Telecommunication:
With 1.3 billion citizens, China owns the world’s largest fixed-line and mobile network in terms of both network capacity and number of subscribers
Only one out of ten Chinese citizens had a phone in 2003. Today more than one out of three have a fixed telephone subscription and more than 1.25 million cellular subscribers sign up in China every week

Access Chinese Market:
The Chinese government has undertaken a massive effort to revise its laws and regulations in a manner consistent with WTO (World Trade Organization) rules.
There are still substantial barriers in place that have yet to be dismantled. Import barriers, an opaque and inconsistent legal system, and limitations on market access combine to make it difficult for foreign firms to compete in China.

Introduction of Chinese HS (Harmonized System) and its’
major differences from international HS code system.
The criteria to determine if multiple certifications are
applicable to the same type of products.
The gray areas of China Approvals and how to address the
legal issues to make sure your products are legally in the
Chinese market.
If multiple approvals are applicable, how to apply for
different certifications under different certification systems
at the same time to save the in-country cost?

Under current Chinese regulations, the concept of “modular”
or “family” approval is generally not acceptable
China certification is based on the model number
each model is generally issued an identical certification number with
unique ID particularly for MII approvals
each model number will be issued an unique Network Access Identifier
Based on our experience, “family” approval is achievable as a
matter of fact

Generally a separate certification is required if that part is also
falling into the certification system by itself
Powe Supply for IT
A / V Product
(cf) power supply of telecom products are not currently under any
certification system
logistically in the commercial invoice to clearly state that parts
are solely used for a particular certified products as a system.
Manufacturers can also choose to apply for exemption under
certain conditions

always happens the model number of the certified product will
changes for whatever reasons such as purely for marketing
purpose or OEM for other customers
always happens the product need to be modified for whatever
reasons such as shortage of some of the major components
Under certification systems other than CCC mark
certification, there is no clear definition of the rules to
address this common issue

China is one of the few countries that represents a truly
final marketing frontier for manufacturers
The second gold rush – “who gets there first”
With its entry to WTO, China has opened up as a market
that everybody has a chance to penetrate.
However, to access the China market, manufacturers
must be prepared to face a formidable maze of culture,
laws, and regulations.
