The Grand Chapter was opened in due form by ME Grand High Priest Companion William J.
Morrison at 10:00 a.m. following the Annual Meeting of the Order of the High Priesthood,
which met at 8:30 a.m.
A Roll Call of Chapters was held and 8 out of 11 Chapters had at least one credited
representative present. That being so, a quorum was present and the Grand Chapter could do
its Business and concerns. Present for the Convocation were the following Grand Officers:

The following reports were read and accepted: Reports from the Grand King, Scribe, and
Captain of the Host, Publicity and Public Relations Committee, Finance Committee, Budget
Report, Life Membership Committee, Hiram Wales Johnson Report, Royal Arch Research
Assistance Program, Fraternal Correspondence, Grand Secretary’s Report, Doings Committee
Report, Unfinished Business Report, and four proposed changes to the Grand Regulations.
All other reports will be given at the Annual including Grand High Priest’s Message,
Jurisprudence Committee, Grand Treasurer’s report, and the Report of the Grand Lecturer.
The Proposed Changes will be added to the end of this Report for Publishing.
A motion was made requesting the Grand Secretary to include a list of the Constituent
Chapters Email addresses at the end of the Report of Fraternal Correspondence. This motion
was passed and completed as requested. Said list was also emailed to Companion Eric Jensen.
Bills included a $50 donation to the Squam Valley Masonic Association for the use of their
facilities. Also, a bill for $21.55 for refreshments to the Grand Secretary was voted to be paid.
Called on for remarks were the Right Eminent Grand Commander Sir Knight Roger A.
Douillette, for his comments.
Following were remarks from our Most Excellent Grand High Priest, Companion William J.
Morrison, who thanked the Companions for attending and their support. After closing
remarks, he recessed the Grand Royal Arch Chapter of NH until May 10th
.
Following the recess of Grand Chapter was a lasagna lunch served by Brother Bruce Kominz
of Squam Valley Masonic Association.

REPORT OF THE FINANCE COMMITTEE
To the Most Excellent Grand High Priest, Grand Officers, and Companions of the Grand
Chapter Royal Arch Masons of New Hampshire:
Your Finance Committee met with our Grand Treasurer, R.E. Companion Rodney A.
Robinson, on 14 April 2008 for the purpose of auditing the Grand Chapter financial records for
the past fiscal year. We found the financial records in excellent condition. We also reviewed the
past and current investments of our Grand Chapter. Major changes have been made in the type
and location of our investments. We find that our current investments have been carefully made
should provide increased returns in the near future.
Your Committee has also prepared a recommended budget for the ensuing year, 2008-
2009, which is hereby presented for acceptance. We recommend continuing efforts to reduce
expenditures, with emphasis on the following:
continue to make our annual Convocation financially self-supporting;
continue to arrange for publication of our annual proceedings via compact disk,
thereby saving the cost of printing and mailing booklets;
that since the Grand Commandery has paid the entire fiscal year 2008 premium
cost for the new annual Fidelity Bond covering all York Rite Bodies ($176.00),
which is greatly reduced from previous years, and since Grand Council is
considering paying the premium for fiscal year 2010, that Grand Chapter should
consider paying the premium for fiscal year 2009 (the premium is guaranteed for
three years). This will allow no bills to be sent to the local Bodies for this
coverage during the entire three-year period.
We thank the Grand Chapter for the privilege of serving as the Finance Committee.

REPORT OF THE SPECIAL COMMITTEE ON
PUBLICITY AND PUBLIC RELATIONS
To the Most Excellent Grand High Priest, Grand Officers, and Companions of the Grand
Chapter Royal Arch Masons of New Hampshire:
Your Committee on Publicity and Public Relations applauds the efforts of Most Excellent
Companion Dennis A. Sheridan, our Right Excellent Grand Recorder, for his periodic messages
via e-mail to the Companions throughout our Jurisdiction on the Grand Chapter and local
Chapter activities taking place throughout New Hampshire. The information provided has been
a valuable resource for those Companions wishing to attend and perhaps participate in those
activities. We know that his efforts have been effective, and hope that he will continue to keep
our Companions informed so that growing numbers will be in attendance during the coming
months. Communications remains the single most important problem area throughout our York
Rite, and we must strive to improve the awareness of our Companions in the many aspects of
Capitular Masonry taking place throughout our Masonic year.
We also applaud the wide distribution of meeting notices, particularly from our North
Country Chapters, as they add greatly to the body of knowledge concerning the Capitular
activities taking place. We recommend that each Chapter consider the regular distribution of
their notices covering planned Communications and associated activities to all of the other
Chapters in New Hampshire.
We thank the Grand Chapter for the opportunity to serve as the Special Committee on
Publicity and Public Relations.

