Monitoring and Supervision

State level Steering-cum-Monitoring Committee under the chairmanship of
Development Commissioner-cum- Addl. Chief Secretary monitor the state progress in
MDM and take policy level decision for enrichment of the programme.
Staffs of State Project Management Unit (SPMU), Mid-Day Meal visit to the districts for
conducting inspection of issues related to Mid-Day Meal Programme and submit report
to the higher authority for remedial measures.
The Program is also monitored through monthly video conference for understanding
the district performances in MDM.
The cases received from Press clipping, School Student helpline and other higher
authorities are being monitored from time to time.
SMS based monitoring system has been set up to monitor the Mid-Day Meal program
through SMS on real time basis.
Monthly targets have been fixed for DEO/ADEO, BEO/ABEO and CRCCs for inspection
and monitoring of MDM schemes. Every DEO/ADEO shall monitor 5 schools and
BEO/ABEO '10 schools, Cluster Resource Centre Coordinator 10 schools in a month.

Yes, a standard operating procedure is available on Mid-Day Meal rice procurement
from FCI to school points. . This has been circulated to all Collectors vide this office
L.No.312 dtd.13.3.2015 is enclosed for reference. (Copy enclosed).
Every year the tender for engagement of Transport Contractor is being openly floated
in the month of December and the contract is awarded by the District Administration
w.e.f the 1st
April of the next financial year for one year. The Ceiling price has been
fixed (Rs.75 per quintal) by Govt.
The district procurement committee for ICDS, PDS etc is the procurement committee
for Mid-Day Meal.
The agreement with Transport Contractor is being incorporated with strict provisions
to deal with pilferage, misappropriation, diversion, quality change, weighment,
insurance, security deposit, adulteration, acknowledgement, scrutiny, sample
collection, SMS alert, FIR forfeiture, etc.
The transport of MDM rice was from FCI depot to school point without transit.
The authorized officer of Collector was with authenticated receipt of right quantity and
quality of rice (FAQ rice).
The transport contractor was asked to carry the weighment equipment in the vehicles
to every delivery point. The receiving officer is duty bound to verify and satisfy himself/
herself the exact quantity and fair and average quality of rice before
acknowledgement.
To avoid interruption in MDM Programme in school, DEO and BEOs of district have
been instructed to ensure availability of food grains at least for one month in advance
at the school point otherwise he will be solely responsible for non supply of rice to the
school point.
At present, MDM rice is being lifted from OSCSC Ltd. instead of FCI depot to school
point without any transit.

Yes, there is a scope of people participation in the Mid-Day Meal Scheme. As per

invited to come to school and inspect MDM and taste the cooked food and mentioned
their view in the food testing register in regular basis. In this regard a quality Mid-Day
Meal Protocol has been circulated to all Collectors vide this office L.No.745

A Grievance Redressal mechanism has been developed in which any public can submit
their grievances and follow up their status of grievance.
A School Student Helpline system has been set up in the OPEPA in which any untoward
incident happening in the school premises can address to the knowledge of Govt.

To mobilize mothers to watch Mid-day Meal a standard operating procedure (SOP) of Mid-

maintained on daily basis.

Yes The MDM ingredients like vegetables,
woods and condiments are procured
locally by the SMC.
3(ii). How is the calorific value [450 calories and 12 gms. of
protein to every child at primary level & 700 calories
and 20 gms. of protein to every child at upper primary
level] ensured?
Yes The calorific value is ensured vis-à-vis
the quantity of rice, dal, soya badi, egg
etc. given in the MDM menu and a
committee for that has been
constituted.
3(iii). What is the system of assessing the nutritional value of
the meal under MDM Scheme?
Yes Through the random check of MDM
and the lab test of the sample food.
3(iv). Who is planning the weekly menu? Is the weekly menu
displayed in the school?
Yes Weekly menu has been fixed by the
state and is displayed on the school
wall.
3(v). Have any nutritional experts been involved in planning
and evaluation of menus and quality of food served
under the programme?
Yes There is a committee of experts from
UNICEF and College of Home Science,
OUAT to look into this.
3(vi). Is there any standard prescription to include minimum
quantity of vegetables, dal/lentils? How its

Yes There is a standard prescription to
include minimum 25gm of dal for
primary student and 30gm of dal for
upper primary student , 60 gm of
vegetables for primary student and

Yes Kitchen-cum-store is available in
37,544 no. of schools. But Govt. of
Odisha has constructed 14,509 model
kitchen sheds with the provision of
Multi Tap Multi Cap, verandah, gas
pedestal.

kitchen? If yes, then give the distance of the
centralized kitchen from the school. How much time it
takes for the cooked food to reach the school and
whether it comes hot, in good and eatable condition?
Yes Cooked food is being provided by 7
Central Kitchens in 3663 schools. The
distance is minimum 2 k.m. and
maximum 30 k.m. and the time of
transportation is maximum 45
minutes. The hot condition of food is
ensured because of the customized
containers.
5(iii). What measures, if any, are being adopted to test and
ensure quality and quantity of food In case food is
procured from a centralized kitchen?
Yes Central kitchen food is also subject to
lab tests.
5(iv). Whether School/ Centre has Storage Bins? If yes, give

Yes Every school has storage bin
purchased by the SMC locally from the
fund sanctioned by Govt. of Odisha.
