Population: ≈ 5.4M
Main Pollution Sources : Mining, Industrial, Vehicle & Biomass Burning
• 4/5 DMs prepare and submit annual reports to PD • PD prepares, consolidate & submit annual report to DEA • PM-AQOF meetings held on a regular basis
• 4/22 LMs have personnel responsible for AQM • All 5 DMs have dedicated personnel for AQM • Provincial Department has dedicated personnel for AQM
• 1/5 DMs implementing AEL system • PD delegated to implement AEL system for 4 DMs
•4/5 DMs developed AQMPs •1 DM & 1 LM in the process of finalizing AQMPs •PD developed AQMP

• High costs of purchasing, commissioning, operating & maintaining monitoring equipment
• Lack of in-house technical & financial capabilities for maintaining and operating existing AAQMS
• Siting of some of the Stations • Spatial and temporal coverage of AQ data is inadequate to facilitate decisions and
effective AQM planning
• Use available funding to develop cost-effective network appropriate for available skills
• Integrated privately owned networks with government network
• Working with SALGA to encourage & promote LMs involvement & cooperation in AQM programs
• Target hotspot areas for monitoring
• Cooperation amongst Authorities & Industries in AAQM
• Recognising AQM as a shared responsibility for all gov. spheres
• Cooperation amongst provincial and LAs in AQM

Strategy Development
• Limited budgetary provisions for AQMP development • Limited skills for in-house development of AQMPs • Lack of adequate financial & human resources to implement strategies • Lack of alignment of implementation plan to performance • progress tracking on implementation of strategies
General • Lack of awareness & understanding of mandatory AQM responsibilities • Where there is understanding, AQM functions not prioritised • perceived as a non-service delivery and non revenue generating function/ mandate
Lessons Learnt and Way Forward
Lessons Learnt Air Quality Management is a costly mandate and proper planning is crucial Management of CAAQMS requires specialized skills (electronics, engineering, IT, etc.) Air Quality information/education is limited and more awareness raising and capacity building is needed Air quality management highly biased to management of s21 Listed Activities Reporting systems confined to output and not outcome/impact Health based linkages to air quality and successes of AQM strategies not fully evaluated
Way-forward Explore alternative funding streams for the AQM functions
More Air Quality awareness campaigns should be conducted
Clarification of roles and responsibilities for AQM functions (in simple terms)
More training should be conducted on operation of CAAQMS and data management
Expansion of CAAQM networks and improvements in validation and operation of CAAQMS especially in hot-spot areas
Capacity development in air quality prediction, nationally
Need for health based strategy formulations for better air Quality planning and implementation
