1.2.1.1. GENERALAdvanced Surface Movement Guidance and Control System using Mode S multi-lateration has been commissioned.

When on ground, ACFT must squawk Mode C, in order to provide altitude informa-tion to the surveillance system, and thereby prevent clutter on RADAR displayand false automatic detection of departure for ACFT still on ground.

1.2.1.2. ARRIVALWhen on RWY, keep TCAS selected.After vacating RWY, select transponder or equivalent and AUTO if available.TCAS shall be deselected when vacating RWY.

When parked on stand, select STBY.

1.2.1.3. DEPARTUREAt gate/stand, select STBY.

Enter discrete SSR code received. Enter three-letter ICAO designator followed byflight identification number (e.g. AIC748) through FMS or transponder controlpanel, depending on the avionics.

2.1. SPEED RESTRICTIONS2.1.1. SPEED CONTROL PROCEDURES IN THE PROVISION OF RADAR CONTROL

2.2. RWY OPERATIONS2.2.1. RWY OCCUPANCY TIME PROCEDURE FOR ARRIVAL

Pilots are advised that rapid exits from the RWY enable ATC to apply minimumspacing between ACFT on final approach to maximise RWY utilization.Unless instructed otherwise, ACFT vacating the RWY should not stop on any rapidexit taxiway or exit TWY, but proceed to the next TWY as instructed by ATC.Pilots shall contact MUMBAI Ground after vacating RWY unless instructed other-wise by ATC.TWY N5 should be the preferred exit TWY for RWY 09.TWY N8 should be the preferred exit TWY for RWY 27.When RWY 27 is in use:

- Rapid exit TWY N7 is available for code A, B & Q400 ACFT only.- Pilots of all code C, D, E & F ACFT shall plan to vacate RWY 27 via TWY N8.

In case the ACFT is unable to vacate RWY 27 via TWY N8, the pilot shallendeavour to vacate using TWY N9. Exit TWYs N10, N11 & N should be usedonly in case the ACFT is unable to vacate the RWY using the preferred TWYs.General Aviation ACFT, Code A, B & C, should vacate RWY 27 via TWY S7.Pilots unable to vacate RWY via the preferred TWYs due to operational rea-sons, should notify Aerodrome Control Tower, as early as feasible.

2.3. TAXI PROCEDURESLEFT and RIGHT turn available for ACFT vacating RWY 09 via TWY N5.ACFT vacating RWY 27 via TWY N8 shall continue on TWY N; RIGHT turn isallowed on TWY N without any restriction. LEFT turn allowed only for ACFT withwingspan up to 118'/36m from TWY N8 on to TWY N.

2.4. OTHER INFORMATION2.4.1. COMMUNICATION FAILURE

2.4.1.1. GENERALPilot shall not overfly VA(P)-2 situated 9NM Southwest of APT under anycircumstances.

Pilot-in-command (PIC) must maintain the last assigned clearance for 2 minutesafter squawking in all cases.

2.4.1.2. ASSIGNED RWY - AVAILABILITY FOR RCF ACFTWhen RWY for landing has already been advised to the ACFT by ATC, such RWYshall be considered as assigned RWY. In case arriving ACFT has not been advisedany RWY, RWY 27 shall be considered as assigned RWY for such arrival. Duringthe notified periods of maintenance/closure of RWY 27, RWY 14 shall be consid-ered as assigned RWY.

RWY lights, PAPI & APCH lights in "SWITCHED ON" mode shall indicate theavailability of RWY for ACFT experiencing RCF. Switch off ILS for RWY not inuse.Irrespective of visibility/weather conditions, RWY and APCH light in "SWITCHEDOFF" mode shall indicate non-availability of RWY for ACFT experiencing RCF. Insuch cases, alternate RWY shall be made available for such ACFT.

