The global bus- and coach industry is ready to face the needs of today’s urban and rural districts. The use of
innovative technologies allow zero emission bus services in cities, optimised by digital information-, booking-
and payment tools for the passengers. The implementation of future oriented bus systems is subject to policy
making and modern road infrastructure. In two sessions -first by the bus manufacturers, second by the
operators- an overview is given on what present and future technologies and services the bus industry offers
in order to improve quality of life for all.

16.00 – 17.00 SESSION 2: Implementation of future oriented bus systems
The implementation of low and zero emission busses is a à la carte process for each different city, region,
PTA or PTO. The choices of the powertrains, fuels, range of hybridisation, size of the vehicles, comfort level
etc. is related to the specific conditions in which the vehicles will be operational. It is therefore not possible
to simply copy one best practise into another application. Nevertheless, the process of introduction and the
criteria to be matched can be very similar. The exchange of experiences is and will always remain the most
concrete form of capacity building in this field. Input from as well the city- or regional authorities, the
operators and the bus manufacturers is absolutely required if the bus system is to meet with todays and

tomorrow challenges and requirements from the passengers. The modal shift from individual car us towards
collective passenger transport by road is the final goal.

Session organized by UCLG-MEWA
Focus lays on Sustainable Urban Mobility Plans’ (SUMPs). Concepts and terminology will be
discussed by the moderator and the local governments’ preparation process in different aspects
such as financial support mechanisms, coordination among the departments within a local
government will be discussed by speakers in order promote knowledge sharing between
municipalities. In this session, the model of cooperation between local governments and public
transport authorities will also be discussed, participants will further take stock of the works and
activities of the cities of Turkey. In the conclusion of the session, the evaluation of SUMPs and overall
outlook of cooperation between local governments and public transport authorities in Turkey will
be presented by the moderator.

Opening Session Mr. Jan Deman, Director Busworld Academy
Jan Deman has been working in the bus- and coach sector since 2007. In 2011 he
became the director for the Flemish federation for bus- and coach companies
(BAAV). He is the first director of the Busworld Foundation, which is the holding
company over the Busworld Academy. Both positions allow to experience the daily
needs of as well the operators as well as the manufacturers, and to detect the needs
from public authorities and from private travellers.
Current projects focus on safety, sustainability and comfort matters, and the
development of niche markets and the improvement of the image of the sector.

Mr. Debashish Bhatacharjee, United Nations Human Settlement Programme -
Habitat
Debashish Bhattacharjee is the Urban Mobility Specialist in the Urban Basic Services
Branch od UN-Habitat. He has been responsible for developing and implementing a
number of innovative projects to improve accessibility and mobility in developing
country cities. Funded by the EU, the Global Environment Facility, The German
International Climate initiatives, and other bilateral donors, these projects have
provided technical assistance to cities in introducing innovative urban mobility
solutions in cities while also supporting policy dialogue between stakeholders
including government on inclusive, safe and green transport.
Previously, Mr. Bhattacharjee has served in the Asian Development Bank, the UK
Department for International Development and the National Thermal Power
Corporation in India. His qualifications include degrees in engineering and
management and he is affiliated with leading professional associations such as the
Institution of Civil Engineers, UK.

Dr. Choudhury Rudra Charan Mohanty, Environment Programme Coordinator,

Choudhury Rudra Charan Mohanty, an Indian national, is currently working as the
Environment Programme Coordinator/Expert at UNCRD/UN DESA (2003~till date).
His main responsibilities at UNCRD includes implementation of three major initiatives
and processes at regional and global level– (i) promotion of Environmentally
Sustainable Transport (EST) in Asia; (ii) promotion of 3R, resource efficiency and
circular economy in Asia and the Pacific; and (iii) International Partnership on
Expanding Waste Management Service of Local Authorities (IPLA) – a SDG
partnership. Under these initiatives, he played significant role in establishing two high
level policy forums in Asia and the Pacific (Regional EST Forum in Asia and Regional
3R Forum in Asia and the Pacific), and an International Partnership on Expanding
Waste Management Service of Local Authorities (IPLA) – a SDG partnership. Prior
to his UNCRD/UN DESA assignment, he worked in the United Nations Environment
Programme/Regional Resource Centre for Asia and the Pacific (UNEP/RRC. AP),
Thailand, from 1993 to 2003 as a Senior Programme Officer/Head of Environment
Assessment and Reporting. He obtained his Bachelor of Science degree (with
Honors) in Agricultural Engineering and Technology from the Orissa University of
Agriculture and Technology, India, and a Master of Engineering degree from the
School of Civil Engineering/Asian Institute of Technology (AIT), Thailand.

