EAC is privileged to serve clients such as the South Florida Regional Transportation Authority, Miami-Dade Transit and the Federal Transit Administration (FTA) in meeting their rail transit needs throughout the nation. Our staff has made valuable contributions to the success of various transit projects, which cover the spectrum of heavy rail, commuter rail, light rail, and streetcar projects.

Recently EAC secured a Project Management Oversight Contract (as part of a joint venture) with the FTA to assist Grantees throughout the nation with the execution of their transit projects. This has afforded EAC the opportunity to provide multifaceted professional services ranging from planning, design, schedule and cost review, project controls, Buy America compliance, Risk Assessment, and construction oversight. This newsletter highlights some of the rail transit projects that EAC has been able to showcase our innovation and commitment to quality services.

In July 2012, the President signed into law a new two-year transportation authorization, entitled Moving Ahead for Progress in the 21st Century (MAP-21). The new law authorizes $10.6 billion in FY 2013 and $10.7 billion in FY 2014 for public transportation. EAC stands ready to serve the transit industry in the advent of MAP-21 and is committed to providing exceptional professional service to existing and new transit clients.

General Engineering Program Management Consultantfor the Miami-Dade Expressway Authority

EAC is currently providing program management services to the Miami-Dade Expressway Authority (MDX) as the agency’s General Engineering Consultant (GEC). Under this contract, EAC oversees the planning, design, and construction of MDX’s $500+ Million five-year work program, which includes 31-miles of expressways. Key elements of the work program include: implementation of cashless Open Road Tolls, system expansion, planning, design, construction management, and improving mobility of the MDX transportation system.

Program Management Consulting Servicesfor Miami-Dade Transit - People’s Transportation Plan

Under the Program Management Contract, EAC’s responsibilities included project management, technical support and monitoring of corridor planning, preliminary engineering and final design, and development of environmental documents. The responsibilities of the Corridor Project Support Staff consisted of technical support and monitoring of corridor planning and engineering efforts and the further development of environmental documents based upon documentation prepared by other MDT Consultants. Work Program: $476 Million in highway and neighborhood improvements; $7 billion in rail and $90 Million in bus services.

The proposed project consisted of a 10 to 13 mile fixed guideway extension of the existing Metrorail System, with a maximum of 10 stations, running from the Miami Intermodal Center (MIC) at the Miami International Airport (MIA) to Florida International University (FIU) and points west to SW 137th Avenue. Currently other alternatives are being evaluated (Bus Rapid Transit, etc.).

Sugar House Street Carfor the Federal Transit Administration

The Sugar House Streetcar alignment is in the right location to promote ridership, capitalize on the public investment in transit to provide the best opportunity for development and redevelopment to take place, and be a model for future transit funding and success. The estimated cost for the Project is $37.18 million. The Utah Transit Authority (UTA) applied to the Federal Transit Administration (FTA) for a TIGER II grant of $31 million, and received $26 million. The remaining budget for the Project will be funded by Salt Lake City, South Salt Lake City, and UTA. UTA is the Grantee for the Project, and has experience in managing large capital FTA-funded New Starts projects.

EAC Consulting, Inc. (as part of a joint venture) is providing Project Management oversight on behalf of the FTA for the Project to ensure the reasonableness, quality, completeness, and reliability of the Project scope, cost, schedule, and technical capacity and capability of UTA to execute the Project. The Project Management Oversight assistance is necessary to review project documentations, attend the Project meetings periodically, and to meet with Grantee and FTA Region 8 staff for Project updates. EAC provides proactive project oversight, which includes investigation of issues and conditions. This entails consistent dialogue and problem solving with the Grantee, and provision of professional opinions and recommendations for action.

The Sugar House Streetcar Project consists of a modern Americans with Disabilities Act (ADA)-accessible streetcar

line powered by overhead catenary. It is approximately 2 miles long and is being constructed in an abandoned railroad right-of-way lying parallel to (and mid-way between) an urban arterial (2100 South and Interstate 80 freeway). The Project includes seven stops approximately 0.3 miles apart. The conceptual engineering and cost estimates are based on single-track construction, with one passing siding and a two-track eastern terminal station. The western terminal station will include direct pedestrian access to UTA’s Central Point TRAX light rail station. The five intermediate stations are planned close to road crossings, with access from existing sidewalks. No park-and-ride lots are planned for this Project.

HIGHLIGHTS EAC (as part of a Joint Venture – PMO Partnership JV, LLC) was awarded a Project Management Oversight (PMO) contract in January 2011 with the Federal Transit Administration (FTA) to provide FTA with contract support capable of rendering critical programmatic inputs for a variety of FTA program decisions for its grants programs. Such support includes performing services, delivering products and producing outcomes that meet FTA’s requirements.

FTA monitors grants to confirm that Grantees establish and follow procedures that are reasonable and comply with FTA requirements in FTA Circular 5010.1C, Grant Management Guidelines. In assisting the FTA to verify that the Grantees are executing authorized projects professionally, efficiently and in accordance with applicable laws and regulations, EAC has been providing PMO services for selected Grantee projects such as the:

• Cincinnati Street Car project (in the City of Cincinnati) coordinating with both the Southwest Ohio Regional Transit Authority (SORTA) and the City of Cincinnati; and

• Sugar House Street Car project (in Salt Lake City) coordinating with Utah Transit Authority (UTA).
