PROFESSIONAL DEVELOPMENT HANDBOOK

Forward This booklet is designed to give general information on what professional development is in Citrus County. It will also give an overview of the Teacher Education Council (TEC) and how it works. The content is intentionally simple and concise. If you would like additional information about professional development, please contact the TEC representative at your site or the Professional Development Department. History of the Teacher Education Council TEC stands for the Teacher Education Council. Prior to 1996, TEC stood for Teacher Education Center. The Citrus County Teacher Education Center was a part of the Florida Teacher Education Center Act passed by the legislature in 1973. The Act created a mechanism that enabled educators to determine, design, provide, and evaluate the inservice education needed by a district’s instructional personnel. The program began in 1974 with 10 centers and by 1980, all school districts in Florida were part of a TEC. In 1995, the Florida Legislature repealed the Teacher Education Center Act, giving school districts the option to determine if they wanted to continue with the TEC concept. Citrus County Schools continued with the TEC after changing its name to Teacher Education Council. The Council includes an elected representative from each school, an administrator, college representatives, and the Director of Professional Development. Philosophy and Purpose of the Teacher Education Council (TEC) The Teacher Education Council’s mission is:

“The Citrus County Teacher Education Council will promote school enhancement, professional growth, and certification by providing time, resources, and quality opportunities for our education community.”

The Council believes that decision-making is a shared process. Administrators, teachers and support staff collaborate as a team to develop and implement a viable inservice program. This is YOUR program. Your involvement in all aspects of professional development, from identifying areas of inservice needs to the actual design and implementation of inservice is encouraged. The Teacher Education Council’s purpose is to assist all instructional staff in attaining and maintaining skills, knowledge, and attitudes, which enable them to perform effectively in the teaching profession, thereby benefiting students. The TEC’s primary goal is to improve student performance by assisting teachers in participating in meaningful inservice activities. These inservice activities, documented through the Master Inservice Plan components, are a means to verify inservice points which are required for obtaining and renewing a Florida teaching certificate. The Citrus County Master Inservice Plan (MIP) is a state approved plan for professional development. It serves as an umbrella for four programs designed to improve teachers’ skills which, in turn, improve student achievement. The four programs are the Teacher Induction Program (TIP), the Human Resources Management and Development (HRMD) program for administrators, the TEC program for instructional staff, and the Support Staff Development Council (SSDC) program for support staff. The MIP is also available on the district webpage at http://www.citrus.k12.fl.us/staffdev/. Master Inservice Plan Components The Master Inservice Plan has components which are designed and approved inservice activities. In order for a component to be approved, it must be developed according to state guidelines, and by the Citrus County School Board of Education and the Florida Department of Education. Once the approvals are completed, the component becomes a part of the Master Inservice Plan. Through the coding of MIP component numbers, inservice points are counted toward infield or generic areas on a teaching certificate. Infield points count toward subject areas on the certificate that requires renewal during the current validity period. Generic points can count toward any subject or specialization area on the certificate. ESOL points acquired after July 1, 1995, if not used during the validity period when earned, can be banked indefinitely to be used to renew certificates in later validity period(s). Components can be developed by anyone after the MIP is reviewed to determine if an appropriate one already exists. New components must follow the state guidelines and the district’s requirements for approval. The state requirements can be found on the Florida Department of Education website at www.firn.edu/doe/rules/6a-5.htm#6a-5.071. Citrus County Add-on Certification Program ESOL Endorsement This add-on program will provide a way for those individuals involved in teaching English to Speakers of Other Languages (ESOL) in Citrus County to acquire the knowledge and skills necessary for an ESOL endorsement. The program includes the 60 hours survey course required for all teachers who have an LEP student. The full endorsement consists of 13 components. Points earned after July 1, 1995 are bankable. District Contact: Mark Klauder ([email protected]). ESE Add-on Certification This add-on program benefits teachers wishing to add ESE certification to their teaching certificates. It is offered through a district’s ESE Department free of charge. The program is particularly helpful to those who are teaching out of field and requires 120 inservice (or 6 semester) hours to continue in their current ESE position. The ESE Add-on Certification process includes on-line instruction for self-paced study with local support, ongoing communication, and classroom-related assessment tasks to ensure successful mastery of six module competencies. Athletic Coaching Add-on Endorsement This add-on program closely parallels the training standards for Basic Physical Education and includes instruction in the topics Human Movement, Professional Issues, and Pedagogical Physical Education. Through this program, teachers can add coaching to their current certificate. District Contact: Jonny Bishop ([email protected]). Reading Endorsement Add-on The Reading Endorsement Add-on is a competency-based program. A total of six competencies are addressed, the last of which is a supervised practicum. Who is required to have the Reading Endorsement Add-on? Any teacher teaching a reading course at the secondary level is required to have either the K-12 Reading Endorsement or the K-12 Reading Certification. Additionally, any teacher teaching elementary reading courses must have one of the following qualifications: K-12 Reading Endorsement, K-12 Reading Certification, or Elementary Education Certification. Points earned after June 10, 2004 are bankable. Several areas overlap between ESOL and Reading Endorsement. District Contact: Gail Grimm ([email protected]). Subject Area Certification This process enables certified, out-of-field teachers to become certified in subject areas in which they do not currently hold certification. By taking and passing the Subject Area Exam and applying for a certificate, the teacher can expand his/her certification into a variety of subject areas to meet the needs of the students and the schools. A passing numerical score on the Florida subject area test specific to the coverage to be renewed is equivalent to three semester hours of college credit for renewal purposes. District Contact: Elaine Feigel ([email protected]). National Board Certification The National Board process involves candidates attending a Citrus County Pre-Candidacy Orientation. They then work during the school year to successfully document a variety of best practice competencies in the classroom; as well as take a standardized national test. If successful, candidates are awarded National Board Certified Teacher status by the National Board. A valid certificate issued by the National Board of Professional Teaching Standards will renew the Florida certificate only in the subject shown on the national certificate. Inservice Points Inservice points are used as a method of documenting the number of hours of professional development an employee of Citrus County Schools receives. One inservice point is awarded for each clock hour of professional development or inservice. Inservice points may also be awarded for specified follow-up activities for professional development.

