58nominations were received by the HKIA for awards

under several categories and eight projects were

announced as winners in March 2003. The HKIA Medal

of the Year is awarded to the architects of the building deserving the

highest honour while the architects of another building deserving an

award receive an HKIA Merit Award. The President’s Prize is awarded

for smaller projects with construction costs less than $20 million dollars,

and the Award for HKIA Members’ Work Outside of Hong Kong

recognises architects who have carried out architectural works of

excellence abroad. The Special Architectural Award meanwhile

acknowledges the work of members who have carried out architecture

or research with an outstanding contribution to a particular architectural

issue like heritage, sustainable design, architectural research,

accessibility, urban design and technological innovation.

The Hong Kong Institute of Architects has announced the winners of its

HKIA Annual Awards 2003. The annual awards started in 1965 and give

recognition to outstanding architecture designed by HKIA members.

Located behind the Former Marine PoliceHeadquarters in Tsim Sha Tsui, the One

Peking multi-use tower at 1 Peking Road wasdesigned by Rocco Design Ltd and WMKYArchitects Engineers Ltd to meet two mainneeds. intimate relationship with the surroundings viaa fully transparent yet environmentally sensitiveexternal envelope. Secondly, the project had tovisually and spatially integrate with the formerMarine Police Headquarters — a heritage buildingto be renovated into a cultural tourism venue.

The external envelope of the tower featuresa triple-glazed walling system using low-E clearglass with a ventilated cavity that results in highlight transmission and a low OTTV (OverallThermal Transfer Value). Aluminum sun-shadesthat double as light reflectors form an integralpart of the long harbour-facing facade, whilemotorised blinds installed within the 200 mmdeep glazing cavities on the shorter east and westfacades have blade angles controlled by sensorstracking the position of the sun. Photovoltaicpanels power movement of these blinds.

The two-storey former Marine PoliceHeadquarters on its adjacent raised site isintegrated, and future access is aided, byelevating the main foyer of One Peking to thesame level as the hill. A 7.3 high glazed wall atthe lobby links the building visually and enablespossible future physical extension. The sail-like curvilinear south facade above ismeanwhile a subtle reference to the roof profileof the nearby Cultural Centre and a reflection ofthe programme of larger floor plates for officesand shallower floor plates for two multi-volumerestaurants at the uppermost area.

The awards jury commended the building asan example of what can be achieved throughclose collaboration between the client and thearchitect. “The architect has demonstrated athorough understanding of the client’s

requirements and has exercised his professionalskills in a tactful and innovative manner. Theclient has rendered full support to the Architectin the realisation of his design.

“The jury was particularly impressed by thesensitive handling of variation in floor platedimensions which suit different tenant’srequirements and the sensible incorporation ofhi-tech curtain wall and sun-shading deviceswhich provide comfort to the users whilemaximising the panoramic harbour view. Anoverall transparency of the building and a unityof architectural expression are maintainedwithout giving in to stringent statutory controland cutting edge building technology.”

requirements from the client to devise aframework under which the building ownerscould run services efficiently. The resultingbuilding with L-shaped floorplates allows for auseful internal functional layout and takes intoaccount the large amount of equipment housedin the building, including fume cupboards,safety cabinets and refrigerators. Site constraintsincluded site curvature plus noise from anadjacent flyover, which were tackled by placingthe window-free multi-function hall to fill outthe land next to the busy roadway. Inside thebuilding, lower floors house offices while thelaboratories are placed on the floors above.The more dangerous labs are located on theupper floors and electrical and mechanicalfacilities take up the equivalent of two floors atthe top of the building.

The jury pra ised the des ign andimplementation of the Public Health LaboratoryCentre project as revealing the architect’s

comprises more than 130 functional rooms toconduct a wide range of laboratory tests. It alsoprovides supporting and ancillary facilitiesincluding sterilisation, incubation and coldrooms for the laboratory services; conference/seminar rooms and a multi-function hall; andcar parking spaces for staff and visitors. The 15-storey Public Health Laboratory Centre provideshigh quality laboratory facilities to enable theDepartment of Health (DH) to effectively carryout its public health functions of surveillance,control of infectious disease, and statutorycontrol of food and drugs. The project enablesthe DH to house most of the laboratories of itsPathology Service under one roof to enhanceefficiency and productivity.

In designing the project, ArchitecturalServices Department systematically analysedvolumes of information on operational

deliberate consistency in design approach andsympathy towards the end users of the building.“The jury was impressed by the logical yetcordial integration of conflicting functionaland building services requirements of differentuser groups amidst the constraint of a tightbudget,” the jury report said.