As president of Union of Dannieh Municipalities, he has contributed to the
development of his region “Dannieh” (North Lebanon) through many projects, such
as Strategic Studies, rehabilitation of agricultural infrastructure, establishment of the
natural reserve of Juniper, many sportive stadiums, technical and academicals
schools, opening schools for languages empowerment, implementation of
development plans for the deprived areas…
He is an expert in strategic planning and certificate of first class degree in
transparency in Lebanon and Middle East by applying the absolute transparency
through the publication of Union work on the official website (www.dannieh.com -
www.dannieh.org )
As UCLG MEWA President and member of the world council of UCLG, he has
participated in many international conferences to share the experience of developing
and applying the NUA and SDGs. In addition to the impact of the crisis of refugees
on hosted communities.
Session 1 Mrs. Anna Ozdelen, Consul People, Analysis of the Bus- and Coach Market

Anna Ozdelen is a Principal Consultant at Consul People, a management consulting
company specializing in B2B market assessments.
She has been working with the global automakers, suppliers, leasing and tech
companies. Anna completed over 50 projects related to passenger cars, commercial
vehicles (incl. buses), electrification, machinery, aftermarket, leasing, and mobility.
She regularly participates in the leading industry events, as a keynote speaker. These
include Busworld Academy, Automechanika, IBIS and Global Fleet Summit.
Session 1 Mr. Yusuf Teoman, Sales Director, Anadolu – Isuzu
Yusuf Teoman is the Sales Director of Anadolu Isuzu. He was born in Istanbul in 1965
and graduated from the Istanbul Technical University Mechanical Engineering
Department in 1987. In 1990 he completed his MBA Masters degree at Georga
College and State University. Between 1991 – 2002, he worked as the Regional
Coordinator and Iran Project Coordinator at Ram Dış Ticaret A.Ş, respectively as
Assistant Sales Coordinator, responsible for Iran, Iraq, Israel, Syria and Jordan
operations. Between 2003 and 2008, he worked as Export Manager, Bus and
Business Development Project Coordinator, Sales and Marketing Director at Iveco
Otoyol Sanayi A.Ş.
Between 2008 and 2017, he worked at Iveco Vehicle Industry and Trade Inc. as
Business Development, After Sales and Sales Director respectively. He joined
Anadolu-Isuzu in May 2017. He has two children.

Session 1 Mr. Mustafa Çoban, Product Marketing Manager, Karsan
Mustafa Çoban is the Product Marketing Manager at Karsan for the last 2 years. His
role focuses on the development and delivery of a range of strategic products for
Karsan family. Recent initiatives include the development and launch of two electric
city buses.
Mustafa has over 14 years’ experience in automotive industry working in a broad
range of product marketing, project management and engineering roles in different
OEMs like Ford, Mercedes and Peugeot and different vehicles from passenger cars,
LCVs, trucks and recently buses. He has an Executive MBA from Koc University, a
MSc in Mechanical Engineering and a BSc in Aeronautical Engineering from Istanbul
Technical University.

