The Somaliland National Vision 2030

(Ref: Somaliland National Vision 2030 by Ministry of National Planning & Development)

“A Stable, Democratic and Prosperous Country where people enjoy a high quality of

life” is the road map for our country‟s long term development aspirations and goals. It poses

a number of key questions like:

Where are we coming from?

Where are we today?

Where are we going to?

And what kind of society do we want to become by 2030?

This is going to be the foundation upon which the National Development Plan

(NDP) reflecting the priorities of my new Government will be based. Vision 2030 highlights

the structural challenges we face and is based on five key pillars:

1. Economic Development

2. Infra-structure Development

3. Governance and Rule of Law

4. Social Development

5. Environmental Protection.

It requires sustained orientation of government resources to promote socio-economic

transformation. The preparation process of Somaliland Vision-2030 involved bringing

together citizens and other stakeholders to explore, brainstorm and define key development

issues. A series of workshops were held in which participants views were synthesized to

produce a common consensus on where Somaliland presently stands and where it aspires

to be by 2030.

Vision 2030 is based on an inclusive consultative process in which citizens,

individually and collectively have contributed to. It is also based on sound analysis of the

nation‟s strengths and weaknesses, of the opportunities it has and the threats it faces.. The

Vision will be:

Enable the country to take ownership of its development agenda

Aspire the nation and its leadership to mobilize resources, and overcome

development

Challenges to attain a higher standard of living Guide development partners

to align their support with national priorities and aspirations

Provide a framework upon which national strategies and implementation

plans will be anchored

Seven principles were established as the guiding principles in achieving Vision

2030. They are:

1. Citizen participation. All citizens irrespective of sex, age, or social status

must participate in the decision making processes that concern them and

their future, and nation building.

2. Self-reliance Somaliland people must primarily rely on their resources and

resourcefulness for the development

3. Sustainability Development must be socially sustainable, environmentally

friendly and economically growth oriented.

4. Competitiveness The country should adopt new technologies and

methods to raise domestic productivity and market competitiveness

5. Equity Citizens should be equal before the law and should have equal

access to socio-economic opportunities, irrespective of sex, age, or social

status

6. Good governance The practice of government should be democratic,

transparent, accountable, law abiding and efficient

7. Preservation We should preserve and build upon the wealth of our natural

resources, environment, and cultural heritage and shared family and

religious values

There are seven priority sectors identified as critical to the economic development

agenda. They are:

Agriculture and livelihoods (including, livestock and fisheries)

Trade and financial services

Tourism

Manufacturing

Mining

Private sector Investment

Diaspora

Infrastructure is an issue of overriding importance to development. Having a good

national infrastructure network is crucial for raising agricultural productivity, industrial

production, natural resources development, capital investment, private sector growth, human

resources development, and poverty reduction. Infrastructure facilitates the production of

goods and services and the distribution of finished products to markets. It is the basic

physical and organizational structure needed for the operation of a society, its enterprises

and social services. The sector has five critical components:

Somaliland Vision 2030 seeks to achieve significant poverty reduction in the country

in the coming twenty years. It will address economic and social marginalization issues, deals

with Republic of Somaliland 10 poor health facilities and lack of access to education, and

take the necessary steps to improve living conditions for the majority, with particular

emphasis and focus on women and youth.

Six priority sectors were identified as the key to building the caring society

envisioned. These are:

Health care

Housing

Culture and religious values

Social protection

Vacation training and sports

The Status of Construction Industry in Somaliland

Somaliland is presently witnessing an increasing growth in the construction industry,

construction projects are expected to be on high demand in the coming years. Thus, in an

effort to enable the Somaliland construction industry to realize its substantial roles in the

economic growth and development processes of the country, it is essential to adequately

understand the industry, its related features and processes, and how construction activities

are carried out and managed.

The Somaliland economy and foreign remittances/investments produced more

revenue, and this gave a rise to the construction of more buildings, roads, schools, health

centers, factories and beneficial public buildings. Nevertheless, at the initial stages,

Somaliland depended on the expatriate workforce to achieve various tasks on several

construction projects.

Modern civil works and buildings in Somaliland

Although, the Somaliland government has made efforts to continuously apply

standard specifications in an effort to reach an efficient level of easiness in terms of

movement among its regions, the roads network in Somaliland is still perceived to have an

average efficiency, particularly, during the raining season. Only few of the networks

comprise of rain water drainage network to control the increasing water when necessary and

in turn reduce flood. Moreover, a regular maintenance for smooth operation is often required

for these networks.

Furthermore, Somaliland had a huge interest to deliver the essential construction

services to all residential units that can cater for the well-being of citizens regardless of the

kind of services. However, with the increasing population in recent years, the government

needs to increase the efficiency of the modern civil works and building services. These

services include: religious facilities, educational facilities, health care facilities, social

facilities, general facilities, recreational facilities, commercial facilities, customs and border

control facilities

Youth Unemployment in Somaliland

Youth represent a very vital organ in any society. They are not only the future of

Somaliland, but also a major stakeholder and useful resource in the nation-building.

However, it has been suggested that a large rate of youth unemployment makes more

countries unstable in general and thus more prone to armed conflict.

