II. Requirements for Completion/Promotion to the Next Level Course
1. Types of Japanese programs
(1) Interaction with Japanese Program
This program is mainly intended for those who are studying at Kanda University of International
Studies (KUIS) on a formal exchange basis.
(2) Japanese in Context Program1
This program is mainly intended for students who have applied through the Tokyo Center of the
IES (Institute for the International Education of Students).
(3) Self-paying Study Abroad Program
This program is intended for those overseas students who are paying their own expenses.
2. Requirements for Sponsored Exchange Students
Exchange students may register for a semester. To complete the program, students must be in
attendance for more than 1 year (a minimum of 2 semesters). Additionally, students must take the
required Japanese language courses and elective subjects for a total of 28 credits.
3. Requirements for Private Self-Paying Students
These students are limited to 1 year (2 semesters) of enrollment at Kanda University of International
Studies (KUIS). To complete the program, students must be in attendance for 2 semesters.
Additionally, students must take the required Japanese language courses and elective subjects for a
total of 28 credits.
4. Course Promotion
Basically, students should advance to the next level of study after finishing the semester’s course.
However, if a student is unable to meet the standards of the Japanese language class he/she is placed
after taking the placement examination, the student will not be able to advance to the next level.
Additionally, a student will not be able to advance to the next level without taking the placement exam
given at the beginning of a semester.
A student whose ability exceeds the level of the class he/she is placed into will be able to advance to
the next level.
5. Legitimate reasons for absence from Bekka Classes
Students who are absent from Bekka classes due to a legitimate reason, like illness etc., must apply
for an Excuse for Absence from the International Affairs Section (Kokusai Koryuka). A doctor’s note
or other official/pertinent documents must be attached to the application. An Excuse for Absence will
be granted (or not) based on a review of the students’ individual circumstances.

6. Leaving/Expulsion from the Program
For those students who wish to drop out of the program before completion (for example, for reasons of
returning to their home country, a change in study/career plans, etc.) must turn in to the International
Affairs Section an Application for Leaving the University, along with their student ID.
In addition, if a student’s attendance rate falls below 90% (except when the student has a special
reason such as health problems, family related issues, etc.), or if a student: (a) does not participate in
class and/or (b) has a negative impact on class activities, he/she will be notified of potential expulsion
from the program. If there is no improvement after the notification or if the University cannot get in
touch with the student, the student’s name will be removed from the Bekka registration.
7. Restrictions
All language courses are to be taken a maximum of two times.
Those who, for personal reasons, do not attend classes within the first 10 days after the semester starts
will not be permitted to register. In this event, the University must be contacted immediately to begin
the procedure for either a leave of absence or cancellation of enrollment. Please be aware that
university tuition will not be refunded.
8. Auditing of Courses
Auditing of courses at KUIS (including courses offered at Bekka and the KUIS undergraduate
departments) is generally not acceptable. However, special allowance may be granted to those who are
taking 14 or more credits prescribed by Bekka and are accepted as auditors by the pertinent course
instructor. Upon receiving permission from the pertinent course instructor, students must complete
and turn in an Auditing Request Form.

IV. About the Courses
1. School Term of Bekka for 2018-2019

Entrance ceremony and orientation events are scheduled in the week before the start of the semester.
2. Course Hours