Mr. Selim Okutur, Director Toyota Turkey

Graduated from Ankara Fen Lisesi and studied Mechanical Engineering at Middle
East Technical University. After graduation, he continued his study as Research
Assistant and got Master of Science degree in Mechanical Engineering at the same
University.
He started his automotive industry career with Tire Industry, working as Design
Engineer in R&D Department and created many success stories at different
management positions in Product Development, IT and Marketing divisions of Brisa.
He joined Toyota as Marketing Director on November 2005 and led many new project
to reach record-breaking sales and market shares.
In addition to his current responsibilities at Toyota Turkey Marketing and Sales Inc.
as Corporate Affairs Director, he is carrying all the responsibilities of Lexus brand in
Turkey as Operations Director of the brand.
He is well known as an “environmentalist” and founding member of Turkish Electric
and Hybrid Vehicles Society, TEHAD.
Session 1 Mrs. Marie Kress, Business Analyst Mobility and Travel, Voyego
Marie Kress is a Business Analyst at Voyego by Comtrade, specialized in the area of
Mobility and Travel. She is Head of Research in Voyego’s Transport Innovation Lab,
where she is working closely with a variety of partners on creating new concepts and
pilot projects to promote Mobility as a Service. Kress is part of a team, which is
working on shifting tomorrow’s baseline with the help of innovative business models
paired with the latest trends in technology. Furthermore, she is frequently attending
and speaking at key industry events worldwide in different areas of Smart Mobility.
Thereby, she is constantly in touch with the movements of ideas in the industry and
is able to enrich her experiences through building an interesting and diverse network
of industry experts.
Session 2 Mr. Rudyanto Azhar, Head of Iskandar Bus rapid Transit
Rudyanto Azhar heads the Iskandar Malaysia Bus Rapid Transit (IMBRT) team and
brings with him a wealth of experience in the field of public transportation - having
been involved in the planning and operations of rail and bus services under
Prasarana Malaysia Berhad and MRT Corp, as well as expanding the Transit
Oriented Development for the former, prior to joining IRDA.
In his current role, Rudy is responsible for driving overall strategic directions as well
as leadership of Iskandar Malaysia Bus Rapid Transit (IMBRT), including to ensure
successful delivery and implementation of the project, meeting the project’s intended
goals, requirements of all stakeholders and ensuring sustainability of its services.
This will include but not limited to, construction of key infrastructures, procurement of
components and services, selection of business partners, and seamless integration
and operationalisation of its operating environment.
In addition, he also oversees the Urban Observatory, which is tasked to deliver a
Smart & Sustainable Iskandar Malaysia Region, with international-standard ICT

infrastructure and services, where well-informed decisions are based on authoritative
data sources.
Rudy attended the Cranfield Global CEO Programme, Cranfield School of
Management, UK (2014), he holds a master’s Degree in Management from Universiti
Malaya and a Degree in Accounting & Finance from University of Kent at Canterbury.
Initially, he was attached to Maybank, then went on to be a consultant at Deloitte, and
subsequently, Formates. 2010 is the year where he embarked into the public
transportation field where he worked at the Suruhanjaya Pengangkutan Awam Darat
(SPAD) before joining the Prasarana Malaysia Berhad team.
In 2013, Rudy was appointed as the CEO of the Prasarana Integrated Development
Sdn Bhd, driving the property development and commercial arms of a public transport
organisation in the Klang Valley. He then moved on to MRT Corporation in 2015 until
early 2017. At this juncture, he was appointed as Director at Iskandar Regional
Development Authority (IRDA), tasked at spearheading the Iskandar Malaysia Bus
Rapid Transit (IMBRT), the first, and most extensive, outside the Klang Valley
Session 2 Mr. Nicholas You, Executive Director, Guangzhou Institute for Urban Innovation
Nicholas You is a veteran urban specialist. He served as the senior policy and
planning advisor to UN-Habitat and as the manager of the Habitat II Conference held
in Istanbul in 1996. He is the founder and honorary chairman of the UN-Habitat World
Urban Campaign Steering Committee, former think tank and thought leader for
among others, the World Business Council for Sustainable Development, Siemens,
ENGIE and the Global Cities Business Alliance. He served for several years as an
adjunct to the Center for Livable Cities, Singapore. He is currently the Executive
Director of the Guangzhou Institute for Urban Innovation and co-Chair of the Open
Green City Lab in Shenzhen. He regularly advises central and local governments,
technology companies and civil society organisations on urban sustainability, urban
governance and urban innovation.
Session 2 Mr. Zinnur Büyükgöz, Mayor of Gebze
1964 yılında Erzurum’da doğdum.
1975’de Bakırköy Kocasinan İlkokulu’ndan, 1978’de Kadıköy İmam Hatip
Ortaokulu’ndan ve 1983’de Gebze İmam Hatip Lisesi’nden mezun oldum.
1987’de Yıldız Teknik Üniversitesi Mimarlık Fakültesinden Şehir ve Bölge Plancısı
unvanıyla mezun oldum.
1987- 1989 yılları arasında aynı üniversitede Şehir ve Bölge Planlaması dalında
yüksek lisansımı tamamladım. 33 yıldan bu yana memleketin dört bir yanında
milletime şehir plancısı unvanıyla hizmet ediyorum.
Evli ve dört çocuk babasıyım.
Uzmanlık alanlarımda ülkemin yükselmesine siyaset yoluyla da katkı sunmaya gayret
ettim. Refah Partisi’nden Darıca Belde Başkanlığı ve Gebze Yönetim Kurulu Üyeliği
ile Fazilet Partisi’nden Kocaeli İl Yönetimi İcra Kurulu Üyeliği yaptım.

