PROCLAMATIO N NO. 89/1997RURAL LAND ADM IN IST RATIONPROCLAM
ATION OF THE FEDERALGOVERNM ENT OF ETIDOPIA
WHEREAS, as a result of the bitter struggle w agedby the N
ations, Nationalities and peoples of Ethiopia, it isconfirm ed in
the Constitution of the Federal DemocraticRepublic of Ethiopia that
the right to ownership of land isexculsively vested in the State
and in the People;
WHEREAS, Article 52(2)(d) of the Constitutionprovides that
Regional Governments are empowered toadm inister land and other
natural resources in accordancew ith F ed eral la ws;
WHEREAS, the implementation of said provisioncalls for the prom
ulgation of a rural land adm inistration lawthat is of a general
scope and consequent identical ap-p lic atio n to all R eg io
ns;
NOW , THEREFORE, in accordance with Article 55(I) of the
Constitution, it is hereby proclaim ed as follows.