3. Absence/Lateness/Leaving Early From Class
Three instances of lateness and/or leaving early from class will be considered as one absence.
In the case a student does not attain 90% or above attendance rate in any one month, he or she will not
receive the scholarship etc. for that month.
4. Class Cancellations
(1) When there are no classes due to events such as cancellation by the Instructor/Professor, a memo
will be posted in the Japanese Language and Culture Program section of the university notice board.
(2) Emergency Cancellation of Classes
When an earthquake (5 or above on the Richter scale), other natural disasters, infectious disease
epidemics, etc. occur, please follow the directions provided by the International Affairs Section. Also,
in the following cases classes will be cancelled temporarily.
Cases Standards Conditions
A. Train stoppage
Lessons will be cancelled in the event of a train stoppage affecting the following lines and sections (not including train delay nor reducing the number of train runs.) ・JR Sobu line (Akihabara ~ Chiba) ・JR Keiyo line (Tokyo ~ Soga)
B. Storm warning / Blizzard warning
・If either line / both lines start(s) running or the alert is called off by 6:00am, regular lessons will start from period 1. ・If either line / both lines start(s) running or the alert is called off by 10:00am, regular lessons will start from period 3. ・If neither line starts running or the alert is not called off by 10:00am, all lessons will be cancelled for the day.
Lessons will be cancelled in the event that a warning is announced for all of Chiba prefecture or the North-West section of Chiba prefecture (not including a heavy rain warning).
C. Natural disaster / Large-scale accident (cancellation of lessons by the president)
5. Make-up Classes
In case of a class cancellation, make-up classes will be offered when necessary.

6. Official Absences
Official absences may be taken in the following cases: (1) when attending a special off-campus
school-related activity (2) when an off-campus trip is necessary to take care of official
documentation/procedures related to maintaining student status.
Official absences may be requested by filling out an application in the International Affairs Section.
Official absences will be granted (or not) on a case-by-case basis.

VI. Examination and Grading Policy
1. Term Examinations
The schedule of the term exams will be announced at the beginning of the courses each semester. In
normal circumstances, if a student is absent on the day of an exam, he/she will not be allowed to take
a make-up exam.
2. Grades
Results will be expressed in one of 5 grades: A+, A, B, C, or F. The corresponding standards are noted
below. Grades will be made official during the faculty grading conference. Once the grades have been
made official, they will not be changed for any reason.

For a detailed explanation of the grading policy for each class, please read the course syllabus that the
Instructor/Professor will hand out at the beginning of the course each semester.
Each semester’s course grades will be mailed to the students within one month after the semester ends.
If a student’s mailing address changes, please notify the International Affairs Section. Any inquiries
regarding course grades must be submitted at the time grades are received. Inquiries made at other
times will not be answered.
3. Sufficient attendance for grades to be calculated
Grades will not be calculated if a student’s attendance is below two-thirds of the course sessions of the
term. In such cases, the grade will be F. The number of authorized absence due to necessary return to
home country etc. will be included in the total number of absence. The number of absence due to
contagious disease will be deducted from the total number of classes which the student should be
expected to attend.
4. Grade calculation for Absence due to Contagious Disease, Family Death, etc., and Necessary Return
to Home Country.
Attendance, exam, quizzes and assignment during the absent days for students who are absent due to
contagious disease and family death will be graded according to number 1 below, and other cases will
be graded according to number 2.
Attendance, exam, quizzes and assignment during the absent days for students who are absent due to a
necessary return to their home country will be graded according to number 3 below.
(1) When Absence due to Contagious Disease and Family Death is approved

< 1 > Attendance: Absence will not be included in the total number of classes which the
student should be expected to attend. However, if the total number of approved and
unapproved absence exceeds one third of the total number of classes, student’s grade
will not be given.
< 2 > Exams: Missed exam will be graded at 80% of other exam taken by that student in the
term
< 3 > Quizzes: The test scores of missed quizzes will not count towards evaluation of the
course.
< 4 > Assignments: When absence causes an assignment to be missed, the class teacher can
adjust the evaluation by postponing the deadline or giving a substitute assignment.
(2) When Absence occurs except for the reasons covered in number 1
* Medical certificate is required in case of absence due to sickness
< 1 > Attendance: Absence will result in grade deduction the same as regular absence.
< 2 > Exams: Missed exam will be graded at 80% of other exam taken by that student in the
term
< 3 > Quizzes: Missed quizzes will be graded at 80% of the average score of the quizzes taken
by that student in the term.
< 4 > Assignments: Assignments a student did not submit will be graded at 80% of the average
score the student achieved for other assignments.
(3) In case of early return to one’s country under home university etc., circumstances

cannot submit can be replaced with alternative assignments during the semester.
5. Instructions about Examinations
If a student is more than 20 minutes late for class during the day of an exam, he/she will not be allowed
to take the exam. Please pay attention to the following rules on cheating and testing irregularities:

