The collaborative efforts ofHKUST and Kellogg have given you the advantages of an exceptional

Congratulations to Class KH 13 for making it through a most demanding journey. A core element of our program's reputation is the quality and achievements of its graduates, and you can now lay claim to being contributors to the success of the world's top-ranked EMBA program.
The program has sought to equip you with ski lls and knowledge to lead and influence the business world. Globally there are visible signs that the financial storm clouds of the past few years have passed us, or at least are at a relatively safe distance. Sustainable economic recovery fi'om the 2008 global financial crisis and its aftermath appears to be coming within grasp, offering opportunities to establish new directions under enlightened leadership.
One such opportunity that leaps to mind is innovation under this new environment. Innovation can come in many difterent forms, whether improving current practices and products to better serve existing markets, or developing new markets to address difterent needs. In many respects you can step beyond traditional business practices and find ilUlOvative ways to operate in a high-tech, globalised world that places a high premium on ethical considerations. Consider two areas where innovative business approaches could do some good -contributing to environmental protection and sustainable development, and serving the needs of the underprivileged. I encourage you to tap into your innovative ideas and leadership skills to make an impact on the wider world that further enhances your reputation as ethical and responsible business leaders.
The superb training you have obtained fi'om the KH EMBA program is a result of your individual hard work and collective teamwork. It is also a result of the dedication of our world class faculty and support staff, under the leadership of Professor Steven DeKrey and the excellent team at the Kellogg School. I thank all of you for making the program a great success.
The KH EMBA program is a remarkable achievement in the HKUST Business School's 20-year histolY. We Sincerely thank the Kellogg School for being such a wonderful partner and giving the program its strongest support to make it the top program it is today. Your graduation gives me a speCial opportunity to welcome Dean Sally Blount most warmly to Hong Kong. We look forward to working closely and more broadly with Kellogg under her leadership.

tions to all the graduates of C lass Thirteen. You have successfully accomplished a majo r miles ton e for
yourselves and se t a new standard fo r the program.
Mer you joined this program it became clear that yo u would n ot se ttle for anything but exce llence which became your own high standard. The program is better because of you and I am confident you
are all better because of the program.
Contrast your feelings and focus during Live- in W eek with Professo rs D eshmukh and Isenman with
your thinking now. You have all come a long way. You are an ambitious class with a focus on quality and we have enj oy.ed having yo u here. What you have achieved will be with you forever. When you
think back on th e times you spent with us in H ong Kong, Chicago and various partner sites know th at
you have earned the right to claim alumni homes at two places. Active networks between business
schools and their alumni are critical to our success and yours. W e expect to hear from all of you from
time to time.
As the 13 th class you carry extra we ll wishes for your life-long prosperity & fri endship. My message to

Financial Secretary

Mr. Tsang spent his secondary school years in La Salle College in Hong Kong and Stuyvesant High
School in New York City. He pursued his interes t in architecture at the Massachuse tts Institute of Technology, and went on to receive a Master Degree in Bilingual Education from Boston State
College and a Master Degree in Public Administration from Harvard University's Kennedy School of
Government.
Mr. Tsang worked in the Boston Public Schools prior to joining the Hong Kong civil service in
November 1982. As a member of the Administrative Service, he served in a number of posts, including Administrative Assistant to the Financial Secretary, Assistant Director-General of Trade and Private
Secretary to the Governor.
Mr. Tsang served following reunification in a number of different capacities, including Director
General of the London Economic and Trade Office, Commissioner of Customs and Excise, Secretary
for Planning and Lands and Permanent Secretary for Housing, Planning and Lands (Planning and
Lands).
Mr. Tsang was appointed Secretary for Commerce, Industry and Technology in August 2003, and
with the successful conclusion of the World Trade Organization Ministerial Conference in Hong
Kong that he chaired in December 2005, he was appointed Director of the Chief Executive's Office in
January 2006. He was appointed Financial Secretary inJuly 2007.
Mr. Tsang is married with two children.