AK Parti’mizin kuruluşundan bu yana bu davanın bir neferiyim. 2004-2009 yılları
arasında Gebze Belediyesi Teknik Başkan Yardımcılığı ve Belediye Meclis Üyeliği,
Kocaeli Büyükşehir Belediyesi Meclis Üyeliği ve İmar Komisyon üyeliği görevlerinde
bulundum.
Gebze ve Kocaeli’de siyasi görevlerde bulunmanın yanı sıra, sivil toplum
kuruluşlarında ve birçok farklı platformlarda faaliyetler sürdürdüm.
2004’ten itibaren İstanbul Kültür Varlıklarını Koruma Bölge Kurulu ile Bursa ve
Kocaeli Kültür Varlıklarını Koruma Bölge Kurullarında üyelik yaptım.
Türkiye Geneli İdare Mahkemeleri’nde Bilirkişi unvanıyla adaletin tecellisine yardımcı
olmaya gayret ettim.
2014 – 2016 yılları arasında İstanbul Ticaret Odası Proje Danışma Kurul Üyesi olarak
çalıştım.
2014’ten bu yana Teknopark İstanbul Teknoloji Bölgesi’nde Proje Danışma Kurulu
Üyeliği yapıyorum. Ocak 2019 itibariyle Kültür Varlıklarını Koruma Bölge Kurulu
Üyeliği’nden Gebze’nin hizmetkarı olmak için ayrıldım.
31 Mart 2019 Mahalli İdareler seçiminde halkımızın teveccühü ile Gebze Belediye
Başkanı seçildim.
Session 2 Mr. Salih Kumbar, General Manager, Ulasim Park
He graduated from Anadolu University, Faculty of Economics, Public Administration.
He has also master degree from Bahcesehir University, Institute of Science, Urban
Systems and Transportation Management.
He started as dispatcher at IETT Head Office in 1996 and also worked as delivery
officer, operation chief, deputy manager and Region Deputy Manager for 10 years.
In 2007, he started to work at Kocaeli Metropolitan Municipality as Land
Transportation Branch Manager. He carried out studies to put into practice the Public
Transportation System Reorganization Project for 7 years.
He performed the task of Head of Public Transportation between the years 2014 –
2019. Besides his articles and papers in his field, he studied plenty of projects about
Public Transportation Management Systems, Public Transportation Analysis
Systems, Public Transportation Control Centers, Electronic Charging and Passenger
Information Systems.
He has been working as General Manager at UlasimPark Company since July 2019
and speaks Ottoman Turkish, Arabic and English at the level of intermediate.

