RULES, REGULATIONS AND PROCEDURESENTRIES:

Entries must be made through link in invitation email from ShowManagementSystem.com

Entries must be entered online and will be charged a $100.00 (non-refundable nontransferable) Office/Admin Fee.

INVITATION EMAILS will be sent in mid September.INTERNET - Accepted lists will be available at panational.org.OFFICE/ADMIN FEE: There is a non-refundable/non-transferable

office fee.POST ENTRIES: No post entries except as noted. Horses showing

in classes for which they are not entered will be charged DOUBLE ENTRY FEE.

PRIZE MONEY: All prize money will be mailed to the payee indicated through ShowManagementSystem.com within 30 days of the comple-tion of the show.

REFUNDS: Exhibitors shall be held responsible for entry fees of all horses entered by them or their agents. Stabling and application fees will not be refunded under any circumstances. Horses entered may be scratched without a veterinarian’s certificate, by written notice to the show secretary (letter or e-mail) RECEIVED by noon EDT on Wednesday, September 30th, entry fees will be refunded, less a $200 processing fee. Should a horse be deemed unable to compete between noon EDT Wednesday, September 30th and noon EDT Wednesday, October 7th a scratch submitted with a veterinarian’s certificate will be eligible for one-half entry fee refunded, less a $200 processing fee. No other scratches under any circumstances will be issued a refund. Unless written notification is received by noon EDT Wednesday, October 7th, no portion of entries or fees will be refunded. If a horse has shown in any class it is not eligible to receive a refund. Refunds, by check, will be mailed after the show within 30 days. REFUND AND PRIZE MONEY CHECKS NOT CASHED WITHIN 90 DAYS WILL BE CONSIDERED A DONATION TO THE PNHS FOUN-DATION.

FEES: Payment of all fees must be made in U.S. funds. American Express, Discover, Master- Card and Visa accepted. There will be a service fee of $75.00 charged for each check or credit card returned for insufficient funds, uncollected funds, or any other reason for non payment. All financial matters regarding the 2020 Pennsylvania National Horse Show will be closed by November 15, 2020, NSF collection excepted.

HEALTH REQUIREMENTS: Negative Coggins (within one year of the end date of the competition), Routine Health

Certificates, Proof of EHV1 and EHV4 vaccinations within 6 months as per USEF Rule GR845 Out-of-state horses must have a 30-day interstate health certificate, proof of vaccinations, must be presented upon arrival. Papers must be with the horses and will be checked upon arrival. Do not bring to office.

GENERAL REGULATIONS EVERY CLASS OFFERED HEREIN WHICH IS COVERED BY THE RULES AND SPECIFICATIONS OF THE CURRENT USEF RULE BOOK WILL BE CONDUCTED AND JUDGED IN ACCORDANCE THEREWITH.

1- Pennsylvania National will adhere to USEF guidelines with regard to the minimum number of entries required to maintain a class.

2- Show Management reserves the right of declining to receive any entry and to return any entry fee and/or stable charges before or during the Show, without being liable for compensation.

3- The show will not be responsible for any illness or communicable disease or accident which may occur to any rider, driver, groom or attendant, animal or equipment at the show.

4- All attendants coming in charge of horses will be subject to the order of Show Management and must have their horses ready to enter the Show Ring at least 30 minutes before the time for showing them.

5- Numbers will be provided at the Show and must appear on the entry at all times.

6- No person will be allowed in the Show Ring during the time of judging except the exhibitor and those having official or requested duties to perform.

7- Exhibitors are notified that any act of discourtesy or disobedience to the judges or officials, on the part of the owner, manager, rider, driver or groom, shall disqualify the horse, and the owner shall forfeit his entry fee and other fees.

8- Show Management reserves to itself the power to prohibit any person from attending or showing a horse in the ring and to remove any groom or horse from the Show without being liable for compensation.

9- No horse will be allowed in the Show Ring except at such hours as are an-nounced.

10- Should any questions or disputes arise that are not provided for in the forego-ing rules, the same shall be referred to Show Management whose decision shall be final.

11- It is the tradition of the Show that riders and handlers be correctly attired for the class in question, that attendants be neatly dressed and the horses properly presented. Riders in all classes must wear headgear in accordance with GR801. Management may in its discretion bar any person from entering the ring if not suitably presented to appear before an audience and must bar riders without protective headgear from classes in which it is required.

12- All exhibitors must present current proof of membership with USEF and USHJA, or pay the $45 for USEF and $30 for USHJA organization show pass fee.

13- In all Equitation classes Show Management reserves the right to limit the courtesy circle with the use of a dotted line.