2.4.1.3. ARRIVAL - ANY PHASE EXCEPT FINAL APPROACH- Squawk 7600;

- 2 minutes after squawking 7600 proceed direct to BBB and join BBB holding forassigned RWY;

- Within 100NM BBB may commence descent to 3700’ and join BBB holding forassigned RWY. Cross D25 BBB at or above FL70;

- Follow the laid down procedures for assigned RWY;- ATC will provide appropriate separation to the RCF ACFT.

2.4.1.4. ARRIVAL - NO LANDING CLEARANCE RECEIVEDIf ACFT on final approach has not received landing clearance, it will carry outmissed approach:

- Squawk 7600;- Proceed for next approach from BBB for the same RWY;- ATC will keep RWY APCH light in switched-on mode for next approach.

2.4.1.5. ARRIVAL - OUTSIDE MUMBAI TMAPilot-in-command (PIC) shall commence RCF manoeuvre, after 2 minutes ofsquawking 7600 or entering Mumbai TMA, whichever is later.- Proceed direct to BBB and join BBB holding for assigned RWY.

- Within 100NM BBB may commence descent to 3700’ and join BBB holding forassigned RWY. Cross D25 BBB at or above FL70.

The above procedures do not restrict the pilot-in-command (PIC) from takingappropriate action fit in case the ACFT receives GPWS/TCAS warning at anyphase of the flight.

2.4.1.6. RNAV ARRIVAL IN HOLDINGLeave associated holding after coming over associated waypoint at holdingrelease time, if given, or on completion of the holding. Maintain/descend to lastassigned level and proceed to BBB VOR. 5 minutes after leaving the holdingdescend to FL 100 and commence published instrument APCH procedure from BBBVOR for RWY-in-use.

2.4.1.7. NON-RNAV ARRIVAL IN HOLDINGProceed to BBB VOR. Maintain/descend to last assigned level. Descend in pub-lished holding of BBB VOR to FL 90 and commence published instrument APCHprocedure for RWY-in-use.

3.1. AIRPORT COLLABORATIVE DECISION MAKINGThe pilot will contact Clearance Delivery (CLD) to request en-route clearance andSID between TSAT - 15 minutes to TSAT - 5 minutes. Blue Zone.

The ACFT must be ready to Start-up/Push-back at TOBT and request SMC(GROUND) for Start-up/Push-back at TSAT -5 minutes and TSAT +5 minutes. GreenZone.

(Note: The system may prepone TSAT up to TOBT).

In case for Schedule Flight, "Boarding" has not started at or before TSAT -5 min-utes, allotted TSAT will be cancelled and associated slot will be allocated to nexteligible ACFT. a. A new TOBT is required from Airlines Operator.

b. On receipt of new TOBT, the flight will be re-sequenced according to newTOBT and a new TSAT with a subsequent delay will be issued.

If at TSAT +5 minutes: Red Zone, ATC has not received Start-up/Push-backrequest, the ACFT will lose its position in sequence. a. A new TOBT is required from Airlines Operator. b. On receipt of new TOBT, the flight will be re-sequenced according to new

TOBT and a new TSAT with a subsequent delay will be issued.

ATC should normally be able to issue start-up/push-back at TSAT. Pilots will beinformed by ATC of any revised TSAT if there is a delay to TSAT in excess of 5 minutes.

Taxi clearance must be requested within 5 minutes of Start-up/Push-backapproval time.

(Note: If this has not occurred, SMC (GROUND) must be notified of the extent ofdelay. In such cases, ACFT may lose its departure slot and a new TOBTmay be required in A-CDM, Mumbai interface. ACFT operator shall beresponsible to obtain new ADC number from IAF-MLU).

The Pre-Departure (Off-block) Sequence will be determined in accordance withTarget Start up Approval Time (TSAT) and NOT in accordance with the Start-upRequest. Pre-Departure Sequence will not have any bearing on Actual Departuresequence.

(Note: Actual Departure sequence may differ from pre-departure sequence inorder to optimize the RWY and Airspace utilization.)

3.2. START-UP & PUSH-BACK PROCEDURESIf ACFT is ready for departure, the pilot shall contact MUMBAI GROUND for push-back and start-up permission.