Mehmet Duman was born in Bergama, İzmir (Turkey) in 1955. He was graduated
from Gazi University, Gazi Faculty of Education, Department of Foreign Relations.
He completed his Masters’ Degree at UNESCO International Education Planning and
Management Institute in Paris, France; and at Gazi University Social Sciences
Institute, Department of Political and Social Sciences.
He served as Civil Servant, Clerk, Deputy Director, and Director of Personnel at
Ministry of Food, Agriculture and Livestock between 1976-1982.
He served as Teacher, Chief, Education Experts, and Department Manager at the
Ministry of National Education between 1981-1994.
He served as the Director of Foreign Affairs, and Head of IT Department at Istanbul
Metropolitan Municipality between 1994-2002. In municipality consultations he was
members of the Supervisory Boards and Executive Committees of İGDAŞ (Istanbul
Gas Distribution Corporation), İDO (Istanbul Sea Buses Corporation), BELBİM (The
Municipal Data Processing Corporation of Istanbul), AĞAÇ A.Ş (Istanbul Trees and
Landscape Corporation), SAĞLIK A.Ş. (The Istanbul Health Enterprises
Corporation), ULAŞIM A.Ş. (Istanbul Transport Corporation), BELTUR A.Ş. (Great
Istanbul Tourism and Health Investments Management and Trade Inc. Co.), İSBAK
(Istanbul Transportation Maintenance Corporation), İSTAÇ A.Ş. (Istanbul
Environmental Protection and Waste Processing Corporation).
He assumed the task of Founding Secretary General at Adapazarı Metropolitan
Municipality, in 2002 and 2003. He was manager in BELPAŞ (Municipality Supply of
Provisions Marketing Industry Corporation) and AGDAŞ (Adapazarı Gas Distribution
Industry and Trade Inc. Co.).
He worked as the Principal Consultant for the Prime Minister between 2003 and 2010.
He was elected as the Secretary General of United Cities and Local Governments
Middle East and West Asia Section (UCLG-MEWA) in 2010. He was elected for this
post for the second time in April 2013.
Mehmet DUMAN, who was elected as the Chairman of the Board of World Academy
for Local Government and Democracy (WALD) in 2011, was elected to this post again
in 2015.
In 2014, he was selected as the Council Member of Union of Academicians and
Authors for Muslim World (AYBİR).
During his duties in Ministries, Municipalities, Prime Minister’s Office, UCLG-MEWA
and WALD, he has attended numerous in-service trainings at different levels both in
and out of the country. As the representative of Turkey, its ministries, and
municipalities, and UCLG-MEWA Secretary General and WALD Chairman of Board,
he participated in numerous national and international meetings, seminars, and
conferences. He took charge in organizations of various international congresses and
important meetings in Turkey and abroad.
Having work experience approximately 40 years, Mehmet Duman, married with two
children, speaks English fluently.
Session 3 Dr. Wolfgang Backhaus, Rupprecht Consult

Dr. Wolfgang Backhaus studied geography and sociology at the RWTH Aachen
University.
After graduation, he worked for the research institute Centre for Learning and
Knowledge Management and Department of Information Management in Mechanical
Engineering. Later he became head of the research unit "Knowledge Management",
finished his PhD on network management for learning regions and co-ordinated
several EU research projects on information and knowledge management. At
Rupprecht Consult he leads the team for Collective and Intelligent Mobility (CIM)
which participates in several European projects on Sustainable Urban Mobility
Planning with a focus on electric public transport and automation, e.g. CoEXist,
ELIPTIC, LOW-CARB and TROLLEY 2.0. He is co-author of the SUMP 2.0
Practitioners Briefing and Topic Guide on Planning for Road Vehicle Automation and
Electrification. He is a certified change manager and consults public transport
authorities and companies in managing change, i.e. re-organisation and
transformation processes. Finally, he is President of trolley:motion, an international
association to promote trolleybus systems as zero-emission urban bus systems.
Session 3 Mr. Zeynel Abidin Beyazgül, Mayor, Şanlıurfa Metropolitan Municipality
Hakkında
1957 Şanlıurfa doğdu. İlk-orta ve lise eğitimimi Şanlıurfa’da tamamladı. Daha sonra
İstanbul Üniversitesi Hukuk Fakültesi mezun oldu. Halen Şanlıurfa’da noter olarak
görev yapmaktadır. Evli ve üç çocuk babası.
Siyasi;
1976 Yılında MTTB Yönetim Kurulu Üyesi olarak ilk siyasi çalışmalara başladı.

İş Hayatı:
1975 Yılında Şanlıurfa Toprak Tarım Reformu İşçi başladı, 1978 Yılında
Bakkallar ve Bayiler odasına kayıtlı olarak bakkalık ve aynı yıl Ücretli Öğretmenlik
görevini yaptı, 1979 – 1980 yıları arasında Polatlı ve Ardahan Yedek Subay Okulu
askerlik görevini tamamladı, 1983 Çelik fabrikasında işçi olarak çalıştı ve 1986 -1993
yıları arasında Şanlıurfa Belediye Hukuk İşleri ve Şanlıurfa PTT Bölge Hukuk İşleri
Müdürlüğünde görev yaptı.
Şanlıurfa ve Bursa ‘da Serbest Avukat olarak çalıştı. 1996 yılında İlk olarak Kayseri
– İncesu’da noter görevine başladı. Daha sonra 1996 Kayseri’de noter, 2000
Şanlıurfa – Viranşehir noter, 2004 Adıyaman – Noter, 2010 Malatya-Noter ve 2013
yılından itibaren Şanlıurfa’da Noter olarak devam etmektedir
Session 3 Mr. Tahir Büyükakın, Mayor, Kocaeli Metropolitan Municipality