“The architect has demonstrated a relentlesseffort in creating a pleasant environment andhas successfully instilled vitality and characterto an otherwise dull and uninteresting laboratorybuilding. The layout was straightforward andlogical, the elevation design was simple, theapplication of building materials was consistent,and the color scheme well controlled.”

The CY Tung Maritime Museum projectinvolved comprehensive renovations to a

historic building on the Jiao Tong Universitycampus in Shanghai. The university has anestablished programme in maritime and navalengineering, so it was deemed appropriate fora museum of China’s maritime history to besituated at the campus, including a permanentexhibit to commemorate the late Tung Hao-yung, founder of OOCL.

The existing building was originally built in1909 as a student dormitory, with two-storeywings facing a central lightwell for natural lightand ventilation. The original building featureda timber roof truss supported on a timberstructural frame and load-bearing masonrywalls, which were stabilised by addingreinforced concrete columns and beams tocomply with current building regulations.Similarly, precast concrete columns replacedthe original timber columns of the externalbalconies, with timber patterns from theformwork expressed to resemble the original

material. Brick cladding was either repaired orreplaced, with extruded mortar joints matchingthe originals.

Nelson Chen Architects Ltd designed therenovations to achieve a seamless integrationof the existing building in its historic context onthe campus, while also introducing newarchitectural elements and building serviceswhich are notable for their minimal visualimpact while creating new usage for the oldstructure. In particular, a new glass skylightwas added to create a central atrium space butit cannot be seen from outside the building.Other significant changes introduced to theinterior space include gallery spaces with built-in display cases and freestanding exhibits; anew internal staircase; new lavatories; andbuilding services. Existing balcony doors wereall preserved and open into the galleries flankingthe atrium.

The jury noted the details that helped theproject to successfully transform a dilapidatedold building into a simple and delightful

museum. “The skillfully detailed glass skylightinduced spatial connection within the building.The meticulous selection of building materialsand sensitive choice of colour harmonisemodern architecture with existing historicalfabrics. It is hoped that the selection of thisproject would encourage our architects to paymore attention to the reuse of heritage buildingsin future,” the jury said.

Sheraton Suzhou Hotel

T he P&T Architects and Engineers Ltd-designed Sheraton Suzhou Hotel is the first

five-star hotel in Suzhou. Located on Xin Shi Luin the old centre of Suzhou, the developmentconveys the rich architectural heritage of thecity, demonstrates a re-composition oftraditional Chinese architectural vocabulary ina modern context, and uses local materials andcraftsmanship with new construction methods.

The hotel is designed to complement threefamous historic monuments in its vicinity —the ruins of the Suzhou City Wall, the RuiguangPagoda and the Wumen Bridge. The settingcalled for a design solution referencing theexisting architecture of Suzhou and China,without compromising the convenience andservices of a modern hotel. A subsequent keydesign challenge was the opposition in scalesbetween that of traditional intricate Chinese

architecture and a 400-roominternational hotel with largefunctional requirements including agrand ballroom.

The design sees public functionspaces and some back-of-housefacilities housed in a reinterpretedcity wall structure, topped withdistinctive Chinese pavilions whichhouse the main lobby, a specialtyrestaurant and the presidential suite.Guestrooms were arranged using twostandard room sizes, two roof eavelengths and three window types,resulting in staggered blocks ofdifferent heights to create complexityin massing. Rooms are modeled ontraditional Suzhou garden architectureand grouped around courtyards andcanals led by meandering passages.Nearly all external finishing materialsand fittings were sourced locally to achieve thedesired appearance, to relate to localarchitecture and to suit the tight budget. Delicatefittings such as the clay fish drains, cast irongrilles and copper gratings cut in traditionalpatterns were meanwhile made by localcraftsmen following the architect’s designs.

In its report the jury praised the project forproviding an innovative and well-resolvedarchitectural solution to a demanding client’srequirements within very tight site constraints.“Apart from being a commercially successfulhotel, the development also has the merit inrestructuring the city portion of Suzhou bycreating a visual transition from the crowdedmain road to the tranquil historical landscapegarden.

“The jury particularly appreciates thearchitect’s choice of local materials, thelandscape treatment and the sensitive treatmentand scale of the hotel to the adjoining garden.”

treatment of the project includes a feature poolwith a connection to the past in scripts aboutthe local area’s history, a visitors’ pavilion atthe entrance welcoming visitors with bannerswith vivid color and bold lettering in ten differentlanguages, as well as paintings of Sai Kungimages by local children. Other features includea semi-outdoor exhibition area at the pavilion,a covered walkway between the bus terminusat the main entrance and the mini-bus terminusat the side entrance, and a timber deck at thefeature pool providing a setting for publicperformances. The area where the garden meetsthe waterfront part of the existing concrete-covered walkway has been renovated into arestaurant and a kitchen. The dining areastretches out onto the promenade by deckingover part of the original planter, and existingpalm trees are retained and incorporated witha new timber trellis to give shade.

