PRESS NOTE ON ACHIEVEMENTS OF RACHAKONDA COMMISSONERATE AFTER ITS
FORMATION ON VIEW OF FIRST ANNIVERSARY.
The Rachakonda Commissionerate was bifurcated from Cyberabad vide G.O. Ms.
No. 126 / Home (Legal) Dept. Dt.23.06.2016.
This Commissionerate is divided into 3 Law & Order Zones, 7 Law & Order
divisions and 42 Police Stations, 3 Traffic Divisions and 07 Traffic Police Stations, 3 CCS,
1 Cyber Crime Cell and 1 WPS.
Further 17 Police Stations/Divisions of Law & Order and Traffic were added to the
Commissionerate after formation of new districts.
The total Sanctioned strength of Rachakonda Commissionerate is 4215 where as
actual Strength is 2943 and there are vacancies of 1266 police personnel of all ranks. The
Rachakonda Commissonerate consists of urban and rural areas part of Ranga Reddy,
Medchal & Yadadri-Bhongir Districts covering an area of about 5091 Sq. Kms with
population of about 42.00 Lakh in 39 Revenue Mandals.
A number of 28547 cases under various heads (as on 26th June 2017) have been
reported in which 4091 cases are property offences.
There are so many IT MNCs/National Institutions situated in Adibatla, Uppal,
Pocharam, Bibinagar and surrounding areas and also emerged as centre for
developmental excellence which is giving new image to Rachakonda and the New State
of Telangana. Moreover Major and minor Industries, public sector companies like E.C.I.L.
& N.F.C., Genpact, HMT, Coca cola, vital installations like Cherlapally Jail with high
security category prisoners, MINT, Ramoji Film City are existing with large number of
industrial areas where number of employs work round the clock showcasing the
importance of this Commissionerate focussing vigil surveillance over the activities of
trade Unions.
SPORTS & EVENTS
Rajiv Gandhi International Cricket Stadium is located at Uppal where International &
IPL and Celebrities Cricket Matches will be conducted and around 35 to 40 thousand
spectators of sport loving can occupy the stadium at once. An elaborate police B/B
and security arrangements have to be made to safe guard the Players and Public.
International Indoor Stadium is located at L.B.Nagar where international Kabbadi &
Badminton Matches will be held and around 1 to 2 thousand viewers can be view
the matches at once and adequate bandobast measure are being taken with large
number of Police personnel when ever matches held in the stadium.
IMPORTANT PILGRIMAGES PLACES
A famous and well known temple and known as Telangana Tirupathy “
Sri Lakshmi Narasimha Swamy temple” is located at Yadadri and falls under this
Commissionerate, where 5 to 10 thousand pilgrims visit the temple to offer their
prayers every day. During the weekends and Holidays, 20 to 30 thousand
pilgrims, in the special days 60 to 70 thousand pilgrims will visit the temple.
Elaborate police B/B and Strict vigil of Police is being maintained.
Sri Ramalingeshwara swamy temple, Keesaragutta also falls under this
Commissionerate, where 1 to 2 thousand pilgrims visit the temple to offer their
prayers every day. In the special days (Maha Shivarathri) and festivals, 30 to 40

thousand pilgrims will visit the temple. Elaborate police B/B and Strict vigil of
police is being maintained.
Hazrat Ali Darga, Moula-ali is located in limits of this Commissionerate, where 10
to 12 thousand pilgrims visit the Darga on the days of Urse and Moharam
Festivals. Elaborate police B/B and Strict vigil of police is being maintained.
Baba Sharffuddin Darga, Phadishareef is located in limits of this Commissionerate,
where 4 to 5 thousand pilgrims visit the Darga on the days of Urse and Moharam
Festivals. Elaborate police B/B and Strict vigil of police is being maintained
PROMINENT TOURIST PLACES
Ramoji Film City which known as Biggest Film City in Asia, is situated on
Hyderabad -Vijayawada National Highway-65 at Abdullahpurmet. Daily 5 to 6
thousand tourists visit this place of recreation from all states of India and aboard.
Mega events such as carnival on every festival, on the eve of New Year will be
celebrated and 10 to 12 thousand tourists participate in the events. Film shootings
even of Bollywood will also take place in this film city which required Police
patrolling and bondobasth.
WONDERLA is situated in the limits of Adibatla Police station and daily 3 to 4
thousand tourists and school children will visit this place for their recreation. It is
one of the biggest amusement park in twin cities.
EDUCATIONAL INSTITUTIONS
Some of the distinguished higher educational institutions like BITS Pilani, One
Army Dental College and 86 Engineering Colleges are located in the limits of this
Commissionerate.
FAIRS & FESTIVALS:
Festivals like Bonalu, Ganesh Chaturthi, Sri Rama Navami, Hanuman Jayanthi,
Dussera, Dewali, Ramzan, Bakrid, Moharrum, Milad-un-nabi, etc. will be take part of this
Commissionerate. An adequate security measures are being taken during the festival.
Saroornagar Tank Bund which popularly known as “ Mini Tank Bund” is located
in the Limits of PS Saroornagar and a large number of Lord Ganesh Idols would be
immersed during every Vinayaka Chaturdhi and Safilguda Tank, Kapra Lake, Cherlapally
Lake, Edulabad Tank Ibrahimpatnam Tank are also famous for Ganesh Immersions and
the Police of this Commissionerate have tightened the security during the festivals and all
went in peaceful with Zero incident.
Natural calamity/ Heavy RAIN FALL:
In this Commissionerate there was heavy torrential rain falls for about a fort night.
Baktamakunta, Hasmatpet lake, Mouthukunta chervu, Ramakrishnapuramcheru,
chinnarayadu cheruru, Kapra Lake were being maintained by the Police. Police did
exemplary work 24 X 7 during the period and saved lives by shifting the inhabitants of
Bhoodevi nagar, Sonia Gandhi nagar, BR.Ambedkar nagar, to relief comps. Besides the
continuous monitoring by L & O Police, Traffic Police also joined shoulder to ensure that
the traffic flowed uninterrupted. Not only regulation of traffic, the traffic Police also took
the onerous task of repairing damaged roads. Further L & O Police assisted in clearing
tank encroachments.
“SHE” TEAMS WORK
After creation of the Telangana state, the Hon‟ble Chief Minister has given
utmost importance to the maintenance of Law & Order and for the safety of women. All
of you well aware that where peace excels, there prevails the development. In this
process, SHE TEAMS concept has been introduced in Telangana state with a moto to
provide safety and security to women in Telangana with a zero-tolerance policy towards

women safety. In view of preventing eve teasing and to provide security to the girls and
women, She Teams have been formed. The following enforcement work was done.

