1.0 INTRODUCTION

1.1 Context and Background

The improved institutional sanitation and water supply facilities component of the GAMA project is

promoting the provision of improved sanitation, water supply facilities, hygiene education and

campaigns for behavioural change in selected schools in low income communities in the Ashaiman

Municipal Assembly (ASHMA).

The assignment is designed to achieve the following expected impacts on the project beneficiaries:

• Availability of safe drinking water and good sanitary facilities, and establishment of appropriate

hygiene habits;

• Good hygiene and environmental health conditions in the target institutions within the GAMA

and reduced risk of faeco-oral and water-borne diseases;

• Improved health, cognitive development and primary school attendance;

• Greater girls’ participation in school; and

• Continued impact through sustained and effective management of institutional toilets and water

supply facilities.

In line with project requirements, toilet facilities are being constructed in 24 schools within ASHMA.

The toilet facilities being constructed are packaged into 6 Lots and consequently 6 Contractors are

executing the works. TREND Group is the Consultant supervising the works implementations.

1.2 Purpose of the Monthly Report

The purpose of this routine monthly report is to present the overall view of constructional

activities on site in respect of the Provision of Improved Institutional Sanitation and Water

Supply Facilities in the 24 schools in ASHMA. This report documents the progress of work

from the date of commencement of works to May 31, 2018 – covering the months of

implementation.

1.3 Reporting Period

This report documents the progress of work during the eleven-month period after receipt

of notice to resume works duration following the temporal suspension of construction

works and overall period of twelve (12) months into project implementation

1.4 Contents of the Monthly Progress Report

This narrative provides;

• Status with contractor’s remobilisation to site following resumption from temporal

suspension of works;

• Level of contractor’s compliance to ESMP

• State of progress with construction

• Identified constraints facing works and proposed steps for addressing them;

• Coordination and management issues related to project implementations

2.0 MONTHLY PROGRESS OF WORK FOR CONSULTANCY SERVICES

2.1 Supervision of Works

The supervision of construction works is done by a team comprising:

• The Project Engineer (Dwuodwo Yamoah-Antwi);

2.2 Site Meetings

A project meeting was held at the site premises of Lot 6 to mark the handing over of the

facilities within the lot to the client (ASHMA). Another meeting was also held on the premises

of ASHMA to brief the new project coordinator on the state of affairs on the project and to also

address the delay in project completion.

2.3 Progress of Works

2.3.1 Project Performance

The project is in the late stages and has experienced a substantial amount of delay. The progress

of works since commencement are summarized in table 2 and it gives a clear picture of the

level of completion of the project as a whole. The table also depicts the percentages of works

done by each of the Contractors categorised into six (6) Lots; starting from Lot 1 to Lot 6

(referenced in Annex 1). The data in Table 2 indicates the average percentage of work done is

92%.

The contract duration which was set at 8 months has currently been exhausted. 11 calendar

months have been spent so far since the official start date of project implementation. The

average performance index shown in table 3 therefore indicates progress of works is seriously

behind schedule.

The data in table 2 gives a clear indication that the progress of works for three of the contractors

are critically behind schedule. There has been no improvement of the pace of works within the

month under review. M/S Osuman Dogo, M/S Felsam Company and M/S Enset Enterprise Ltd

Ltd have currently completed all their civil works and successfully handed over the project.

M/S Enset Enterprise Ltd is the most recent contractor to hand over the facilities to the Client.

The average percentage of works done (92%) is still low considering the fact that work was

expected to have been completed by now. Part of the reason for this low percentage of is that

some of the rehabilitation work is yet to begin.

Particularly of concern is the renovation works at Holy Gabriel Anglican School Complex

where the existing structure has deteriorated beyond repair and therefore needs to be

demolished and rebuilt. Another case is the rehabilitation works at CAMISCO, where the

school has informed the contractor of future extension plans to the existing facility which will

potentially render the contractor’s work null and void. The project stakeholders are currently

working to resolve the challenges. Figure 1 below shows the progress of works in the various

schools.

