WE

ARE PSFU is Uganda’s apex body for the

private sector. It is made up of 160 business associations, corporate bodies and the major public sector agencies that support private sector growth.

Since its founding in 1995, PSFU has served as a focal point for private sector advocacy as well as capacity building and continues to sustain a positive dialogue with Government on behalf of the private sector.

Right from its inception PSFU has been Government’s implementation partner for several projects and programmes aimed at strengthening the private sector as an engine of economic growth. Such programmes include; the implementation of the Business Uganda Development Scheme (BUDS), the BUDS-Energy for Rural Transformation (ERT) programme and advising government on positive policy reforms.

PSFU also implemented a five year World Bank Second Private Sector Competitiveness Project (PSCP II) on behalf of government whose objective was to support improvement of competitiveness within the Uganda private sector.

PSFU also manages a GBP 13 Million BUDS-DFID five year project funded by the UK Government through the Department for International Development (DFID) together with Government of Uganda through the office of the Prime Minister and implemented by PSFU.

PSFU is guided by the Memorandum and Articles of Association. Currently, PSFU is governed by a Board of Directors including the Executive Director. The Directors are elected from the PSFU members during the Annual General Meeting (AGM) every three years. They represent diverse experience from different sectors of the private sector. The Executive Director is the Chief Executive Officer of PSFU and is responsible for ensuring that the organization meets its short and long-term objectives.

POLICY ADVOCACY Through the Policy and advocacy programme, PSFU continually engages in policy dialogue at national and international level. This has enabled PSFU to contribute to decisions and policy debates and to represent its membership effectively. PSFU through consultation with the private sector compiles a range of policy issues into a policy Document, the Private Sector Platform for Action each year. These are prioritized, discussed and agreed with Government for implementation. This provides opportunity for the private sector to get involved in national policy formulation and monitoring implementation of such policies.

• The Policy Advocacy Unit deals with carrying out activities external to Private Sector

but leading to Competitiveness of the Ugandan Private Sector; locally, regionally and internationally. These activities are mainly related to Commercial Laws, infrastructural Issues, EAC Integration agenda/agreements, Policies, Regulations, Practices in Government, among others.

• The Unit’s key objective fits in the Vision of the PSFU of ensuring Private Sector is competitive locally, regionally and internationally

• Because of maintaining dialogue between the Private Sector and Government, the PSFU through the Policy Advocacy Unit has become the preferred focal point for Government and Development Partners to collaborate with Private sector

• PSFU therefore through the Policy Unit has also become the preferred forum for which Private Sector in Uganda channels efforts to achieve contribution top policy debates in Uganda

Through Policy Advocacy as the key mandate, PSFU has remained Government’s implementing partner and has retained visibility.

Membership of PSFU is open to business associations and organisations registered in Uganda. Our membership is drawn from business associations, professional bodies, the corporate industry and public sector agencies – all committed to addressing the challenges associated with developing Uganda’s private sector.

Business & Training Unit The Business and Training Unit is charged with developing products and supporting existing ones to offer cutting edge business solutions to internal and the external clients of the institution so as to enhance competitiveness of its members and the private sector as a whole and also realize optimal advocacy and lobbying in turn driving private sector led development in Uganda. The unit further seeks to build and deliver a portfolio of business streams and income generation through the sale of products and services and also soliciting, procuring and management of grants to support development initiatives.

TRADE DEVELOPMENT PSFU spearheads the articulation of private sector trade policy concerns with the objective of enhancing private sector participation in regional and international trade. The mandate under the trade development program has been realized by;• Building an effective consultative mechanism;• Ensuring private sector participation in national, regional and international trade forums;• Informing the private sector on developments in regional and international trade;• Undertaking trade related research.

Proudly Ugandan The Proudly Ugandan Campaign aims to ensure that Ugandans commit to local products by increasing demand for local goods and services, to help ensure that existing jobs are kept and new jobs are created.

Goal of the Proudly Ugandan Campaign: The “Proudly Ugandan Campaign” is intended to encourage Ugandans to take pride in their country by giving economic priority to our local manufacturers and service providers to enhance development of the country as well as sustain favorable competition in the local, regional and international markets.

Objectives of the Proudly Ugandan campaign1. Enhance sustainable production, competition, income and raising the profile of locally

manufactured goods and services.2. The campaign seeks to create visibility and raise awareness about the available quality local

products and services and also to translate this into actual purchases of these goods and services.

3. Increase employment opportunities for Ugandans and therefore contribute to the economic development of our Nation.

4. Encourage product certification to facilitate product entry on the bigger market. PSFU has planned several activities including; Proudly Ugandan Club, media campaign activities, product shows and an exhibition.

PSFU Business Directory

The annual PSFU Business directory offers you a chance to promote your products at the lowest unit cost compared to what others charge on the market. Projects Managed by PSFU • BUDS-DFID (Business Uganda Development Scheme-Department

for International Development)

BUDS-DFID is a GBP 13 Million 5-year project funded by the UK-Department for International Development (DFID) together with Government of Uganda through the office of the Prime Minister and implemented by PSFU. Implementation of the project started in 2011 and completion is expected in 2015. The project is aimed to stimulate economic growth in the PRDP region.

Goal of the project:• To Promote Private Sector Growth, Investment And Employment Opportunities Under The Post

Conflict Development Programme (PCDP) In Acholi, Lango, Teso, Westnile, Karamoja, Bukedi And Parts Of Bunyoro Sub region.

Objectives of BUDS-DFID• Increase in the number of rural enterprise investing in agricultural production, processing

and other economic sectors

• Increase the number of labour-intensive industries leading to employment creation

• Elimination of Gaps in the supply chain leading to processed agricultural products.

• Support linkages between investors and the local economy through the supply of raw materials, employment and training

• Promotion of trade by rural enterprises including trade outside of their locality.

• BUDS-ERT (Business Uganda Development Scheme –Energy for Rural Transformation)

Managed by the Private Sector Foundation Uganda, BUDS-ERT is the private sector component of the Uganda’s Energy for Rural Transformation Project (ERT). BUDS-ERT’s main objectives are to develop the private sector capacities to start, operate and improve rural electrification-related businesses and, to increase the application of efficient productive uses of electricity and ICTs in Rural Electrification (RE) areas.

The ERT Phase 2 commenced on 1st July 2009 and focuses on Renewable Energy Development and Energy efficiency improvement.

Supported Activities are:1. Purchase and Installation costs of solar water heaters 2. Electrical Energy Efficiency improvement for industries 3. Pre-Investment Transaction advisory service for renewable energy generation projects 4. Support to solar companies to open sustainable rural outlets 5. Enhancement of productive use of electricity

The Uganda Country Capacity Building Programme (UCCBP)

PSFU is one of the beneficiary institutions for the Uganda Country Capacity Building Programmme managed by National Planning Authority (NPA). The program overall goal is to strengthen national capacities required to effectively undertake the expenditure management, planning and policy formulation functions, required for poverty eradication and for effective public sector reform. This support has enhanced PSFU’s capacity to meaningfully participate in national planning and policy formulation processes.

Bernard Van Leer Foundation (BVLF)Private Sector Foundation Uganda (PSFU) is managing a three year project on behalf of the Bernard Van Leer Foundation (BVLF) Netherlands. The project is implemented in three Districts i.e Nakapipirit, Kumi and Apac Districts. It focuses on issues related to children development (improving the physical environment in which children grow, improving early learning for children, reducing violence against young children 0-8 years).
