Message from the General Chair
Welcome to the 20th Asia Pacific Industrial Engineering
and Management Society (APIEMS 2019), and welcome
back to Kanazawa, Japan. APIEMS held its first workshop
in Daejeon Korea and Beijing China in 1998. Then the
second workshop, in the form of academic conference, was
held in Kanazawa in 1999. Along with the growth of
participating countries and regions, together with the
increase of paper submissions and participants, APIEMS is
now representing the front edge of academic research in IE/MS field in this region. APIEMS
conference sites cover such countries as China, Philippines, Thailand, Australia, Indonesia,
Taiwan, Korea, Malaysia, and Vietnam. Japan happens to have hosted the conference in
1999, and 2009 (in Kita-Kyusu), and again 2019 in Kanazawa, implying it comes back to
Japan every 10 years.
This year the theme of the conference is “Reexamining the role of IE/MS beyond 2020.”
Everyone will agree that Asia Pacific is the region of high prosperity and growth in the globe,
and IE/MS is required to play a fundamental role to support the growth. At the same time,
we need to once step back and re-think about future issues in the region and in the field of
IE/MS. Although a single word of “Asia Pacific” may sound familiar to many of us, we all
should be aware that the region is with big variety. Each country has difference language,
culture, history as well, and economic issues are highly country-dependent. Therefore, we
should always be aware of the balance between countries before talking about Asia Pacific
in an aggregative manner. In today's world of accelerated globalization, we should pay
attention to the issue of globalization versus localization. This is the first intention why the
theme is set around “re-examination.”
At the same time, along with the evolution of technology especially related to information
areas, the role of IE/MS also needs to be re-examined. Academic research tends to focus on
narrow and specific details, though, IE/MS should contribute to the growth and
sustainability of the society. Beyond the role of tools to solve well-organized problems,
creative role to find and identify problems/issues is expected to IE/MS. In this regard, the

conference is expected to be the opportunity to re-think the future role of IE/MS from
various countries in this region. Enriched communication and collaborative opportunities
should be provided at Kanazawa.
I would like to express sincere gratitude to all members who have supported this conference,
with special remark to the Japan Industrial Management Association (JIMA), international
advisory members, APIEMS board members, program committee and organizing
committee members. Without their dedication and support, we could not enjoy this
opportunity of collaboration.
I wish each and everyone of you enjoyable stay in Kanazawa and fruitful discussion for the
future of APIEMS.

Message from the APIEMS President
It is my distinct honor and privilege to warmly welcome all
participants to 2019 APIEMS, on behalf of the Asia Pacific
Industrial Engineering and Management Society (APIEMS). We
have held the APIEMS conferences twenty times, and many of
the participants attending the previous APIEMS conferences
realize how successful the conferences were in providing a
platform of communication among researchers and academicians
in the Asia Pacific Rim and other parts of the world. This is in
line with the purposes of the establishment of the APIEMS, stated in the constitution, i. e., “to
promote the dissemination of knowledge and information relating to Industrial Engineering and
Management by means of meeting, publications, giving awards and related activities,” and “to
promote mutual interaction and cooperation among the professional organizations and staffs,
related to Industrial Engineering and Management discipline in the Asia Pacific Rim and in the
world.” I would take this opportunity to express my sincere gratitude to all the loyal participants
and authors who have attended and submitted excellent papers about their work to the conferences,
without them the APIEMS conferences could not be held continuously.
Furthermore, I would like to convey my appreciation and congratulation to Prof. Hirokazu Kono
of Keio University, the General Conference Chair, and his colleagues who have made 2019
APIEMS conference a complete success. I do hope at this conference all the participants will
experience thought-provoking talks and presentations as well as exchanges of views in various
Industrial Engineering and Management fields of research over the conference days. I also
sincerely hope that all the participants will take advantages of this conference to actively establish
networks and to enhance cooperation among the participants. The network and cooperation can be
strengthened at every APIEMS conference to come. I am sure, a functioning network and
cooperation framework is of great importance as the world is changing very quickly; besides, many
people say, “no one can do everything, but everyone can do something.”

Last but not least, I would also like to thank past Presidents and Vice Presidents, fellows, board
members, current Vice Presidents, and President-Elect of the APIEMS for the very considerable,
continuous contributions to the success of APIEMS programs, not only the conference but also
other activities.

