PROGRESS IN THE IMPLEMENTATION OF
THE INFORMATION STRATEGIES FOR ENHANCING SEAFDEC VISIBILITY AND
COMMUNICATION IN THE YEAR 2015
SEAFDEC since its establishment has implemented fisheries-related programs/projects covering the
aspects of research, training and information. Starting from 1998, the information-related activities of
SEAFDEC have been intensified through the formulation of the program on Center-wide Information
Network, which aims to serve as a platform for the implementation of the organizational information-
related activities. And in order to harmonize the information-related activities undertaken by the
SEAFDEC Secretariat and Departments, SEAFDEC has regularly organized the Information Staff
Exchange Program (ISEP) with participation of information-related officers from the Secretariat and
Departments.
In order to further harmonize the information-related initiatives toward the organizational goal, during
the Sixth ISEP Meeting in 2005, the ‘Information Strategies for Enhancing SEAFDEC Visibility and
Communication’ was formulated; and was subsequently endorsed by the 38th Meeting of the
SEAFDEC Council in 2006. At the Seventh ISEP in 2006, the Information Strategies was revised to
incorporate Key Performance Indicators (KPI) and the revised Information Strategies were also
endorsed by the 39th Meeting of SEAFDEC Council in 2007. Since then, the SEAFDEC Secretariat
and Departments make use of the Information Strategies as guiding principles in formulating,
implementing, and monitoring SEAFDEC information-related activities to enhance the Center’s image
and visibility to the public. Nevertheless, during the Tenth Meeting of ISEP, the Information
Strategies were re-categorized to facilitate better monitoring and report of the progress in the
implementation of the information-related activities of SEAFDEC, to comprise:
Strategy 1: Production of relevant, timely, and useful information materials to meet the requirements
of the target audience
Strategy 2: Raising SEAFDEC image at international, regional and national levels
Strategy 3: Enhancing communication and information sharing both within SEAFDEC and with
Member and non-Member Countries, other international/ regional organizations, and
public
Strategy 4: Strengthening SEAFDEC Capability in Information-related activities
Strategy 5: Regular monitoring and evaluation of information activities
In order to monitor the progress and achievements in the implementation of the information activities
implemented during the year 2015, and discuss information-related activities/initiatives that to enhance
the visibility of the Center, the Sixteenth Information Staff Program (ISP)1 Meeting is organized. The
progress and achievements in the implementation of the Information Strategies in 2015 would be
summarized and reported to the 48th Meeting of SEAFDEC Council.
Strategy 1: Production of relevant timely, and useful information materials to meet the
requirements of the target audience
Production and dissemination of technical materials
In 2015, a number of technical materials were published and dissemination to target audience, which
include SEAFDEC Member Countries, participants attending in the technical events organized by
SEAFDEC Secretariat and Departments, libraries regularly exchanging publications with SEAFDEC,
collaborating organizations as well as other relevant international/regional organizations. SEAFDEC

also prepared report of events organized by SEAFDEC in response to the directives given by the
Member Countries.

Strategy 3: Enhancing communication and information sharing both within SEAFDEC and
with Member and non-Member Countries, other international/regional
organizations, and public
● Library services
The libraries of SEAFDEC Secretariat, TD, MFRD, AQD and MFRDMD provided information
services for their staffs as well as external visitors. For the Secretariat, the library contains publications
produced by the Secretariat and Departments, and aimed primarily to serve as reference materials for
the staffs and visitors.
The services provided by SEAFDEC Departments include general library services, book loan services
(including interlibrary loans), provision of on-line information services through departmental website
(for AQD most of information is being digitized and online information services are provided through
Web OPAC), etc. These services are envisaged to help enhancing the dissemination and sharing of
SEAFDEC information to with Member and non-Member Countries, other international/regional
organizations, and public.
For SEAFDEC Departments, the libraries contain reference materials, produced by SEAFDEC and
other sources, particularly on the issues that fall under the mandate of the respective department (the
libraries also established cooperation and exchange the publications produced by SEAFDEC to other
libraries and relevant regional/international organizations all over the world). During the year, the
SEAFDEC libraries also received a number of materials to serve as references for staff and visitors.

● Establishment of Cooperation and Networking with Other Organizations
SEAFDEC also collaborate with other national/ regional/international organizations and institutions in
the implementation of activities, and received funding support from some of the organizations. The
detailed information on collaborating organizations and forms of collaboration are summarized in
Appendix 10.
Specifically, in 2015, SEAFDEC established new/extension of Memoranda of Understanding (MOUs)
for collaboration with other organizations as appear in Appendix 11.
In terms of funding support from other organizations (extra from regular contribution from host
governments and Minimum Regular Contribution (MRC)), the funding supports provided by other

Strategy 5: Regular monitoring and evaluation of information activities
Feedback from target audience on materials produced by SEAFDEC
For AQD, feedback mechanisms were established for the training, research, and development transfer
conducted by SEAFDEC though communication channels e.g. dedicated e-mail, etc. In 2015, AQD’s
also received feedbacks from collaboration partners, international organization/institution, and private
sector of general recommendations (particularly through the research activities) indicating positive
responses to the aquaculture technology; while positive feedbacks were also provided from
participants and trainees that took part in the events conducted by AQD.
Regular monitoring of activities by the Secretariat and Departments, and annual monitoring
of activities at the ISP Meeting
The progress in the implementation of information-related activities, in response to the Information
Strategies for Enhancing SEAFDEC Visibility and Communication, were regularly monitored through
the annual ISP Meeting. In 2015, the 16th ISP Meeting was organized from 26 to 28 October 2015 in
Malaysia. The progress in the implementation of activities as presented during the meeting (and would
be further updated to cover the period from January-December 2015) would be further summarized
and published in the SEAFDEC Annual Report.
