The meeting started as per schedule with recitation from

Holy Quran, The Director General Livestock Sindh Hyderabad

welcomed the participants of the meeting and opened the discussion

on agenda items for:-

Purchase of Poultry Medicines, Poultry Vitamins, Poultry Vaccine,

Laboratory Chemicals / Equipments, Laboratory Equipment / Poultry Shed

Equipment & Poultry Feed for “Project Director Poultry Production Sindh

Hyderabad” during the year 2015-2016.

informed the forum that the Tenders were called through News Papers

for purchase of above items against the allocation of Rs. 5.7999

Millions , provided under Non-Development Budget. The Tenders were

appeared in News papers Daily “DAWN” Karachi on 20-11-2015, Daily

“JANG” and Daily “KAWISH” on Dated, 21-11-2015 , The Tenders

were purchased by 35 Firms and al l f irms responded, also submitted

the sealed tenders and provided the relevant / required documents i.e

CDR, Registrat ion of items from Ministry of Health (Government of

Pakistan), Authority Letter NTN, IT, GST / SST, CNIC, Earnest Money,

Under taking.

The Tenders were opened by the Procurement Committee

in its 1st: meeting held on 16-12-2015 and scrutinized by the

Procurement Committee in its 2nd: meeting held on 20-01-2016.

In the l ight of recommendations of Procurement Committee

and justif icat ion provided by the Project Director Poultry Production

Sindh Hyderabad Committee decided that: -

f inancial year 2015-2016, Project Director Poultry Production Sindh

Hyderabad is authorized to issue supply orders to the successful f irms

on approved rates, after observing al l formalit ies as per SPPRA rules.

It was further decided in the meeting that: -

The Vaccines should be purchased from the Government

Institute.

The f irms quoted the rates for any items as an equivalent without

mentioning the name of Product / items to be supplied as

equivalent wil l not be considered only those items wil l be

considered as an equivalent in which the name of product / items

has been indicated.

Supply order will be issued to those success full f irms who

provide the short CDP and other necessary required document.

The f irms shall provide minimum one year shelf l ife of medicines.

It should be ensured that items to be purchased shall be of

specif ic quality from reputed f irms not beyond the market rates.

All the f irms wil l pay the income tax and all other usual taxes as

per Government policy (payable under rules) from the approved

cost.

The Payment shall be made to the f irms against the supply of the

items subject to the inspection report ensuring that items are

according to the specif ication.

All the f irms will be responsible to deliver the goods at their own

expenses within thirty (30) days after issuance of the supply

order fail ing which their supply order will be treated as cancelled

and same wil l be issued to 2 nd Lowest Bidder (subject to

qual ifying technical specif icat ion).

THE PROCEEDING WAS AS UNDER:- After welcome the participants , the tenders were opened by

the Committee under the Chairmanship of Dr. Al i Akbar Soomro,

Director General Livestock Sindh Hyderabad.

The Procurement Committee opened the tenders at the

f ixed t ime and announced the cost of each item before the

participants.

It was decided that comparative statement should be

prepared and placed before the Procurement Committee in its second

meeting.

The 2ND: meeting of Procurement Committee for

Livestock & Poultry wing was held on 20-01-2016 to evaluate /

scrut inize the rates offered by the competit ive f irms and checked /

verif ied the comparative statement to purchase the Poultry Medicines,

Poultry Vitamins, Poultry Vaccine, Laboratory Chemical / Equipment, Laboratory

Equipments / Poultry Shed Equipments and Poultry Feed for “off ice of the

Project Director Poultry Production Sindh Hyderabad” during the

current f inancial year 2015-16 .

The Chair welcomed the participants and opened the

discussion.

The undersigned informed the Committee that in t he light

of decisions of the 1ST: meeting of the Procurement Committee, all the

documents submitted by the participating f irms with the tenders were

checked and prepared f irm wise list showing the status of each tender.

Only those items for which Registrat ion of item from Ministry of Health

(Government of Pakistan) NTN, IT, GST / SST, CNIC, Earnest Money,

Under taking, has been provided by the f irm i.e. rates offered by Three

or more than Three, Two or only One firms , the undersigned feels

its extreme necessity with necessary justif icat ion that the items are

actually needed for day to day use in the Field and Poultry

Mult ipl icat ion Centre may kindly be recommended to Purchase

Committee for approval in favour of lowest Bidders provided the items

fulf i l l the required specif ications.

It was also decided that the few selected items for which

no any f irm has offered the rate may also be recommended and placed

before the Procurement Committee for kind approve from local market

on competit ive rates by obtaining quotations on need bases.

The committee also decided that the items of various

f irms who have participated in the tenders offered the rates of

Medicines, Vitamins etc are patent & specif ic in nature and have failed

to produce Registration Cert if icate of the quoted items with Ministry of

Health Government of Pakistan and Authority of the Manufacturer /

Sole Agent / Distr ibutor may also be rejected.

The Decisions / Recommendations of the Committee for

each item are placed herewith.