Definition of cheating: acquiring answers/information pertaining to quizzes/exams from outside
sources; sneaking a look at other students’ paper(s), allowing other student(s) to look at your paper, or
telling someone your answer(s) during a testing period; any other actions that may be construed as
cheating.
Consequences of cheating: any student caught cheating will fail the course concerned, and may lose
credit for all his/her semester courses. Cheating will also have a negative impact on any applications
for program extension and/or recommendation to enter KUIS departments.

VII. In campus and off campus Communication network 1. Bekka Class Visitors
A “visitor Session” has been established to invite Japanese-speakers to participate in the Bekka
language courses. Participants of the Visitor Session are volunteers (KUIS students and local
community members) interested in interacting with overseas students and exchanging
ideas/conversation in Japanese. 2. The Kaedemate Program
“Kaedemates” are KUIS student volunteers who are interested in foreign cultures and international
communications. Students are matched with a Kaedemate and meet him/her once a week to have a
conversation. Through this weekly meeting, students can acquire not only communication skills but
also a greater awareness and experience in language learning. We encourage you to make use of this
program.
All Bekka students will be assigned a Kaedemate during the semester they enter the program (for
example, first semester from April to July). Those who continue their studies for two semesters (from
September to January) may also choose to apply to be assigned a Kaedemate during the second
semester. 3. The Buddy System
The Buddy system aims to offer assistance to new overseas students to get settled and used to life in
Japan during the first two weeks after arrival. Those who wish for their Buddy to meet them at the
airport should contact the KUIS International Affairs Section prior to coming to Japan. During the
orientation period before each semester starts, the Buddy will be responsible for answering questions
and familiarizing the overseas students with KUIS and the local community. 4. Contact with KUIS Departments and Graduate School
Bekka promotes mutual exchange of overseas students with the KUIS departments and graduate school.
The following lists the types of contact:
(1) Students from various university departments may participate in the Visitor Session of Bekka
courses.
(2) Students from various university departments may volunteer as a Kaedemates/Buddy for the
foreign exchange students.
(3) The foreign exchange students belonging to the Bekka Program may participate in the “Japanese
Language Education Practicum” taken by the graduate program students.
(4) The foreign exchange students belonging to the Bekka Program may cooperate with the graduate
program students in their thesis research.
(5) The graduate program students may observe and assist with a Bekka class as teaching assistants.
(6) As a part of the course, a Bekka class may have classes together with courses taken by the
students from other university departments.

VIII. University Entrance Guidance and Application for Public Entrance Exams
1. University Entrance Guidance
Students hoping to gain entrance to Kanda University of International Studies, other universities,
graduate programs, or vocational schools in Japan are encouraged to speak to the staff in the
International Affairs Section or to the full-time lecturer of your Interaction with Japanese class.
2. Application for the Public Entrance Exam
The Japanese Language Proficiency Test (JLPT, given twice each year in July and December) and the
Exam for Japanese University Admission for International Students (EJU, given twice in June and
November each year) are the major exams that allow foreign students to demonstrate their Japanese
language ability. The application process for JLPT begins in late March through late April for the test
in July and September for the test in December, and the application process for EJU is in February
through March for the test in June and July for the test in November. For students wishing to apply for
entrance to a Japanese university or to have official evidence of Japanese language ability for future
entrance to a university, please notify the International Affairs Section at the time of applying to the
Bekka Program if any paperwork for the exams needs to be completed prior to arrival in Japan.
IX. Student Consultation Sessions In the case that exchange students have concerns about, or problems with, academic or everyday life
issues, they should feel free to consult with the designated faculty members. Consultation is available
either in Japanese or in one of the following languages: Chinese, English, Indonesian, Korean,
Portuguese, Spanish, Thai or Vietnamese. Students seeking consultation may simply visit one of the
exchange student consultants during their announced consultation hours. Alternatively, they may
email or telephone these consultants. The contact information for the consultants is listed separately.