Engine start-up at the stand will not be allowed in conditions of visibility lessthan 500m.

Simultaneous push-back/start-up from adjacent stands is not permitted.

When pilot is ready for start-up, he shall seek confirmation from the ground crewfor hazard free zone prior to starting ACFT engines. On receipt of the clearance,pilot shall read back the push-back clearance given by ATC, then coordinate withground crew for push-back and start-up of the ACFT.To expedite departure, the Pilot-In-Command may start engines (on idle power)before commencing push-back on the ACFT stand, in coordination with the groundcrew.

No cross-bleed start-up by ACFT is permitted till the push-back and/or pull aheadprocedure is complete and the ACFT is aligned with the taxilane/taxiway center-line marking.

For ACFT stands without dedicated push-back lines, stand lead-in line may beused for push-back guidance.Pilots shall adhere to the push-back and start-up procedures and will use minimumbreakaway power.Pilots shall use minimum taxi power when operating on the apron areas to mini-mize effect of jet blast in the surrounding areas.

Simultaneous taxiing by code E ACFT on taxilane P and T is not permitted, unlessone of the two ACFT is fully aligned with the centerline of taxilanes P and T, asthe case may be, and is holding/stationary.

Simultaneous taxiing on taxilane P and T by ACFT below code E is permitted.In case of simultaneous push-back from stands V9, V10, G3, G4 or G5 by code EACFT, pilot to take caution to ensure clearance from the other ACFT pushingback.

Push-back from any of the stands V26, V27 or V28, pilot is to take caution toensure clearance from ACFT pushing back from any of the stands K3, K4 or K5.

Stand Procedure CAUTION - Note

A1, A2 Push-back deep on TWY L4 and pull ahead up to tug release point T1. Taxi out via TWY L1.

Only one ACFT to push back between stands A1 thru A4 (both stands inclusive) at any point of time.ACFT pushing back deep on TWY L4 will prohibit ACFT taxiing on TWY N.

A3 Push-back facing West on taxilane L and pull ahead up to tug release point T1. Taxi out via TWY L1.

A4 Push-back facing West on taxilane L up to tug release point T1. Taxi out via TWY L1.

A5 thru A12 Push-back facing West on taxilane L. Taxi out via TWY L1.

Only alternate ACFT from stands A5 thru A8 to commence push-back at any point of time.

3.3. TAXI PROCEDURESACFT entering RWY 27 from TWY N1 should strictly follow TWY CL marking andlights. No lock turn for lining up on RWY 27 from TWY N1 allowed.

For RWY 09, code E and code F departure shall use second RWY holding position J1available on TWY N short of TWY N11 and TWY N junction.

3.4. RWY OPERATIONS3.4.1. RWY OCCUPANCY TIME PROCEDURE FOR DEPARTURE

Taxiing ACFT should maintain a taxiing speed of not less than 15 KT on thestraight portion of TWYs and between 8-12 KT during turning manoeuvres.

ATC may alter departure sequence of an ACFT to optimise RWY utilisation.Based on the ACFT type and its performance characteristics, ATC may issue taxiinstructions so as to depart from the nearest RWY intersection from where ade-quate take-off run is available. Pilots unable to accept departure fromintersection may request ATC for alternate take-off position. Pilots requiringdeparture from the beginning of RWY should make such request at the time ofpush-back/start-up. However, such requests will be considered by ATC subject todelay.

When ACFT is issued with a line-up and take-off clearance at the RWY holdingposition it shall be in a position to line-up and initiate an immediate take-off inone continuous movement. If unable advice ATC.

When ACFT is issued with a take-off clearance after lining up on the RWY it shallcommence take-off roll immediately.If the controller observes a delay in ACFT commencing take-off run after issuanceof take-off clearance, the take-off clearance will be cancelled and the ACFT shallbe instructed to vacate the RWY immediately at the nearest TWY to make way forthe subsequent arrival or departure.

Airborne ACFT shall contact MUMBAI Radar after passing 800', unless instructedotherwise by ATC.

