NAVODAYA VIDYALAYA SCHEMEIt has been decided by our government to

set up residential schools, to be called asNavodaya Vidyalayas, on an average of one ineach district, during the Seventh Five YearPlan. The broad aims for establishment ofNavodaya Vidyalayas are to serve the objectiveof excellence coupled with equity, to promotenational integration, provide opportunities tothe talented children to develop their fullpotential, and to facilitate the process of schoolimprovement. Children with special talent oraptitude can be found in all sections of people,and in all areas including the most backward.However, so far, good quality education hasbeen available only to well to do sections ofsociety, the poor have been left out.Furthermore, the disturbances within thecountry warrant the necessity of promotingstrong feeling of national integration. The bestway of promoting national integration is toorient the education of boys and girls towardsintegration. One important vehicle ofintegration is the core curriculum adumbratedin the New Education Policy. The corecurriculum contains inputs from all regions ofthe country and contribution of states in amplemeasure.A. GENERAL INFORMATION FOR ADMI-

SSION TO NAVODAYA VIDYALAYA1. To provide quality education to children

who would otherwise remain deprived of it dueto social economic or other limitations, theGovernment of India have evolved a schemeunder which residential, co-educationalNAVODAYA VIDYALAYAS are beingestablished on an average, one in each district.

2. The Navodaya Vidyalaya will be fullyfinanced and managed by Navodaya VidyalayaSamiti, an autonomous organisation set up bythe Government of India. While education isfree in Navodaya Vidyalayas includingboarding, lodging, uniforms and text books, anominal fee of Rs. 200/- per month will becollected from the students from IX to XIIClass. However, Children belonging to SC/ST,girls and from the students (boys) whoseparents income is below poverty line areexempted from payment of fees.

3. The Vidyalayas will have separatehostels for boys and girls. Education in these

Vidyalayas is fully free, including boarding,lodging, books, stationery and uniforms uptoclass VIII.

4. The Vidyalayas will prepare students forthe Secondary/Senior Secondary Examinationof the Central Board of Secondary Education,New Delhi.

5. Admission to Navodaya Vidyalayas i sdone in class VI and class IX. In view of the factthat most of the students so admitted wouldhave been taught earlier through the mediumof the mother tongue/regional language,instruction will be provided through the samemedium up to VII or VIII Class during whichtime intensive teaching of Hindi/English bothas language subjects and co-media will beundertaken. Thereafter, the common mediumwould be English in all Navodaya Vidyalayas.

6. A maximum of eighty students will beadmitted to class VI in each NavodayaVidyalaya only from the District concerned.

B. ELIGIBILITYFor all Candidates :

(a) Only candidates from the district wherethe Navodaya Vidyalaya has been opened areeligible to apply for admission. However, theDistrict where J.N.V. is opened and isbifurcated at a later date, the old boundaries ofthe district, are considered for the purpose ofeligibility for admission into JNVST, in case anew Vidyalaya has not started in the newlybifurcated district as yet.

(b) A candidate appearing for the selectiontest must be studying in class V, for whole ofthe academic session in a Government/Government aided or other recognised schoolsor schools under schemes of ‘Sarva ShikshaAbhiyan’ or ‘B’ certificate competency courseof National Institute of Open Schooling in thesame district where he/she is seekingadmission. A school will be deemed recognizedif it is declared so by the Government or byany other agency authorized on behalf ofGovernment. The schools under Sarva ShikshaAbhiyan are to be sponsored by Govt. or Govt.authorized agencies. Schools where studentshave obtained ‘B’ certificate under NationalInstitute of Open Schooling should haveaccreditation of NIOS. A candidate must

successfully complete class V in the session foradmission in class VI for the next session.

(c) A candidate seeking admission must bebetween 9 to 13 years of age on 01 May ofthe concerning year. This will apply tocandidates of all categories. In case of anydoubt of overage of candidates seekingadmission they may be referred to a MedicalBoard for the confirmation of age. Thedecision of the Medical Board will be final.

(d) A candidate must have studied andpassed classes III, IV and V from a recognisedschool spending one full academic session(without any repetition of class) in each classthrough the formal system of education.

(e) A candidate who has not beenpromoted and admitted to class V beforeSeptember of the concerning year is noteligible for JNVST.

(f) No candidate is eligible to appear in theselection test second time, under any circums-tances.For Rural Candidates :

(a) Atleast 75% of the seats in a district willbe filled by candidates selected from rural areasand remaining seats will be filled from theUrban areas of the district.

