Mahalo to everyone involved and especially to all across Hawaii nei who supported the "no militarytraining actions on Molokai" island. Mahalo for your insight and compassion to the patients of Kalaupapaand the Hawaiian homesteaders of Hoolehua, Molokai. For the record, I continue to petition allsignatories NOT TO SIGN this current and "final" PA until all of the proposed undertakings on Molokaiisland are OMITTED FROM THIS PA. Furthermore, as I stated on the record of the July 5, 2012 finalconsultation meeting, the determination by MCBH and the Navy of "no effect" to the APE proposed"Arming and Refueling Point" in Homestead lands in Hoolehua, Molokai is in error. I stated that therewere cultural sites and I will be forwarding that information to you when I get back to Molokai thisweek. Also, no mitigation exists in the final PA for Kalupapa APE which you determined to be impacted.Continuing a "baseline of training events" impacting significant sites and the patients in Kalaupapa doesnot constitute mitigation for adverse impacts to a significant cultural/spiritual National HistoricalLandmark! AUWE! Bottom line it is clear MCBH/Navy wants a footprint on Molokai no matter the cost.There was never any real alternatives to Molokai which constitutes "stacking".MCBH has the option to move forward with their entire proposed undertakings without Molokai in themix and the only way they will come to that conclusion is if SHPO and all other signatory decline to signthe PA.For the record, as the person being affected by your undertaking, I cannot agree to sign your PA aswritten. For the record, because I cannot agree to sign this final PA does not excuse the Federalgovernment from consulting with myself and other declining signatory for further discussion of yourproposed undertakings on our islands.

Aloha Consulting Parties -
As you requested, please find the revised final draft of the PA showing the changes made per commentsreceived regarding the 2 July version of the PA. We reviewed and addressed, as appropriate, allcomments received in writing by Friday night and all comments received verbally during the morningand evening calls on Thursday.
The purpose of sending out this final draft is so the parties can confirm that we addressed comments aswe stated we would do during the phone conversations. This is not intended to initiate another round ofreview and comment. Please notify us if there is an issue that we didn't address, or if the languageinserted to address a comment needs a minor tweak. We will be sending out the Final PA for signatureby close of business on Wednesday, 11 July, and requesting that signatures be provided by 23 July.
The Final PA will include signature pages for all the consulting parties that have been included in thisSec 106 consultation effort. I have included PA Attachment 15 here (attached), and please note that itis revised to show the addition of recent consulting parties. To reiterate, all consulting parties will berequested to sign the Final PA as either a Signatory, an Invited Signatory, or a Concurring Party. MCBHawaii understands that this is a request only and that not all consulting parties will elect to sign thisPA.

Aloha from Molokai. Mahalo again to all those who have made it their kuleana to protect our aina and tothe signatories who stand in solidarity with us by choosing NOT TO SIGN the Programmatic Agreement(PA) for the basing of the Navy’s MV22 and H-1 Aircraft elements in Hawaii at Marine Corp Base Hawaii(MCBH) and the associated training throughout the state. Yes, we are disappointed that the StateHistoric Preservation Officer William Aila (SHPO) chose to sign the PA despite strong statewideopposition over several months. It was stated for the record several times not only through thestatewide 106 consultations but also through the DLNR Listening sessions and SHPO Listening sessionon Molokai that the entire island of Molokai is a cultural site and should be treated as such. MCBH, theNavy, SHPO and all other who continue to move forward in support of this PA has left us here onMolokai with no recourse but to erect a visible and tangible representation of our cultural significance tothese lands by way of the placement of an ahu on the proposed MCBH/Navy “Forward Arming andRefueling” site in Hoolehua, Molokai in protest. Please see the attached picture. The building of this ahuwas done following correct cultural protocol and a KAPU has been placed on it. The mana of our peoplehere on Molokai has been given to this ahu. Any attempt to remove this cultural site will be seen asdesecration. MCBH and Navy, do not desecrate this cultural site. The threat of “excommunicating” thosewho do not sign this PA citing federal law is absurd. We state for the record our willingness to continuewith earnest discussion on MCBH and the Navy’s proposed actions on Molokai and throughout the stateof Hawaii and hope that they will do so.

Good for you, Historic Hawaii Foundation. Here on Kauai, our consultation was an afterthought. TheUSMC intends to shoot missles at Kaula Isand, which has a bird sanctuary, and is a location withcultural and biological significance. These actions weren't even included in the EIS, but have been'hidden' by saying that the effects of the take-offs and landings at PMRF are within the PMRF EIS of acouple of years ago, and that the "new" activity of using Kaula for target practice is covered in the USNavy EIS currently under review (I could find no reference to these activities in either of these EISdocuments). My point is, this is not really an EIS for the entire project. Where is the accountability?
People on Kauai do not want helicopters rampaging out of Oahu on a mission to bomb the daylights outof Kauai, and then rampaging back to Oahu. Will they be playing music like in Apocalypse Now?
The training for these helicopters ALREADY takes place in Southern California. This project is a thinlyveiled excuse to station these helicopters here, and to expand the military presence into pristine areas,and use Hawaii as the new Okinawa. Boo. Hiss.

