Pruitt, USDOI, F&WS, Bloomington Field Office, to Thomas Alcamo, USEP A, Region V, "Removal of potential Indiana bat roosting habitat along Conard's Branch in association with a proposed clean-up project near Neal's Landfill in Monroe County, Indiana" In response to concerns that construction of an access road along Conard's Branch at the Neal's Landfill site might disturb roosting Indiana bats, a federal endangered species, CBS agreed to perform a bat emergence survey. On April26, Pat Kneip ofPSARA Technologies and Andy King, U.S. Fish & Wildlife Service biologist with the Bloomington Field Office (BFO), visited the site and identified four potential Indiana bat roost trees. These trees are located and described in detail in a letter dated April29, 2011 from Scott Pruitt, USFWS, BFO, to Tom Alcamo, USEP A. They are referred to as Potential Roost Tree (PRT) Nos. 1 through 4. PRTs 1, 2 and 4 were potentially subject to disturbance by planned road building and remedial activity and were surveyed. It was determined that PRT 3 would not be disturbed during the project so, in keeping with instructions in the April 29th letter, it was not included in the Bat Emergence Survey USFWS Bloomington Field Office provided PSARA with Guidelines for Conducting Bat Emergence Surveys and blank field forms. PSARA personnel Neill Vaughan, Steve Wade and Gil Garrett performed the Bat Emergence Survey on the evening of May 4, 2011, conforming as closely as possible to the BFO's Guidance. There was no precipitation on the night of the survey and winds were calm. Air temperature was within the Guidance recommendation for temperature shortly before sunset, but fell to slightly below the recommended temperature during the survey period. Each PSARA observer was stationed near one of the three potential roost trees, positioned to best observe emerging bats against clear sky. Observers remained in position, quiet and without lights during the entire observation period. The survey observations began at 8:11 PM, one half hour before sunset, and ended one hour after sunset at 9:41PM. No bats were observed emerging from any of the three subject trees. Field forms are attached. CBS, EPA and USFWS discussed the temperature question the following day, May 5, and concluded that the survey was valid. PSARA personnel immediately cut down PRT Nos. 1 and 2, well before the end of daylight hours and within 24 hours of the Bat Emergence Survey. In response to concerns that construction of an access road along Conard's Branch at the Neal's Landfill site might disturb roosting Indiana bats, a federal endangered species, CBS agreed to perform a bat emergence survey. Use of an ultrasonic bat detector(s) may also increase detectability of emerging bats (attempt to discern the peak frequency of bat calls if using a tunable detector).
