CHAPTER 1 -INTRODUCTION

1.1 General

This order sets out the PrisOn Service's commitment to ensure all establishments havean effective strategy to tackle the bullying of prisoners by other prisoners.

-The core elements of the policy on bullying are outlined in the •booklet 'Bullying in Prison:a strategy to beat it'(1993). This booklet is still in print, and maybe used as additionalbackground guidance to this policy.

(ii) measuring the problem: monitoring and evaluation of the local anti-bullying strategy is essential for establishing the impact of the anti-bullyingstrategy on bullying and highlighting elements requiring modification;

(iii) changing the climate/culture: for the strategy to have a positive impact onthe prison; staff, prisoners and visitors must work together to reduce

team's monthly meetings and-appropriate other committees such as the self-harmcommittee or the throughcare committee. In smaller establishments, where resourcesmay not be available to have a separate:committee dedicated to reducing bullying,bullying should either be made a standard, item on the agenda of the seniormanagement team's monthly meetings or on an appropriate sub committee, which

The anti-bullying committee must be multi-disciplinary, across grade and be representedby all parts of the prison. It should include representatives from specialist departments, :,(Probation,. Chaplaincy, Security,. PE, Health .Care, Education, Works, workshopinstructors, a health and safety representative, segregation unit), a governor grade, an.administrative grade, and residential unit officers. The.expected practice is for thecommittee to have a clearly laid out schedule of meetings: Its role is to monitor andmanage the anti-bullying strategy..This committee should have links with other relevantcommittees such as those dealing with SuicideAwareness or Incentives and Earned . ..Privileges. .... _

The survey method is useful because it provides a robust measure of bullying overtime,allowing for changes in bullying to be picked up. However, conducting a survey is onlyone method of establishing a baseline and is unlikely to provide the complete• picture:.This is because it is a subjective measure. Self-report questionnaires will •only pick :upwhat staff and prisoners want to report. This is.why it is also necessary.to monitor otherindicators of bullying (outlined later in this Chapter).

Govemors must make sure all staff are aware of what is required of them in order todeliver an effective anti-bullying strategy. Staff must be able to demonstrate they know.how to detect bullying behaviour and what actions they must take.