3. The International Affairs Section (in the Academic Administration Department)
In order for the foreign exchange students to be able to focus on their studies the International Affairs
Section (Kokusai Koryuka) oversees all student affairs (in and out of school) and university procedures.
Students should consult the staff of the International Affairs Section if there are any problems.

XI. Students’ Cooperation with KUIS and Bekka
1. KUIS Public Relations Activities
Bekka students will occasionally be asked to take part in videos or photos taken for KUIS public
relations purposes (production of recruitment pamphlets and videos). Your understanding and
cooperation is greatly appreciated.
2. Research Activities
Bekka students will occasionally be asked to take part in research (doing surveys, being research
assistants, etc) conducted by Bekka, the graduate school, or KUIS departments. Your assistance may
either be paid or voluntary.
3. Bekka Curriculum Development
To support the on-going research concerned with Bekka Curriculum Development, Bekka students are
asked to cooperate in the following:
* Student homework and classroom assignments may be used as part of the research data collection.

XII. Recruitment of Students
1.Admission quotas
A total of 125 will be admitted to the Bekka program each year. Only international students of
universities/institutions under Academic Exchange Agreement may apply to the program.
2.Screening
Selection of students will be made based on the application documents. After notification of
admission, Kanda University of International Studies (KUIS) will apply to the Japanese Ministry of
Justice for a 'Certificate of Eligibility' on behalf of all applicants accepted. A student will be
officially admitted to the Program after receiving the 'Certificate of Eligibility' from the Japanese
government.

matters pertaining to the Japan Language and Culture Program.

XIII. Student Life
1. University Fees

Only yen is accepted. Please pay the program fees into the university bank account. Cash,
personal cheques, and money orders are not accepted. (All processing charges for fee return will
be the responsibility of the applicant)
2. Student Dormitory/Residence
(1) Yatsu International Dormitory
These are owned and managed by the university. Each room contains basic furniture as well as a
bath and toilet; however, the kitchen is communal and no meals are provided. It takes about 45
minutes to the university campus (by train + on foot). The nearest station is Keisei Line Yatsu
Station. The monthly rent is 52,000 yen per month including water, sewage, and electricity fees.
(2) Makuharihongo International Dormitory
These are owned and managed by the university. The bathroom and toilets are communal.
Residents may use the communal kitchen to prepare their own meals. It takes about 15 minutes
to the university campus by bicycle. The rent is 55,000 yen per month including water, sewage,
and electricity fees.
(3) Private Apartment
For individuals who wish to look for/live in apartments other than the ones listed above, housing
rental fee near the university usually costs 60,000 yen and up. In general, private apartments
require three to four months’ fee in advance for housing deposit and key money.
<Institution guarantee System>
Having a guarantee is necessary when renting private apartments in Japan. The university has
Institution guarantee system and become the guarantee for those students who will be renting a
private apartment through a real estate agent designated by the University. If the University
becomes the guarantee, students will sign a one year contract for a home insurance policy and
pay 4,000 yen.