Tahir Büyükakın was born in 1969 in Derince, Kocaeli. He received his bachelor's
degree from the Department of Public Administration, Faculty of Political Sciences,
Istanbul University, where he completed his master's and doctoral studies as well
He pursued his academic studies as a research assistant at the Department of
Economics of Kocaeli University, Faculty of Economics and Administrative Sciences
and has continued to work in the fields of economic crisis and stability policies and
macroeconomics at the Department of Economics Policy. He became associate
professor in 2013.
He worked as Counsellor, Deputy Secretary General and Secretary General in
Kocaeli Metropolitan Municipality between the years 2005-2014 and he was
appointed to the governorship of Bilecik in June 2017. In the March 31st, 2019 Local
Elections, he was elected as the Mayor of Kocaeli Metropolitan Municipality. He was
elected as the President of the MBB in the First Ordinary Assembly Meeting of 2019,
held on 25 April 2019, which was also the 44th Anniversary of the Marmara
Municipalities Union.
Session 3 Mr. Eser Atak, Deputy Secretary General, Izmir Metropolitan Municipality
In 1995, he graduated from Gazi University, Department of City and Regional
Planning. He worked as an expert in the Administration of Disabled People for 11
years. He served as Vice Mayor in Ankara Çankaya and Izmir Konak Municipality.
Since May 2019, he has been working as the Deputy Secretary General of Izmir
Metropolitan Municipality.
In addition to his professional work, he worked as a member of Ankara Branch Clerk,
Head of Branch and Chamber Honor Committee member between 2002-2008 in
TMMOB Chamber of City Planners.
His areas of interest and expertise are: local governments, urban politics, urban
transport, accessibility, pedestrian rights and urban planning.

Mr. İbrahim Orhan Demir, Deputy Secretary General, Istanbul Metropolitan
Municipality
Mr. İbrahim Orhan Demir earned his B.Sc. Degree in Urban and Regional Planning
at the Middle East Technical University (METU) in 1979. He obtained his M.Sc.
degree from the Istanbul Technical University (ITU), Department of Architecture. Mr.
Demir worked as a city planner, deputy manager and project manager at the Istanbul
Grand Master Plan Bureau, Istanbul Metropolitan Municipality (IMM) and STFA
Engineering, between the years of 1983 and 1994. Since 1986, he has also been
involved in urban and regional-level transportation projects such as transportation
master plans; highway, tramway, light rail and subway systems’ demand analyses
and feasibility studies for various cities and regions in Turkey, especially Istanbul. Mr.
Demir has been a part-time lecturer at the Department of City and Regional Planning
in Mimar Sinan Fine Arts University’s Faculty of Architecture since 1999, giving
lectures and workshops on transportation planning. As of July 26, 2019, Mr. Demir
was appointed as the Deputy-Secretary General of the IMM.
Session 4 Mr. Sergio Avelleda, Urban Mobility Director, WRI Global

