ETS Working Group

Meetings since March 2018 to discuss the technical

elements of the Pilot Phase

Proposals made in the group were analysed and

integrated in the regulation

Sector oriented meeting to discuss baseline and

reported data to RENE

¿Which sectors and gases should

be covered?

Registro Nacional de Emisiones (RENE)

Data available from 2014

Verification for big emitters (over 1 MtCO2e) for 2016

Verification for other emitters in process

Availabitily of activity data for analysis

Point of regulation for ETS: Reporting facilities (RENE)

Definition and limits of facilities already defined in other

regulation

For the ETS to be effective, it must be

possible to monitor emissions with

reasonable certainty at a reasonable

cost.

An unreliable source of information

does not provide certainty to:

• Authority (mitigation ¿real?)

• Stakeholders (¿1 ton CO2 = 1 ton CO2 ?)

Carbon Pricing of the Americas

The Carbon Pricing of the Americas:

Seeks to promote the interregional carbon trading markets

Seeks to standardize their price fixing mechanisms

Involves Canada, Colombia, Costa Rica, Chile and Mexico as well

as the states of California and Washington

During the Global Climate Action Summit:

Mexico, Canada, Chile, the World Bank, IETA and the EDF

presented an update on the Carbon Pricing of the Americas

Update

Mexico’s ETS

Pilot phase: Starting in

2019

Fully operational: in 2022

Implementation with the

support of the Government

of California and Quebec

Carbon Taxing

Mexico already has a tax on carbon

[3.5%]

In Latin America: Argentina, Chile

and Colombia have a carbon taxing

mechanism

In North America: Alberta, British

Columbia, California and Quebec

have a carbon taxing mechanism

Carbon Pricing of the Americas

Cooperation Platform

Co-chaired by Canada and Mexico

Main goals:

Common standards, accountability and MRV

Carbon pricing links with private sector and civil society

Competitivity impact

Complementary policies

Sonora joined the platform being the first state government

joining the regional cooperation since the adoption of the

declaration.

Under 2 Coalition

Goal:

Keep the world temperature well

below 2ºC

Mexico is part of the coalition with

the participation of 14 regional and

sub national governments