14- All horses showing in the equitation jumper divisions must present current

USHJA Horse Registration and microchip. USEF Horse Recording is required for any horse showing in any jumper class where prize money is $25,000 or greater.

15- Management may fine exhibitors up to $100.00 for improper disposal of needles or other sharp disposable instruments.

16- Minors who do not have a valid driver’s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competi-tions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver’s license. The parent/legal guardian or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for penalties against those responsible for the child committing the offense. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. The unsafe use of personal elec-tronic transport devices, as determined by the competition officials and management in their sole discretion, that do not require a driver’s license to operate, including but not limited to segways, hover boards, and single wheeled scooters is prohibited on competition grounds. Operating such devices in areas where people gather may be deemed “unsafe use” if there is a risk of harm to others. If the operator of the device is a minor, the parent/ legal guardian or individual who signs the entry blank as a par-ent or guardian of a minor operating the device in violation of this rule is accountable and may be subject to penalties. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule.

17- No Smoking is permitted in any buildings.18- Dogs will not be permitted anywhere on the premises unless restrained on

a leash there is a $100 loose dog fee.19- Life, senior active and junior active members shall be eligible to participate in

all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $45 Show Pass fee. Participants in the fol-lowing classes are exempted from the Requirements of this rule: 1)leadline; 2)exhibi-tions; 3)games and races; 4)classes for 4-H members; 5)walk trot (exception:Friesian performance FR222) and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deuxand quadrille classes; 7)NRHA Endorsed Reining Competitions. 8)Opportunity classes, 9)citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10)USEA beginner novice division; and 11)assistant handlers in Dressage Sport Horse Breeding classes.

STABLING INFORMATIONNo stall will be assigned unless pre-paid in full. Stall fees are non-refundable. No stall will be allotted without a completed stall request form from TIEC. HUNTER SEAT EQUITATION DIVISION1. All horses competing and any horse potentially competing in the Dover Saddlery/USEF Hunter Seat

Medal Final must be entered in the show office and pay all fees due by 5:00 p.m. EDT, Tuesday, September 22, 2020. Cross entering in competition during Tryon 4 is not allowed.

2. Spare Equitation horses will be charged a fee of $100, plus the cost of a stall $390, and office fee. Spare Equitation horses will not be allowed to cross enter any classes during Tryon 4.

3. The competition rider must declare their mount for the Training Session in the show office by 5:00 p.m. EDT on Thursday, October 8, 2020. The Training Session is optional.

4. All equitation paperwork (horse description, microchip number and stall location) must be completed through the link in the invitation e-mail through Entries.ShowManagementSystem.com.

5. All horses competing and any horse potentially competing in the Dover Saddlery/USEF Hunter Seat Medal Final must be on the competition grounds no later than 7:00 p.m. EDT , Friday, October 9, 2020. Horses must be physically presented at check in location (TBD) and have their microchip scanned. If a horse does not have a microchip, a passport or copy of the horse’s coggins must accompany the horse. All horses competing in the Dover Saddlery/USEF Hunter Seat Medal Final must remain on the competition grounds until they have finished competing in all phases of the Final.

6. Horses must be physically checked in at the microchip scanning station prior to 7:00 p.m. EDT on Friday, October 9, 2020 will not be permitted to compete in the Dover Saddlery/USEF Hunter Seat Medal Final.

7. Horses must display the competition number at all times when outside of its stall.8. Riders may change horses before the start of the Training session or Dover Saddlery/USEF Hunter Seat

Medal Final, provided the new horse was entered/declared/checked in as an equitation horse, as noted herein.

CLASS NO. 56THE ADRIAN VAN SINDEREN TROPHYDover Saddlery/USEF Hunter Seat Medal FinalENTRY FEE $300.00 Trophy and Twelve RibbonsEntry fees must be included with entry. Entry invitations must be processed through Show Management System and Stall / Facility fee must be processed by TIEC.To be shown over a special course designed by the Judges. Course will be posted at least one hour before the class. The judges must call back 20 entries for the workout. Two or more tests of the top four contestants are required. Tests 1-17. Only one rider per horse. The name of the winner will be engraved upon the Adrian Van Sinderen Trophy. The perpetual trophy will be presented in the ring and the winner will receive a memento for permanent possession. Under no circumstances will entry, stall or any other fees be refunded to those who are not eligible to compete in this class. DO NOT ENTER IF NOT QUALIFIED.

