density housing. And from early until late the park is a favorite stop for dog walkers, especially at dusk when neighbors and their dogs often gather. In a neighborhood surrounded with busy streets and few parks, it is a welcome splash of green and respite from the bustle of a hectic city.

In previous decades neighborhood groups worked with the city to establish and maintain the park. After a lapse, since 2005 the park has been cared for by the Juri Commoners (http://www.meetup.com/Juri-Commoners).

The Juri Commoners is a 30-member group who conduct a monthly work day, daily trash pick ups and patrol the park to detect and report maintenance and safety issues. Although our group is small, we have grown in the last few months and we are regularly complimented by the Department of Recreation & Parks (RPD) for consistency and hard work. Our group has further incorporated members of the local community by calling on the numerous and hard-working volunteers from the nearby Valencia Street Salvation Army facility for larger projects. We take partial credit for the much safer atmosphere and reduction in illegal activity (drug sale and use, drinking, camping) since 2005: a more pleasant park has more legitimate users, who crowd out the illegitimate users.

While beloved, Juri Commons is not in the shape that it should be. The asphalt path is unsafe, littered with potholes and a genuine safety hazard. Over two years ago our irrigation system failed, and the park has been without water and many of our plants and grass areas have died. Much of the parkscape is broken and battered chain-link fence. And some park fixtures, while necessary, are ugly and poorly sited. The funds from the Community Opportunity Fund will be used to make long-term improvements to Juri Commons, ultimately improving ADA accessibility, safety and a more satisfying experience by its hundreds of daily patrons.

PROJECT DESCRIPTION

The project consists of several different reasonably sized elements, all of which have the main goal of improving significant safety concerns and increasing the long-term sustainability of the park. Our unsafe path presents a great hazard to the hundreds who walk through the park each day. The lack of water in the park has killed the plants and without a viable water source, we have no ability to maintain any plant life in the park. Children are put in danger as they play on a rubberized surface long past its prime and the fencing is unappealing at best.

Each element of our project is marked on the site map included on the final page of this section.

A. REPLACE PATH WITH NATUREPAVE

The asphalt path that runs the length of the park, approximately 500’ in length, is unsafe, potholed and patched in many places, making it the park’s biggest safety hazard and an insurmountable obstacle to limited-mobility park users. The path will be replaced with NaturePAVE, which is a sustainable resin that can be easily patched in the future and smoothed and sealed much easier and quicker than asphalt. As an added plus, it’s a pretty material that will complement the natural setting of Juri Commons.

B. REPAIR BROKEN IRRIGATION SYSTEM

The irrigation system at Juri Commons has been broken and unusable for over two years. In that time, many of the park’s plants have died, the lawns have become barren patches of dirt and we are unable to plant new plants as they too will die without water. The images to the right show how severe the lack of water is -- even our tree is at risk of dying, and has very few buds this spring. Until a viable watering solution can be found for the park, there is little the Juri Commoners can do to enhance the park despite our best intentions.

C. REPLACE CHAIN-LINK FENCES AND GATES AT EAST AND WEST ENDS OF PARK

Both entrances to the park and the eastern border of the playground currently consist of unappealing and dilapidated chain-link fences and gates, 34’ long at the east end, 46’ long at the west end. These will be replaced by wooden and metal fencing consistent with the character of the park and neighborhood. The current gates are out of alignment and can no longer be opened and closed, creating an unsafe situatrion should emergency vehicles need acccess to the park. The new gates will be created so that it is possible for RPD to lock gates either open or closed so that any policy determined by RPD and the community in the future can be implemented.

D. RESURFACE PLAYGROUND AREA

Our playground has an old-school charm that its many users find appealing and sweet. In our numerous outreach experiences, we exclusively heard support and pride for our little playground. Unfortunately, the playground mat is cracked and provides very little in the way of cushioning for our littlest users.

E. REINSTALL BENCH

Heavy use of the park’s easternmost bench has created a permanent unsightly bare spot. The bench intrudes into the planting area behind it. The bench will be moved about 10 feet east, and we will extend the NaturePAVE path under it.

F. MOVE AND LOWER ELECTRICAL AND IRRIGATION BOX

This necessary but ugly fixture dominates the park’s west entrance. It will be moved from its current position to a spot immediately west of the nearby light pole, reducing their total footprint, and lowered from its current 5’ height to 3’.

G. INSTALL NEW PLANTS

Since so much of the ground cover and plant life of Juri Commons has died in recent years, our grant requests $2000 to be used to purchase drought-tolerant and sustainable plants for our beds and lawns. The Juri Commoners would be thrilled to provide the labor to plant these plants once the irrigation system is stabilized.

PROJECT EVALUATION

1. PROJECT PLANNING AND READINESS

Our group, the Juri Commoners, has consistently demonstrated commitment to stewardship of our park, participating in work days nearly every month and significantly improving the park’s appearance and safety. We have been able to draw on neighborhood resources when necessary to assist in larger projects. The commitment required by this plan is well within our abilities.

RPD staff were closely involved in scoping and preparation of this plan. Juri Commons’ Service Area Manager, Adrian Field, has confirmed that this plan is complete and ready to be implemented immediately following funding.

2. LEVERAGES RESOURCES

Since 2005, volunteers have donated almost 2,000 hours of their time to maintaining the park. In addition, in 2007 we secured a $12,500 grant from the Black Rock Arts Foundation’s ScrapEden project which funded the park’s in-ground mosaic sculpture, “Sol Flor”. Our group’s organizers spend out-of-pocket monthly on costs relating to advertising the group and incidental group expenses. In total volunteers have brought more than $64,000 to Juri Commons, more than half of the amount requested in this plan.

3. PARK EXPERIENCE AND IDENTITY

Our park is parched, our plants are slowly withering and dying and our path is unsafe. Our playground mat is so old no one knows when it was last replaced. Our fences are dilapidated and the gates cannot fully open or shut. We have a permanent bald spot where a bench is not ideally situated.

Our funding requests will help bring Juri Commons back to the urban oasis of tranquility its users have loved for many years. Fixing the irrigation system will enhance native habitat for non-invasive plants and animals. The NaturePAVE path is sustainable and promotes flexible use of the park for children, youth and seniors. Juri Commons can and should have a series of well-maintained spaces, in which one would like to linger, and to which one would like to return. The upgrades in this plan do exactly that, by closing the park’s biggest aesthetic gaps and improving the safety of the park.

4. FOSTERS STEWARDSHIP AND COMMUNITY BUILDING

A more attractive park will attract more and different users. Repairing the irrigation system will allow us to plant grass and plants again, which will make our current barren dirt patches more appealing to park users. Repairing the path will increase the accessibility of the park to children, wheelchair-bound and other limited mobility users. Achieving permanent improvements, not just transitory maintenance, will give the neighborhood a sense of investment in their shared space, and we hope it will attract even more volunteers to the Juri Commoners and inspire future efforts to renovate other aspects of the park.

The park would have to be closed for the duration of pathway replacement.

Juri Common’s Park Area Supervisor Adrian Field advised that Irrigation replacement may also require limited closures at some points so these two operations may be done together and that the playground mat would also be done along with the path/irrigation work, which would require a construction scheduler to figure out.