In its report, the awards jury said itappreciated the architect’s concept of recyclingexisting urban spaces. “Before implementationof the improvement works, Sai Kung WaterfrontPark was grossly under-utilised as it wascompletely surrounded by thick hedges, fencewalls and covered walkways. The architect’svision and effort in enhancing the spatial andfunctional linkage has made the open spacemore convenient, user-friendly and consistentwith the leisurely mood of Sai Kung,” the jurysaid.

“Through the limited yet sensitivearchitectural and landscape modificationworks, a totally new image is created for thewhole township. It is hoped that the projectwould set a good example of how the use ofexisting open spaces could be optimised for thebenefit of our community.”

Open to the public for ten days during the2003 Mid-Autumn Festival, Lantern

Wonderland was a contemporary display spaceconsisting of a bamboo and metal supportingstructure with a stretched Lycra fabric roofcovering which served as a 360º AV screen.The planning by William Lim of CL3 Architects

Ltd was in strict Chinese order with a lotuspond forecourt, a bridge crossing and a 12-lantern Chinese Zodiac back court. The designconcept drew on both traditional andcontemporary Chinese concepts and materials,reflecting Hong Kong’s strong traditionalChinese culture beneath a modern metropolis.

Noting that the project generatedunprecedented public interest and mediacoverage over its short duration, the jury saidthe project demonstrated well that innovativearchitecture, whether temporary or permanent,could enrich our daily lives.

“Utilising bamboo and paper-like membraneas the major construction materials, the designof the Lantern Wonderland did not merelyimitate the form or details of a traditionalChinese lantern. On the contrary, it expressedthe true character of these materials in pureartistic form, and reflects the essence of goodChinese festive architecture,” the jury said.

Fairview Park Alliance Church

Fairview Park Alliance Church is designedas the community focal point at the centre

of a vast low-rise residential development atYuen Long, serving a population of 25,000residents. The project was built on a 16,000 sq ftinfill lot between a two-storey fire station and acommunity playground. The site faces north to

a residential street and south to meet the TownCentre lake and its promenade.

The 10,000 sq ft Nelson Chen ArchitectsLtd-designed church is composed of shifted,parallel blocks linked together by arcades anda stairway/bell tower, grouped together aroundan open courtyard. The principal buildingcontains a 300-seat sanctuary, a baptismalpool, a prayer room and a choir loft within adouble-height volume. The community winghouses meeting rooms for social services, aswell as church offices, a pantry and pastor’squarters.

The shifting of volumes creates opportunitiesfor public and private spaces. An outdoor plazato the south serves as a public entrance courtfacing the lake and promenade, while a privategarden for the pastor faces neighbouring housesacross the street to the north. The buildingforms are designed as crisp and contemporary.The predominantly white, two-storey volumesconform with the surrounding houses, but theskylit stairway/bell tower and triangulated roofof the sanctuary hall provide visual identity tothe church as the community landmark.

purpose of bringing people to church. “Theopen courtyard in front of the church was wellplanned and integrated well with the existingneighbourhood. The whole development servesvery well as a new focal point in a rather oldsuburban residential development. It sets agood example of what could be done torevitalise an old district.

“The jury especially appreciates the humblecharacter of the project as expressed in thearchitect’s choices of proportion, colours,materials and simple architectural details whichall contribute to making the church a subtleand friendly place for gathering and worship.”

Sau Mau Ping Shopping Centre and Plaza

Special Architectural Award — Urban Design

Sau Mau Ping Shopping Centre and Plaza atSau Ming Road is the focal point of the

Comprehensive Redevelopment of the old SauMau Ping Estate. The scope of the projectcomprised building shopping and communityfacilities plus external works including a plaza,a landscaped area, a bus terminus and a bridge.

In creating the project, a major road diversion,relocation of existing facilities and open spacereconstruction were carried out to create anuphill pedestrian linkage and to make room forthe plaza. The plaza and the atrium of theshopping centre are designed as a visual andphysical entity and, together with the newpedestrian linkages, they now serve as theurban portal of Sau Mau Ping Estate and integrateits whole community. The designers at theHousing Department’s Construction Divisionnote that the redevelopment gives pride and

identity to the residents of Sau Mau Ping throughits contemporary design, forms, colours, lightsand spatial quality.

The jury observed how the project hasprovided a functional and efficient connectionbetween several public housing estates, andhas significantly improved pedestrian-vehiculartraffic flow in the district. “The shopping centreis proven to be popular and serves well as aconvenient gathering point for local residents.It serves as a good example of how properplanning and design could help to regeneratean old urban fabric and revitalise an existingpopulation.”