SUCCESSFUL STORIES OF SHE TEAMS:
Following are some of the case studies dealt by She teams:
(1) In one case from Nacharam, the victim girl is a student who used to park
her scooty at her friend‟s house and goes to college along with her friend
daily. For the last one month some unknown offender had been keeping
some gifts, love symbols etc on her scooty. After that, he kept his phone
number on a tag with a note to call him and even threatened her with dire
consequences if she doesn‟t call him. On her complaint, we caught him and
booked a case against him.
(2) In a stalking and cyber bullying case, one student named Moksh Jain was
stalking his inter classmate who is studying graduation now though she
resisted him to not to after her. But he didn‟t heed her word and continued
stalking. On her complaint, an FIR has been booked at Malkajgiri P.S.
against him and he was arrested. After releasing on bail, he started
harassing her over INSTAGRAM by uploading her pictures and keeping her
father phone number in dating websites which led her to attempt to
commit suicide. Subsequently, another FIR case has been booked and sent
him to remand. He is still in judicial remand.
(3) In another case, one Teli Kishore a crane driver used to stalk a married
woman continuously and pursuing her to marry him or otherwise he
would kill her daughter and husband. On her call to our She Teams, he was
taken into custody and got a case booked against him at Nacharam P.S.
(4) In another cyber bullying case, one B.Tech student has morphed his
classmate pics with nudity and sent her with a demand to send her original
nude pictures otherwise he would upload her morphed nude pictures in
internet. On her complaint to She teams, a case has been booked in Cyber
Crime P.S. and accused has been arrested.
MARGADARSHAK PROGRAM
This initiative has been introduced with the help of SCSC in all IT & ITES
companies where active and capable women employees are identified as
MARGADARSHAK who acts as a facilitator between the victims, management and
police. The main objective of this initiative is to support the women in distress who
generally don‟t come forwardto complain about their sufferings because either they may
hesitate to complain or they may not have enough knowledge to give complaint in
police station or with the management. To fill this gap and do justice to them,
Margadarshak programme has been introduced which is working successfully in this
commissionerate.

SOCIO PSYCHOLOGICAL COUNSELLING TO OFFENDERS
It is noticed in the regular counselling being given to the offenders by the
women counsellors from BHOOMIKA COLLECTIVE an NGO, in the presence of their
parents or family members that there are lot of students found involved in this menace.
Keeping in mind future of students, Rachakonda police initiated career guidance
counselling to those students by the specialized psychological counsellors, which makes
them to come out of this menace and turning them into good citizens. This type of
counselling is delivering tremendous results where lot of students have become studious
besides giving away their deviant behaviour. Psychologist Dr Vasavi of Kushaiguda is
helping us in this regards. POCSO cases victims are also counselled by her.
I) One Mr. Rohit who is an Inter student was caught by the She teams while
he was bursting the fire crackers in front of the college going girls at
Kushaiguda bus stop to threaten them. Later, he was counseled in the
presence of his parents and as a result he left his deviant behaviour and
became studious. Even he achieved 80% in his inter first year exams.
II) In another incident where three boys namely, Shabaz, Aseem and Jabbar
all are in their teens were caught while they were teasing the women in
Priyadarshini Park, Saroornagar area.
ANKURAM WOMEN & CHILD COUNSELLING CENTRE:
On the day of Mahatma Gandhi Jayanthi on 2nd
October 2016 Rachakonda
Commissionerate in collaboration with Ankuram organization has initiated a Counselling
Centre for Women and Children at Kushaiguda Police Station to prevent gender based
violence against women and children to save them from victimized. The following cases
have been taken up and following cases solved.

Apart from the above, the Rachakonda Police have conducted many orientation
programmes and meetings with all staff of Rachakonda Commissionerate on the issues of
SHE TEAMS, CRIME AGAINST WOMEN AND GENDER SENSITIZATION with the
partnership of BHUMIKA, a women collective for upliftment of women and children and
to bring awareness about their rights. The following points have been emphasised:-
All Police officers should respect women & girl victims whenever they visit police
stations for legal aid and help. The S.Is should listen to their problems twice or
thrice and diagnose their issues as a Doctor, extend full co-operation and initiate
legal action as per law.
The Investigation Officers of Rape Cases, POCSO Act Cases and cases related to
Children should be investigated very carefully and see that the victims will get

justice. All the Police Officers should send proposals to the Government and
Concerned authorities recommending suitable compensation to the victims of
Rape Cases, POCSO Act Cases and Children.
No women, girl or child, for any reason should be called or brought to Police
Station before sun rise or after sun-set. Whenever women or girl accused are
arrested, women police personnel should accompany with them and provide
sufficient time for their dressing etc.
During the trials, the Investigation Officer should file a requisition before the
Hon‟ble Court under 327 (2) Cr.P.C. for conducting In-Camera proceedings to
avoid re-victimization.
OPERATION SMILE:
On the decision of Central Government to rescue child labour, In Rachakonda
Commissionerate, Operation Smile Programme was conducted by forming (7)
teams consisting of one SI and 4 PCs and one woman constable in Each Division
and as many as (498) child labour who are working in Bricks Kilns and other
Industries were rescued. Out of them, (470) child labour were sent to Rescue
Homes for safe custody and the remaining (28) children were handed over to
their parents. In this regard, (06) criminal cases were registered at Hayathnagar,
Vanasthalipuram, Meerpet and Choutuppal Police Stations and (27) accused were
arrested and remanded them to judicial custody.
PREVENTION OF CHILD MARRIAGES:
New SHE teams are working for protection of Child Marriages in the limits of
Rachakonda Commissionerate apart from their regular duties of prevention of eve
teasing.
The voluntary Organization of prevention of CRPF (Child Rights Protection Force)
and volunteers are working in each village and collecting the prior information
about child marriages.
The She teams also collecting information in addition to above volunteers and
taking necessary steps to prevent child marriages.
So far (11) Child Marriage instances were stopped, in which (7) instances were
reported in Bhongiri Zone, while remaining one is rest of Rachakonda
Commissionerate. Further counseled parents of both bride and bride groom and
taken undertaking letter that they have to perform marriage only after attaining
(18) years of age by female and (21) years of age by male.
Conducting awareness programmes in the villages, more over identifying the
families of girls, who have completed 10th class and looking for matches for their
marriages. Further conducting counseling with parents of both sides and taking
assurance that they have to perform marriages only after attaining age of (18)
years and motivating girls for higher studies.
STRESS RELIEF PROGRAMME FOR POLICE OFFICERS:
In the Commissionerate (4) Stress Management programmes are conducted by
ROSHNI anti suicidal help line and counselling centre in 3 zones and 1 police head
quartersand Police Personnel from the rank of SI to CP joined it. It is proposed to be
conducted the programme every week in a Police station.
CASHLESS TRANSACTIONS AND CYBER SECURITY AWARENESS PROGRAMME
After demonetization of currency anticipating increase in cyber crime a
programme on awareness about cashless transactions and cyber crime conducted at
Infosys, Pocharam campus with 180 participants. This was the first programme taken up
by this Commissionerate in state on this issue.

