NCPN Mission Statement (2008)

The NCPN provides high quality

asexually propagated plant material

free of targeted plant pathogens and

pests that cause economic loss to

protect the environment and ensure

the global competitiveness of specialty

crop producers.

Key NCPN Principle

NCPN identifies and supports a small but

appropriate number of stakeholder selected,

nationally focused clean plant centers that

serve as centralized, cost effective ‘HUBS’ to

diagnose and ‘clean’ material and provide

starter material to industry and the States

NCPN

Organization of the NCPN for

Grapes

National Clean Plant Network for

Grapes

A commodity based group created to provide expertise, advice, and recommendations to the Governing Board of the NCPN relative to clean plant issues and funding priorities for grapevines.

Headquarters of the NCPN for grapes is at Foundation Plant Services, University of California, Davis, CA.

Administrative support (Nancy Sweet) for the NCPN for Grapes is provided by the NCPN Governing Board

Organizational meeting of NCPN for Grapes held on July 8, 2008 in Davis, CA. – NCPN for Grapes initially divided into Western and Eastern

Regions.

2008-2010 Eastern Foundation Vineyard Issue

1. Is there a need for a foundation vineyard in the East?

Initial decision was YES.

2. If yes, where should the vineyard be located?

Single state versus multistate approach (Maryland, New York,

Pennsylvania and Virginia).

Numerous teleconference meetings of the Tier 3 East

Board were held from November 2009 – February

2010 in an attempt to resolve this issue.

Grapes

Eastern Foundation Vineyard

Issue

A final vote of the Tier 3 East Board was conducted on this issue on February 3, 2010. The results of this vote were to not proceed with establishment of a foundation vineyard in the East. Reasons given included: – As of 2010, not clear if a foundation vineyard in the East is

essential. Crown Gall free plant material will be available from the new foundation vineyard at Davis (Russell Ranch) and NWGFS in Prosser, WA.

– Availability of clean material for Eastern growers. Eastern cultivars and new releases from breeding programs included in Russell Ranch foundation vineyard. FPS seeking input on new selections for the East.

– Funding is extremely limited especially with new crops joining the NCPN.

National Clean Plant Network for

Grapes

May 2010 - the NCPN for Grapes Board voted

to consolidate the Eastern and Western Regions

(Tier 3) into a single entity.

2010-2011 Activities

– Established NCPN for Grapes review process for

NCPN pre-proposals.

– Established NCPN for Grapes funding priorities.

– Significant revisions to original NCPN for Grapes

charter.

Future Issues

NCPN Education/Outreach Program

– Emphasis is on cross commodity national materials that illustrate the value of clean plant material.

Continuation of funding

– Get funding for NCPN included in the next Farm Bill 2013-2018.

– Several new crops have expressed an interest in the NCPN including potatoes, sweet potatoes, garlic, olives, and roses.

Harmonization of protocols

– Shared SOP’s for diagnostics and therapy

– Naming convention across NPCNs for grape selections

– Process for NCPN sponsored grape imports

– User fees and charges for custom services