How Big Data can help people with developmental disabilities: as with
Kampo medicine, the treatment formula is different for different individuals

People with developmental disabilities (DD) have different problems and skills
in comparison with people in general. It follows, ideally, that the methods for assisting people with DD should be different, i.e., tailor-made to suit each individual. An example of this is seen with Kampo, the Japanese traditional medicine, where the treatment of symptoms varies depending on the individual and his or her situation. However, to best help persons with DD, it is necessary to have a lot of information about that individual. One way to handle this problem is through “big data” analysis, whereby all sorts of information regarding a person’s abilities, likes, dislikes, etc., are assessed.
Etubolab, an organization established in 2018 by my collaborators and me, aims to support individuals with DD, especially in regard to their jobs. Its activities should match Sustainable Development Goals (SDGs) proposed by the United Nations. One of goals of Etubolab is to help people with DD become as financially independent as possible by finding them suitable jobs. People with DD often have special senses and abilities which are not obvious to most people. These abilities are often missed, especially when people with DD cannot communicate well with others. In many cases such abilities can be regarded as unexcavated treasures and seeds for new businesses. In order to identify the abilities of people with DD, and to match them with appropriate jobs, Etubolab focuses on their education and experiences. Once these and other personal data are logged into the database, analysis of it could be helpful in finding a suitable job for each individual. Since our past experience has already suggested that individual support can be successfully adapted to everyone, it can be expected that “big data” analysis can help everyone to find an appropriate job. In my talk, I would like to show the many activities engaged in so far.

Japanese yam plants growing in the summer of 2019. First-year roots will be
transplanted to a larger field in the coming spring for harvest in the fall of
2020.

were used as the dyestuff. The tie-dyed patterns symbolize the plum blossom seen
in the family crest used by Maeda clan, whose headquarters during the Edo period
were in
Kanazawa Castle.

From integration to augmentation, from interaction to collaborative control — IE/MS frontiers for future work and factories

When we study the emerging and amazing future of work and future factories,
with curiosity and with serious intention to be prepared for them, we realize: Humans
must always be in the loop, but differently. There seem to emerge certain role reversals,
with interesting and useful transformations. How do we interact with collaborative
robots? Can machine learning mean that machines instruct us what to do correctly and
safely, just before we are about to make a mistake? And even earlier? What about workers’
attention and awareness – which human or machine agents will know to alert us? What
about big data and learning engineering? Collaborative intelligence and control with just-
in-time and just-if-needed knowledge and skills, exchanged by materials and machines
that think together with us? Research and education with skill sharing, pre-skilling, and
re-skilling, where knowledge evolves and is mined by cyber agents for us? Economics
and rationalization of new, yet unknown technologies? In all these frontiers, IE and MS
professionals are already rethinking and reexamining our need and opportunity to
transform.
Augmenting collaborative interactions of distributed production and service
through e-Work, robotics and cyber-physical systems is becoming increasingly feasible,
yet challenging. Now widely desired solutions to overcome obstacles in supply networks,
manufacturing, transportation, agriculture, healthcare, security, and more are becoming
scientifically and technologically possible. Research and implementation of such cyber-
augmented collaboration require understanding of human and organizational
augmentation needs for productive, smooth, and effective performance. Such knowledge,
which depends on collaborative cyber-physical production and operations, is
strengthened by multi-brain models, machine learning, and intelligent control, on the way
to achieving the production and service goals. At the heart of cyber- physical
augmentation is the Collaborative Control Theory (CCT), guiding the design of
interacting, distributed, autonomous agents.

On-going and emerging transformations in the IE/MS roles are described and
illustrated in this presentation based on recent studies and surveys. Recently developed
cyber-collaborative protocols of best matching, error-and-conflict prevention, and
dynamic lines of collaboration to overcome disruptions for resilience by teaming are
reviewed to illustrate the transformation we anticipate in future work and future factories.
Open research challenges are also presented on how we can proceed to reexamine and
seek successful solutions to the above frontier challenges.

We are entering the most exciting technology-driven era ever being
experienced. What does it mean to industrial engineering and management science? AI
accelerates automation of all the business processes? Autonomous drones solve problems
of the last mile delivery? AR/MR releases field engineers from dangerous and harsh work
environment? Yes, they must be pieces of effect and phenomena of proliferation of
technology across industries. But in the context of industrial engineering and
management science, it is seen that we are
facing urgent need for unavoidable change in the way of creating business.
Digital native companies have been creating new business with innovative idea
and cutting-edge technologies every day around the world, where they focus on new value
creation beyond mere cost-saving and efficiency. They find problems to be addressed in
society and convert them into new business opportunities, which cannot be identified by
conventional management methods such as macro- marketing and 4P analysis. In their
business making, products and services are furbished in the field in agile way but not in
a factory or laboratory with well-structured development process.
Nowadays, even established companies are trying to find a new way of creating
business to meet unseen needs in the new frontier of market. Although there are many
opportunities with a variety of possible starting points of business incubation, many are
still struggling with empirical exercises by try and error to establish new business models.
It is no doubt we are in the journey amid of transformation of many industries,
where new framework and methodology for business creation are called for. Industrial
engineers and management scientists are expected to play a significant role in this arena.