GOOD WORK IN CRIME PREVENTION & DETECTION
SEIZURE OF GANJA
After formation of Rachakonda Commissionerate (2016 & 2017) total 21
cases have been booked for illegal possession and transportation of Ganja. All the
accused were arrested and recovered property Wr.Rs.4,50,00,000/- sent to judicial
custody . A house is used for storing Gaanja was also seized under section 133 Cr.P.C.
SENSATIONAL MURDER CASES:
On 25.6.2016 evening the accused Doppalapudi Lokesh Babu N/o Gudipudi
village, Bapatla Mandal brutally killed the deceased Sri Avula Udayakumar, Advocate
due to land dispute and subsequently dumped the body into the car with the help of
A2 Suman Reddy R/o Chennapuram who is neighbor of the land, drove the car to
Keesara outskirts and burnt the same with petrol. A case in Cr.No.192/2016 u/s 302,
201 IPC was registered and investigated into by Keesara Police and subsequently CD
file transferred to PS Jawaharnagar on the point of jurisdiction. The Police took this
case as challenging and caught all the accused within (2) days and detected this
sensational Murder case which brought applaud of public.
The sleuth of Hayath Nagar PS. Detected Sensational a DOUBLE MURDER case
where in the accused Sohan Kumar Takur @ Sohan R/ Hayath Nagar murdered
deceased -1 Dharmaraj & deceased-2: Mukesh for committing theft of cell phone at
Lavani patta of Rasala Kashaiah Yaadv, at the limits of Kawadipally village Hayath
Nagar . The accused was arrested and recovered stolen property.
The Hayath Nagar Blue colt PC 5087 Nagshwar Rao & HG 1031 Mahender who are
performing patrolling duty they are caught hold them red-handedly. where in the
accused A-1: Mendem Pravallika, W/o Pullaiah (wife of deceased) along with J-2
minor boy age 16 years murdered the deceased Pullaiah due to illegal intimacy, after
death of deceased the accused were caught by Blue colt staff while shifting the dead
body on Splendor puls bike B. No; AP 28 AF 2609. the accused were arrested and
sent to judicial custody.
On 09.11.2016 evening hours, on reliable information the SOT, Rachakonda Police
Commissionerate conducted raid under the limits of Kushaiguda Police station and
apprehended (9) accused persons, 1) Dunda Ravinder Reddy @ Ravinder 2) Settipally
Naga Vineela @ Vinni 3) Mohd Jabair 4) Waheed Ali 5) Abdul Asgar 6) Jitender
Singh @ Hajuria @ Maharaj 7) Mohd Haji 8) Mohd Mansoor @ Sai @ Don 9) Golla
Yadaiah, who are brutally murdered dairy farm owner Gopalakrishna R/o Pent
house, Nomula Residency, Mangapuram Colony, Moulali on the terrace of the
apartment by inflicting around 54 stabbings on his body. In this case seized net cash
Rs.2 Lakhs, one Pistol, one live 7.65 caliber round, 5 knives, 2 sickles, one Indica car,
Mahendra XUV. Later handed over to Kushaiguda Police station for further action.
HB CASES:
The Police Meerpet arrested notorious House Burglar Mir Khazam Ali Khan @
Khazim @ Kajju @ Surya Anna on 25-10-2016 and seized (70) tulas gold ornaments
and net cash of Rs.91,000/- from him all worth Rs.22 lakhs, pertains to (24) House
Burglaries in Hyderabad city and Cyberabad Commissionerate, for which PD Act was
invoked against him by CP Hyderabad city. After releasing from jail he has again
committed (9) Grave House Burglaries in the limits of Meerpet of Rachakonda
Commissionerate. (PD Act invoked against him for 2nd
time).

