    Glossary

    Accreditation: is a formal system to evaluate an organization, system, a training program or a hospital.

    Certificate of good standing (CGS): Certificate showing evidence that the Health Professional is competent to practice the

    profession and has not been found guilty of unprofessional conduct, and that there are no pending or previous disciplinary

    orders or criminal proceedings against the doctor.

    Continuous Professional Development (CPD): A range of learning activities through which healthcare professionals

    maintain and develop their knowledge and skills throughout their career to ensure that they retain their capacity to practise

    safely, effectively and legally within their evolving scope of practice. CPD is also referred to as CME.

    Credentialing: A process whereby specific clinical responsibilities are assigned to a Health Professional based on his

    qualifications, training, experiences and current practice

    Experience: Refers to hands on experience gained by a licensed professional during a salaried employment period within the

    healthcare profession and it excludes volunteer jobs, observership, visitor or clinical attachment.

    Fitness to practice: Is defined as one who has no physical or other impediments to practice their profession safely, is able to

    consistently demonstrate appropriate professional conduct and behavior and has the requisite skills and knowledge base to

    practice at an appropriate standard.

    Gap of Practice: A defined period of discontinuation of licensed clinical experience.

    Healthcare Profession: A profession within the field of healthcare which is named by the regulatory authority and defined by

    reference to the Scope of Practice associated with it.

    Healthcare Professional: An individual who provides professional services within a named healthcare profession.

    Internship: Is referred to the period of time a student or recent graduate works under supervision in order to gain supervised

    practical experience

    License: The official governmental permit granting time limited permission to a health professional to exercise the skills and

    privileges associated with that profession after verifying that he/she has met predetermined and standardized criteria.

    Primary Source Verification: An act through which an organization validates the applicants credential information from the

    organization that originally conferred or issued the document.

    Qualification: Educational evidence granted by universities, colleges, academic institutes or schools that are nationally

    accredited

    Regulation: The act of governing professional medical practice while conforming to the law. Regulation is about setting and

    maintaining professional standards and is required to incorporate responsibility for education, licensure, and standards.

    Regulatory Body: a governing professional organisation or body that is accredited nationally to issue licenses to practice in a

    certain profession for the specific country.

    1. General Principles

    1.1. The purpose of this document is to standardize the minimum requirements for licensure and to ensure that all health

    professionals licensed by the Health Authority - Abu Dhabi, Dubai Health Authority and Ministry of Health meet and

    maintain professional qualifications and experience standards set to ensure quality health care within universally

    accepted health care standards. It is the responsibility of the Authorities to maintain the credentialing requirements for

    licensure within the predetermined internationally accepted healthcare standards and to ensure that candidates meet or

    indeed exceed the qualifications as detailed in this document

    1.1.1. The two initial components that were deployed for evaluating health professionals for licensing are:

    1.1.2. Education Qualification: include under and/or post graduate educational certifications obtained by the health

    professional

    1.1.3. Professional experience: must be relevant to the position applied for, and must have been accomplished in an

    appropriate setting licensed by the Health regulatory authority in the country of practice.

    1.1.4. Though both components are necessary for licensure of all health professionals, the type and extent of these

    components is unique to each discipline.

    2. Educational qualifications

    2.1. Qualifications acquired through experiences of honorary nature or unlicensed experiences (such as a non-practicing

    visiting physician) are not counted towards licensure requirements. Qualifications acquired through correspondence or

    distance learning, are not counted towards requirements for licensure.

    2.2. Physicians/Dentist Specialization certificates must be obtained after a full time structured clinical residency program

    /course of minimum of 2 years study duration in a university center, teaching hospital or where appropriate, in health

    establishment approved by the competent authority and should involve the full personal participation of the doctor in

    the clinical care of the patient. Applicants must fulfill the following requirements in order to qualify for licensure

    application:

    2.3. For all non-bachelor degree holders, minimum qualification requirements are High School certificates as per country

    specific education.

    2.4. The Authorities will confer the health professional title in accordance to the applicants credentials.

    2.5. Professional qualifications/ titles not mentioned in this document will be studied and reviewed by the Authorities joint

    committee who may grant the applicant with the appropriate title.

    2.6. Qualifications are evaluated using the following criteria:

    2.6.1. The country and institution from which the qualification was awarded

    2.6.2. The level of international recognition of the qualification

    2.6.3. The duration and content of study, with special emphasis on the presence or absence of clinical

    practice/practical training as relevant to the type of licensure requested.

    2.6.4. All health educational programs must be internationally or nationally accredited/officially recognized and

    relevant qualifications must be issued by those concerned academic institutions/colleges in the country of

    education.

    3. Standards for Registration and Licensure

    3.1.1. Applicants must fulfill the following requirements in order to qualify for licensure application:

    3.1.1.1. For all non-bachelor degree holders, minimum qualification requirements are High School certificates as

    per country specific education

    3.1.1.2. License to practice or registration with the Regulatory Authority (Physicians, Dentist, Nurses and few

    Allied Health Professionals) must be valid and current from home country and/or country of required

    experience.

