CHAIRMAN’S MESSAGE

It is my immense privilege to welcome you to the inaugural HKU PCLL High Table Dinner.

The High Table Dinner is a longstanding tradition of the University of Hong Kong, an invaluable occasion for students and faculty to connect with one another and to hear words of wisdom from distinguished guests. This year, we are proud to host the first ever High Table Dinner that celebrates the PCLL at the University of Hong Kong and recognises the efforts of all those who have contributed to its success.

As a matter both of professional qualification and intellectual development, the Postgraduate Certificate in Laws is an indispensable element of the Hong Kong lawyer’s legal education. In some ways, it is even more important than the preceding stage of LLB or CPE, because it is during the PCLL that one moves beyond being merely a law student, and towards being a lawyer. The PCLL functions, as it were, as the bridge between the academy and the field. At the University of Hong Kong, we are fortunate to have a talented and dedicated team of teachers responsible for the education of PCLL students. Many of these teachers have had -- or continue to have -- distinguished careers in the legal profession, and are able to combine the seasoned practitioner’s experience with the pedagogue’s ability to pass that knowledge onto students. We also benefit enormously from our numerous part-time tutors, practising lawyers who generously give up their time in order to educate the next generation of solicitors and barristers.

The HKU PCLL also possesses another precious asset: its students. As Hong Kong’s original law school, the University of Hong Kong continues to attract the best intending lawyers in the jurisdiction. Aside from just their legal abilities, however, they bring with them an astounding array of talents, experiences, and interests. I never cease to be amazed by how much I can learn from them, and am truly fortunate that I can count many of them among my friends.

Finally, my deepest gratitude goes to the members of my organising committee – Jessica S.K. Chan, Minh Do, Emily Fan, Sara Wong, and Vivian Chan – without whose energy, creativity, resourcefulness, and intelligence the HKU PCLL High Table Dinner would never have been possible.

FOREWORD

The origin of ‘High Table’ can be traced back to the physical layout of the dining halls of the more traditional colleges at, for example, Ox-bridge Universities. It has a long history at the University of Hong Kong (and

perhaps also at Hogwarts in the Harry Potter series) and has been made almost invariably compulsory in all residential halls for students. To the best of my knowledge, however, not too many, if any, faculties or teaching programmes within a university hold their own ‘High Table’. In its 35 years of history in Hong Kong, the HKU PCLL is holding its first ever ‘High Table’ this year. This dream can only come true with the bold initiative of a group of students who have organised the event, the participation and support from other students and the generosity of the sponsors, in no particular order – Deacons; Or, Ng & Chan; Woo, Kwan, Lee & Lo; and Law Alliance.

It is indeed our enormous honour and pleasure to have the following heavyweight (not in terms of their weight but in terms of their prominence within the legal and social community in Hong Kong) speakers to be our guests of honour in this memorable event and they are: The Honourable Wong Yan-lung, S.C., Secretary for Justice; The Honourable Mr Justice Bokhary, Permanent Judge of the Hong Kong Court of Final Appeal; The Honourable Martin Lee, S.C., J.P., Legislative Councillor; Professor Johannes Chan, S.C. (Hon), Dean of this Faculty; and Alexander King, S.C. For sure, their words of wisdom and advice will mean and prove to be valuable assets to us all.

While you are being served the first High Table dinner in the history of the HKU PCLL, I will be in Sydney attending the Hong Kong Law Fair hosted by the University of New South Wales. I will be wondering what witty conversation may be going on here, what profound insights are being discussed, or most probably what are the current topics of gossip among and about colleagues and students. I wish that I could be physically here with you. Miles away in Australia, I wish you a most enjoyable and memorable evening!

THE SPEAKERS

Professor Johannes M.M. Chan, S.C. (Hon)

Professor Johannes Chan has been the Dean of the Faculty of Law since 2002. He has published widely in the field of human rights, constitutional and administrative law, and has served on many governmental, professional and voluntary bodies. He was elected as one of the Ten Outstanding Young Persons in Hong Kong in 1995, received the Human Rights Press Award in 1999, and was appointed the first Honourary Senior Counsel in Hong Kong in 2002.

The Hon Wong Yan Lung, S.C., J.P.