The Police Medipally has arrested notorious Offender by name Mohd. Avez Ahmed
@ Ahmed. (34 Yrs) who is completed MBA and become a notorious HB offender
and committed (43) House burglaries and recovered 1 Kg gold,200 grams of Silver
and Rs.2,50,000/- Net Cash, all W/Rs. 50 Lakhs.
The Sleuths of SOT Rachakonda nabbed one notorious offender by name Mekala
Vamsidhar Reddy (27) L.B.Nagar, who have committed (50) House burglaries and
recovered 400 grams of gold Ornaments, Lancer Car and Vespa Scooty all W/Rs. 20
Lakhs.
The Police Saroornagar arrested notorious House Burglar Mohammed Mehboob
Pasha @ Syed Mehboob Pasha @ Pasha R/o Nagarkurnool and detected as many as
(17) cases of House Burglaries and remanded the accused to judicial custody. He was
earlier involved in (35) HBs in the limits of Rachakonda and Cyberabad. Recover
property worth Rs.
The notorious HB offender Cherukumalli Koteshwar Rao @ Cherukuri Vishwanatha
Raguram of Guntur district was arrested by sleuths of CCS LB Nagar and detected
(18) House Burglaries committed by him in the limits of Rachakonda
Commissionerate and recovered 52.8 tulas of gold ornaments, 650 grams of silver
ornaments all worth Rs.16 lakhs.
DICKEY OFFENCES ( ATTENTION DIVERSION CASES)
(4) Notorious professional attention diversion gang members A-1:Petla Suresh S/o
Venkateshwarlu, A-2: Kunchala Gopi @ Shyam S/o Kunchala Venkatesh, A-3: Pasupuleti
Shiva S/o Subba Rao, A-4: Gokul Das @ Yesudas S/o Kondaiah all residents of OG
Kuppam village, Nagari Mandal, Chittoor district, AP State have committed (23) thefts of
cash bags from the vehicle dickeys by diverting the attention of owners of the vehicles,
who visited Banks and Registration offices to attend to their works. The offenders were
arrested by Kushaiguda Police. All (23) Cases detected and an amount of Rs.17,88,000/-
net cash and (10) tulas gold ornaments were seized from their possession at their
residential house situated at Bhupesh guptanagar, Karmanghat. ( PD Act Invoked Against
the above Offenders )
HIGHWAY DACOITY CASE:
On 11.06.2017 night hours, on reliable information the SOT, Rachakonda
Commissionerate intercepted near Choutuppal Tollgate, under the limits of
Choutuppal Police Station and apprehended (5) accused persons, I) Neelshikari
Sharukh Khan@ Srinu @ Shalumiya II) Syed Shaikshawali III) Chakali Vishnu IV)
Shikari Ashok@ Arjun V) Shikari Kemiti who are targeting the parked lorry/DCM
drivers and attacking them and committing the offences by threatening with
knives and daggers and taking the valuables and seized cash Rs.71,370/-, Daggers
(6), Axe (1), Scissors (5), Screw Driver (1), Folding Knife, (1) mobile phones (8)
Four Wheeler vehicle (1) and (1) Bike and handed over to choutuppal Police
Station for further action.
PSUEDO NAXAL GANG
(5) Notorious gang members viz., 1) Bolla Narsimhlu @ Narsimha @ Saleem @ Srinanna,
2) Oruganti Sammaiah @ Kathula Sammaiah @ Sampath and 3) Akkaram Krishna 4)
Pallerla Surender @ Suresh 5) Rachakonda Sriramulu have committed (9) Offences of
Extortion and Kidnapping in the limits of Jawaharnagar, Kushaiguda, Nacharam Police
Stations of Rachakonda Commissionerate and Jagadevpur Police Station of Siddipet
Commissionerate. The above gang members threatened the innocent business people and
Real Estate Business people by threatening them at the point of air pistol posing

themselves as Maoists. They demanded and collected huge amounts from the business
people and Realtors in the name of Maoist Party Fund. They threatened them with dire
consequences that they would kill them, if they do not accept their demands. The
offenders were arrested by Jawaharnagar Police. .( PD Act Invoked Against the above
Offenders )
FAKE CURRENCY:
(6) Notorious Criminals A1 Jamalapur Sainath @ Babu S/o Sri J.Jahangir,
A2. Gotte Anjaiah @ Anjaneyulu S/o late Lingaiah, A3 Sakethwala Ramesh S/o Hari
Prasad, A4) Chikoti Satyanarayana @ Satyam S/o Rajaiah, A5) Kandikanti Sridhar Goud
@ Srikanth S/o Laxmipathi Goud, A6) Avadutha Vijay Kumar S/o late Pandu Ranga
purchased one colour Xerox machine and made (print) Fake Indian Currency Notes,
small denomination (Rs.500/-, Rs.1000/ Notes), while they were planning to circulate
same in the market the statements of demonetization announced. After the release of
the new Rs.2000/- note, they successfully printed it and were waiting for an
opportunity to circulate in the market. On credible information about the plans of
accused, SOT Rachakonda nabbed the gang and sized 1) Net cash Rs.50,000/-,
2) two Xerox machines 3) Rs.2000/- FICN - 105 notes worth Rs.2,10.000/,4) Rs.100/-
FICN - 102 notes worth Rs.10,200/-5. Rs.50/- FICN - 105 notes worth Rs.5,750/-
6) Rs.20/- FICN - 117 notes worth Rs.2,340/- 7) Rs.10/- FICN - 102 notes worth
Rs.1,020/- the sized fake currency was worth Rs.2,22,310/- apart from other
incriminating material. This is a first case of counterfeiting Rs. 2000 note after its
introduction in market.
FAKE DOCUMENTS:
On 05.8.2016 evening hours, on reliable information the SOT, Rachakonda
Commissionerate conducted raid at Gandhi Nagar, Kapra, under the limits of
Kushaiguda Police Station and apprehended (1) accused person, I) Munagala
Venkata Laxmi Nageshwar Rao who posing himself as Chairman of National
Consumer Rights Commission and recruiting members into the State bodies and
district bodies by collecting Rs.1500/- for membership fee and Rs.5000/- for life
time membership and cheated the common public on the name of Chairman of
National Consumer Rights Commission & All India Anti Corruption Commissions
and seized (1) mobile phone, (1) pen drive, (1) Telugu Prapancham application
form, National Consumer Rights Commission certificates, logo stickers & pin
punch, All India Anti Corruption Commissions logo stickers, pin punch &
certificate and handed over him to Kushaiguda Police for further action.
IMPERSONATING SIM CARDS
On 23.1.2017 evening hours, on reliable information the SOT, Rachakonda
Commissionerate conducted raid under the limits of Vanasthalipuram Police
Station and apprehended (8) respondents, I) Miryala Sandeep II) Bomma Murali
Krishna, III) Kacham Ravikanth, IV) Boyapally Manoj Kumar Goud V) Anugu
Surendar Reddy VI) Jeniga Srinivas VII) Manakonduru Venu Madhav VIII) Kavali
Srisailam who indulged in cheating in the name of Digital Marketing by
impersonating as customers using pre activated SIM cards obtained by forged ID

LAND GRABBERS
(19) Land grabbers who were indulging in preparation of fake land documents
pertaining to one NRI Deepak Kant Vyas of USA were arrested and seized Rubber
Stamps, Computer used to make Aadhar card, Forged land documents and Rs.8 Lakhs

