FUEL CELL STRATEGIC INITIATIVE Statewide Program, California Serving as the Project Director for the development and management of a strategic fuel cell initiative. The program focuses on building a team and delivery system for third party delivery of team owned fuel cell projects through PPA type agreements. WIND AND SOLAR ENERGY FEASIBILITY STUDIES Multiple Clients Completed technical, economic and environmental studies of the feasibility of wind and solar projects for: • Water and wastewater plant sites for the City of Benicia, CA • Wastewater plant site for the City of Salinas, CA • Universidad Autonoma de Tamaulipas (UAT) and the North American Development Bank in Tamaulipas, Mexico • Fidenor, Nuevo Leon, Mexico and the North American Development Bank in Northern Nuevo Leon

WASTE-TO-ENERGY FEASIBILITY STUDIES Multiple clients Evaluated the feasibility of converting municipal solid waste into energy at various sites in the U.S., China, India, Morocco, Peru, Thailand and Viet Nam. Studies included waste stream characterization, technology evaluation, site selection, environmental and economic analyses. Particular emphasis has been placed on gasification, plasma arc and anaerobic digestion technologies in recent years. Projects included visits to operating and prototype plants in the U.S., Europe and Asia.

BASEWIDE ENERGY SYSTEMS PLANS U.S. Department of Defense Conducted base-wide energy conservation and renewable energy analyses for four army defense depots and air force bases in California and Utah and six Army facilities in Japan and the Philippines including solar energy, wind power, cogeneration, and coal conversions, lighting, HVAC and boiler plant modification, computerized energy monitoring and control systems.

MUNICIPAL ENERGY ASSESSMENT AND ENERGY MANAGEMENT PLAN City of Salinas, CA Conducted energy audits and renewable energy feasibility studies covering the City’s municipal buildings, wastewater treatment plant, parking garages, street lighting and pump stations. Technologies included HVAC, controls, lighting, solar and wind. Prepared grant applications and a financing plan for implementing $8.5 million in feasible projects. Calculated climate impact and job creation effect of implementing the recommended projects.

INDUSTRIAL ENERGY ASSESSMENT Wetsel Oviatt Lumber Company Assisted with an analysis of energy demands and loads, both natural gas and electricity. Proposed several alternative energy schemes, including natural gas-fired reciprocating cogeneration units, biomass-fired cogeneration units, and gas turbine cogeneration units.

Conducted an on-site energy audit and provided recommendations for energy savings. Currently assisting the client in the procurement of the reciprocating engine cogeneration system.

COGENERATION (CHP) PLANT AND ENERGY EFFICIENCY MEASURES Toplofikatcia Bourgas, Bulgaria Lead a team that assisted the local District Heating Plant, Toplofikatcia Bourgas, in confirming the feasibility of a variety of energy efficiency measures and an 18.6-MW cogeneration plant, and locating partners to finance, construct, and operate it. Power will be sold under the new Bulgarian energy laws to the National Electric Company, with hot water distributed though the existing District heating network. The project included energy efficiency improvements to the District heating system, and was funded through an Eco-Links grant (US-AID). COGENERATION SYSTEM DESIGN, AND LICENSING SERVICES Hospital Consortium of San Mateo, the City of San Jose and the County of Santa Clara, California Provided feasibility studies, design and project licensing services for reciprocating engine and gas turbine cogeneration system. LANDFILL BIOGAS-TO-ENERGY PROJECT DEVELOPMENT Multiple Clients in the U.S., Bulgaria, Guatemala, Mexico and Peru Evaluated and assisted with the development, where feasible of landfill biogas power projects, including selecting the technology, sizing the systems, arranging financing, and soliciting bids for power purchase from the new project. ENERGY CONVERSION TECHNOLOGY COMMERCIALIZATION REVIEW Multiple Investors and Venture Capitalists Provided technical, economic, marketability and environmental review of numerous energy technologies for clients seeking to invest in energy technology commercialization. Technologies included biomass, municipal solid waste, solar, wind, hydroelectric, and geothermal.

PROCUREMENT Multiple Municipal Clients Assisted numerous cities, counties and solid waste Authorities in the U.S., Mexico, Morocco and Thailand with the procurement process to engage private companies for financing; constructing; and operating waste to energy, transfer stations, landfills, collection and recycling services, material recovery, compost, and cogeneration systems. Services include preparation of RFQs, review and prequalification of selected respondents, preparation of RFPs, evaluation of proposals, interviews, proposer selection, and contract negotiation.

NEGOTIATIONS AND PUBLIC PROCESSES Multiple Municipal Clients Lead and supported negotiations for a wide variety of contracts, as well as innovative franchise agreement development. Worked with existing and developing agencies to examine ownership, operational, hauling, financing, and procurement alternatives to determine the most appropriate institutional arrangements. Assisted cities and counties in dealing with regional issues, including the formation of Solid Waste Authorities and managed many complex and controversial projects, involving significant interfacing with citizen groups, staff, and decision makers.