3. Student Discounts
With a KUIS ID card, students can receive various discounts, for example, on train/subway/bus
commuter passes, movie tickets, entrance fees, etc.
4. Insurance
(1) Japan National Health Insurance (JNHI)
For your own safety and welfare, KUIS requires all full-time students with one-year ‘college
student’ visas to join the Japan National Health Insurance (JNHI) program administered by each
local government. This insurance covers 70% of the cost of general medical and dental care and
hospitalization. The annual insurance fee is about 10,000 yen to 18,000.
(2) Comprehensive Housing Compensation for International Students
This insurance covers a certain amount of the cost of medical treatment and compensation for
accidents/injuries. If you are unable to acquire travel insurance before arriving in Japan, you will
need to participate in the Comprehensive Housing Compensation program. The enrollment fee is
4,000 yen.
5. Scholarships
Scholarships are available to students of the KUIS Japanese Language and Culture Program.
Details will be announced during orientation at the beginning of the semester.
6. Part-Time Jobs
Students can apply through KUIS for a part-time work permit which allows up to 28 work hours
per week.
7. Guidelines for Using Social Media
Social media uses the power of the internet to connect people and to share/construct information
contained in sound files, images, video, and text. Popular social media websites include
Facebook, Instagram, Twitter and YouTube.
Although social media is useful for reaching people all over the world, a downside is that
countries have different laws pertaining to social media, and problems may arise as a result. In
order to avoid getting into trouble, please be aware of the following:
When accessing social media you may inadvertently transmit information to people other than
those you intend to share with.
Once you make information available online, you will not be able to completely delete/erase it.
Due to the above, please think carefully and avoid publishing information online that may
potentially harm or negatively affect others.

Before you upload photos or videos onto social media sites, make sure you get permission from
those who appear in the photos/video. Showing people's faces, belongings, and resident without
first acquiring permission is an illegal act according to Japanese law.
8. University Facilities/Resources
○ SACLA - Self-Access, Communication, Learner Autonomy -
This multi-media facility was constructed in order to promote student learning and autonomy. It is
a place where students can study in a warm, welcoming environment, and access a large variety of
learning materials. The first floor contains 100 computers –both PC and Macintosh – to allow
students free access to email and the internet. The computers are equipped with multi-language
software so that students may communicate/send and receive email in their mother tongue or the
language they are studying.

○ MULC - Multilingual Communication Center
Located on the second floor of Building 7 is an area where students can experience various
language and cultures. At the International area, a section is established to introduce Japanese
textbooks published in other countries and Japanese culture. In the Chinese, Spanish, Korean,
Indonesian, Vietnam, Thai, Brazilian/Portuguese booths, traditional buildings are displayed and
students can understand respective countries’ life styles and cultures. International news is
televised in the MULC. MULC also has educational information equipments so that students
can learn about respective countries. MULC is designed as a creative atmosphere where
students and faculty members can collaborate across various nationalities.

○ KUIS 8
KUIS 8 is a new facility which opened on April 7th 2017 to house the SALC (Self-Access
Learning Self-Access Learning Center), the ELI (English Language Institute), 16 classrooms, a
cafe, and RILAE (Research Institute of learner Autonomy Education).
The SALC (Self-Access Learning Self-Access Learning Center) is a learning community
designed to help KUIS students to become good language learners throughout their lives when
learning any language; we call this lifelong language learner autonomy.

○ Lounge on the 2nd floor of the building 6
This is popular space for foreign students and Japanese students to meet together for mutual
exchange. The lounge is usually occupied between classes and during lunch by students doing
such things as reading, talking with their international friends, practicing languages, and teaching
each other about their own country. Individual mailboxes of the foreign students and information
bulletin boards are located in one corner of the lounge.
○ Usage of Bekka Materials/Equipment
Students may borrow the Bekka textbooks and reference books on the shelves in the Bekka office
on the 2nd floor of the building 6. Students may also borrow other materials such as Laptop, iPad
and IC recorders.
○ British Hills
British Hills is located in Fukushima Prefecture and offers both lodging and a unique experience
of British culture. The place resembles a small British countryside village complete with castle,
British style guesthouses, English speakers, country gardens and surroundings.
9. Facilities/Resources near Kanda University (Makuhari New City area)
Located in Makuhari New City in Chiba Prefecture, Kanda University of International Studies is just
30-minutes by commuter rail to Tokyo and 40-minutes by airport limousine to Narita International
Airport.
