    1.0 SCOPE

    This section of the Operating Manual establishes the responsibilities of the ProcessTechnology departments at each office location.

    2.0 RESPONSIBILITIES

    Process Technology has a wide range of functions and responsibilities for the executionof projects in Parsons E&C business areas, specifically Refining, Oil & Gas, Sulfur

    Recovery Technology, Power, and Chemicals & Petrochemicals.

    Responsibilities include:

    Technical stewardship of Parsons E&C proprietary Sulfur Recovery Technology

    Supporting Business Development in the acquisition of new work

    Insuring the technical integrity of process design deliverables issued on a project

    Acquiring or developing proprietary technology Managing technology alliance relationships

    Representing Parsons E&C in Industry or Trade Organizations

    The Vice President of Process Technology is responsible for:

    Aligning and coordinating between all offices on Process Engineeringprocedures, design guidelines, methods, and tools

    Managing and administrating process simulation software contracts

    Coordinating memberships to technical organizations such as the HTRI, NPRA,GPSA and others

    Coordinating the activities related to Sulfur Technology

    Managing technology alliance relationships

    Reviewing and approving Process Technology Confidentiality Agreements

    Approving the publication of Process Technology papers for publication orpresentation to industry conferences

    3.2 Process Technology Department Managers

    Each Operations Center (Houston, London, and Arcadia) has a local ProcessEngineering Department Manager who reports functionally and administratively to

    the office Operations Manager, a Senior Vice President. Each office has a slightlydifferent organization based on local need. Local Process Engineering staffmembers report to each Process Technology Department Manager. Personnel onprojects also report to the Lead Process Engineer on the project.

    The Process Technology Manager assigns all Process personnel, including LeadProcess Engineers, to each project. All Process personnel report to the LeadProcess Engineer on each project.

    Each office has very experienced personnel who specialize in technology andproject management. Their duties include supporting our client base by providingProcess Technology solutions, developing process designs, solving operational

    4.0 DELIVERABLES

    Process Technology is responsible for the conceptualization, development and detailedprocess design of facilities for clients served by Parsons E&C in energy and chemicals.Process Technology may have responsibility for all the activities in the process design

    cycle or only portions on larger projects.

    On some projects Process Technology may receive a front end package from anotherengineering contractor or may develop that package. Also, Process Technology may berequired to develop a functional specification for a process unit and acquire the actualdesign from a process licensor such as UOP, Axens, ExxonMobil, or others. ParsonsE&C has a well-qualified staff to perform fundamental process conceptualization anddesign, including simulation modeling of processes with very difficult and complex

    chemistry or process configuration.

    Process deliverables are designs, drawings, calculations, reports, or specifications andmay include any or all of the following:

    Studies process or feasibility, including project economics

    o Safety Reviews, such as PHA or HAZOP

    o

    Environmental, such as determination of action required for regulatory complianceo Process Improvement, capacity increase, or energy reduction

    o Market Study Requests to a marketing consultant

    Process Flow Diagrams, Material and Energy Balances

    Piping and Instrument Diagrams

    Utility and Off-site system designs

    Hydraulic Calculations

    Elementary Control Logic design

    Relief system design