LANDFILLS Multiple Public and Private Sector Clients Completed numerous landfill planning, engineering, construction, and operations including siting, design, environmental systems, permit acquisition, economic analysis, rate review, privatization, and closure and post-closure maintenance assignments.

RECYCLING, MATERIALS RECOVERY AND TRANSFER STATIONS Multiple Public and Private Sector Clients Completed many recycling, materials recovery facility and transfer station planning, engineering, and construction including siting, operational review and problem solving, equipment selection, permit acquisition and compliance, economic analysis, rate review, privatization, and contract negotiation. Worked with government agencies and private companies in California, 13 other states and five foreign countries, planning and implementing integrated waste management systems and resolving problematic solid waste management issues. STRATEGIC WASTE RESOURCES MANAGMENT PLAN City of Los Angeles, California Developed a long-term plan to manage the solid waste resources of the City. The goal is to reduce the amount of waste requiring disposal to a minimum, consistent with a “zero Waste” philosophy. Project involves significant public outreach. STAFF SUPPORT AND TECHNICAL ASSISTANCE Salinas Valley Solid Waste Authority, California Developed the Authority concept and negotiated the JPA Agreement with the County and five cities. of a long-term waste management strategic plan. Procuring a gasification system to convert the Authority’s MSW into electricity INTEGRATED WASTE MANAGEMENT STUDIES State of Hawaii Directed the development of a Statewide Integrated Waste Management Strategic Plan. Authored “AB 939” like legislation, which was adopted. Managed significant, statewide public participation program. REGIONAL WASTE MANAGEMENT SYSTEM Riverside County, California Advised the County regarding the development of a countywide system of material recovery facilities, composting facilities, recycling centers, and landfill improvements. Helped form the countywide sanitation district and obtain flow commitments from the cities. Prepared capital and operating expense estimates, revenue projections, and 10-year projections of capital needs for 13 landfills, all in support of capital budgeting and a series of proposed bond issues. Assisted the County reorganize the haulers into exclusive franchises with long term flow commitments to the County system. FINANCING FEASIBILITY STUDIES FOR STATEWIDE RESOURCE RECOVERY, LANDFILL AND TRANSFER STATION FACILITIES California Pollution Control Financing Authority Prepared engineering and economic feasibility reports for the financing of over $100 million for resource recovery, landfill and transfer station facilities across the state. SOLID WASTE RECOVERY TRANSFER PLANNING AND PROCUREMENT City of Fremont, California Assisted the City in determining the most appropriate method for the transfer and disposal of solid waste after the closure of the local landfill. The planning process included a site assessment and evaluation, a procurement process to identify potential service providers, and negotiation of contracts for the development and operations of a transfer station/recyclables diversion facility and long-term disposal capacity. LANDFILL DEVELOPMENT FEASIBILITY STUDY Campo Indian Tribe, California Prepared a technical, economic and environmental feasibility study for a proposed 3,000 ton per day landfill to be developed on tribal lands in San Diego County. Prepared a detailed, 20-year economic analysis of landfill development, operations, and closure costs at varying tonnage levels. Performed a marketing study identifying potential sources of municipal waste and sewage sludge. REVIEW OF WASTE-TO-ENERGY AND MSW CONVERSION TECHNOLOGIES California Energy Commission Prepared a comprehensive review of all combustion and non-combustion waste-to-energy technologies from economic and environmental standpoints. Confidential Client, San Bernardino County, California Project Director. Provided conceptual engineering, cost estimates, economic analysis, and general business planning services for a 5,000-TPD material recovery facility with truck and rail load-out capabilities and state-of-the-art recovery technologies. Prepared quarterly pro forma projections through the project development plans and a 20-year life cycle cost projection. FEASIBILITY STUDY Los Angeles County Sanitation District and City of Commerce, California Performed technical and economic feasibility analyses that led to the development of California’s first waste-to-energy facility. Performed site review, technology selection, cost estimates, and economic analysis. AGUA MANSA MATERIALS RECOVERY/TRANSFER FACILITY Riverside County, California Directed the development of a site-specific design for a 2,700-TPD material recovery and transfer facility. Assisted in selecting a vendor/operator. Evaluated the feasibility of a buy-back center, HHW facility, interim transfer station, and green waste composting and co-composting facilities. TRANSFER STATION DESIGN/BUILD Private Client, Martinez, California Directed the planning, design, permitting and construction of a 1,900-TPD transfer station on a “design/build” basis. The project was completed on an aggressive time schedule and within established budgets.