    3.1.1.3. Experience must be licensed by the Regulatory Authority in the country of practice and relevant to the

    position applied for and must have been accomplished in an appropriate setting.

    3.1.1.4. For the majority of the professional titles, (Physicians, Dentist, Nurses and few Allied Health

    Professionals), Certificate of Current Professional Status or Good Standing Certificate (GSC) will be

    requested. The GSC must meet the following requirement:

    3.1.1.4.1. The certificate must be valid and not older than six months at the time of application for licensure

    and should mention the status of the Healthcare Professional applying for licensure.

    3.1.1.4.2. The applicant must submit certificate(s) of good standing in accordance with the experience

    required for credentialing.

    3.1.1.5. The Authorities will confer the health professional title based on the applicants credentials.

    3.1.1.6. Professional qualifications/ titles not mentioned in this document will be studied and reviewed by the

    Authorities joint committee who may grant the applicant with the appropriate title.

    4. Back to practice

    4.1.1. A health professional that has been out of practice must undertake CPD activities and supervised training as a

    condition of licensure. The CPD activity must be related to the health professionals area of practice.

  • 5. General Requirements

    5.1. Physicians Applying for Licensure must fulfill the following requirements:

    5.2. A graduate from an allopathic Medical School/College listed In the Avicenna Directory of Medical schools published

    by the World Health Organization (WHO) or the International Medical Education Directory (IMED) of the foundation

    for the Advancement of International Medical Education and Research (FAIMER). for UAE graduates, the program

    and university must be accredited by the Ministry of Higher Education and Scientific Research ( MOHESR)

    5.3. Internship Program should not be less than 12 months duration and must be accredited by the regulatory body of the country of qualification.

    5.4. All applicants must hold a License/ Registration to practice their profession in their home country where applicable

    5.5. Resident position will only be awarded to those applicants who are accepted into the Authorities Residency Program

    5.6. Physicians Specialization certificates must be obtained after a full time structured clinical residency program of not less than 3 years study duration or Master degree of not less than 2 years study duration.

    6. Tier 1, 2, and 3 licensure classification of criteria

    6.1. Tier is a term used to indicate a category of qualifications for postgraduate education for medical/dental doctors.

    6.2. The determination of these categories is based on the following criteria

    6.2.1. The existence of an entry examination set by the competent authority

    6.2.2. The presence of licensing system for trainees (permit to hands-on training)

    6.2.3. The organizational structure of the training

    6.2.5. The curriculum

    6.2.6. The program competency framework

    6.2.7. The in-training assessment

    6.2.8. The presence of graded responsibility and the measurable outcomes at each level

    6.2.9. End of year exams and final exam (national level) certification and the recertification

    6.2.10. The level of independent practice in country of competent authority, and their prospect of appointment to

    practice in the country where they trained

    6.2.11. Cross recognition of the graduate by other regional authorities to practice independently

    6.2.12. Quality assurance and audit of program

    7.1. Final licensure title granted (e.g. Consultant, Specialist) means the acquisition of equivalent standards of medical

    competence, duties, and rights for all health professionals within that title irrespective of which tier level was used to

    grant the license. (i.e. Consultant status granted through Tier 2 qualifications is considered equal to consultant status

    granted through Tier 1 qualifications. Similarly, Specialist status granted through tier 1, 2 or 3 are all equal).

    8.1. Approved specialty and subspecialty training vary considerably from one country to the next; approved Authorities

    and qualifications are listed below. In case the applicant specialty certificate awarded does not match the listed

    specialty, the Authorities will assess the application on case per case basis and the applicant will be required to

    demonstrate that the training is equivalent to an approved specialist training program; otherwise the application for

    registration and licensure will be rejected

    8.2. Recognizing certificate from a listed country does not mean necessarily recognizing the field of specialty studied

    8.3. In case the certificate has a validity period, an expired certificate will not be considered at the time of application.

    10.1. Dentists applying for Licensure must fulfill the following requirements:

    10.1.1. Hold a BDS (Bachelor of Dental Surgery); DMD (Doctor of Dental Medicine); DDS (Doctor of Dental

    Surgery) or equivalent from a nationally accredited dental school/college. Graduates from UAE dental colleges,

    the dental program and the college must be accredited by MOHE&SR

    12. Recognized Dental Specialty Certificates

    12.1. Approved specialty and subspecialty training vary considerably from one country to the next; approved Authorities

    and qualifications are listed below. In case the applicant specialty certificate awarded does not match the listed

    specialty, the Authorities will assess the application on case per case basis and the applicant will be required to

    demonstrate that the training is equivalent to an approved specialist training program; otherwise the application for

    registration and licensure will be rejected

    One year emphasis of the curriculum in the field of sub-

    specialty in the basic qualification curriculum

    Certification by the ASCP in the specialty/ Post Graduate

    Specialty Qualification

    Route 3

    4 Years of Experience in the specialty