3.5. OTHER INFORMATION3.5.1. COMMUNICATION FAILURE

3.5.1.1. GENERALPilot shall not overfly VA(P)-2 situated 9NM Southwest of APT under anycircumstances.

3.5.1.2. ASSIGNED RWY - AVAILABILITY FOR RCF ACFTIn case of departures from APT returning on account of RCF, the departure RWY ofsuch ACFT shall be considered as assigned RWY for landing except during the noti-fied periods of maintenance/closure of departure RWY.

3.5.1.3. DEPARTURE - PROCEED TO DESTINATIONImmediately after departure climb to FL70:

- Maintain FL70 on SID or as per heading/track last issued and acknowledged.- Squawk 7600;

- 2 minutes after setting squawk 7600 climb to FL90;

- Maintain FL90 for further 2 minutes, thereafter climb to filed flight plannedlevel;

- Continue to follow the SID and flight planned route to destination.

3.5.1.4. DEPARTURE - RETURN TO DEPARTUREImmediately after departure climb to FL70:

- Maintain FL70 on SID or as per heading/track last issued and acknowledged.- Squawk 7600;

- 2 minutes after setting squawk 7600 climb to FL100;- Maintain FL100 for further 2 minutes, thereafter make shorter arc to come

over BBB. Join BBB holding, descend to FL55 in holding and leave BBB; followthe laid down procedure for assigned RWY up to landing.

3.5.1.5. DEPARTURE - PROCEED TO DESTINATION CONTACT WITH RADARRCF after establishing contact with radar:

- Squawk 7600;- Initial climb to cleared FL or FL90 whichever is higher;

- Maintain cleared heading or SID until 2 minutes after setting code 7600;

- Thereafter proceed to the next point of flight planned route;- 2 minutes after setting code 7600 also climb to filed flight planned level and

continue to destination.

3.5.1.6. DEPARTURE - RETURN TO DEPARTURE CONTACT WITH RADARRCF after establishing contact with radar:

- Squawk 7600;

- If below FL100, continue on current clearance until 2 minutes after settingcode 7600, thereafter climb to FL100, reaching FL100, make a shorter arc tojoin BBB holding;

- If above FL100, continue on current clearance until 2 minutes after settingcode 7600; thereafter, stop climb and make a shorter arc to join BBB holdingdescending to FL100;

- Descend to FL55 in holding and leave BBB; follow the laid down procedure forassigned RWY.

3.5.1.7. DEPARTURE - RETURN TO APT AND REQUIRE JETTISONING THE FUELIf ACFT requires to jettison the fuel, join holding at FL100, after one holding overhead, ACFT will proceed on BBB R-210 to the jettisoning area defined by BBB R-205 to BBB R-245 between BBB 25 DME to BBB 45 DME. After jettisoning the fuel,ACFT will come over BBB at FL100 and then descend to FL55 in the hold, thenleave BBB for the laid down procedure and continue descent as per procedure.

3.5.2. DATALINK DEPARTURE CLEARANCE (DCL)Pilots using DCL shall maintain a listening watch on the frequency published forclearance delivery. In the event of any doubts or system-related difficulties,voice procedures shall be resumed.

Pre-Departure Clearance issued by voice procedures always supersedes pre-depar-ture clearance transmitted via DCL service.Prior to departure, pilots shall verify that the departure route assigned via DCLlogically refers to the RWY in use and to the route indicated in the current flightplan. In the event of any deviations or doubts, voice procedures shall be used.

After DCL is obtained pilots shall confirm via data link and once the ACFT isready for push-back/start-up, voice contact should be established with ClearanceDelivery stating: "With data link clearance", QNH, POB.To obtain en-route clearance via DCL, pilots shall request clearance not earlierthan 20 MIN prior to the estimated off-block time (EOBT) or 35 MIN prior to cal-culated take-off time (CTOT).If rejected, pilots shall revert to voice procedures.

Pilots shall acknowledge en-route clearance within 5 minutes.