CLASS NO. 57USEF MEDAL EQUITATION TRAINING SESSION (EQUITATION RIDERS ONLY)ENTRY FEE $150.00 Open only to Dover Saddlery/USEF Hunter Seat Medal Final competitors. Each qualified rider may show only one horse. Only horses declared by the deadline in the show office may be ridden and may not cross enter into any classes at Tryon 4. The Rules and Regulations for participation in the 2020 Dover Saddlery/USEF Hunter Seat Medal Final will also apply. Each qualified rider will be allowed 70 seconds in the arena. A representative course of equitation fences will be constructed at 3’6”. No set course plan. Jumps to be jumped in the proper direction. No trainers allowed in the arena. Order of go will be drawn.

CLASS NO. 58 BEST EQUITATION HORSE AWARD

The Doris H. Clark Memorial Perpetual Trophy donated by Missy ClarkAwarded to the horse exhibiting in the Dover Saddlery/USEF Hunter Seat Medal Final, who in the opinion of the judges, is the best equitation horse.

Schooling and Lunging Area Rules

The following rules will govern the use of the schooling and lunging areas. • Schooling and lunging areas will be available as determined and announced by Competition Management. • The setting of a course, utilizing only the equipment provided by Competition Management will be permitted at the location and times designated and announced by Competition Management. • Schooling schedules will be included with the acceptance letters and will be posted online 2 weeks prior to the competition.

On the morning of the Dover Saddlery / USEF Hunter Seat Medal Finals, the official schooling area will be set one hour before the start of the competition. The following rules will apply: • Approximately five schooling fences will be set as a straight line of oxers across the middle of the official schooling area • Each schooling fence will have at least four standards, four rails and four cups • Each schooling fence must be flagged • Each schooling fence may be set as a vertical or as an oxer • A one-stride combination consisting of two verticals may be set using the material at each schooling fence • Competition Management will provide a full variety of schooling materials and only this equipment may be utilized. No outside equipment is permitted. Additionally, no equipment may be set in such a way that it interferes with either the approach or landing of another jump. • One jump will be designated as a “clean jump” and no materials (tarps, etc.) will be allowed on this jump. 2020 NEUE SCHULE/USEFJUNIOR JUMPER NATIONAL CHAMPIONSHIPS

Each Zone has its own qualifying criteria and qualifying period that can be found at www.usef.org. Stabling/Facility fees must be paid to TIEC (https://tryon.com/page/stabling-request#top) and entry fees for accepted Junior Jumpers must be entered by link in invitation email. See stabling information on Page 9.

Saddlery: Only running martingales, used in the conventional manner, are permitted. Standing martingales, draw reins or restricted martingales are prohibited.

Attire: Formal Attire required in all classes.

Veterinary Inspection – Thursday, October 8th at 2:00 p.m.- Location: Jog Path/Barn 6. All horses participating in the 2020 Junior Jumper National Championships (Team and Individual) are required to pass the Horse Inspection before competing. Each competitor is required to present his/her own horse, unless permission is granted by the ground jury for a junior representative to present the horse. Horses will be identified with either a passport or a Coggins certificate. Horses found to be unsound will have the opportunity of being re-presented before the Welcome Class.

Jumping Order – Draws for the jumping order in Class 221 (Welcome Class, Phase I, Individual Championship) and the first round in Class 222 (Prix des States Team Championship and Phase II of Individual Championship) will be held at the Riders’ Meeting.

CLASS NO. 221$7,500 NEUE SCHULE/USEF JUNIOR JUMPER NATIONAL CHAMPIONSHIP WELCOME - Phase I -1.35mThis competition is run over a Table II, Sec. 1 course judged under Table III (Faults Converted into Seconds) without a jump-off in the event of equality for the first place. The scores obtained by each competitor will be converted into points. The winner gets one more point than the number of starters. The second place gets two points less than the win-ner, the third place gets three points less than the winner, and so on. Competitors who have been eliminated or who have retired do not get points.Points will then be transformed to penalties. The competitor with the highest number of points will have zero (0) penalties. CLASS NO. 222$15,000 NEUE SCHULE/USEF PRIX DES STATES TEAM CHAMPIONSHIPand Individual Championship Phase II - 1.40mModified Nation’s Cup Format. Each team will jump one round. The six teams plus any ties accumulating the least number of faults will be required to jump a second round (best three scores per team to count). Seventh and Eighth placed teams will be designated as individu-als for the second round. Teams will return in reverse order of first round team scores. The winning team is determined by adding together the jumping and time penalties incurred by the three best competitors of each team in each round. If, at the end of the completion of the second round, there is a tie for a medal, there will be a jump-off in which one competitor per team will participate. The Chef d’Equipe determines which member of his team will participate in the jump-off.