The contractors’ M/S Faiz D.K Company Ltd is currently the worst performing contractor on

the project. The average percentage of works done by the contractor’s lot is 75%. The Poor

Performance by the Contractor is attributed to extremely Low level of resource mobilisation

on site and also due to the fact that renovation works within the contractor’s lot is yet to start.

The unsatisfactory performance of the contractor is no longer tolerable and, in this regard, the

contractor has been strongly cautioned by the Project Consultant to increase the pace of works

at his respective sites else attract penalties in accordance with contractual conditions. The

contractor M/S Universal Construction & Engineering Ltd, although still behind schedule, has

shown remarkable improvement in the progress of works. Within the month under review, the

contractor executed 95% of work. The contractors working speedily yo complete all

renovation works as that is the major work outstanding. All contractors behind schedule were

issued their final poor performance notice. This has consequently been followed with a

recommendation for contract termination since there has been little marked improvement in

the level of productivity on site. Attached in Annex 2 are letters issued to the poor performing

Contractors.

2.3.2 Project Completion Forecast

In line with the Project Extension offered the Contractors,all civil works at the various project

sites are expected t be completed by March, 2018. In general, the performance of some

contractors such as Faiz D.K & Mojaaba Company Ltd is consistently substandard and

unacceptable. It is envisaged the project competition date will exceed by three (3) months

which is highly unacceptable.

2.4 Valuation of Works Done and Certification

Since the commencement of works, valuation of works leading to the preparation of Interim

Payment Certificate (IPC) has been done for all six (6) contractors after receipt of claims from

the contractors. No IPCs were prepared in the month of March.

2.5 Handing over of Facilities

So far, three Contractors have successfully handed over completed facilities to the Client.

M/S Osuman Dogo Company Ltd., M/S Felsam Construction Ltd. And M/S Enset Enterprise

Ltd handed over the facilities in Lot 2, Lot 4 and Lot 5 respectively.

The handing over process involves a joint inspection of completed works by the consultants,

LaNMMA, PCU, GES and school authorities. The inspection team checks the adequacy of

the civil works executed by the Contractor and the level of compliance to the project

specifications. In the case that defects are identified during the inspection, the contractor is

instructed to rectify those defects within a stipulated time after which the facility is then

handed over to the Client.

2.6 Site Variations

The major site variation items are as follows:

➢ Burglar Proof Protection for all Facilities

➢ External Works ( Filling & Levelling of Facility Surroundings)

➢ Site Protection (Hoarding)

➢ Septic Tank Modification Sizing in areas with low infiltration Capacity

➢ Groundwater Condition

3 CHALLENGES ENCOUNTERED AND ACTIONS TAKEN

3.1 Challenges

Within this period of reporting, few challenges have come up and these include:

• Extension of performance bond

• Adherence to Environmental Safeguards by contractors

• High rainfall within this season

3.2 Actions Taken

• Extension of performance bond: There have been issuance of letters to all contractors

asking them to extend their performance bond by five months to cover for time lost in

the suspension period.

• Adherence to Environmental Safeguards by contractors:

o As part of Site Inspections, the Consultant constantly and strictly enforces

adherence to the ESMP and other relevant safety documents on the project by

educating workers on the site on the need of project’s environmental safeguards.

There has been issuance of ESMP Non-Compliance Warning Letters to

Contractors in order to ensure maximum safety at all project sites.

o All Contractors have been provided with the ESMP document which clearly spells

out the environmental safeguards requirements for the implementation of works

on site. A training workshop was provided to build the capacity of the project

stakeholders in ensuring adequate environmental safety during construction

activities.

o In addition to this, all contractors have submitted Work Safety & Waste

Management Plan as requested. This document entails the contractors’ measures

in ensuring that there is optimum site safety and also proper arrangements in the

management of waste generated on site.

• Rainfall Issues: The increased intensity/frequency of rainfall of this season

accompanied with strong winds has caused some destruction to the hoarding at site and

stoppage of work. The consultant together with the contractors are keeping data of these

rainy days which may have effect on the projection duration.