LIFE MEMBERSHIP FOUNDATION
MARCH 29, 2008
To: Comp. William J. Morrison, Most Excellent Grand High Priest of the Grand Chapter of Royal
Arch Masons of the State of New Hampshire:
The annual meeting of the NH York Rite Life Membership Foundation was held on Friday, March 28,
2008.
At the end of fiscal year 2007, we had 273 life members in the Chapters, Councils and Commanderies
with a total investment of $58,079.80. This year we received 4.54204% return on our investments for a
total income of $2,638.00. The foundation members decided to forgo the 25c service fee this year and that
$68.25 is included in the above total. This income will be divided as follows:
Chapters $954.16
Councils 714.44
Commanderies 959.40
Total $2,638.00
So far we have two new members for 2008.
The following officers were re-elected for 2008:

Comp. Nathaniel H. Sawyer is scheduled to complete his three-year term this year. The Foundation

Emerson has expressed a desire to retire from the foundation since he cannot travel as much anymore.
The members of the foundation recommend that Comp. Robert M. Argel be elected for two (2) years to
complete Comp. Emerson’s term.

Report of the Chairman of The Royal Arch Research Assistance Program
To the Excellent Grand High Priest Companion William J. Morrison and the members of the Grand Chapter Royal Arch Masons of New Hampshire,
Once again it has been my pleasure to serve this Grand Chapter as the Chairman of RARA.
As I did last year I sent a letter to each of the Chapters asking them to consider making a donation to Royal Arch Assistance. We are a charitable organization and should be supporting our own charity. The response was about the same as last year . I do not at this time have all the donations I expect, so I do not have a total The Bible will be awarded at a later date. Hopefully at the annual meeting.
I thank the excellent Grand High Priest for allowing me to serve this Grand Chapter again as chairman of Royal Arch Research Assistance.

REPORT OF THE GRAND LECTURER
To the M.E. Grand High Priest and the Grand Royal Arch Chapter of the State of New Hampshire, I submit the following report.
I received reports from ME Companion Richard A. Gilbert, Sr. and ME Companion Robert D. Steel, who served as my Deputy Grand Lecturers this past year. They did a few of the Visitations.. I did the rest, with the exception of the Joint Visitation of Hiram and Trinity Chapters. Done by Companion Ralph E. Gasner, Jr.
Milford had no candidates so we ended it after the Opening. For as many times as they have done it, they still had to read most of it. Manchester was done well as was Derry. Hiram members mostly attended the Joint Visitation between Hiram and Trinity. There were only three members from Trinity.
All in all, the Visitations went well. York Rite is on the rise in NH and should show improvement in the future.

REPORT ON THE DOINGS OF GRAND OFFICERS
To the Grand Royal Chapter of the State of New Hampshire, your Committee on the Doings of Grand Officers submits the following report.
We acknowledge the submission of reports of this Committee by the following Grand Officers;
Most Excellent Grand High Priest, William J. Morrison The Right Excellent Grand King, John S. Geas The Right Excellent Grand Scribe, William F. Curtis
The Committee has received and reviewed the reports of the Grand Officers.
We note, from the Grand Officers Reports that no "live" candidates had been worked at their official Visitations and that at least on Chapter did no Degree for their visitation.
We did note with pleasure that at the York Rite Festival held at Washington Chapter #3 in Portsmouth, N.H. that seven Candidates were worked from Mark Master through the Royal Arch Degree and then through the Council Degrees.
We note also, that King Solomon #17, in Milford, appears to need assistance in that the Grand High Priest attended six Stated meetings with no degree work and presided over half of these meetings.
The visiting officers commented on the records and other properties of the Chapters, however, nothing was mentioned relative to the inspection of their Books of Marks.
It appears these Grand Officers attended to their duties quite well.

