Operational Summary
NUMBER OF ROUNDS AND FREQUENCY OF TESTING
Glow wire and needle testing proficiency testing programs operate approximately every 3 years.
APPLICABLE STANDARDS
• IEC 60695-11-5
• IEC 60695-2-10
SAMPLE CONTENT, MANUFACTURE AND ASSURANCE OF SAMPLE INTERGRITY
Samples A and B were intended for glow wire testing and consisted of 7 white and 7 clear plastic plaques
respectively. Samples C and D were intended for needle flame testing and consisted of 4 clear and 4 grey
plastic plaques respectively. Every unit in each sample was sourced from the same production batch.
Samples were sent to an accredited laboratory for homogeneity evaluations. Samples met the required
criteria for homogeneity.
METHOD OF DISPATCH
All samples were sent via express national/international courier.

The identity of participants and any identifying information supplied by participants is treated as confidential.
Appropriate policies and procedures have been put into place to ensure this confidentiality is maintained.

INDIVIDUAL RESULTS
Should individual test results be required, these will be provided upon request.
CORRECTIVE ACTIONS
Where corrective action is required, participants are advised to start as soon as possible. CB scheme and
accredited laboratories are expected to register any required action items in their internal quality
management system in accordance with the requirements of ISO/IEC 17025:2005.
Participants are referred to IFM’s website for policies relating to participant appeal of assessments and
IFM’s role in monitoring corrective actions (http://www.ifmqs.com.au/ifm_terms_and_conditions.htm).
IFM Quality Services will monitor the completion of corrective actions for a period of 3 months from the date
of issue of this report. After this time, IFM will refer any remaining open items for CB scheme laboratories

to the IECEE secretariat for continuation of this monitoring activity and possible issue of a General Non-
Conformity Report.
Please note that corrective actions will only be accepted where evidence is submitted which demonstrates
compliance with all items in ISO/IEC 17025:2005 §4.11 AND 4.12, including registration of the items in the
company’s quality management system, however named.
Actions will be closed by IFM only after all required items have been satisfied, namely:
♦ Indication that review of the results has occurred (17025:2005 §4.10 and 4.11.1),
♦ Corrective action registration reference/code in the laboratory’s quality management system is
provided,
♦ Determination of root cause has been conducted (17025:2005 §4.11.2). Hints and tips relating
to acceptance of root cause can be found on:

♦ The selection and conduct of corrective actions has been undertaken (17025:2005 §4.11.3),

In cases where voluminous data is generated, a summary in English, on Company letterhead may be
submitted together with summarized findings for the above dot-points.
♦ It is the laboratory’s responsibility to ensure they maintain (on-site) accurate records of the
conduct of their corrective actions and copies of the reports. As is the case with all non-
conformities, these reports and information should be reviewed by the laboratory’s
management, internal and external assessors.
♦ It is the responsibility of the relevant NCB and/or accreditation body to review the corrective
action reports during on-site assessments to confirm the technical relevance of any findings
and actions.
♦ As IFM’s role is only to monitor completion of the corrective action process, individual
laboratory submissions will not be held by IFM after the submitted reports have been sighted,
checked and logged.

Available tests Assessment Criteria
Enumerative Tests at 840 °C, 900 °C and 960 °C:
• Time to Ignite
For enumerative tests, robust statistics are applied in order to determine a Z score for each result. Acceptable Z scores are |Z|<3.00.The statistically acceptable high and low was rounded to the nearest 0.5 sec conforming to clause 9 of IEC60695-1-11:2004. Whenever possible, non-numeric results are assessed by applying pass/fail assessments without issue of Z scores.
Variations to the normal assessment procedure will be detailed in the discussion.
Yes/No response at 840 °C, 900 °C and 960 °C:
• Ignition (occurrence of ignition)
• Flame persistent, when samples ignited
• Ignition of specified layer
Participants are assessed against the consensus result when 75% consensus is achieved.

SAMPLE CUTTING AND NUMBER OF TEST REPEATS
Participants were requested to report whether they cut the sample, and how many repeat tests were
conducted. The answers to these questions were not formally assessed. However, the results of these
were used in comparisons with participant’s responses to other questions.
Whether the sample was cut or whole does not appear to impact on participant results for these samples.
However, due to the small number of participants reporting cutting the sample it is difficult to observe a
trend. Figure 1 compares ignition of the specified layer during the 840 °C test for cut and whole samples.
The number of repeats performed also did not appear to have an impact on participant results for these
samples. Figure 2 compares the number of repeats performed and ignition of the specified layer at 840 °C.
Some participants reported observing different results for duplicate tests. It would be advisable to
investigate test repeatability and reproducibility where inconsistencies in ignition patterns are observed.

IGNITION OF THE SAMPLE
Sample A
Participants unanimously agreed that Sample A ignited at all temperatures tested.
Sample B
Refer to Figure 3. The percentage of participants reporting ignition increased with increasing temperature.
Participants received pass assessments for reporting no ignition at 840 and 900 °C and ignition at 960 °C.
Participants reporting no ignition at 960 °C were not assessed as 75% consensus was not achieved.

IGNITION OF THE PRESCRIBED LAYER
Sample A
Figure 4 presents the percentage of participants reporting ignition of the prescribed layer at each test
temperature. This test has not been assessed as 75% consensus was not achieved for any temperature.
Varying results may have been due to the application of differing standards. Clause 9 in IEC60695-2-11
and IEC60695-2-12 both specify the sample must be observed for an additional 30 seconds after the glow
wire has been removed. However, clause 9 in IEC60695-2-13 specifies the additional time to be 5
seconds.
The question in this program did not specify the amount of time the sample must be observed after the glow
wire had been removed.
Sample B
Participants generally agreed that the prescribed layer did not ignite at any of the temperatures tested.

Discussion - Needle flame
SAMPLE CUTTING AND NUMBER OF REPEATS FOR NEEDLE FLAME TESTS
Participants were requested to report whether they cut the sample, and how many repeat tests were
conducted. These questions were not formally assessed. Please refer to Figure 5 and Figure 6.
Figure 5 compares ignition of cut and un-cut samples.
Figure 6 compares ignition with the number of repeat tests conducted.
No correlations were observed.