NRI Dipak Kant Vyas of USA at Bibinagar was put to sale by creating bogus documents,
impersonation and cheating. A case is under investigation at Chouttupal Police station.
CHEATING (RICE PULLING GANG)
The sleuths of SOT, Malkajgiri zone on credible information apprehended 06 members
gang who are cheating public in the name of “RICE PULLING” article and Rs.5 Lakhs,
dubious rice pulling article and 05 cell phones seized from their possession. The accused
persons (1). Katroth Badraiah S/o Valaiah, 2)Talari Jangaiah S/o Sathaiah, 3) Surigala
Lalaiah S/o Mallaiah, 4) Gorenka Yadaiah S/o Agaiah, 5) Voggu Ganesh S/o Maraiah 6)
Voggu Nagesh S/o Mallaiah,7) Ravi r/o Rachakonda,8) Bhaskar R/o Manchal, 9)
Venkataiah all Residence of Rachakonda and Thippaiguda, taking the advantage of
belief of public that there are hidden treasures in Rachakonda areas started propagating
that the area has Rice Pulling articles in the soil and that they will excavate them if
anybody is interested and they started collecting money from people. In that process,
they happened to meet few persons who are in search of these Rice pulling articles since
years and the accused persons gained knowledge about Rice pulling articles after
interacting with these people. They prepared one article with a plastic bucket and kept
one stone in it and placed the lid and completely wrapped it with brown adhesive tape
and started propagating that the item is rice puller and worth cores of rupees in the
market. They collected nearly Rs.15 Lakhs from 03 persons and on a hunt to dupe
many more public who are superstitious and believe in the mystical powers of rice
pulling articles.

During the year the work turned out by the SOT Rachakonda Commissionerate
from July- 2016 to June- 2017. The details are follows.,
ENFORCEMENT OF SOCIAL EVIL CASES
After formation of Rachakonda Commissionerate by bifurcating erstwhile
Cyberabad Police Commissionerate, the following enforcement work has been taken up
and successfully implemented as a part of effective Policing and prevention of peace and
maintenance of public order in the limits of Rachakonda Commissionerate.
HUKKA PARLOURS:
After formation of Rachakonda Commissionerate, (24) cases have been registered
against the organizers of Hukka Parlors for violating the Rules and Regulations and as
many as (30) persons were arrested. (2) Hukka Centers have been seized.
SEIZURE OF PROSTITUTION HOUSES:
As many as (81) cases have been registered against the organizers who were
running Prostitution houses. A total of (194) organizers were arrested and produced
before the Hon‟ble Court , 110 victims rescued from Telangana, A.P., Zarkhand, UP,
Delhi, Haryana and an amount of Rs.6,01,920/- was seized from them. Total (30)
Prostitution Houses were seized u/s 133 Cr.P.C. in the limits of Rachakonda
Commissionerate including 5 lodges at Yadgirigutta.
SEIZURE OF GAMBLING HOUSES:
In Rachakonda Commissionerate, as many as (74) cases under Gaming Act
have been registered. Of them, total (532) accused were arrested and produced before
the concerned Magistrates and a total amount of Rs.44,65,970/- cash in net was seized.
Total (4) Gaming Houses were seized U/s 133 Cr.P.C. In Bhongir 3 rooms of Officers
Club too sealed by Order of RDO Bhongir.

There are 19 cases of food adulteration cases booked during this year so for
in which Ghee: 02 Cases, Oil: 01 Case, Milk: 05 Cases, Spices: 03 Cases, Gutka /
Zarda: 08 Cases Registered and surveillance being kept.
FAKE MILK CASES:
1. On tip of information some persons preparing huge quantity of fake milk
SOT team rushed to spot and seized incriminating material for preparation of
fake milk i.e 1) Freedom refined sunflower oil-4 packets, 2) Krishna milk
powder-26 packets, 3) Urea- 1 Kg, 5) Milk tins-5 in which contains total -105
litres milk, 6) Mixi-1 and Mixi Jar-2. by arresting the culprits A-1) Madasu
Krishna Yadav, S/o Late Mallaiah Yadav, A-2) Andela Mallesh, S/o Anjaiah,
Both R/o Mankal Village, Maheshwaram Mandal, RR dist. arrested and
remanded to judicial custody.
2. on 16-05-2017 received information that one person making/preparing huge
quantity of adulterated milk by mixing Oil & urea in Asmathpur H/o Jalpally
Village limits. On receipt of the information rushed to the village, apprehend
one person Barla Ramesh and seized Oil tins, urea, 2 Mixi Machines, Jug,
Buckets which was contained about 10 liters adulterated milk. The accused
arrested and sent to judicial custody.
3. Occurred on 10.02.2017 at Jainapally Village. Wherein the accused persons

9) Boyini Harinadh, A-10) Tippani Venkata Ramana Rao @ Ramu A-11)
Masagoni Prabhakar A-1 to A-9 were arrested by seizing the adultered milk
and chemicals used for adulteratuion.
SPURIOUS SEEDS :
Rachakonda Police in coordination with Mahaboobnagar Police have arrested
(4) Persons in relation with selling and distribution of Spurious Cotton Seeds and
cheating the farmers of Telangana, Andhra Pradesh, Karnataka and Maharastra States.
The arrested persons includes one Chinnam Janaki Ram who is owner of Gopi Krishna
Seeds Boothpur of Mahaboob Nagar Dist and Srusti Seeds of Thorrur Village, Hayath
Nagar R.R.Dist.A number of (1129) packets of different varieties of cotton seeds, 2)
2045 kgs of foundation and Reminent cotton sees, 3) 1050 kgs of Red gram Reminent
seeds all worth of Rs. 46,42,422/- stock was seize. The special team had done
commendable Job while arresting the accused who were doing illegal spurious seeds
business by cheating the innocent farmers for the years together. Commissioner of
Police, Rachakonda & S.P Mahaboobnagar has appreciated efforts of Police teams.
ADULTERATED BLOOD :
The sleuths of LB Nagar PS crack down the rocket of supplying spurious blood and
arrested the following three member rocket comprising of Dr Vakati Chakravarthy
Managing Director of Venus Multi speciality hospital, Malakpet , Chepuri Shravan
Incharge and Bandi Prem Kumar Technician of said Hospital as they supplied
adulterated/un-authorised blood to one Narsimha Reddy, a patient at Global
hospital, LB Nagar. The accused persons are dare to even adulterate blood only to
make easy money with the lives of human lives.
ILLEGALLY MANUFACTURING/SELLING DRUG CASES:
On 02.7.2016 evening hours, on reliable information the SOT Rachakonda
Commissionerate conducted raid at a time on “ Medichem Labs” & “ Sree Sai
Varsha Nutrition” at TV Colony, Ramanthapur under the limits of Uppal Police
Station and apprehended (3) accused, I) J.Sriramulu (Lab Owner) II)
A.Venkatanarayana (Supplier) III) K. Gangadhar Reddy who illegally
manufacturing the multi brand syrups, capsules, tablets and nutritious products

