Checking In - Message from the Deputy Director - Aloha, I will be leaving the DOT Airports Division after seven busy but gratifying years. I’ve been fortunate to work with many talented people on interesting and important projects. The highlight of my tenure at DOTA is without a doubt the Airports Modernization Program. I am extremely proud of the significant progress the Program has made over the last four years. The completion of the $39 million hardstands project at HNL was a major undertaking that sets the stage for all future airside upgrades. Other important projects include the new 1,800 stall parking structure, completion of the first phase of the international arrivals corridor, and replacement of passenger loading bridges at all airports. The next notable milestone for the Program will be the new Mauka Concourse, the first major concourse expansion at HNL in 15 years. Site preparation work for the new concourse is expected to start this November with construction scheduled to begin in January 2012. Another significant development was the successful sale in April of $644.98 million in revenue bonds at a favorable interest rate of 4.89 percent. The Airports Division will use close to $400 million to fund various capital projects for the Modernization Program, including the new Mauka Concourse. In addition, $166 million of the refunding bonds were sold to refinance existing debt, saving the Airports Division $24.5 million. The sale was well received by a variety of investors, many of whom were Hawaii residents. It’s an exciting time for the Modernization Program, which continues to have strong support from numerous sectors in the community. I am confident that newly elected government officials will embrace the program, recognizing the enormous benefits it will have for Hawaii. The Program Management Team has done a remarkable job bringing the Modernization Program to life. With site prep work set to begin on the Mauka Concourse, the PMT is busy coordinating relocation efforts with various state and federal agencies, as well as affected airlines and airport tenants. In addition, the PMT is analyzing passenger flow as well as doing airside planning of aircraft parking, aircraft movement, and gating optimization. As development of the new concourse design progresses and work continues on the draft Environmental Assessment, the PMT is also exploring ways to make the new concourse more energy efficient, while reflecting a Hawaii sense of place. I’m pleased to have been a part of the Modernization Program and I look forward to its completion. I’ve enjoyed working will all of you and wish you all the best on the exciting project. Program HighlightsThe new Mauka Concourse is one of the highlights of the HNL Modernization Program and is the first major concourse expansion at Honolulu International Airport in 15 years. Mauka will expand the Interisland Terminal by 250,000 square feet and add up to 12 new aircraft gates. It will also include new passenger holdrooms and

IIT Annex Renovation and Commuter Tenant Relocation

The Mauka Concourse will be built on the current site of the Commuter Terminal and adjacent parking lot.

The commuter airlines will relocate to the Interisland Terminal and adjoining Annex, which will undergo renovations starting in August. New ticket office spaces will be constructed along with ticket counters, baggage claim facilities, upgraded passenger holdrooms and new signage. Island Air and go! Mokulele are scheduled to move to the renovated spaces in October. Pacific Wings and Mokulele Express will remain at the commuter terminal during Phase I. The Commuter Phase 1 project was awarded to Nordic PCL Construction for $1.378 million.

Renovation of Makai Pier and Ewa Concourse Ramp Levels

Phase II of the Commuter Terminal Tenant Relocation begins this winter and will include renovation of the Makai Pier ramp level to relocate maintenance and operations functions for Island Air and Pacific Wings. The Ewa Concourse ramp level will be renovated to accommodate maintenance functions, aircraft parts storage, commissary,

Mauka Concourse Site Preparation

Site preparation for the Mauka Concourse begins in November. Work includes demolition of the Commuter Terminal and the adjacent parking lot. The Airport Modernization Team will continue to work with the commuter airlines and their passengers to ensure the smoothest transition possible with the changes in parking and check-in process. The Mauka Site Prep contract has been awarded to dck pacific corporation, LLC, for $5.814 million.

Projects in preparation for the new Mauka Concourse include:

Program Highlights

Did You Know?Pinkberry is coming to Hawaii! The popular, L.A.-based frozen yogurt chain will open its first location in Hawaii at the Kahului Airport. The second Pinkberry location will open this summer at the HNL food court. California Pizza Kitchen is also a recent and welcome addition.

Maintenance Hangar and Cargo Facility

Construction will begin January 2011 on a new state-of-the-art aircraft maintenance hangar and air cargo facility, which are intended to be leased by Hawaiian Airlines. Hawaiian’s current facilities will be demolished to make way for the widening of Taxilanes G & L.

Taxilane WideningAt the end of 2011, work will begin to widen Taxilanes G & L and to increase the centerline spacing between the two taxilanes. The widening of the lanes will allow for wider airfield pavement to accommodate the movement of Group V aircraft to the IIT and new Mauka gates. The project also includes new taxiway lights, communication conduits, and ground service equipment wash pad.

Spotlight on the Neighbor Islands Kahului Airport Dedicates New, State-of-the-Art Explosive Detection System

The State DOT and the Transportation Security Administration (TSA) recently dedicated a new, state-of-the-art Explosive Detection System (EDS) at Kahului Aiport.The new EDS provides a fully-integrated and enhanced baggage security screening system designed to detect explosives, weapons and other contraband materials for the protection of travelers. The six explosive detection machines provided by TSA have sufficient capacity to handle growth at the airport for the next 20 years.

Along with improving security at the airport and on airline carriers, the new EDS has opened up lobby space at the airport, thereby simplifying the check-in process for passengers and contributing to a more positive experience for travelers. Baggage will now enter the security screening area on conveyor belts from airline check-in counters, eliminating the previous need for passengers to carry their own bags to the EDS machines.

The new EDS is part of Phase IB of the Kahului Airport Terminal Improvements Project. Additional work included new baggage carousels and a special room for Explosive Trace Detection operations. Construction was completed by Bodell Construction Company and cost approximately $24.6 million, $18.5 million of which was provided by TSA through the American Recovery and Reinvestment Act.

Passengers who fly out of the Commuter Terminal will need to be prepared for some parking changes as work progresses on the new Mauka Concourse.

The Commuter Terminal and adjacent parking lot will be demolished in phases, with complete demolition by spring 2011 to make way for the new Mauka Concourse. In preparation for the demolition, part of the commuter parking lot will be closed once the site preparation begins this November, however there will be sufficient parking for Pacific Wings and Mokulele passengers. Island Air and go! Mokulele passengers will check in at ticket counters at the IIT,

and can park at the recently built 1,800-space parking garage located between the Interisland and overseas parking structures.

As construction begins on the new cargo and maintenance hangar facilities for Hawaiian Airlines, employees who use the Elliott Street employee parking lot will also see changes. The current parking lot will be closed temporarily beginning January 2011 and a temporary, paved parking lot will be available near the ARFF (Aircraft Rescue Fire Fighting Facility). The Elliott Street employee parking lot will re-open in 2012. It will be larger, with about 750 parking spaces, and upgraded, with landscaping, asphalt pavement, fencing and lighting.