Sergio Avelleda is the Director of Urban Mobility at WRI Ross Center for Sustainable
Cities.
Before joining WRI, Sergio was the Secretary of Mobility and Transport in São Paulo,
Brazil, where he was responsible for managing traffic challenges and the most
extensive bus system in the world. He led more than five thousand people and
spearheaded city implementation of Vision Zero programs to reduce traffic fatalities.
Sergio was additionally in charge of taxi regulation and transport mobile apps, as well
as the management of the freight transport system.
He was president of the São Paulo Metropolitan Company, which transports 4.5
million people daily on four subway lines. Sergio changed how the company
interacted with its users, incorporating SMS reporting and other programs, which
were awarded by UITP. During his period, the company was constructing three new
lines at the same time, and he led the negotiation with multilateral agencies.
Prior, he had been president of the suburban trains companies in São Paulo (CPTM),
a company with more than 8,000 employees and an annual revenue of $800 million.
CPTM serves 22 municipalities, providing transportation for 2.1 million passengers
per day.
Sergio is a lawyer, and he received his MBA in 2012, at the Insper – Instituto de
Ensino e Pesquisa in São Paulo. He is a cyclist and is passionate about connecting
people in cities
Session 4 Mr. Tolga Imamoglu, Transport & Road Safety Manager, WRI Turkey
Celal Tolga Imamoglu is Transport & Road Safety Projects Manager at World
Resources Institute Turkey Sustainable Cities with a focus on public transportation,
bus rapid transit (BRT), cycling infrastructure design, traffic safety projects as well as
integrated transport. He is currently involved in supporting efforts related to planning,
development and implementation of sustainable transportation projects in Turkish
cities and Accra (Ghana), Addis Ababa (Ethiopia,) Dakar (Senegal), Nairobi (Kenya)
including road safety inspections, audits. Since 2013, he has leaded on various
mobility projects such as BikeLab Project, Road Safety Laboratory Project, BusLab -
Optimization of IETT Bus Fleet for Kartal-Kadıköy Metro Line, Sanliurfa BRT Road
Safety and Accessibility Project, SafetyLab -Pilot Project on Road Safety and Safe
Driving for IETT's Sarigazi Bus Terminal, Bloomberg Initiative for Global Road Safety
2015 – 2019. He has conducted more than 50 road safety inspections and more than
20 road safety audits all around the world. In 2016, he gave training to more than 200
Ministry of Environment and Urbanization and their city directorates staff about
Cycling Regulation and How to design safe cycle lanes.
He is coordinator & reporter of Traffic Safety Commission under Ministry of
Development which aims to develop Turkey’s road safety strategy for Turkey’s 11th
Development Plan.
Tolga is a transportation engineer M.Sc. with a background in civil engineering. He
obtained his civil engineering degree from Yildiz Technical University, Istanbul,
followed by a master's degree in Transportation Engineering from Istanbul Technical

University. While at Istanbul Technical University, he worked as a course assistant
for Earthwork and Railway Engineering. His master's thesis covers the environmental
effects of transportation, highway construction and noise dampening on high-traffic
roads. He has also Road Safety Auditor Certification from New Castle University,UK.
Tolga previously worked as field engineer at the New Shakhtar Donetsk Stadium at
Ukraine. His role covered developing business strategy, analytical and structural
analysis, and synchronizing the building process.
A graduate of Lycée de Galatasaray, he is fluent in French and English
Session 4 Mr. Samet Şeker, Head of Department for Transportation Technologies, IETT
1987 yılında İstanbul’da doğmuştur. Kocaeli Üniversitesi Makine Mühendisliği
Bölümünden 2009 yılında mezun olmuştur. Ardından 2009 yılından 2010 yılı sonuna
kadar makine imalat alanında faaliyet gösteren özel sektör firmalarında sırasıyla proje
mühendisi ve imalat şefi olarak görev almıştır.
2011 yılında İETT İşletmeleri Genel Müdürlüğüne mühendis olarak atanmıştır. 2013
yılına kadar Makine ve Malzeme İkmal Daire Başkanlığında görev yapmıştır.
Sonrasında kurum içinde ERP sistemine geçiş kısmında malzeme modülü geliştirme
kısımlarında çalışmıştır. Ardından Ulaşım Teknolojileri Dairesi Başkanlığında Ar-ge
Mühendisi olarak 2016 yılına kadar görev almıştır. 2016 yılından 2019 yılına kadar
Ar-Ge Şefi görevini yapmıştır. Elektrikli araç saha testleri ve fizibilite çalışmaları, araç
içi haberleşme sistemi(karakutu), sürücüsüz araç prototip geliştirme, ADAS sistemleri
konularında çalışmalar yürütmüştür.
2019 yılı sonundan beri Teknoloji Geliştirme Müdürü görevine devam etmektedir.
Evli ve bir çocuk babası olup, İngilizce bilmektedir.
Session 4 Mr. Gautham Nallavari, E-Mobility Consultant, turSEFF
Gautham Reddy Nallavari joined TurSEFF team in 2017 as Municipal Sector Expert
to support the technical assistance activities in municipal sector. He works a specialist
public transport consultant for EBRD, EIB, ADB and other IFIs in Turkey, Central
Europe and Asia. He specializes in urban transport with specific focus on buses. He
helped finance diesel, CNG, electric buses worth more than 50 M euros in total.
Specifically in E-buses, he has worked on E-mobility policy making, E-mobility
roadmaps, E-vehicles and charging infrastructure technical and procurement
advisory. He has an engineering degree from India and a MBA from France. He is an
Indian National, but living in Turkey since many years and speaks fluent Turkish.