without having any prior license, qualifications and knowledge of composition of
syrup and tablets and also erasing old dates on expiring tablets by using spirit and
stamping new dates by violating drug control board norms & conditions and
seized (81) Cottons of Multi brand syrups, tablets & nutrition products, (2) drums
raw material of syrup, (1) Cap seeking machine, (1) stainless steel tank using for
syrup mix (50) stamps, (4) liters spirit, (15) Cottons of M Plex syrup bottle and (4)
mobile phones and handed over to Uppal Police for further action.
On 28.8.2016 evening hours, on reliable information the SOT, Rachakonda
Commissionerate conducted raid at Injapur, under the limits of Vanasthalipuram
Police Station and apprehended (1) respondent, I) P. Srinivas who running one
bedded clinic in the name of Latha clinic without any authentication from Vidya
Vidhana Paridhad by violated the Rules and Regulations and seized (138) various
expired tablets, (10) various expired tablet sheets, (2) Syrup bottles, (95) Injection
bottles, (1) Stethoscope, (1) BP Check Machine, (1) Letter pad, (1) Experience
certificate issued by Sri Savitha Hospital & (1) Conduct certificate issued Injapur GP
and handed over to Vanasthalipuram Police Station for further action.
PREVENTIVE DETENTION ORDERS: ( PD ACT CASES BOOKED) BY CP
RACHAKONDA.
In Rachakonda Commissionerate, Sri Mahesh M.Bhagwat, I.P.S., Commissioner of
Police, Rachakonda after assuming charge of the office of Commissioner of Police,
Rachakonda, as a part of prevention of property offences, preservation of peace and to
maintain peace and public order in the society, has invoked PD Act against (35)
notorious criminals such as Goondas, Rowdy sheeters, House Burglars, Snatchers,
Cheaters and Land Grabbers and lodged them in Central Prison, Cherlapally and
Chenchalguda for a period of (1) year. Before formation of Commissionarate (35) cases
was booked against the repeated offenders and all together 35 PD act cases were
booked during the year 2016 & 2017 (up to 26/06/2017).

TOTAL CONVICTION CASES FOR THE YEAR 2017:
During the Current year in the Rachakonda Commissionerate total 3897 cases
disposed in the various courts in the year 2017. Out of which 858 cases were convicted
and 1247 cases are acquitted. Overall conviction rate is 22%. A coordination meeting
with judicial officers and prosecution are regularly conducted to strengthen criminal
justice system.
CCTV PROJECT

To increase the electronic surveillance to prevent and detect the crime, CCTV Project
has been under taken with co operation of Community people in the
Commissionerate area in 1620 localities and so far 1120 cameras have been installed
and work is in progress in remaining areas. Accordingly Government CCTV Project is
also under progress in which 2234 CC Cameras are proposed to be installed in
GHMC areas.

TRAFFIC POLICE ENFORCEMENT WORK:
Till the date, Rachakonda Traffic police has booked 2,52,270 M.V act cases and
compounded an amount of Rs 6,40,15,570 /- from which 9,434 number of cases were
booked under Drunken driving on special drives. Respective Hon‟ble Magistrates have
penalized 350 number of respondents with simple imprisonment and remaining with a
fine which total reached to amount of Rs 1,29,21,107 /-
DRUNKEN DRIVING
The Traffic Police have been conducting drive against drunken driving on a regular
basis. Now Drunken Driving drivers are being conducted nearly throughout the week
and at different times to bring an element of surprise.

In the year 2016 till the date M. V Act Cases booked against M.V Act violators

Since cash less M.V Act enforcement system is implemented i.e., from 15 Oct 2016
to till the date, a total number of 1,51,034 M.V Act cases is booked against MV Act
violators from which 43,595 number violators had paid fine amounts to a total of rupees
1,93,97,771/- through E Seva & Mee Seva Centres.
TRAFFIC AWARENESS EDUCATION PROGRAMMES:
In Rachakonda Police Commissionerate Traffic education has been taken up as a
major project to provide education and also to arise awareness among various stake
holders i.e., Drivers, students (Collages& Schools).
In Rachakonda Police Commissionerate 606 Traffic awareness programmes were
conducted during the current year among school, Collages, Engineering Collages, Auto
Stands, DCM Stands, Lorry stands, RTC Depots, travels, Cabs, and various Colonies)
through Traffic Education van from which 58837 school children, 16376 number of
drivers were educated the rules and regulations Road Safety precautionary measures to
be implemented to reduce Road accidents.
DE - ADDICTION PROGRAMMES TO THE ALCOHOL ADDICTS
(BOOKED UNDER DRUNK & DRIVE CASES).
In Rachakonda Police Commissionerate 9,434 MV Act violators booked under
drunken driving were counselled along with their family members/ Parents , not to
repeat the violation as an initiative not only to reduce road accidents but also to
decrease repeated offence under drunk & drive.
At Traffic Training Institute L.B Nagar, 471 minor drivers driving vehicles had
counselled in presence of their parents as an initiative to reduce road accidents.
DEADDICTION COUNCELLING FOR DRUNKEN DRIVERS:
In Rachakonda Commissionerate with the support of Amruta Foundation &
Counselling Centre, the following offenders of drunken driving have been given
counselling from 30/08/2016 to 26/06/2017.