4 QUALITY CONTROL

Construction Quality Control is implemented to ensure remedial and construction procedures

are performed in compliance with the plans and specifications under this contract.

There is a clerk of work always on site to check and supervise contractor’s activities. In

addition, there are engineers who conduct routine checks to finalise approval of works. Some

activities checked on include:

• Excavation to right depth

• Setting out at all stage of works,

• Checking of formwork dimensions and support before any concrete casting is done

• Checking of reinforcement sizes, placing and laps before concrete works

• Checking of block strength before they are used

• Checking on all concrete and mortar mix

• Checking of plumbing works

• Checking of electrical works

• Checking of tiling and all fixtures

Regarding safety and occupational health, the consultant ensures the Contractors:

• Maintain overall Site safety.

• Ensure that all activities are carried out in compliance with the approved site Health and

Safety Plan and ESMP.

5 RISK MANAGEMENT

Every project gets confronted with issues that tend to alter the objectives of the project and

these uncertain events are referred to as risks. The extent and effect of risks on construction

projects cannot be over-emphasized. These risks need to be identified, analysed and a strategy

adopted for managing them should they occur.

5.1 Perceived Risk

The causes of risks perceived to be the most critical regarding the project is as follows:

• Delayed Completion of Works: The least performing Contractors (Messrs Faiz D.K

Company Ltd & Mojaaba Enterprise Ltd) are most likely to cause the Project

Completion to exceed by 3 months respectively considering their current rate of Project

Delivery.

• Delay in Payment of IPCs: Interactions with some personnel of contractors shows that

there is delay in the interim payment of Certificates from the Client. In this regard, the

most performing Contractors are likely to decrease their work performance considering

the level of resources needed to complete civil works on site

• Technical Capacity of Contractors: Interaction with personnel of some contractors

indicates the lack of technical capabilities on site. This has necessitated that the CoW,

together with the Resident Engineer and his team, visits all sites every day. Each

member of the team has also been given express authority to reject or cause to remove

all defective items and work on any site.

5.2 Project Strategy

• The Consultant will work with Contractors in order to ensure Contractors to execute civil

were served performance deficiency notice stressing on the consequential nature of slow

pace of work at their sites, the Consultant also recommended for the termination of their

contracts. All other contractors currently behind schedule will receive their final warning

letters to increase the pace works at their respective sites else attract penalties in line with

contractual conditions

• The Project Consultant will work with the contractors to ensure that they complete all

substructure works as soon as possible to avoid any disruption/destruction in the event of

heavy rainfalls.

• Consultant will also support the Client to ensure Prompt Payment of Interim Certificates in

order to facilitate the progress of works

• On the issue of technical capacity, contractors are being cautioned to employ qualified

personnel on site to ensure quality and timely delivery of work and most importantly

receive, understand and implement all instructions from the Consultants. As mentioned

earlier, the COW has been mandated to remove structural defects where necessary

It is our hope that the above risk management strategy will help steer the project to a successful

end.

6.0 CONCLUSION

The works under the contract is about 12 months through averagely. All the Project Contractors

are expected to have finished works by now, however half of them are critically behind shedule.

Three Contracts have completed civil works at their various sites with three remaining

contractors on the Project. The stipulated project window of eight months has been exhausted.

Analysis of the Contractors’ performance gives the indication that, if the progress of works

does not continue to increase, it is envisaged that the works under the lots of these six

contractors may greatly exceed the project completion date

In this regard, the consultant has strongly put in the necessary measures to ensure all contractors

behind schedule increase the level of resources mobilization on site in order to intensify the

productivity levels on site. The progress of works in Lot 1&5 is intolerable and requires urgent

attention. Despite several warning letters issued to these contractors, there have been no marked

improvement in the level of productivity in their various sites. The remaining Contractors have

been served their performance deficiency notices, which has been followed with

recommendation for their contract termination since the progress of works remains

unsatisfactory.

Overall, the Consultant has received the needed support and cooperation from the MA in the

conduct of its role. It is envisaged that this level of cooperation will be sustained and

strengthened to ensure the successful completion of the works execution the stipulated contract

duration.