The Board of Directors of Ka 'Ohana O Kalaupapa greatly appreciates the Marine Corps' elimination ofany proposed increased military exercises at Kalaupapa, but has decided not to sign the PA because wedo not believe the concerns of other communities, particularly those of the topside Molokai community,have been adequately addressed.
The topside Molokai community stood strong with the 'Ohana against any increase of helicopterlandings at Kalaupapa -- and the 'Ohana Board wants to stand with them. We encourage the Marines tocontinue to work with all communities where issues remain to find resolution.
Our 'Ohana President, Clarence "Boogie" Kahilihiwa, has written a letter to Captain George with anexplanation of our decision which I have attached. The 'Ohana has appreciated being part of thisprocess -- and we thank all the support from the Office of Hawaiian Affairs, State Historic PreservationDivision, National Park Service and many others to keep these additional military exercises out ofKalaupapa.

The National Trust for Historic Preservation respectfully declines to endorse the PA as a Concurring Party, in deference to the concerns about the undertaking that have been raised by the Native Hawai‘ian Organizations and the National Park Service, including concerns about the use of Kalaupapa National Historic Park. We have appreciated the opportunity to participate by telephone in the numerous and extensive consultation meetings conducted by the Marine Corps pursuant to Section 106. (In addition, we participated in an on-site consultation meeting in November 2010.) I have a hard copy of the PA dated July 11, 2012 which lists me as Keko'olani Ohana, Terrilee NapuaKeko'olani Raymond. I cannot sign the final PA. There are many issues involved with this plan that havenot been addressed in a manner that has truly incorporated a voice of not only our people the KanakaMaoli, our people specifically called upon to address cultural, historical concerns under Section 106, butalso whole communities of people across ka pae'aina 'o Hawai'i nei who are not native but who trulywant to protect our historic, cultural sites and the environment. This plan, MCB Hawaii MV-22/H-1Aircraft, is being bullied on us all.
Here is a link from Okinawa people who feel and are experiencing the same bullying phenomena aswell. Something is truly wrong with all of this.

Regarding Mo'okapu, there are ceded lands at Mo'okapu, national lands. It is not right to say you willnot discuss this as a part of the EIS.
Any plans for new construction that involves digging into areas that have been described as sand dunesof Mo'okapu and thus burial grounds, our Ohana absolutely opposes and warns you to cease and desistany disturbance of our kupuna.
There should be a separate, independent study of the Ethnohistory of Mo'okapu. We do not support theMarines conducting their own study. We hope the Office of Hawaiian Affairs and other Hawaiian civicgroups getting involved to conduct and fund an ethnonistory of Mo'okapu that truly speaks to thehistory, beauty and legacy of this very important wahi pana.
The Marines should stop any further construction at Mo'okapu and should instead work on a plan todecrease their construction and decommission parts o Mo'okapu that can be returned to our peopleimmediately. Work with our people to truly reconcile past harms in a pono way.
Anyone who works in buildings or lives in homes , or drives on the roads, or plays golf on the sanddunes of Mo'okapu should be fully apprised of the existence of human remains on that property andwhy it exists. Any military personnel who sign a lease agreement to live in a house on Mo'okapu shouldbe fully informed in a legal real estate transaction, about the presence of human remains and why it isthere.
Further, my position to NOT sign this PA agreement should not exclude me from consultation. There isharm, adverse impacts, injury on our wahi pana. All Kanaka Maoli, Native Hawaiian organizations mustbe included in any further consultation and kept fully informed about what the Marines, the Navy or theDepartment of Defense intend to continue to do or plan on our wahi pana despite our objections.

Dear Captain George;
Hawaii’s Thousand Friends (HTF) appreciates the opportunity to participate in the National Historic Preservation Act Section 106 process as a consulting party but must decline the request to concur with the Programmatic Agreement.
Particularly troubling was the proposed increased military use of Kalaupapa Airport for training flights. Kalaupapa is a national landmark of spiritual and cultural significance to its residents and the people of Hawai`i nei so we are pleased that the additional training flights at Kalaupapa Airport have been eliminated.
Section 106 requires federal agencies to determine how historic properties might be affected and explore measures to avoid or reduce harm to historic properties.
Yet the PA that we are asked to sign states that the Marine Corps has determined that the effects on historic properties cannot be fully determined before approval of the Undertaking and that some areas have not been adequately inventoried and may require additional identification effort. (Emphasis added)
Under these circumstances it is impossible for Hawaii’s Thousand Friends to sign this PA.

On behalf of the Ko`olaupoko Hawaiian Civic Club, the Ko`olau Foundation, and Kako`o `Oiwi, weregret to inform the U.S. Navy that we will be unable to sign the programmatic agreement for variousreasons already stated in earlier communications but also for this reason:
It is our belief that the plan to expand military operations at various locations in Hawai`i was pre-determined and decided, long before we began these consultations. While we appreciate everyone'sefforts to improve on the plan, we continue to object to the fact that the U.S. government proceedswith its undertakings before 106 consultations or EIS mitigations are adequately completed oraddressed.
It is inappropriate that serious implementation of the proposed expansion and training actually beganbefore our consultations were completed. As was said before, it makes a mockery of the many hours oftime and effort donated by our community advocates and native Hawaiians who came to the table tooffer their suggestions for improving the plan.
Albeit at this late date, we wish, for the record, to repeat some of the earlier concerns we raised:
1) That the proposed flight patterns take your aircraft over land areas where residents and farms arelocated, and we are concerned about chemical drift that may affect our food crops and streams that areimportant to native Hawaiian cultural practices.
2) That the proposed flight patterns take your aircraft over Kane`ohe bay, disturbing culturalpractitioners who are engaged in fishing or other practices in and around the bay.
3) That the times during which your training would take place may disturb Hawaiian cultural activitiesthat require discussions or pule (prayers) that would be interrupted by the loud sounds of aircraftoverhead.