REPORT OF THE GRAND SECRETARY
To the ME Grand High Priest, Grand Officers and Royal Arch Companions of NH:
I hereby submit my report as Grand Secretary for the year 2007-2008.
I assumed this Office and procured what records the Grand Secretary Emeritus had. I have
supplied an electronic copy of the Proceedings to MEPGHP Robert Sutherland, Jr. who will take
them and have discs made for distribution. Those desiring a written copy will have to order them
from this Office.
Our Grand High Priest has solved the issue of Quarry Awards and the Grand Chapter has a
significant supply. As mentioned in the Unfinished Business Report, we can sell them to the
individual Chapters for $20 each beginning this year. We currently have in stock 46 Quarry
Awards, 9 NH Distinguished Service Medals, and 6 Past Grand High Priest Aprons. (Four
Awards were given to the Grand High Priest for presentation.)
Companion David Collins has offered the Grand Bodies a policy to replace the fidelity Bond we
had previously. The Grand Commandery has paid the initial bill for such and the Chapters will
be billed accordingly. This change of Insurance Companies has saved us all substantially and the
policy is for 3 years.
I must complain that I have received no Officers Reports on a timely notice. The Grand
Regulations state that all Visiting Officers are to send in their reports with the Chapter’s copy of
a financial statement no later than 10 days following the Visitation. Only our Grand King has
sent in reports, but all at once at the end of the season.
I am sorry that the Grand Officer Training Program has not continued, as it should. It would be
my hope that is rectified in the future. Also, I recommend that the Grand High Priest consider
beginning Semi-Annual Convocation of the Grand Chapter to keep all Officers and members
current on the present situations. I do not believe we meet enough in this capacity. Perhaps an
October meeting should be considered. Also take note that we had a very hard winter and
traveling during snow months does not bring out as many to the Visitations.

To the ME Grand High Priest and the Companions of the State of New Hampshire:
Report of Unfinished Business
Upon review of the Proceedings of 2007, all unfinished business was satisfactorily concluded
with the exception of procuring replacements for the Grand High Priest Quarry Jewel and it’s
presentation to the selected recipients.
I am pleased to say that our ME Grand High Priest has found a source of replacement jewels
which may look different than the Canadian Mark Jewel we were using; however,
The cost of this jewel is such that the Grand Chapter can afford to provide them to the Chapters
at one half the cost of the previous ones. This means it will cost $20 each in the future instead of
$40.00. He has also procured the Star we desired to add to previous Quarry Award holders for
second nominations, so that will be taken care of as well.
Our Grand High Priest has presented some of last years medals and will hopefully finish them all
shortly, if they have not been completed by the reading of this report.

2.3.3.2 The High Priest or other presiding officer shall open a Chapter of Royal Arch Masons
for conducting Chapter business, and at his discretion, he shall be allowed to confer business in a
lower degree to permit Royal Arch Candidates who have completed the Mark Master or Most
Excellent Master Degree to attend and participate in the discussion of the Chapters business.
Such candidates shall not be permitted to vote or ballot on Chapter matters.

Purpose;
It has long been recognized that the sooner a candidate becomes involved in the functions of the
Chapter the more likely they are to remain with the Chapter and participate in its activities.
A similar change was approved by the Grand Lodge of New Hampshire in 2001.

Purposes and goals of proposed amendments
Amendments to; Sections 1.5.1.1, and 1.5.2.1
These changes are intended to provide the following: 1. Openness in committee activities.
2. Over time, a pool of knowledgeable people who are familiar with the committee's goals and procedures.
3. Prevent the committee from being dominated by any individual or individuals.
4. Allow for a free exchange of ideas and suggestions to improve the committee functions.
Amendment to; Sections 1.8.1.3, and the addition of Section 1.8.1.4,
These changes are intended to provide the following: 1. To assure that there is sufficient funds for replacements of the awards
and allow for future increases in costs. 2. To assure that the funds received from the Chapters for the purchase of
the awards are not used for other purposes. * It was this failure to set aside these
replacement funds that caused the
recent need to expend $800 for awards from our operating account..