CAB REGISTRATION.
To ensure Taxies, Cabs and other vehicles of this category to be operated in an
orderly manner and do not compromise public and road safety, for having better
supervision over such vehicles and also to operate these types of vehicles in an orderly
manner Cab Registration has been taken up at L.B Nagar Compounding booth, a total of
5218 Number of Cabs has been registered with Rachakonda Traffic, from which 5155
Cab stickers has been issued to various cab drivers and owners.
TRAFFIC TRAINING INSTITUTE (TRAFFIC TRAINING TO MEN & OFFICERS)
The Traffic Training institute at LB Nagar has imported Traffic Training to newly
appointed Traffic personnel and orientation course to the traffic staff from the rank of
Inspector to HGs. During the year 1750 till on date Men and officers were trained so far.
It has also taken up Drunken Driving counselling.
THE TRAFFIC VOLUNTEERS PROGRAME:
The Traffic volunteer drive which was undertaken wherein several IT employees
registered as Traffic volunteers to man traffic in several areas, as many as nearly 03
Traffic volunteers registered their names for coming on to roads.

EQUIPMENT AND WELFARE OF STAFF:
During the year the Equipment like 1) LED Batons, 2) Bollards, 3) Rain Coats, 4)
Breath Analyzer, 5) Reflective Jackets, 6) Helmets, 7) Signage‟s (Free left boards), 08) Still
Cameras, 10) Barricades, 11) Speed Laser Guns, were distributed to various Traffic PSs for
utilizing the same for maintain free flow of Traffic. All Traffic personnel are being issued
kit articles like, 1) Pollution masks, 2) Helmets, 3) Raggimalt (in Summer Season)to obtain
some relief in hot summer. A Medical Checkup to all police personals was organized in
L.B Nagar & Malkajgiri Zone, staff attended the medical camp were checked by
specialized doctors and issued suitable prescriptions
BANDOBUST DUTIES:
Since 01.06.2016 to till date in Rachakonda Police Commissionerate, Traffic Police
conducted major events successfully i.e., Ganesh Bandobust & Immersion (05.09.2016
TO 15.09.2016 ) , Ramzan on 06.07.2016, Bakrid on 12.09.2016 Mohharam on
12.10.2016, Milad U Nabi on 12.12.2016 , Maha Shivarathri, President of India
Progaamme to Army Dental Collage, IPL Cricket matches, Various Examinations, Test
match cricket, Ijethma Progarmme at pahadisharif, Ramzan 2017 and other VVIP and

VIP programmes, The Traffic Management was done with meticulous planning and
completed all bandobust duties without any remarks, though there is less traffic staff in
Rachakonda Limits.
CYBER CRIME, RACHAKONDA.
After bifurcation of the Rachakonda Police Commissionerate in order to prevent
the Cyber Crimes aggressive campaign is being done to create awareness among the
general public through different mediums such as print and electronic media and social
engineering platforms. The following are the types of Cyber Crimes reported
1. HACKING OF ACCOUNTS
2. VIRUS DISSEMINITION THROUGH BOTNET ATTACKS
3. MAIL SPOOFING
4. CALL SPOOFING
5. LOTTERY FRAUDS BY NIGERIANS
6. JOB FRAUDS
7. SOCIAL MEDIA ACCOUNTS ABUSE
Among the cases reported, majority of them are of Call spoofing where in the
fraudsters call the victims and introduced themselves as Bank official and collect their
debit/credit card details and transfer the money into their e valets/bank accounts opened
by submitting fabricated documents. Most of the victims are falling prey to the Nigerian
fraudsters who in the name of Lottery frauds, matrimonial frauds, Jobs frauds cheating
the people. Even the educated persons also falling prey to the fraudsters by responding
to fake advertisements in OLX like online sales sites.
After formation of Rachakonda Commissionerate our Cyber Cell crocked critical
cases where in (15) Nigerians were arrested from New Delhi and Bangalore and lodged
them in prison. All of them involved in Matrimonial frauds, Job Frauds and Lottery
frauds. Expensive cars, jewellery and foreign currency were recovered from them.
SUCCESS STORY OF CYBER CRIME PS; RACHAKONDA.
Cyber Cell Police of Rachakonda Police Commissionerate arrested two Nigerian
and their Indian Lady accomplice in Bangalore for duping a house wife in the name of
gift parcel of 5 lacks US dollars and diamond jewellery.
In the month of June 2016, a house wife living in LB Nagar area received a friend
request on her “Face book” account from a US Citizen said to be 3rd generation Indian
origin. she accepted the request and started chatting with him. After few days, they
exchanged their WhatsApp numbers talking over WhatsApp calls. The conman told the
lady that, he is a wealthy American and want to invest in India with her help. On 12th
September, he called up and told that, he wants to give surprise to her so sent her a
parcel through carrier. After two days, she received a call from a lady who introduced
herself as customs officer working at New Delhi Airport and enquired whether she is
expecting any parcel from USA. On that, she told her about her friend in USA and
expected gift parcel from him. On that, she told that, the parcel contains cheque of US.
$ 5,00,000/-, diamond Jewellery iPhone, apple laptop, and other gift items. To confirm
this the fraudsters have sent email to the victim said to have been sent from customs
department. They asked her to pay charges towards, Customs clearance, Anti-Terrorism
certificate, United Nations Money Laundering certificate etc. Believing their version,
asper their instruction she deposited Rs. 3,50,000/- in the account numbers provided by
them. After that, they demanded more 3,20,000/- for the release of the so-
called gift parcel. On that, she got suspicion and approached Cyber Crimes Police Station
Rachakonda Police Commissionerate.
On that, a case vide Cr.No. 124/2016 U/s 468, 417, 419, 420 IPC r/w 34 IPC and
Section 66 (C) and 66 (D) of IT act has been registered and taken up investigation.

