Introduction
The Civil Rights Data Collection (CRDC) is a biennial survey required by the U.S.
Department of Education’s Office for Civil rights (OCR)
The CRDC collects a variety of information including school expenditures, teacher
experience, student enrollment and educational programs and services, most of which is
disaggregated by race/ethnicity, sex, limited English proficiency, and disability.
This PowerSchool CRDC User Guide is created to assist PowerSchool admins with collecting
and exporting the data requirements for the CRDC 2015-16 collection that are student and
staff related. Other data required in the CRDC collection such as school expenditures is not
held in PowerSchool and will need to be entered directly into the CRDC collection website.

Overview
Fall 2015 XML File is required
To prepare for the Civil Rights Data Collection, a copy of your district’s 2015-16 MSDS Fall
General Collection XML file is required. The CRDC requires data as of October 1, 2015 for
reporting so the Fall XML file is the best reference for this information.
The reason we need this file is because PowerSchool does not track certain historical
student information that is required for CRDC reporting and that is why we need to use the
data contained in the Fall XML file to determine the status of the student as they were in the
Fall of 2015.
This file will be used by MISD Desktop Application that will produce a file that will be
imported into specific “student history” CRDC fields which will be used by the CRDC Part 1
and Part 2 reports.
The Desktop Application will only be used for the 2015-16 CRDC collection.
Future collections will use the MI CRDC Snapshot Date Data report exclusively to preserve
the student history fields necessary for CRDC.
How is the CRDC Data Collected in PowerSchool?
New database extension fields along with data entry screens have been created to collect
this information.
Most data will be imported with files created from conversion programs, however some data
will need to be entered manually either in PowerSchool or on the OCR website.
CRDC Part 1 and Part 2 reports are designed to export data from the various PowerSchool
CRDC fields. Each of these reports contain audit files that will allow the user to thoroughly
review their data and also contain files that can be uploaded to the OCR website.
The following outline provides an overview of the process you will follow to populate and
export CRDC data from PowerSchool. All of these steps area described in detail in this user
guide.

Final Grade Store Codes
**Important**
You must change the Term within PowerSchool to the 2015-2016 school year prior
to defining the Final Grade Store Codes.
Select the Final Grade Store Codes blue link
Click the New button
Select a Term from the dropdown menu and specify which store codes for the
school term should be considered as the final grade for a class. Enter store codes
list separated by a comma and without spaces. Submit.
Repeat this for each of your schools that store grades.

The Staff Information and the CRDC Staff Information pages contain fields that are used for
reporting Staff information in the CRDC collection. All data elements on these pages will
need to be manually entered.
The Staff Information page can be found by navigating to:

Personnel Identification Code (PIC)
The staff PIC Number is critical information for the CRDC collection. You will need
to make sure that all staff PIC Numbers are entered.

A developmental retention kindergarten program exists: Select Yes or No

The report produces a comma separated value file that indicates warnings in the various
CRDC components. This file can be opened using a spreadsheet program, such as Excel, so
that you can review these warnings and verify that your data is correct. Make any
necessary corrections to your data in PowerSchool. You may want to run the report
multiple times to ensure that the warnings are removed for the corrections you made.

The CRDC Course Information area is populated with the data generated from the MI CRDC
Course Conversion export.
The MI CRDC Course Conversion process references the values held in the obsolete 2013-14
Civil Rights Data Collection Information section of the course page and the Michigan State
Report Information (TSDL) section and will populate the new 2015-16 CRDC data elements.
Course information that is not updated with the data imported from the MI CRDC Course
Conversion export file will need to be manually updated.

Important Note!
The MI CRDC Course Conversion process is a one-time process for
the 2015-16 CRDC submission cycle.
The MI CRDC Course Conversion process references the values held
in the obsolete 2013-14 Civil Rights Data Collection Information
section of the course page and the Michigan State Report
Information (TSDL) section and will populate the new 2015-16 CRDC
data elements.
CRDC Course Conversion
1. Run the MI CRDC Course Conversion report to create a file that will be imported into
the CRDC section of the course page.
Start Page > System Reports > State Reporting > MI CRDC Course Conversion
2. Save the resulting file (crdcCourseConversion.csv). We do not recommend opening
or reviewing the file prior to importing back into PowerSchool. Opening the file could
potentially add additional characters or create formatting issues that could cause
errors when importing the file back into PowerSchool. If you want to open the file
and review it, please do not save the file when closing.

