The proposed project consists of developing the site to serve the needs of St. Andrew By the Sea UMC on
approximately 10 acres. The project is in compliance with the Town UDO and the Buckwalter PUD. The
development will be completed in phases and will include several buildings and an athletic field. Phase 1
of the proposed development includes the construction of a new 11,000-sf building along with pervious
parking areas, a connecting access drive to Buckwalter Parkway, concrete sidewalks/walking trail, and an
athletic field. Phase 2 will include construction of the main sanctuary, conversion of the Phase 1 sanctuary
into a youth programs building, a gymnasium, and a cookout pavilion with restroom and storage. Final
development conditions will result in buildings totaling approximately 44,750-sf.
The parking required for this project was determined based on church seating at 1 space/3 seats @ 312
seats (Phase 1) for a total of 104 spaces. 97 spaces (93% of required) are proposed for Phase 1. At full
buildout, including the Phase 2 Main Sanctuary, available church seating will equal 500 seats which would
require 167 spaces. An additional 82 spaces will be constructed in Phase 2 for a total of 179 spaces (107%
of required). All parking spaces are to be constructed of pervious material except for the handicap
parking. The stormwater infrastructure for the final development has been master-planned and will
include pervious pavement, wet detention, and irrigation reuse. The proposed design is in compliance
with the Town of Bluffton Stormwater Design Manual.
Sanitary sewer service will be provided by connecting to the existing pump station located on the adjacent
property to the south. Water will be provided by connecting to the water which is also located on the
adjacent property to the south. Fire protection service falls under the Bluffton Fire District. BJWSA will
provide water and sewer service. Palmetto Electric will provide electricity and likely site lighting
assistance. Hargray will provide telephone service.
