1 Introduction A work plan for a contribution toward ITU-R Cognitive Report was discussed in the #76 meeting of IEEE 802.16 in November 2011. According to the work plan (see page 9 of IEEE C80216ppc-11/0014r2), it is planed to draft an ITU-R contribution in PPC by extracting cognitive radio aspects from the Hierarchical Network Study Report by March 2012, IEEE 802.16 #78 meeting. This contribution proposes an outline of draft liaison statement to ITU-R WP 5A on this issue.

2 Proposals A template for a future contribution on cognitive radio towards a liaison statement to ITU-R WP 5A is shown in Attachment 1. It is proposed that further contributions are requested to develop the draft liaison statement.For your reference, Attachment 2 is a working document towards a preliminary draft new Report ITU-R [LMS.CRS2], which was developed at the November 2011 meeting of ITU-R WP 5A.
