Foreword

Asian countries are leaders in transforming their national and local economies to low emission pathways that will enable sustained economic growth, resource efficiency, resilience, and environmental protection. These efforts respond to development goals and achieve country Nationally Determined Contributions (NDCs) under the Paris climate accord.

The Asia Low Emission Development Strategies (ALP) Partnership Forum 2017 on December 5th and 6th and the 3rd Asia-Pacific Forum on Urban Resilience and Adaptation on December 7th and 8th will showcase and advance this low carbon development leadership. The back to back workshops combine inspirational presentations by Asian and international officials and experts with interactive peer based learning and exchange.

The ALP Forum 2017 focuses on sharing experiences and advancing action by Asian countries and institutions on 1) Mobilizing investment to achieve NDC and development goals; 2) Multilevel governance and enabling frameworks for LEDS and NDCs implementation; 3) Strengthening regulatory frameworks and power system operations to enable high levels of renewable energy deployment; and 4) Advancing innovative clean transportation solutions. Countries will have the opportunity to learn about and discuss good practices and lessons, access expert advisory support, and guide and participate in the development of new ALP communities of practice in these four areas.

The 3rd Asia-Pacific Forum on Urban Resilience and Adaptation will feature interactive sessions that focus on the role of local governments in implementing NDCs and in building resilience to the impacts of climate change while advancing local economic growth and innovation.

Dear Participants,

Welcome to the Asia LEDS Partnership Forum 2017 and the 3rd Asia-Pacific Forum on Urban Resilience and Adaptation.

It is our great pleasure to co-host these important regional fora in Ho Chi Minh City, an economic hub and a pioneer in dealing with climate change agenda and green growth.

Over the last decade, The Ministry of Planning and Investment has together with other line ministries, been exploring options for combining development with mitigation ambitions and adaptations necessities. The lessons from implementation of Vietnam’s National Strategy on Green Growth for the period of 2011-2020 with vision to 2050, together with SDG 2030 vision, clearly show that any achievement of dealing with climate change requires integrated planning.

Responses to climate change will be effective only if they are well integrated into relevant planning and budgeting processes and if they are based on proper evaluation of costs and benefits of different implementation measures and selection of measures that provide most benefits and lead to no regret choices.

We are happy to facilitate an exchange of experience and learning between countries in our region on these matters, especially encouraging the active participation of the private sector and international organizations.

We wish you productive discussions during both events.

It is an absolute pleasure to be hosting the 3rd Resilient Cities Asia-Pacific 2017 (RCAP) and the Asia LEDS Forum 2017 (ALP) together this year. It is a very interesting opportunity for the participants to contribute to a dialogue on climate adaptation as part of RCAP, shortly after UNFCCC COP23, and discuss its impacts on the ongoing discourse on urban resilience.

The ALP Forum, on the other hand, will focus on ‘Resource Mobilization for NDC Implementation in Asia’, which will help representatives from various organizations to showcase learnings and solutions related to the planning, implementation and monitoring of NDCs in the region. It will also enable attendees to engage in dialogues on the implementation of LEDS actions and participate in discussions related to monitoring the NDC implementation.

Therefore, RCAP and the ALP Forum will be a great learning experience, as it will be enlightening to listen to the expert speakers at the conference and engage in inspiring discussions.

I look forward to gaining and exchanging knowledge at the four-day event in Ho Chi Minh City, Vietnam. ICLEI offices in the Asia-Pacific region are honoured to collaborate with the Ministry of Planning and Investment (MPI), Government of Vietnam for organising the Asia LEDS Forum 2017 on the 5th and 6th of December, and the 3rd Resilient Cities Asia-Pacific 2017 Congress on the 7th and 8th of December in Ho Chi Minh City, Vietnam.

Like every year, the events will target national and local governments in the Asia Pacific region. The RCAP and ALP together will witness the participation of 150 representatives from local governments, the Ministry of Planning and Investment; Ministry of Construction; Ministry of Transport, Industry and Trade – Government of Vietnam, Government of Sweden apart from the international organisations such as UNEP, UNDP, UN-HABITAT, UNESCAP, UNISDR, and agencies like ADB, GIZ, Rockefeller Foundation, OECD, USAID, BTC, SDC, APEC, 2050 Pathway Platform, and Mercy Corps, etc.

Both events will provide an ideal platform for addressing challenges faced by nations and cities in adopting climate resilient solutions and achieving NDC goals. The fora foster partnerships for a sustainable future.

On this note, I welcome all the participants and request them to make the most of this unique opportunity in terms of forging partnerships, and coming up with solutions which can be beneficial for the cities, nations, and also contribute to regional and global sustainability.