Section 1.5.1 - Standing Committees
Amend section 1.5.1.1

The Finance Committee shall consist of at least three members who shall be elected at
each Annual Convocation.
To read: The Finance Committee shall consist of at least three members who shall be elected at
each Annual Convocation, with no member of the committee serving more than three years.
Add Section 1.5.2.1
No Companion shall serve on more than 2 committees at one time or on any one
committee for more than three years.

Dear Most Excellent,
There is a small problem that is gradually appearing among the various Royal Arch Chapters of
this jurisdiction. Plainly put, we are running out of individual Companions who are both willing
and capable of performing the duties of Treasurer and Secretary of each Chapter. Not all
Chapters are affected at this time, it is however, something that conceivably could cause a
Chapter to fail; the handwriting is on the wall in this matter. It is therefore, respectfully
suggested that the Elected offices of Treasurer and Secretary within a Chapter be combined when
necessary for the good of that individual Chapter. Such decision to combine these two offices
should be arrived at within said Chapter and by order of the Presiding High Priest of that
Chapter. Together with those Companions who are regular attendees and are the best judges of
the needs of the respective Chapter.
Therefore it is requested that a change to the Grand Regulations of the Grand Royal Arch
Chapter of New Hampshire be added to reflect and approve this alteration of Duties of BOTH
Treasurer and Secretary as called for in Article 4 – Duties of Officers; Section 2.4.1 – General.
ADDING Paragraph 2.4.1.2 – The offices of Treasurer and Secretary of a Constituent Royal
Arch Chapter within this Grand Royal Arch Chapter may, at the discretion of the Presiding
Excellent High Priest be combined into one. The responsibilities of both offices to reside with the
office so designated by the High Priest of said Chapter.
In the event of such a need it would NOT be necessary to change the By-laws of the individual
Chapter, thus enabling the High Priest to easily rescind his order as circumstance permits.

Report of the Grand High Priest 2007-2008
Most Worshipful Master, Distinguished guests, my Companions in Royal Arch Masonry. I bring
you the highest regards and best wishes from the Grand Chapter of Royal Arch Masons of the
State of New Hampshire, myself and all the Companions of our Constituent Chapters.
I would like to express my thanks and gratitude to the Grand Chapter and it’s constituent
chapters for permitting me to preside over and represent them. It is truly an honor that few
Masons will ever receive.
I would also like to thank those companions who have given me the benefit their experience and,
usually, good advice.
You have often heard me say that Masonry is a never-ending learning experience. Achieving the
position of Grand High Priest is no exception.
You work your way through the line, you do all that is required, and a little more. You are asked
to help out with additional duties and you agree. You do the best you can knowing you will make
mistakes, but you learn from them.
And finally the day comes when your companions in Grand Chapter feel that you have exhibited
the dedication and qualities they feel are necessary in a Grand High Priest and they elect you to
one of the most distinguished positions in Masonry, the Grand High Priest of all Royal Arch
Masons in your jurisdiction. The personal pride that comes with that election is beyond measure.
Within the next few days after your election you begin to realize that the learning begins all over
again, and you don’t know half as much as you thought you did.
It has been my privilege to work with the York Rite Council in making preparations for this
years Annual Convocation and being elected as president of that body.
During my tenure as president, I was able to prepare the program for this year’s morning and
afternoon ladies programs. I also worked with the Cryptic Council’s Most Illustrious Master, this
year’s host, in arranging the banquet and hospitality room.