According to Somaliland’s National Development Program, unemployment among

youth stands at 75 per cent, which is much higher than the nation‟s average of 61.5 per cent

in urban areas and 40.7 per cent in rural and nomadic areas. Unofficial estimates show that

at least 65-70 per cent of Somaliland’s 3.5 million people are bellow 30. More than 3,000

students are graduating from Somaliland universities every year. To gain relevant

knowledge and skills required to enter into a particular career field, each students require

professionally structured internship training that provide real-life experience – not haphazard

placements in companies that are not willing to equip them with necessary skills.

It‟s very frustrating for the youth to be unemployed. Everyone expects them to grow

up and support their family. If youth can‟t get a job and can‟t provide for the family, they are

not respected and not seen as adults. “We are not incompetent. We are not lazy. We want to

continue our education, receive employment training and participate productively in the

workforce. But we are hampered by a lack of opportunity. We leave the country because we

must survive,” says Ismail Said Ahmed, one of students who have been selected for an

intensive soft-skills and internship training being run by Somaliland authorities.

Legacy of apartheid and poor education and training

Some research shows that the deliberate exclusion of Somaliland people from the

educational system and from skilled occupations under apartheid contributed to high rates of

unemployment today. Inadequate education and lack of productivity is costing jobs.

Unemployment increases progressively with decreased educational levels, and the

education system is not producing the skills for the labour market.

Moreover, the existence of unjust recruitment and the limited employers in the labour

market are among the root causes of youth unemployment in Somaliland. Moreover, the

causes of youth unemployment include lack of practical knowledge, unshaped skills,

nepotism, and inadequate local and foreign investment. Apart from that, there are a number

of jobs offered to people from other countries, i.e. Ethiopia, Yemen, Kenya, Bangladesh,

Pakistan, India etc. Youth unemployment in Somaliland comes from a lack of vocational

training in schools, urbanization, weak writing skills, and excessive university graduates. It is

also suggested that graduates lack creativity in establishing their own businesses to become

job creators, rather than job seekers

English speaking course is in essence one where the overriding objective is to

Safety

Workplace safety training is a process that aims to provide your workforce with

knowledge and skills to perform their work in a way that is safe for them and their co-

workers. In addition, an effective workplace safety plan includes instructions and guidelines

to identify hazards, report them, and deal with incidents.

First Aid

First aid is the first and immediate assistance given to any person suffering from

either a minor or serious illness or injury,[1] with care provided to preserve life, prevent the

condition from worsening, or to promote recovery. It includes initial intervention in a serious

condition prior to professional medical help being available, such as performing

cardiopulmonary resuscitation (CPR) while waiting for an ambulance, as well as the

complete treatment of minor conditions, such as applying a plaster to a cut. First aid is

generally performed by someone with basic medical training.

There are many situations that may require first aid, and many countries have

legislation, regulation, or guidance which specifies a minimum level of first aid provision in

certain circumstances. This can include specific training or equipment to be available in the

workplace (such as an automated external defibrillator), the provision of specialist first aid

Inplant training is a short duration in part of the training course for students to

A student portfolio is a compilation of academic work and other forms of educational

evidence assembled for the purpose of evaluating coursework quality, learning progress,

and academic achievement, determining whether students have met learning standards or

other academic requirements for courses, grade-level promotion, and graduation, helping

Students who attend four-year schools are required to complete their general

education in subjects like math, English, physical education, and history. ITTI do not require

students to take these subjects before moving into classes that focus on what they‟ll actually

do in their chosen line of work. In addition, technical schools usually run their programs year-

round. This means that they won‟t have to wait until a new academic year begins to start

their career program. ITTI provide training that is hands-on and in their specific field. ITTI

phase that has forced many people out of a job, many of them never focused on hands-on

skills in the various industries available across the globe. Vocational Training should be

treated as a blueprint to a better future. They will also replace the plethora of academic

qualifications currently on offer in each technical or non-technical area with just one

recognizable qualification type.

This type of training does not focus on the theoretical framework of various

employment sectors but instead stress on the hands-on training required for performing the

manual jobs in many sectors. Recognition for skill, career growth, respectable remuneration,

and healthy competition are crucial to transforming skill education. It‟s a desired way to

meaningful employment and sustainable livelihood. Acquiring skills through vocational

training need not be a desperate and undesired path for wage employment through blue

collared job roles.

“India Skills Competition” and celebrations of World Youth Skills Day have given

a fresh dose of energy to sustained efforts to transform India to be the Skill capital of the

world. The main aim of the Indian Technical Training Institute is to achieve recognition

and respect to Somaliland‟s vibrant youth and make them more employable- ready as per

industry standards, thereby maneuvering the skills, labor and employment landscape of

ITTI skill based qualifications is a genuine alternative to academic learning. This type

of job-oriented enables young people to gain practical skills in a specific craft, occupation or

trade by providing applied hands-on work-based learning which is a perfect melange of

theory and practice. It is very imperative from the educators‟ point of view to make the

students aware about the range of options available to them and to nurture them to make the

right choice ahead. ITTI training can help vulnerable young people to reach their potential

and attain success in their goals. Many colleges and higher education Institutions should

encourage young students to choose Vocational training and maximizes their chances of

succeeding in their chosen path.

The Government must ensure that young people are accessed to quality education

and well-informed educators. Good educators can motivate and nurture young people to

make the right choice ahead. Construction, hospitality, travel, tourism, and paramedics are

the type of certain areas in which students need to have their skill-based training.

Today the business world is increasingly want to hire young graduates who have

knowledge of soft skills like communication skills, team – working and practical skills to thrive

in the workplace.