3. Import the crdcCourseConversion.csv file into PowerSchool using the Data Import
Manager.
Start Page > Special Functions > Importing & Exporting > Data Import Manager
Source: Select the crdcCourseConversion.csv file
Import into: Select S_CRS_CRDC_X from the dropdown menu
Field Delimiter: Select Comma from the dropdown menu
Character Set: Leave as Windows Ansi
Click Next
4. You will need to map the DCID field in the Import File Column to
S_CRS_CRDC_X.CoursesDCID field in the PowerSchool Field dropdown menu. All
other fields will automatically be mapped.
5. Click Next.
6. Check to exclude the first row (contains headers) – Make sure the box is checked.
7. If a record in the import file matches an existing record in the database, how would
you like that record processed? – Select Update existing record.

8. Click Import.
9. Click Refresh to view the number of processed records. Once all records are
processed, there should never be any listings under the Failed section and the
Imported count should match the number of rows in your crdcCourseConversion.csv
file.

value held in the obsolete CRDC Course Area field (MI_CRDC_Crs_Area) used for the 2013-
2014 CRDC reporting.
Courses set with a Course Area below will map to the following and will allow the MI CRDC
Course Conversion process to tag the corresponding data elements with a ‘Y’ (Yes) value.
For the data elements where the Course Area is blank or it does not correspond with the

When the obsolete CRDC Course Area field is set with any value 1 through 5 and the
obsolete CRDC Advanced Placement Course field is set to a value of 1, it will allow the MI
CRDC Course Conversion process to tag SCH 32-41 with a value of ‘MT’ (AP Math).
When the obsolete CRDC Course Area field is set with any value 6 through 8 and the
obsolete CRDC Advanced Placement Course field is set to a value of 1, it will allow the MI
CRDC Course Conversion process to tag SCH 32-41 with a value of ‘SC’ (AP Science).
When the obsolete CRDC Course Area field is set with a value of 9 and the obsolete CRDC
Advanced Placement Course field is set to a value of 1, it will allow the MI CRDC Course
Conversion process to tag SCH 32-41 with a value of ‘OT’ (AP Other).

The MI CRDC Course Conversion process will populate this data element based on the value

Courses set with a Course Type equal to ‘07’ (Dual Enrollment/Early Middle College) or ‘10’
(64b Dual/Concurrent Enrollment) will allow the MI CRDC Course Conversion process to tag

Student information is collected in the CRDC tab of the State/Province-MI page. The data on
this page can be populated several ways:
Using the MI CRDC Snapshot Date Data report that generates a tab-delimited text
file that can be imported using the Quick Import function to update the new CRDC
student fields.
Using the MI CRDC Cumulative EOY Data report that generates a comma-delimited
text file that can be imported using the Quick Import function to update the new
CRDC student fields.
Using the MISD CRDC Desktop Application that generates a tab delimited text file
from your Fall 2015 MSDS General Collection xml file that can be imported using the
Quick Import function to update the new CRDC student fields. If you need a copy of
this file, it can be downloaded from the state of Michigan CEPI MSDS application.

MI CRDC Snapshot Date Data
This report is intended to be run when the Fall General Collection is complete.
The report will look at your PowerSchool data as it is on the date that you run the report
and create a file that you will use to import back into PowerSchool. This process will flag
certain fields that are used to determine the status of the student during that time frame,
i.e., fte, grade level, program status.
The process will also clear fields that contain data that was used for the prior CRDC
submission.

(crdcStudentsPreLoad.txt). Save the tab delimited file so it can be imported into
PowerSchool using the Quick Import function.
We do not recommend opening or reviewing the file prior to importing back into
PowerSchool. Opening the file could potentially add additional characters or create
formatting issues that could cause errors when importing the file back into PowerSchool.
If you want to open the file and review it, please do not save the file when closing.

Run at the beginning of the next school year to identify students who were retained in the
same grade level and students who completed credit recovery courses in summer school.
Run anytime during the CRDC report year to update and review the student CRDC reporting