Inservice points are awarded under these circumstances: • Attending workshops (live or on-line), seminars, conferences, and conventions; • Participating in professional study groups/learning communities; • Conducting a workshop, seminar, or training session; • Visiting other teachers’ classes; • Educational travel; • Completing Independent Study packets available through the Instructional Resource Center • Completing college credit courses.

Inservice points are awarded only during the current fiscal year (July 1 to June 30), in order to meet Florida Education Department reporting requirements. ALL FORMS AND LOGS MUST BE SUBMITTED TO THE PROFESSIONAL DEVELOPMENT DEPARTMENT, DSC, NO LATER THAN JUNE 30TH EACH YEAR IN ORDER FOR POINTS TO BE AWARDED. Inservice points are awarded for first-time participation in an inservice activity. Credit for attending the same inservice more than one time will not be given. It is important to know that the same MIP component name may be used even though the specific activity is different. The specific activity, not the component name, determines whether points may be awarded using the “first-time” guidelines. Many training activities now require a follow-up procedure. Follow-up activities are determined by the presenters/facilitators. Inservice points may be awarded for participating in follow-up activities. No inservice points are awarded to participants who do not provide follow-up documentation in an inservice that requires such documentation. Attending Workshops, Conferences, Conventions, or Seminars Inservice points are awarded for attending workshops, conferences, conventions, or seminars that are tied to Master Inservice Plan (MIP) components. Participants must have their attendance documented through an inservice log or other appropriate kinds of documentation. These forms can be obtained by contacting your TEC representative or by calling Helen Pannelli at 726-1931 x2233. Participants must successfully complete the evaluation portion of the inservice. Success is determined by the evaluation requirements noted in a MIP component and by the training coordinator. Participants are responsible for any follow-up processes required by the workshop, conference, convention, or seminar. (Form: CC:IE7b) Preparing and Conducting a Workshop, Seminar, or Training Session Inservice points are also awarded to employees for preparing and conducting workshops, seminars, or training sessions that are tied to Master Inservice Plan components. Inservice points can be awarded for preparation time, time used to evaluate the inservice, or time used to conduct follow-up activities directly related to the inservice. For example, a trainer may want to observe a teacher implementing a newly learned skill in his or her classroom.