(b) A candidate seeking admission underthe rural quota must have studied in classes III,IV and V, completing full academic session,from recognised school(s) located in ruralareas.

(c) Candidates studying under the schemesof Sarva Shiksha Abhiyan and NationalInstitute Open Schooling should produce theirrural status certificate issued by DistrictMagistrate/Tehsildar/BDO.For Urban Candidates :

A candidate who has studied in a schoollocated in an urban area even for a single dayof a session in class III, IV and V will beconsidered as an Urban candidate. Urbanareas are those which are so defined in the2001 census or through a subsequentGovernment Notification. All other areas willbe termed as rural.Reservation for SC/ST and HandicappedCategory, and Girls :

(a) At least 75% of the seats in a districtare filled by candidates selected from ruralareas and remaining seats are filled fromUrban areas of the district.

(b) There is a provision for reservation ofseats for SC and ST candidates.

(c) There is a provision for reservation ofone-third of the total number of seats for girls.

(d) 3% reservation for handicappedcandidates (Physical disability, Eyesight andhearing disability).C. HOW TO APPLY

1. Application for admission must be madeon the prescribed Application Form obtainablefree of charge from the Block EducationOfficer or the Headmaster of the recognisedschool (having Class V) in the district or thePrincipal of Navodaya Vidyalaya if alreadyfunctioning in that district.

2. Application Form duly filled in mustreach the Block Education Officer, through theHead of the recognised school from where thechild passed (or is to pass) Class V by theprescribed date.

3. Candidates are advised to get receiptfrom the B.E.O. at the time of submission ofapplication form.D. THE ISSUING ADMISSION CARDS

The admission cards will be issued by theoffice of the Block Education Officer. In caseof non-receipt of Admission Card by theprescribed date candidates should contact thePrincipal Jawahar Navodaya Vidyalaya/BlockEducation Officer, District Education Officer.

E. EXAMINATION PAPERSThere will be only one examination paper

for the Navodaya Vidyalaya Test. Part I will beof 60 minutes duration. It will consist 50questions based on Mental Ability Test.

Part II will be of 30 minutes duration. Itwill consist 25 questions based on simplearithmetic based on class V courses of variousStates and Union Territories of the country.

Part III will be of 30 minutes duration. Itwill consist 25 questions based on Language.There will be three passages and each passagewill have five multi-answer questions. Besides,the remaining 10 questions will be designed totest the grammatical and writing skills of thecandidates.

Total durationof the paper will be 2 hours.SELECTION AND ADMISSION

Selection in the test will not vest any righton the candidates to secure admission into the

JNV. At the time of seeking actual admissioneach selected candidate will have to produce allrelevant certificates, as prescribed by theNavodaya Vidyalaya Samiti. Until admission,the selection is provisional.

In case of any dispute, the decision ofNavodaya Vidyalaya Samiti shall be final andbinding on the candidate. Marks obtained bycandidates (both selected and non-selected) inthe test are not communicated.

There is no provision for re-evaluation ofthe answer scripts. Since, the result isprocessed through computer and sufficient careis taken to ensure accuracy through variouschecks in processing the result, no request forre-totalling of marks will be entertained.

It may also be noted by the candidates andtheir parents/guardians that under the schemeof JNVs, students of a JNV located in Hindiareas may have to migrate to another JNV innon-Hindi areas and vice-versa when thestudents are promoted to class IX. In case ofrefusal from the students selected formigration, continuation of such students inJNV will not be allowed.

It may be noted by the candidates andtheir parents/guardians that the childrenselected on the basis of the Test will beadmitted only in the JNV located in the districtfrom where they are appearing at the JNVST.Under no circumstances the selected candidatewill be given admission to any other JNV. Norequest for shifting of students on account ofmedium of instruction in the JNV concerned,shifting of parents/guardians to other district(s)/State(s), etc., will be entertained.

Candidates belonging to the ScheduledCastes (SCs) and Scheduled Tribes (STs) willhave to produce a certificate of the Caste atthe time of seeking admission, if selected. Suchcertificate should be procured from thecompetent authority before 15th July of theyear of seeking admission so that it may besubmitted to the Principal of concerned JNV atthe time of admission.

Candidates belonging to the disabledcategory (Orthopedically Handicapped,Hearing impaired and Visually Handicapped)will have to produce a medical certificatesigned by Chief Medical Officer of the Districtconcerned at the time of admission, if selected.
