Sustainable City [S5] This Permanent Working Platform dedicated to the Right to the City aims at creating a guide of strategies for its implementation, based on practices and experiences that civil society is pursuing in cities. It is complementary to the Policy Dialogue on the Right to the City. How do we promote the Right to the City in the policies of local governments? In UCLG we believe that the Right to the City is a wager which has to articulate the new governance necessary to achieve the kind of society that can face the uncertain future challenges and achieve the development goals agreed jointly in the 2030 Agenda. The first session will address the right to the sustainable city. The proposals for remunicipalization of sanitation services in some Spanish cities and even the establishment of clean energy entreprises show the challenges that local governments need to face with regards to sustainability. At the same time, the “caring city” model broadens the sustainability concept, positioning “life” and the conditions that sustain it at the center of public policy. Furthermore, the right to the sustainable city interacts with social economy, commons management, collaborative production models in cities, and changes in consumption patterns. The right to the sustainable city guarantees the social function of tenure, land and

Cities have been and will continue to be innovation hubs for social development policies, including drug policy reform such as decriminalization of personal use of drugs and small-scale cultivation by municipal police, citizen security initiatives and harm reduction programs. Harnessing the power of cities and local government in positive change, including reducing inequality, and supporting economic and educational opportunities will be crucial in attaining the Sustainable Development Goals. Since 2011, the Global Commission on Drug Policy has been a key reference for drug policy on a local, national, regional and international level. This session aims to attract current city and local government officials so that they can better understand their capacity in addressing drug use, trafficking and production, as well as providing concrete lessons learned. The Global Commission will also be discussing its local cities initiative at this event, during which specific cities will be asked to commit to implementing effective decriminalization and harm reduction programs on the local level. balanced and sustainable urbanization processes

and the reduction of territorial inequalities

requires, in particular, that i-cities are given more

attention within the global debate towards the

09:00-10:30 Community Forum – Metropolitan and peripheral cities [S2] The world is moving towards a “metropolitan age” characterized by large, growing urban agglomerations, with a complexity and diversity

that are unprecedented for our civilizations. An emerging and more integrated global system of cities, megacities, urban regions and corridors is changing and re-shaping the global urban landscape and the future of our societies. There were just five mega-cities of more than 10 million inhabitants at the time of Habitat I in 1976. Today there are 31, three quarters of them in the global South. Many metropolitan areas host massive concentrations of wealth and offer promising opportunities for growth while, at the same time, denying or failing to ensure a number of fundamental rights, like decent housing and access to quality basic services. Many large cities aim to compete for growth and investment in a globalized world but, at the same time, are unable to effectively address their own inequalities, which entrench exclusion and marginality. Many areas that bear the promise of an improved quality of life are at risk by the irreversible depletion of their natural resources and life-support systems. However, if adequately empowered and managed, metropolitan areas are where many of the world’s most pressing challenges can be addressed and solved.

subject to heavy political debate. What are the most innovative arguments in favor of engaging in decentralized cooperation? How do the arguments differ across the world? 10 students from Universidad del Rosario engage in a simulated council debate on an international partnership between the fictitious city of Plato de Forma and the equally fictitious city of Escuerra. Four fictitional political groups practice their arguments on each other – and on the participants of the Congress. 18:00-19:30 Workshop UCLG City of Bogotá Peace Prize Finals [S3] The UCLG City of Bogotá Peace Prize is a triennial award for (a coalition of) local governments that have implemented initiatives in conflict prevention, conflict resolution or peace building, that are proven to have had a significant positive impact. The prize aims to contribute to full

acknowledgement of the important but often overlooked role of local governments as peace building actors, thus creating a more effective approach to conflict resolution. Supported by UCLG and its members, the UCLG Peace Prize has been made possible by contributions, financial and in terms of content, by the City of Bogotá, the Provincial Council of Barcelona, the Dutch NGO PAX and VNG International, the international cooperation agency of the VNG. The focus of the GOLD IV report is to place local and regional authorities at the centre of the New Urban Agenda, strengthening the links with the 2030 Agenda and the Paris Agreement, translating its normative horizon into practical policies that will transform human settlements with the involvement of citizens and communities.