Early in my Grand Chapter administration I was able to locate replacements for our David A.
Dean Memorial Award, commonly referred to at the “Quarry Award”. This award is given by the
individual chapter for distinguished service to that chapter. I was able to procure medals that are
good looking, more appropriately designed and approximately one half the cost of the medals
originally used.
I was instrumental in the passing of the following constitutional changes:1. Assuring that money
received for awards would always be set aside for replacements.
2. The establishment of a procedure to allow Royal Arch candidates who have not yet received
the Royal Arch degree the (limited) ability to participate in the business of the chapter.
I have approved the following Representative Appointments this year.
From NH to Michigan----James S. Geas
From Indiana to NH--A. Dwayne Evensen
From Maine to NH--John O. Bond, Sr.
No nominations have been received for either the Grand Chapter of New Hampshire
Distinguished Service Award or the General Grand Chapter International Distinguished Service
Award.
I have granted two dispensations;
1. A request for Dispensation to bring a candidate from North Star Chapter No. 16 of Lancaster,
to Yarmouth, Maine on Saturday June 15, 2007 to receive the Royal Arch Degree.
2. A request from Washington Chapter #3 in Portsmouth to amend their by laws to permit the
chapter to meet 8 times per year instead of the current 4 times per year.
I have participated in 46 Royal Arch functions, which include representing the Royal Arch at
other New Hampshire Masonic bodies, and several out of state visitations. A full list of my travel
activities is included separately. Please note that this list does not include my participation in
other Masonic bodies.
I have attended 10 of the 11 scheduled Grand Chapter visitations and only 9 were able to
perform a long form opening and only 8 performed a degree. Very disappointing.
Three examples of Chapters having great difficulty are outlined follows;
Chapter 1. With the help of visitors, performed a long form opening and then the officers
attending put on a Chapter of Instruction.
They were unable to do degree work.
Chapter 2. Performed a long form opening with much of it read and one person performing
several parts. Including the visiting officers there were only 10 people present.
They were unable to do degree work
Chapter 3. The party doing the East in their visitation degree would be incapacitated & not
available for approximately two months. They adamantly refused to consider a replacement for
the part & had already sent out notices to membership canceling the scheduled visitation for two
months. I did not approve of their actions. They did not ask for a dispensation and I did not give

them one. *
Note * When calling at a later date I discovered that I had been given the wrong date and their
stated meeting had already been held, apparently without any concern or preparation for a
visitation.
The Grand King has volunteered to visit them on their next stated meeting and examine their
books and properties.
Situations such as the above are becoming common and this trend cannot be allowed to continue.
We all try to be “the nice guy” and try to give everyone the benefit of a doubt. We try to help
them and prop them up, and all we have done is to hurt ourselves in the process. An old comic
strip character coined a phrase which has outlasted the cartoon “We have seen the enemy and he
is us!” aint it the truth?
We have to return to a policy utilizing a much more disciplined line, and after years of “benign
neglect”, for many, the pill will not be easy to swallow.
Chapters MUST accept the following concepts;
1. A Chapter exists for the sole purpose of performing degrees on candidates.
2. A Chapter must do it’s own degree work. If you need help it is your responsibility to get it.
3. Chapters shall not combine visitations. If there is a problem see item 2 above
4. Grand Chapter Visitation dates ARE carved in stone.
5. Chapters shall be given a true evaluation of their degree work. Poor work will not be
“acceptable”. If it’s good you will be told, if it’s not good you will be told.
6. If you need candidates it is your responsibility to approach the Blue Lodge.
7. Chapters must keep in touch with their members. Meeting notices don’t cut it,
newsletters are infinitely better.
Nothing in the above items are new, the only thing “new” is that we must apply the stricter
standards on which our order is based. No one should feel that the above standards are harsh,
they are merely what we got away from trying to be “the nice guy”.
It has been noted that the number of Grand Chapter members on the sidelines of visitations has
dropped significantly. While I understand that the cost of traveling has virtually exploded, it
remains extremely important that Grand Chapter membership exhibit their support for the
Constituent chapters.
A drop in membership also continues to be troubling. Much of the problem consists of an
unwillingness to approach the Blue Lodge and encourage Master Masons to join us in the Royal
Arch.
You have been offered programs which require only a few phone calls on your part and yet you
don’t want to be bothered. Is it too much to ask for a few minutes of your time to help save your
chapter?

Let me remind you of this, if the Royal Arch dies, the Council and Commandery also die, for
that is where their members must come from.
In other words, where the Royal Arch dies, the York Rite dies with it.
Do these words sound familiar? “I shall dispense true Masonic light and knowledge to my less
informed brethren, to the best of my ability”. You said these words at the altar and I urge you to
comply with your obligation.
During the past year it was intended that we hold at least 2 training/instruction classes. I made
the mistake of trying to get all the best people together at the same time, a Herculean task at best,
and I let the time slide by, an error that will not be repeated.
In conclusion, it has indeed been a year of learning. It has given me a better understanding of our
structure and protocols and of our Grand Constitution. I have learned more about our strengths
and weaknesses. I have learned that we must return to a more disciplined manner of looking at
our degree work and living up to our Masonic obligations. But most importantly, the renewed
knowledge that without the full cooperation of the brethren you can accomplish almost nothing
at all.

