ARNOLD DRIVE AT AGUA CALIENTE ROAD ROUNDABOUT PROJECT

January 3, 2013

This soil investigation report describes the results of the tests conducted by the County of Sonoma, Department of Transportation and Public Works (County) for soil investigations within the Arnold Drive and Agua Caliente Road Roundabout project area.

Project Location The investigation was performed on Arnold Drive (post mile 15.01) and Agua Caliente Road (post mile 10.00), Sonoma County, California. See Attachment a, Vicinity Map.

Purpose The primary objective of the investigation was to evaluate whether impacts due to aerially deposited lead (ADL), metals, and petroleum hydrocarbons exist in the surface and subsurface soils within the depths of expected excavation within the project boundaries. The County will use the information obtained from this investigation to coordinate roadway improvements, determine soil disposal costs, and identify health and safety concerns during construction. Since surplus soil may be taken to the Sonoma County Central Landfill, some of the tests were conducted to meet disposal criteria at that site.

Field Activities The County conducted 16 borings for soil investigation. Soil borings were performed at Arnold Drive and Agua Caliente Road. Soil boring locations were modified from the work plan depending on field accessibility and marked locations of underground utilities. Boring holes were located by swing ties from existing surveyed topographic features and survey monumentation. Bore hole locations are shown on the exhibit in Attachment b.

All soil borings were taken at a depth between 0.5’and 2.5’ below ground surface using power and hand augers, and hand trowels. Sixteen soil samples were collected. Four samples were combined into one composite producing four total composite samples. Completed soil boreholes were backfilled to the surface with the soil cuttings. Sampling equipment was cleansed between each sample using Alconox followed by a double rinse with deionized water. Soil samples were collected in pre-cleaned/unused stainless steel tubes. The tubes were sealed, labeled, placed on ice in a cooler, and transported to Alpha Analytical Laboratories, 208 Mason Street, Ukiah, California, a laboratory certified to conduct the tests.

Laboratory Analysis Samples were analyzed in the following manner: All soil samples were analyzed for Title 22 metals using EPA Test Method 6000/7000

series; where TTLC lead was greater than 50 ppm, selected samples were ran for the Waste Extraction Test (WET).

All samples were tested for: o TPHd and TPHmo by EPA Method 8015m with silica gel cleanup. o TPHg, BTEX, and MTBE using EPA Test Method 8260. o Oil and grease by standard method 5520 with silica gel cleanup.

One sample was tested for Organochlorine Pesticides and PCBs using EPA Test Method 8081/8082.

One composite sample was tested by the following tests: o VOCs by method 8260. o SVOC by method 8270. o TCLP Phenol by method 8270 o TCLP PCB’s by method 8080.

One sample was tested for reactivity, corrosivity, and ignitability (RCI).

The results of the investigations are tabulated in Attachment c. The lab results are included in Attachment d.

Results None of the tests for metals exceeded the regulatory values per the California Code of Regulations, Title 22. All 4 samples were tested for CAM 17 metals. Two samples 2-2D and 4A-4D had total lead levels exceeding 50 ppm and these were tested with the Waste Extraction Test (WET) method. The WET results were 2.2 ppm for sample 2A-2D and 3.3 ppm for sample 4A-4D. Both values are less than the 5 ppm allowed. This soil may be used in embankments.

All samples were tested for Total Petroleum Hydrocarbons-diesel (TPHd). The Environmental Screening Level (ESLs) per the San Francisco Bay RWQCB is 4200 ppm for gas and diesel. Composite samples 1 and 4 tested at 35 and 16 ppm for diesel. All samples were tested for oil and grease. Composite sample 4A-4D tested at 460 mg/kg. Though this is much less than the allowed environmental screening level, it is high enough to prevent disposal at the County's Central Landfill. The Environmental Screening Levels (ES Ls) per the San Francisco Bay RWQCB is 12000 ppm for residual fuels.

All four composite samples were tested for volatile organic carbon. One was tested for Phenol and poly carbonated biphenyls. The test results did not detect the presence of any of these chemicals.