Mr. Wong Yan Lung was appointed as Secretary for Justice in October 2005. Before that, he was a lawyer in private practice. He sat as Deputy High Court judge of the Court of First Instance in July and August in 2003, and was a Council member of the Council of Hong Kong Bar Association between 1989 and 2005. He also served as Chairman of the Special Committee on Legal Education of Hong Kong Bar Association from 2003 to 2005.

Mr. Wong graduated from Magdalene College, University of Cambridge in 1986 and was conferred Bachelor of Arts (Law) and Master of Arts (Law) Degrees. In 1987, he was called to the Bar in England & Wales and in the same year he was also called to the Bar in Hong Kong. He was appointed as Senior Counsel in Hong Kong in 2002 and Justice of the Peace in October 2005.

Mr. Alexander S. King, S.C.

Alexander King has appeared as defence counsel in many high-profile criminal cases in Hong Kong. A dedicated trial advocate, Alexander was admitted to the Middle Temple, London as a Barrister in 1978 and commenced private practice in Hong Kong in 1986.

Appointed Senior Counsel in 2005, Alexander is currently chairing a Law Reform Commission sub-committee. He is a dedicated proponent of advocacy training for young barristers and is an occasional guest speaker at Hong Kong University.

Alexander received his Master of Laws degree from Victoria University, Wellington, New Zealand and has made Hong Kong his home since 1986.

He spends his spare time reading, roaming the hills and telling stories. He has recently formulated a 30 year plan to improve his Cantonese language skills.

Ms Anna Wu, J.P.

Ms. Anna Wu Hung-yuk, J.P., is a graduate of the University of Hong Kong (LLB 1974, PCLL 1975) and formerly the Chairperson of the Equal Opportunities Commission (1999-2003). Prior to that, she was a solicitor in private practice, as well as a Legislative Councillor (1992-1995); in the latter role, she was pivotal in the enactment of several key pieces of anti-discrimination legislation. She currently serves as the Adviser to the Law School of Shantou University, as the Chairperson of the HKU PCLL Academic Board, and on numerous advisory and statutory bodies.

The Hon Martin C.M. Lee, S.C., J.P.

Mr. Martin C.M. Lee is the founding Chairman (1994 - 2002) of the Democratic Party. Before that, Mr. Lee was the Chairman of the United Democrats of Hong Kong.

Mr. Lee is a barrister, and was appointed Queen's Counsel in 1979, Honorary Bencher of Lincoln’s Inn in 2000, and was Chairman of the Hong Kong Bar Association from 1980-1983. He was first elected to the Legislative Council in 1985. He was a member of the Basic Law Drafting Committee in 1985-1989.

Mr. Lee was honoured in November 2004 by Rutgers College with the Brennan Human Rights Award. The European People's Party and European Democrats in the European Parliament named Mr. Lee the first non-European recipient of the Schuman Medal in January 2000. In 1995, the American Bar Association awarded Mr. Lee its 1995 International Human Rights Award "in recognition of extraordinary contributions to human rights, the rule of law and the promotion of justice."

The Hon Mr. Justice Bokhary

Mr. Justice Bokhary is a Permanent Judge of the Hong Kong Court of Final Appeal. He was called to the English Bar in 1970 by the Middle Temple (of which he was made an Honorary Bencher in 2001). In 1971 he was admitted to the Hong Kong Bar, and in 1983 he was appointed Queen's Counsel. From 1971 to 1989 he practiced in Hong Kong, principally in commercial law and public law. He was appointed to the High Court in 1989, elevated to the Court of Appeal in 1993 and further elevated to the Court of Final Appeal in 1997.

20 years ago he was the proprietor of a small but successful tutorial enterprise. His business was flourishing but there was just one minor problem – he wanted to be something else….

After honest soul searching and intellectual exploration, he discovered his passion for the law. He bid farewell to his business, bought himself a ticket and embarked on a solitary journey to London. Lying ahead of him was nothing but deep, dark uncharted waters and his only beacon was his own faith.

He returned to Hong Kong after his studies and started his training with OR, NG & CHAN, then a humble firm of just 4 lawyers. After 14 years of hard work and upon further obtaining an LL.M. in Southampton and a few years in an Australasian law firm, he is today an equity partner of the very same firm, which has grown into a 22-lawyer-strong practice, heading the firm’s litigation department.