During the investigation, a team consist of Inspector Riyazuddin, SI Ashish Reddy
and staff went to Bangalore and apprehended A1.Simon Ebuka Umebee, 2) Okonkwo
Kenneth Chigbo both are Nigerians and their lady accomplice Ms.Changkhumla, aged
about 26 yrs, N/o Tuensang town, Nagaland. On their interrogation, surprising facts
came to light. The Ring Leader Simon EbukaUmebee came to India in the year 2013 and
landed in New Delhi on two months business visa. After that, he shifted to Bangalore
and took a flat at Central Excise Layout, ShivaramaKaranth Nagar post, Bengaluru and
called his childhood friend Okonkwo Kenneth Chigbo from Nigeria. Meanwhile he
happens to meet the third accused Ms.Changkhumla (female) N/o Nagaland. All of
them residing in the same flat. Since their visa expired, they created fake Indian visa
sticker and pasted on their passport and showing it to the concerned agencies whenever
they ask for their travel documents. Simon Ebuka Umebee created fake Facebook profile
by adding a photograph of a fair colour US Citizen used to search for the Facebook
accounts of females. In this process, he sent a friend request to the victim which was
accepted by her. After that, the second accused came into picture and started
communicating with the victim as customs manager and the lady started calling the
victims as if she is a lady customs officer. She is the one who collects the bank account
details from her contacts in North Eastern States of India and communicate them to
victims for depositing money. after money is deposited she contacts the account holder
and ask them to withdraw money for that, she pay them 15% as commission. From the
analysis of mobiles and laptops seized from the fraudsters, it is learnt that, about 35
members from different parts of India and about 20 persons from Hong Kong,
Indonesia, Philippines, Brazil, Kazakhstan, Estonia fallen into their trap. As and when
money is received from the victim, immediacy they purchased readymade garments from
Tirupur of Tamil Naadu state and send them to his relatives in Nigeria. For receiving
money from foreign countries, they are taking help of their friend living in Brazil a
Nigerian who provide the bank accounts of “Zenith Bank” and share the money on the
basis of their role played in the con game. The initial investigation also disclosed that,
the Ring Leader Simon EbukaUmebee constructing a villa in Lagos of which the pictures
were shared by his friend over WhatsApp.
Two laptops, 9 mobile phone, twenty grams‟ gold chains, 4 branded
wristwatches, one Toyota Corolla Car and other incriminating documents were seized
from their possession.

GENERAL PETITIONS RECEIVED DURING PRAJA DARBAR AND 4C.
After forming Rachakonda Commissionerate by bifurcating erstwhile Cyberabad
Commissionerate, the Commissioner of Police, Rachakonda conducted Praja Darbar in
three Zones to facilitate the general public to approach the CP and submit their grievance
directly to the CP and to get justice at the earliest.

Praja Darbar programme is getting a very good response and benefitting the common
man in directly resolving their issues. Most of the cases are land disputes, domestic
violence, against Police inaction, missing person, detection and arrest in old cases where
prompt action taken and feedback also given to petitioners.
SUCCESS STORY IN PRAJA DARBAR:
A woman namely Smt. Rayeesa Begum w/o Shaik Abdul Hai, R/o H.No.18-33/29,
Survey of India, Uppal was successfully regained her 411 Sq. yards Plots from the land
grabbers with the intervention of Commissioner of Police, Rachakonda.
She purchased two plots bearing numbers 6 & 7 total admeasuring (411) square
yards in a venture falling in Sy.No.s 294 & 295 from its owners and got registered vide
sale deed bearing no. 3347/2010, dated; 09.09.2010 of SRO Bhongir. Later, a double
registration was done over her plots. After realizing the same, she approached the CP,
Rachakonda who instructed the ACP, Bhongir to enquire and report in to the matter.
Subsequently, with the intervention of Police, the respondents have come forward
and facilitate the second beneficiary with another plot and handed over entire
documents and possession of the plots to the victim Woman. Now, she is very much re-
greet on the part of Rachakonda Police action.
(20) Land Grabbing Cases have been solved in Praja Darbar on the petition from Senior
Citizen:
On 27-07-2016 a PRAJA DARBAR was held in the camp office of Commissioner
Police, Rachakonda at LB Nagar, wherein one old man aged about 66 years who is a
retired Govt.employeeP by name Sri Buchaiah approached the Commissioner of Police
and explained about his (2) plot which was purchased in the year, 1982 with Rathna bai
and her GPA holder Bal Reddy which pertains to Cr.No.784/2015 of Meerpet PS which
was already referred to as Civil in Nature by Police Meerpet and also how he was

victimised in the clutches of accused Faraaz Hussain, Amarender Reddy, Kotaiah,
Ravinder Reddy etc.,. In response to the grievance of the old man, the kind
Commissioner of Police, Rachakonda responded and instructed the SHO Meerpet to re-
open the case and to take up investigation personally as the contents of thte case are of
criminal in nature as the registration of the land made by the accused Faraaz Hussain
illegally without any right over the said plots. Accordingly, the Inspector of Police re-
opend the case and investigated personally and made sustained efforts to nab the
accused Faraaz Hussain. Subsequently accused A-1 Khaja Fraaz Hussain, A-2 G.Ravinder
Reddy, A-3 Daida Srinivas Reddy, A-4 Anthati Ramesh @ Ramesh goud and A-5)
Siddigari Murali Mohan were arrested and remanded them to judicial custody.

Welfare Activities:-
1). Sanction obtained for establishment of Police Canteen in Rachakonda Police
Commissionerate is to provide general stores required for daily use at cheaper rates
eliminating the middle men and passing on the real benefit to the members of Telangana
Police personnel and the retired Police
personnel and their family members, including family members of deceased Police
personnel.
2). The sale will be carried out at 2% profit which should be retained by the
subsidiary canteen.
3). The profit will be used for the welfare of the serving police personnel and the
growth of canteen for which the guidelines will be obtained from the DGP, TS,
Hyderabad.
II. Issued 360 Bhadratha Cards to the Police Officers and Men Rachakonda
Commissionerate.

2. Pre Recruitment coaching
It is the idea conceived by the Commissioner of Police, Rachakonda first in both
Telugu states to make awareness and educate the aspirants those who want to join in
the Police Department.
In the part of this programme, a qualifying test has been conducted in
Commissionerate Level and accordingly workshops are being run in Division level by
well educated faculty for their pre-recruitment selections.
A number of (750) members are being trained at Vishweshwaraiah Engineering
College at Ibrahimpatnam, a (250) members at Kirana Association building in
Choutuppal while (250) members at Bibinagar of Bhongiri Division are being trained
for pre-recruitment.
An un-expected response has been come out from the youth particularly who are
in below poverty not to able to take coaching from private institutions, their parents
and NGOs as well.