As a general rule, the maximum amount of preparation time allowed is one hour for every two hours of the inservice activity. However, the Director of Professional Development may award more inservice points if warranted by the particular preparation requirements of the inservice activity. Meetings Inservice points may not be awarded for attending meetings where training and learning do not take place (such as planning a school open house). Any portion of a meeting (such as a faculty meeting) where active instruction takes place does count toward inservice credit with the proper documentation (i.e. the inservice log, agenda, and evaluation of training forms). Professional Study Groups/Learning Communities Professional Study Groups and Learning Communities involve teachers working interdependently to achieve one or more common goals. Often teams work together to clarify the intended outcome of each grade level, course, or unit of instruction. They may develop common assessments, jointly analyze student achievement data, draw conclusions and establish improvement goals. They work together in an ongoing effort to discover best practices and expand their professional expertise. There is a specific format to follow in order for group members to qualify for inservice points. The basic procedure is to meet regularly throughout the school year, keep minutes or a study log of each meeting, and complete the Citrus County Schools Inservice Log. Independent Study Professional Development Modules Teachers may use a variety of Independent Study Professional Development Modules located at the Instructional Resource Center (IRC), Lecanto, that are available through videotapes, informational packets, and CD/audio media. Approval from the school site administrator is required prior to participating in Independent Study. Books located in the IRC library are also available as inservice opportunities. All modules are pre-rated for allowable inservice points, allowing participants to earn one point of inservice per hour. Training materials available at the IRC can be found on the IRC homepage at http://www.citrus.k12.fl.us/irc/services.htm where you will need to look under Online Classroom Video Reservation. (Form: CC:IE16) Visiting Other Teachers’ Classrooms Teachers may want to visit other teachers’ classrooms, both in their own school and in other schools. These schools can be either in the county or out of the county. Permission from the teacher’s principal and the principal and the teacher of the school to be visited must be obtained. (Form: CC:IE7a) Educational Travel

Work related travel may be counted toward inservice points, provided the travel experiences can be directly tied to enhancing the present program or subject area to which you are assigned. Prior written approval from the building level administrator and the Director of Professional Development is required. Forms and instructions will be provided prior to travel upon request to Helen Pannelli, DSC., 726-1931 x. 2233. (Form: CC:IE8 & 9) Completing College Credit Courses Inservice points can be earned by completing college credit courses from approved institutions of higher education. Generally, these courses should relate to your job assignment, your present area of certification, or an area in which you are seeking certification. One semester hour equals 20 points. College Credit Courses can be used in one of two ways:

1. Inservice Credit: College credit that is turned in for inservice hours leaves a permanent record of that credit on the inservice history. To receive inservice points for college credit, a copy of the grade card or a copy of the transcript must be attached to the appropriate form (CC:IE 3) and submitted to the Professional Development Department.

2. To use college credit only for renewing a certificate, a certified copy of the transcript should be attached to the certificate renewal application that is sent to the Personnel Specialist, Elaine Feigel, in Human Resources, DSC.

It is important to know that the college credit can be tracked as either inservice points OR used directly for certificate renewal, but cannot be counted twice. Documenting Inservice Hours All inservice activities require documentation in order to receive credit. Participants must sign on the Inservice Log, and the facilitator or trainer must assign inservice hours, follow-up hours, a satisfactory/unsatisfactory rating for each participant, and a method of follow-up. Inservice activities may have other types of documentation requirements. Your TEC representative should be contacted to obtain the necessary forms. Approval of Inservice Points An employee’s supervisor must give prior approval to participate in any professional development activities if they are to be counted as inservice points. Examples of prior approval for inservice points include Individual Professional Development Plans, visitations to other teachers’ classrooms, or educational travel. Please check with your TEC representative if you have a question about prior approval. Points and Pay

Sometimes participants are paid to attend inservice activities. The decision to pay participants is made prior to the inservice and subject to the approval of the supervisors of those sponsoring the activity. The current pay rate for inservice attendance is $10 per hour. Pay for participating in curriculum development is $12 per hour. Keeping Track of Your Inservice Points Inservice points are entered into TERMS (the district’s Total Educational Resource Management System) by the Professional Development Department. A copy of your inservice history can be obtained by contacting your TEC or SSDC representative or by calling Helen Pannelli at 726-1931 x2233. The Professional Development Department sends out inservice histories to all employees at least once each year to verify (from your own records) that your inservice points are recorded. Teaching Certificate Renewal and Inservice Points In order to be certified to teach in the state of Florida an individual needs to meet the subject content requirements in a subject in which Florida offers certification by degree major, coursework, or a passing score on the subject area exam. Instructional and administrative staff must renew their teaching certificates every five years. Certificate renewal requires 120 points of inservice or two college courses, or a combination of both to be completed during the current five-year validity period. Each renewal of a third or more areas of certification requires 60 additional inservice points or one college course. For teachers having more than two areas of certification, an additional five-year validity period may be used to renew other areas. A teacher with multiple areas of certification may use two consecutive five-year periods, (a total of ten years), to renew all areas of certification shown on the certificate. Certificates can be renewed only during the final year of the last validity period of the certificate. The last validity period is the fifth year (the year before the expiration date of the certificate). Inservice points and college credit earned during those five years can be used to renew the certificate. Failure to renew a certificate by the expiration date results in the loss of the certificate. You will then have to reapply for certification and meet all current certification requirements. To obtain the necessary forms of if you have questions about how to renew your certificate, you should call the Certification Specialist, Elaine Feigel (726-1931 x2280) in Human Resources, DSC.