REPORT OF THE JURISPRUDENCE COMMITTEE To the Most Excellent Grand High Priest, Officers and Member of this Grand
Chapter:
The Jurisprudence Committee submits the following report for your information and
knowledge.
The Grand High Priest is commended for his travels within/without the state.
The committee thanks him for providing his Annual Report in a timely manner. This
allowed the committee to peruse each element and render our decisions and comments to
this Grand Royal Arch Chapter.
We approved his dispensation for New Hampshire Chapters to take candidates to Maine to
receive the Royal Arch Degree
Jurisprudence approves the recommendations and approvals of Grand Representatives to
and from other Grand Jurisdictions.
We, did not and still do not approve of the change in the Visitation Structure. The three
dais Officers, as well as the Grand Captain of the Host, as ELECTED OFFICERS have
,always shared the responsibility of insuring that the works, both governmental and
ritualistically, are performed in accordance with the Grand Chapter Regulations. We
recommend that this form of Visitation Structure cease and the original format returned

It is our opinion that the Grand High Priest’s “recommendations” are purely personal
observation and not recommendations at all, and cannot be acted upon as such.
The Grand High Priest raise many issues in his report that should be considered however,
this is a volunteer group of dedicated Companions doing in many cases the very best they
can do, with what they have to work with. What may work in one-place may not in other
and time needs to be spent on repairing the Chapters not taking them to the woodshed.
Many of the Grand Officers and members all want to see us come out of this present place
we are in. It will take education and working together as teams to get back to where we
were in times gone bye. Let us not talk of you must do this!! But let us say what can we do
to help make it better and how can I HELP YOU.

REPORT OF THE GRAND SECRETARY
I hereby submit my report as Grand Secretary for the year 2007-2008.
All Chapters have filed their returns. Also, Chapter Secretaries are not utilizing the form
created for monthly reporting. Some are dutifully working at trying to keep the Grand
Secretary’s Office informed. Others are not trying to do so..
I have yet to bill Mt. Horeb Chapter for one Quarry Award. There is also one or two more
that need to be presented. All other Chapter’s have paid their bill.
Some Chapters have complied with my request to furnish a copy of their database of
members so I could keep a current list on file. Some have not. Some have furnished me with the
details of their current list of Officers for 2008. Some have not.
I hope that the High Priests will work with their Secretaries in helping us get this office
up to date. Thank you ME GHP for allowing me to serve this Grand Chapter.

ORDER OF HIGH PRIESTHOOD
A Council of the Order of High Priesthood was held at Holderness, NH on Saturday, April 19,
2008. The Council was opened at 8:30 A.M. by the Excellent President, John B. Clark. The
pledge of allegiance to our flag was given.
The Secretary read the applications of Ex. Companions Verne Sawyer Anderson, Jr. and
Joseph James Marion. They were balloted upon and accepted. The following degree team then
performed the Order upon them:

Herald John B. Clark
Ex. Pres. Clark welcomed the newly Anointed High Priests and thanked the degree team for
their efforts.
Following the degree, the Secretary read the minutes of the April 21, 2007 meeting held in
Portsmouth, NH. They were accepted as read.
The following officers were present: John B. Clark, Ex. Pres., Dennis A. Sheridan, V. Pres.,
Robert D. Steel, Chaplain, Gerald F. Buehrer, Secretary, Ronald H. Keyser, Treasurer, John S.
Geas, Master of Ceremonies, Walter P. Sword, Conductor and Melvin L. Covey, Herald. The Ex.
Pres. then appointed Comp. William J. Morrison as Guard and installed him and Companions
Covey and Geas (who were absent at the last meeting) into their stations.
The Treasurer and Secretary gave their annual reports and they were accepted and placed on
file.
The Ex. Pres. Then called upon Companion William J. Morrison, the MEGHP of NH, for his
remarks. Comp. Morrison welcomed the new members and gave his greetings to all of the
Companions present.
The Order of High Priesthood will be held next year on April 18, 2009 at a place to be
announced. The Order will follow the business session of the Grand Chapter in the afternoon. No
further business to come before this Council of High Priesthood, it was closed at 9:55 A.M.
